What is Mukhyamantri Aadim Jan Jati Pension Yojana?

Mukhyamantri Aadim Jan Jati Pension Yojana is a social security pension run by the Women, Child Development and Social Security Department, Government of Jharkhand. The scheme was launched on 8 July 2015 and pays Rs 1,000 per month to families belonging to the state's Particularly Vulnerable Tribal Groups, known in official Hindi documents as aadim janjati or primitive tribal groups.

Jharkhand has one of the largest PVTG populations in the country. These communities live in scattered forest and hill habitations, depend heavily on minor forest produce and shifting cultivation, have low literacy and, in several cases, declining or stagnant populations. Ordinary income-linked welfare schemes often miss them entirely, because families lack the land records, wage records and documentary trail those schemes assume. The pension addresses that gap by treating membership of a notified PVTG as the qualifying condition itself, rather than requiring proof of income or landlessness.

Key features

  • Rs 1,000 per month, paid without any income test or upper age limit.
  • Paid to the adult married woman of the family, and only to the male head where the family has no adult married woman.
  • Credited through the Aadhaar-Based Payment System (ABPS) and the Public Financial Management System (PFMS) straight to the bank account.
  • One pension per family, not one per adult.
  • Applied for offline through the block or circle office.

The scheme is written locally as Aadim Janjati Pension Yojana and sometimes as the PVTG pension. Both refer to this Rs 1,000 monthly benefit.

Which communities are covered?

Jharkhand notifies nine Particularly Vulnerable Tribal Groups:

  • Asur
  • Birhor
  • Birjia
  • Hill Kharia (Pahariya Kharia)
  • Korwa
  • Mal Paharia
  • Parhaiya
  • Sauria Paharia
  • Savar (Sabar)

These communities are concentrated in districts such as Gumla, Latehar, Palamu, Garhwa, Lohardaga, Simdega, Sahibganj, Godda, Dumka, Pakur, Jamtara, West Singhbhum and East Singhbhum, though families are found across the state.

A caste certificate that names one of these nine groups is what establishes eligibility. A certificate that says only "Scheduled Tribe" without naming the specific group is usually returned for correction, because a member of a larger Scheduled Tribe such as Santhal, Oraon, Munda or Ho does not qualify for this particular pension even though they qualify for other ST benefits.

Who is eligible for the PVTG pension?

You can apply if:

  • You belong to one of the nine notified Particularly Vulnerable Tribal Groups of Jharkhand and hold a caste certificate saying so.
  • You are a permanent resident of Jharkhand.
  • You are an adult, that is 18 years or older.
  • You are the adult married woman of the family, or the male head of the family where the family has no adult married woman.
  • No member of your family holds regular government or public sector employment with a stable income.
  • You hold or can open a bank account that can be seeded with Aadhaar.

There is no income ceiling and no BPL requirement in this scheme, and no upper age bar. A PVTG family qualifies on the basis of community membership and the absence of a salaried government job in the household.

You are not eligible and cannot apply if:

  • You belong to a Scheduled Tribe that is not on the PVTG list. This is the most common misunderstanding. Santhal, Oraon, Munda, Ho, Kharwar, Bhumij, Lohra, Gond and other larger Jharkhand tribes are Scheduled Tribes but are not Particularly Vulnerable Tribal Groups, and are covered by the state's other pension schemes instead.
  • A family member is in regular government or public sector employment.
  • You are already drawing another social security pension, such as the Indira Gandhi National Old Age Pension, the widow pension or the disability pension.
  • You are under 18 years of age.
  • Another member of the same family already draws this pension. The benefit is one per family.
  • You are not a resident of Jharkhand.

A family that is not eligible here is very often eligible for the state's universal old age pension or widow pension, so a rejected applicant should ask the block office which pension they do qualify for rather than assuming nothing is available.

What documents are required?

Document Mandatory Notes
Caste certificate Yes Must name one of the nine notified PVTG communities
Aadhaar card Yes For identification and ABPS credit; self-declaration accepted where Aadhaar is not yet issued
Bank passbook photocopy Yes Showing account number and IFSC; account must be Aadhaar-seeded
Family membership certificate Yes Establishes the family unit and the applicant's position in it
Residence proof Yes Permanent resident of Jharkhand
Voter ID card No Commonly submitted as supporting identity and age proof
Passport size photograph Yes Affixed on the form

Applicants without Aadhaar are not turned away outright. The scheme accepts a self-declaration in place of Aadhaar at the application stage, though the Aadhaar number must eventually be recorded for ABPS payment to work.

How to apply for Mukhyamantri Aadim Jan Jati Pension Yojana

  1. Obtain a caste certificate naming your PVTG community, if you do not already hold one. Caste certificates are issued by the Circle Officer (Anchal Adhikari) and can be applied for through the JharSewa e-district portal or at the block office.
  2. Collect the application form from the Block Development Officer's office if you live in a rural area, or from the Circle or Anchal Officer's office if you live in an urban area. The form is free.
  3. Fill the form with your name, husband's or father's name, PVTG community, village, panchayat, block, district, Aadhaar number and bank account details, and affix your photograph.
  4. Attach photocopies of the caste certificate, Aadhaar card, bank passbook, residence proof and family membership certificate, carrying the originals for verification.
  5. Submit the completed file at the BDO or Circle Officer's counter and collect a dated receipt. Do not hand over papers without a receipt.
  6. Wait for field verification. The panchayat sevak, ward member or block social security staff verify the family's PVTG status and the absence of a government job in the household.
  7. Collect your Pension Payment Order (PPO) number from the block office once the pension is sanctioned. The PPO number is the reference for every later query.
  8. Check the first credit in your bank passbook. Pension is credited monthly thereafter through ABPS.

There is no online application route for this scheme. Any website that offers to file a PVTG pension application for a fee is not authorised.

How is the pension paid?

Mukhyamantri Aadim Jan Jati Pension Yojana pays Rs 1,000 every month into the beneficiary's own bank account. Payment runs through PFMS and is routed on the Aadhaar-Based Payment System, which means the money goes to whichever bank account is currently mapped to the Aadhaar number in the NPCI mapper, not necessarily the account written on the application form.

This single technical point causes most payment failures. A beneficiary who later opens a new account and seeds Aadhaar to it will find the pension moving to the new account automatically. A beneficiary whose Aadhaar is seeded to a dormant old account will find the pension failing month after month even though the sanction is valid.

Credits sometimes arrive as two or three months together rather than on a fixed date each month, depending on when the district treasury releases funds.

How do I check my pension status?

  1. Ask the social security section of the Block Development Officer's office for your PPO number once the application has been submitted and verified.
  2. Use the PPO number on the state social security portal at jkuber.jharkhand.gov.in to view the sanction and monthly payment record.
  3. Check your bank passbook or the bank's SMS alerts for the monthly credit.
  4. If nothing has been credited for two months or more, ask the bank branch whether your Aadhaar seeding is live in the NPCI mapper, and ask the block office whether the sanction is still active.

Why applications get rejected, and how to fix them

  • Caste certificate does not name a PVTG. Get a fresh certificate from the Circle Officer that names the specific community, not just "Scheduled Tribe".
  • Another pension already being drawn. Choose one; the state does not allow two social security pensions to the same person.
  • Government employment in the family. This is a hard exclusion and cannot be waived.
  • Bank account not Aadhaar-seeded. Complete seeding at the branch; ABPS payment cannot reach an unseeded account.
  • Name mismatch between the caste certificate, Aadhaar and the passbook. Correct the spellings so all three match.
  • Duplicate application in the same family. The pension is one per family; withdraw the second application.
  • Incomplete family membership certificate, which leaves the verifying officer unable to confirm who the adult married woman or male head is.

Where to raise a grievance

  • Block Development Officer, social security section, first point of contact for a pending application or a stopped pension in a rural area.
  • Circle Officer (Anchal Adhikari). The equivalent authority in urban areas, and the issuing authority for caste certificates.
  • District Social Security Officer — for escalation within the district.
  • Women, Child Development and Social Security Department, Government of Jharkhand, Ranchi, for complaints unresolved at district level.
  • jkuber.jharkhand.gov.in. The state social security portal, for checking sanction and payment records.

Application forms are free and sanction is decided by the block office on the basis of verification. No agent, middleman or panchayat functionary is entitled to a share of the Rs 1,000 monthly pension, and any such demand should be reported in writing to the District Social Security Officer.

Frequently asked questions

How much pension does Mukhyamantri Aadim Jan Jati Pension Yojana pay?

Mukhyamantri Aadim Jan Jati Pension Yojana pays Rs 1,000 per month, which works out to Rs 12,000 a year. The amount is credited directly to the beneficiary's bank account through the Aadhaar-Based Payment System and the Public Financial Management System.

Which tribal groups are covered by the scheme?

Jharkhand's nine Particularly Vulnerable Tribal Groups are covered — Asur, Birhor, Birjia, Hill Kharia, Korwa, Mal Paharia, Parhaiya, Sauria Paharia and Savar. A caste certificate naming one of these groups is the core eligibility document for the pension.

Who in the family receives the pension?

The adult married woman of the family receives the pension. Where a family has no adult married woman, the pension is paid to the male head of the family instead, which makes it one benefit per PVTG family rather than one per person.

Is there an age limit for this pension?

The applicant must be an adult, that is 18 years or older. Unlike the old age pension, Mukhyamantri Aadim Jan Jati Pension Yojana has no upper age bar and no requirement to be 60, because it is a vulnerability-based pension rather than an old age pension.

Can I apply for this pension online?

No. Applications for Mukhyamantri Aadim Jan Jati Pension Yojana are submitted offline to the Block Development Officer in rural areas or the Circle Officer in urban areas. Sanctioned pensions are then tracked on the state social security portal at jkuber.jharkhand.gov.in.

Can a family drawing another pension also get this one?

No. A person already drawing another social security pension such as the Indira Gandhi National Old Age Pension or the widow pension is not eligible for this one at the same time, because the state does not allow two social security pensions to the same beneficiary.

What disqualifies a family from the PVTG pension?

A family in which any member has regular government or public sector employment is not eligible. Belonging to a Scheduled Tribe that is not on the notified PVTG list, or already drawing another social security pension, also disqualifies the applicant.

How do I check whether my pension has been sanctioned?

Ask the Block Development Officer's social security section for your Pension Payment Order number, which is issued once the pension is sanctioned. The PPO number can then be used on jkuber.jharkhand.gov.in to see the monthly payment record.
