What is Matrutva Prasuvidha Yojana?

Matrutva Prasuvidha Yojana is the maternity benefit scheme of the Jharkhand Building and Other Construction Workers Welfare Board, which operates under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand. On the department's Shramadhan portal the scheme is listed in Hindi as मातृत्व प्रसुविधा योजना, and readers may also see it written as Matritva Prasuvidha Yojana.

According to the Shramadhan portal, Matrutva Prasuvidha Yojana provides Rs 15,000 in assistance to a registered woman beneficiary, for her first two deliveries. A worker who has two children while registered can therefore draw up to Rs 30,000 in total under this head.

The scheme addresses a specific gap. A woman working on a construction site is paid by the day and has no statutory maternity leave from an informal contractor. Every week she stops working before and after delivery is a week without income, at exactly the point when the household is spending more on transport, medicines and food. Matrutva Prasuvidha Yojana replaces part of that lost income so that the mother is not forced back onto the site within days of giving birth.

Matrutva Prasuvidha Yojana is financed from the labour cess collected on construction work under the Building and Other Construction Workers Welfare Cess Act, 1996. That is why the qualifying test is board registration and paid contribution, not household income.

Who is eligible for Matrutva Prasuvidha Yojana?

A woman qualifies if:

  • She is a registered beneficiary in her own name with the Jharkhand Building and Other Construction Workers Welfare Board.
  • The claim relates to her first or second delivery. The Shramadhan portal restricts the benefit to the first two deliveries.
  • Her annual contribution to the board is current, keeping her membership live.
  • She can produce proof of the delivery. A birth certificate, hospital discharge record or Mother and Child Protection card.

Board registration itself is open to construction workers between 18 and 60 years of age under the Building and Other Construction Workers Act, 1996, and that age band therefore frames who can be a member at all.

A woman is not eligible, or cannot apply, in these situations:

  • She is not registered with the board. Working on a site does not by itself create a claim; registration under the 1996 Act does.
  • The claim is for a third or later delivery.
  • Her husband is the registered worker and she is not. The benefit follows the registered woman beneficiary, not her household.
  • She has already drawn Rs 15,000 twice under this head.
  • Her contribution to the board has lapsed and has not been regularised through the Shramadhan re-contribution service.
  • She is an unorganised worker outside construction. Jharkhand runs a separate unorganised workers' welfare scheme set, and such workers claim under that head, not under the construction board.

What documents are required for Matrutva Prasuvidha Yojana?

Document Mandatory Notes
Board registration card Yes In the woman worker's own name
Aadhaar card Yes Identity verification and OTP login on Shramadhan
Birth certificate of the child Yes Or hospital discharge summary or delivery record
Bank passbook Yes Rs 15,000 is credited to the woman worker's own account
Contribution receipt Yes Board membership must be live
Declaration of birth order Yes Confirms this is the first or second delivery
MCP card No Corroborates the delivery date

The Shramadhan FAQ notes that where uploaded documents are illegible or contradictory, the applicant is called to bring hard copies to the office. Scanning the birth certificate cleanly the first time avoids that trip.

How to apply for Matrutva Prasuvidha Yojana online

  1. Open shramadhan.jharkhand.gov.in, the Comprehensive Labour Management System of the Jharkhand Department of Labour.
  2. Sign in with the mobile number registered against your board account and the OTP sent to it. The portal allows three OTP attempts per session.
  3. Check membership first. If the annual contribution is pending, clear it under BOC Worker Re-contribution → Search & Apply for Re-Contribution.
  4. Open Services → BOC Worker Scheme Benefit and select Matritva Prasuvidha Yojana from the board's scheme list.
  5. Enter your registration number, the date of delivery, the birth order and your bank account details.
  6. Upload the birth certificate, board registration card, Aadhaar and bank passbook, then submit.
  7. Save the application number shown on the acknowledgement, and track it from the Worker Details box on the portal home page.

How to apply for Matrutva Prasuvidha Yojana offline

  1. Visit a Pragya Kendra (Common Service Centre) with the birth certificate, board registration card, Aadhaar and bank passbook. Shramadhan supports CSC filing through Digital Seva Connect.
  2. Or take the same documents to the district labour office and file the claim with the labour enforcement officer.
  3. Ask the anganwadi worker or ANM for the MCP card if you do not yet have a birth certificate, it helps establish the delivery date while the certificate is being issued.
  4. Collect a written acknowledgement with the application number before you leave.

How to check your Matrutva Prasuvidha Yojana application status

  1. Open shramadhan.jharkhand.gov.in.
  2. Enter the application number or registration number with your registered mobile number in the Worker Details box.
  3. Read the stage shown: submitted, under verification at the labour office, approved or rejected.
  4. If the claim does not move, record a complaint under the portal's Grievance menu and keep the grievance number for follow-up.

The Shramadhan FAQ sets a maximum of 30 days to complete a process once a complete application with documents has been submitted.

Why Matrutva Prasuvidha Yojana claims get rejected

  • Contribution in arrears, so board membership was not live on the date of delivery.
  • Third or later delivery, which falls outside the two-delivery cap.
  • Registration in the husband's name only, with no separate registration for the woman worker.
  • No acceptable delivery proof, no birth certificate, hospital record or MCP card.
  • Name mismatch between the board record, Aadhaar and the bank passbook, which stops the transfer even after approval.
  • Illegible uploads, expressly flagged in the Shramadhan FAQ.

Correct the specific defect and file a fresh application; a rejected board claim is not reopened automatically.

What other board benefits a woman worker should check

The same Shramadhan scheme page lists several benefits a registered woman worker may also qualify for:

  • Chikitsa Sahayata Yojana, where a registered worker is hospitalised for five or more working days, wages at the notified unskilled minimum rate are paid, up to the equivalent of 40 working days.
  • Chikitsa Pratipurti Yojana — reimbursement for listed serious illnesses such as cancer, heart disease, kidney disease, spinal surgery and liver transplant, on the recommendation of the district-level committee, once per illness.
  • Cycle Assistance Scheme; available to a member of at least one year who has paid the next year's contribution, provided she has not taken the Sewing Machine Assistance Scheme and has not received a cycle under any other scheme.
  • Medhavi Putra/Putri Scholarship; Rs 5,000 for Classes 1 to 8, Rs 10,000 for Classes 9 to 12, Rs 20,000 for graduate and postgraduate courses including diplomas, and Rs 50,000 for engineering and medical courses, for two children who pass in the second division or with 45 per cent marks.
  • Vivah Sahayata Yojana, Rs 30,000 for the marriage of two children or of a woman member, after three years of continuous contribution.

Each of these is a separate application on the same portal. Approval of the maternity claim does not trigger any of them.

Key dates

Matrutva Prasuvidha Yojana runs all year with no last date to apply. The Shramadhan portal that publishes the board's scheme list was last updated on 30 July 2026. Because no outer filing limit is published, file as soon as the delivery proof is in hand: verification is simplest while hospital and anganwadi records are current, and the money is most useful in the weeks immediately after delivery.

Frequently asked questions

How much does Matrutva Prasuvidha Yojana pay?

Matrutva Prasuvidha Yojana pays Rs 15,000. The Jharkhand Labour Department's Shramadhan portal states the assistance as Rs 15,000 for registered women beneficiaries, payable for the first two deliveries.

How many times can a woman claim Matrutva Prasuvidha Yojana?

Twice. The scheme is limited to the first two deliveries of a registered woman beneficiary, so the maximum a worker can draw across her working life is Rs 30,000. A third delivery is not covered.

Can the husband of a registered construction worker claim the maternity benefit?

No. Matrutva Prasuvidha Yojana is payable to a registered woman beneficiary of the Jharkhand Building and Other Construction Workers Welfare Board in her own name. A man's board registration does not create a maternity claim for his wife under this scheme.

Does the benefit depend on delivering in a government hospital?

The Shramadhan portal does not impose an institutional-delivery condition for this scheme. What matters is registration with the board, live contribution, and proof of the delivery — a birth certificate, hospital record or MCP card.

Can a woman claim both Matrutva Prasuvidha Yojana and a central maternity scheme?

Matrutva Prasuvidha Yojana is a state construction-board benefit funded from labour cess, and it is separate from central maternity schemes. Whether both can be drawn together depends on the current rules of the other scheme, so ask your district labour office and anganwadi worker before assuming an overlap is allowed.

Where does a woman construction worker apply?

Apply on shramadhan.jharkhand.gov.in under BOC Worker Scheme Benefit, or through a Pragya Kendra (Common Service Centre), or at the district labour office. All three routes are free of any scheme fee and lead to the same board file.

What happens if the board contribution has lapsed?

A lapsed annual contribution is the most common reason board claims are questioned, so clear it first using the BOC Worker Re-contribution service on the Shramadhan portal and then file the maternity claim.

What is the helpline for Matrutva Prasuvidha Yojana?

Call 1800 3456 526, the Labour Commissioner's number published on the Shramadhan contact page, or 7632996057 for portal problems between 10 AM and 6 PM on weekdays. The email listed is labcomjhr@gmail.com.
