What is Mukhyamantri Jan-Van Yojana?

Mukhyamantri Jan-Van Yojana is a plantation-incentive scheme of the Department of Forest, Environment and Climate Change, Government of Jharkhand. The scheme, often written locally as "Mukhyamantri Jan Van Yojna", pays a private landowner most of the cost of raising and maintaining trees on land the owner already holds, instead of raising the plantation on government forest land.

According to the scheme portal at janvan.jharkhand.gov.in, an approved beneficiary receives 75 per cent reimbursement of afforestation and maintenance expenses, calculated on departmental norms and on the species approved for the plot. The landowner bears the remaining share, does the actual planting, and keeps the trees and whatever they yield.

Objectives stated by the Forest Department

  • Increase green cover in Jharkhand so that environmental balance is maintained.
  • Support groundwater conservation through additional tree cover.
  • Reduce pressure on notified forests by encouraging forestry in the private sector.
  • Raise farmer and landowner income from timber and fruit trees.
  • Build public participation in expanding the state's tree cover.

Main features

  • Plantation happens on private land, not on forest or government land.
  • Participation is voluntary; nobody is compelled to enter land into the scheme.
  • Departmental staff supervise the process and the choice of species so that what is planted actually survives on that site.
  • Two plantation formats are supported: block plantation across an area, and linear planting along field boundaries.
  • Money is paid into the beneficiary's own bank account, which is why a passbook copy and a cancelled cheque are both collected at registration.

Who is eligible for Mukhyamantri Jan-Van Yojana?

You can take part if:

  • You own land in Jharkhand, or hold it in possession, and that fact appears in the revenue records, the online form asks for khata (account) number and plot number, so the plot must be identifiable on paper.
  • Your land falls in one of Jharkhand's 24 districts, each of which appears in the district drop-down on the registration form.
  • You are willing to plant the species approved by the department for your site, in the plantation format sanctioned, and to maintain the plants afterwards.
  • You have a bank account in your own name for the reimbursement.

You are not eligible, and cannot apply, if:

  • The plot is notified forest land, the scheme exists precisely to move planting effort off forest land.
  • The plot is government or gairmazarua land you do not hold in revenue records.
  • You cannot produce a revenue officer's report confirming your ownership or possession of the plot you have declared.
  • You want the money without planting: reimbursement follows verified plantation and maintenance, not the mere filing of a form.

Tenants and family members who are not the recorded landholder should get the application filed in the name of the person shown in revenue papers, because land identity is what the department verifies first.

What documents are required for Jan-Van Yojana?

Document Mandatory Notes
Revenue officer's report on land Yes Template is downloadable from the registration page; must be signed by the competent revenue officer
Aadhaar card copy Yes Identity proof of the applicant
Agreement letter Yes Undertaking to plant and maintain approved species
Bank passbook copy Yes Account name, number and IFSC must be readable
Cancelled cheque Yes Used to validate the account before payment
Photograph Yes Passport-size, uploaded with the form

Keep every upload as a clear scan. A blurred khata number or an unsigned revenue report is the most common reason a Jan-Van file goes back for correction.

How to apply for Mukhyamantri Jan-Van Yojana online

  1. Open the official portal at janvan.jharkhand.gov.in and choose the registration link (Register.aspx) from the home page.
  2. Fill in your personal details, applicant's name, father's, mother's or spouse's name, mobile number, correspondence address and caste category.
  3. Fill in the land details; village, anchal, district (from the 24-district list), forest division and block, khata (account) number and plot number.
  4. Declare the plantation details, whether it is block plantation or field boundary planting, the area in acres or the boundary length, and the number of plants proposed under timber species and fruit-bearing species separately.
  5. Enter your bank details — bank name and branch address, account number and IFSC code.
  6. Upload the documents: the revenue officer's land report on the prescribed format, Aadhaar copy, agreement letter, bank passbook copy, cancelled cheque and your photograph.
  7. Complete the captcha and submit the form, then save or print the acknowledgement with your application number.
  8. Wait for field verification by the Range Office. Departmental staff check the plot, confirm the area and settle the species and spacing before the plantation is taken up in the planting season.

Mukhyamantri Jan-Van Yojana is also listed on the UMANG app, so the same application can be filed from a mobile phone without visiting the website.

How to apply offline or with help

  1. Visit the Range Office of the forest range in which your land falls, or the office of the Divisional Forest Officer of your division, and ask for the Jan-Van Yojana counter.
  2. Get the revenue officer's report filled and signed at the Anchal office for the exact khata and plot number you intend to plant on. Do this before anything else. The rest of the file is easy by comparison.
  3. Take your Aadhaar, bank passbook, cancelled cheque and photographs and have the online form filled with the help of the range staff or at a nearby Pragya Kendra (Common Service Centre).
  4. Collect the acknowledgement and note the application number for follow-up.

How is the money paid and when?

Mukhyamantri Jan-Van Yojana works as a reimbursement, not an advance. The landowner plants and maintains the trees under departmental guidance, the department verifies survival and upkeep, and 75 per cent of the assessed afforestation and maintenance cost is released to the bank account given in the application. Because payment follows verification, the account details you submit must be live and correctly spelt. A closed account or a wrong IFSC will bounce the transfer.

Planting itself is tied to the monsoon, so an application filed well before the rains has the best chance of being taken up in the same planting season. Maintenance support extends over the years the department prescribes for the species approved, which is why the scheme speaks of afforestation and maintenance expenses rather than a one-time planting grant.

Why Jan-Van applications get rejected or delayed

  • Revenue report missing or unsigned. The department cannot verify the plot.
  • Khata or plot number mismatch between the form and the revenue record.
  • Plot turns out to be forest or government land on field verification.
  • Bank details wrong, so reimbursement cannot be credited.
  • Poor survival of plants at verification, since payment is linked to trees that are actually standing and maintained.
  • Species not from the approved list for that site, planted without departmental clearance.

Most of these are fixable. Correct the document and resubmit through the same application rather than filing a fresh registration, which only creates duplicate records.

Help and grievance redressal

  • Technical support for the portal: jhforest.pmu@gmail.com
  • Department of Forest, Environment and Climate Change, Van Bhawan, Doranda, Ranchi 834002 to phones listed on the state portal are 0651-2491669 and 0651-2491098, email cf-wpranchi[at]gov[dot]in
  • Field level: your Range Officer first, then the Divisional Forest Officer of the division named in your application.

Registration under Mukhyamantri Jan-Van Yojana is free on the official portal. No middleman can charge a fee for "getting the plantation sanctioned", and the department pays only into the beneficiary's own verified bank account.

How to check your Jan-Van Yojana application status

Mukhyamantri Jan-Van Yojana does not send a running SMS update the way some subsidy schemes do, so an applicant needs to actively check status rather than wait for a notification. Keep the application number from your acknowledgement handy; every method below needs it.

  1. Portal login. Go to janvan.jharkhand.gov.in and use the login option with the credentials or mobile number you registered with. Your dashboard shows the current stage of the file, whether it is still awaiting field verification by the Range Office, has been forwarded to the Divisional Forest Officer, or has been approved for plantation.
  2. Range Office follow-up. If the portal shows no movement for several weeks, visit or call the Range Office of the forest range your land falls in and quote your application number. Field verification is a manual step done by range staff, so a call here often gets a faster answer than refreshing the portal.
  3. Divisional Forest Officer. For a file stuck beyond the Range Office stage, or one where the Range Office cannot explain the delay, escalate to the Divisional Forest Officer of the division named in your application.
  4. UMANG app. If you registered through UMANG, you can also check the request status from within the app under your submitted applications, since it reads from the same backend as the web portal.
  5. Technical or portal errors. If the login itself fails or the dashboard will not load, write to the portal's technical support address, jhforest.pmu@gmail.com, with your application number.

Because Jan-Van Yojana pays out as a post-verification reimbursement rather than an upfront grant, "approved" on the portal does not by itself mean the transfer has happened. Approval means the department has accepted the plot and plantation plan; the reimbursement itself follows only after departmental staff confirm the trees are planted and surviving, so a second check at that later stage is worth doing even after the file shows as approved.

Frequently asked questions

How much money does Mukhyamantri Jan-Van Yojana give?

Mukhyamantri Jan-Van Yojana reimburses 75 per cent of the afforestation and maintenance expenditure on the applicant's private land, as per the Forest Department's approved norms and species list. The landowner bears the remaining share and keeps the trees and their produce. The rupee value depends on the area planted, the plantation type and the species approved, so the sanction letter issued by the division is the figure that applies to your case.

Who can apply for Mukhyamantri Jan-Van Yojana?

Any landowner in Jharkhand whose ownership or possession of the plot is recorded in revenue records can apply, and participation is voluntary. The registration form asks for village, anchal, district, division, block, account number (khata) and plot number, so the land must be identifiable in revenue papers before you apply.

Can I apply if the land is forest land or government land?

No. Mukhyamantri Jan-Van Yojana is designed for plantation on private land only — one of its stated objectives is to reduce pressure on notified forests by encouraging forestry outside them. Notified forest land, gairmazarua government land and land you do not hold in revenue records are not eligible.

What kinds of plantation are allowed?

Two plantation types are allowed — block plantation over an area, and linear planting along field boundaries (medhbandi). The registration form asks you to declare the type, the area in acres or the boundary length, and the number of plants for timber species and fruit-bearing species separately.

How do I apply for Mukhyamantri Jan-Van Yojana?

Apply online at janvan.jharkhand.gov.in through the Register page, or through the UMANG app. You fill in personal, land, plantation and bank details, upload the revenue officer's report, Aadhaar, agreement letter, passbook, cancelled cheque and photograph, complete the captcha and submit.

Is there any fee to register under Jan-Van Yojana?

No fee is charged on the official portal. Registration and document upload on janvan.jharkhand.gov.in are free, and no agent can charge you to "get the scheme sanctioned".

Whom do I contact if the portal does not work?

Technical support for the Jan-Van portal is provided at jhforest.pmu@gmail.com. For scheme questions, approach the Range Office or the Divisional Forest Officer of your forest division, or the Department of Forest, Environment and Climate Change at Van Bhawan, Doranda, Ranchi 834002.
