Mukhyamantri Pashudhan Vikas Yojana (Mukhyamantri Pashupalak Vikas Yojana)
Jharkhand state government scheme
Mukhyamantri Pashudhan Vikas Yojana is the Jharkhand livestock scheme that gives rural families subsidised animal units: cattle, goats, pigs, backyard poultry and ducks. The 2025-26 Jharkhand budget allocated Rs 255 crore to promote animal husbandry covering 79,000 beneficiaries. Applications are made at the block animal husbandry office.
What is Mukhyamantri Pashudhan Vikas Yojana?
Mukhyamantri Pashudhan Vikas Yojana is the Government of Jharkhand's principal livestock development scheme, implemented by the Animal Husbandry Directorate under the Agriculture, Animal Husbandry and Cooperative Department. The scheme supplies subsidised livestock units to rural households so that a family with little or no land can build a second income stream that does not depend on the monsoon.
Readers will encounter the scheme under two names. The name used in the state budget is Mukhyamantri Pashudhan Vikas Yojana. The variant Mukhyamantri Pashupalak Vikas Yojana: pashupalak meaning livestock rearer: is in common use in districts and in scheme listings. Both refer to the same Animal Husbandry Directorate programme.
The scale is substantial. According to PRS Legislative Research's analysis of the Jharkhand budget for 2025-26, the state allocated Rs 255 crore to promote animal husbandry, covering 79,000 beneficiaries. That works out to a large annual intake spread across all 24 districts, which is why selection is done block by block against a fixed target rather than through an open, year-round window.
Why livestock, and why Jharkhand
- A large share of Jharkhand's rural households are landless or hold under an acre, so a crop-based income route is closed to them.
- Goats, backyard poultry, ducks and pigs need very little land, tolerate the state's terrain, and give returns within months rather than years.
- Livestock income arrives through the year, unlike a single rain-fed kharif crop, which smooths household cash flow.
- Women are usually the household members who manage small livestock, so the scheme functions in practice as a women's income programme.
What does the scheme provide?
Mukhyamantri Pashudhan Vikas Yojana works on the unit principle. A unit is a standard package. A set number of animals of a given species, along with the inputs the department bundles with them. The units commonly distributed in Jharkhand blocks are:
- Milch cattle units; crossbred or improved local cows for milk production.
- Goat units, the most sought-after unit, because goats need little space, breed quickly and sell reliably in local markets.
- Pig units, significant in the state's Scheduled Tribe belts where pig rearing is an established household practice.
- Backyard poultry units; low-cost, fast-returning, and the usual entry point for the poorest households.
- Duck units: suited to blocks with ponds and water bodies.
The beneficiary receives the animals themselves, procured and supplied by the department, rather than a cash grant. The department bears the subsidised share of the unit cost; the beneficiary contributes the balance where a contribution is required.
The subsidy share is not uniform. It varies by unit type and by the applicant's category, with higher support for Scheduled Tribe, Scheduled Caste, women and landless applicants. The Animal Husbandry Directorate notifies the applicable percentages for each financial year, and those percentages have been revised more than once. Confirm the current rate at your block office; an old percentage circulating on a private website is not a safe basis for planning.
Who is eligible for Mukhyamantri Pashudhan Vikas Yojana?
You can apply if:
- You are a permanent resident of Jharkhand and can produce a residence certificate.
- You live in a rural area of the state and belong to a household that depends on agriculture, agricultural labour or allied activity.
- You have space to keep the animals — a shed, a yard or an enclosure that block officials can inspect.
- You have an Aadhaar card and an Aadhaar-seeded bank account in your own name.
- You are prepared to rear the animals yourself, since the scheme is monitored and the unit is not transferable.
Selection prioritises women, Scheduled Tribe and Scheduled Caste households, landless families and marginal farmers, in line with the state's targeting for livelihood schemes.
You are not eligible if:
- You are not a resident of Jharkhand. The scheme is funded from the state budget.
- Your household has already received a livestock unit under the same scheme in a recent year. Repeat allotment to the same household is disallowed while fresh applicants are waiting.
- You have no space or shelter for animals. This is checked physically and is a common ground for rejection in dense settlements.
- You want to resell the unit rather than rear it. Distributed animals are subject to verification and cannot be sold on immediately.
- You are a commercial livestock operator seeking capital for a large enterprise. Larger commercial units come under separate central and state entrepreneurship programmes, not under this household-level scheme.
What documents are required?
| Document | Mandatory | Notes |

Residence, caste and income certificates for Jharkhand are issued through jharsewa.jharkhand.gov.in, and getting these in hand before the block invites applications is the single most useful piece of preparation.
How to apply for Mukhyamantri Pashudhan Vikas Yojana
- Visit your Block Animal Husbandry Office and ask the Block Animal Husbandry Officer whether applications are currently open and which units are being distributed this year in your block. Targets differ between blocks, and a unit available in one block may not be offered in the next.
- Collect and fill the application form, stating the unit you want: goat, pig, backyard poultry, duck or milch cattle; along with your category and household details.
- Attach your documents: Aadhaar card, Jharkhand residence certificate, bank passbook, photographs, and a caste certificate if you are claiming a reserved category.
- Submit the form at the block office and take a receipt. Keep the acknowledgement, it is the only record you hold until the selection list is published.
- Allow the field verification. A veterinary officer or block official visits to confirm your address, your capacity to house the animals and your category. Be present, and have the shed or space ready to show.
- Watch for the selection list displayed at the block office and the panchayat bhawan. Selection is made against the block's annual target and approved at district level.
- Take delivery of the unit on the notified distribution date, pay your own share if a contribution applies, and collect the delivery receipt and any vaccination and insurance papers issued with the animals.
Applications can also be routed through the Block Development Office or a Pragya Kendra where the block has publicised that channel, but the animal husbandry office remains the authority that verifies and selects.
How do I check my application status?
- Keep the acknowledgement receipt from the block office; the serial number on it identifies your application.
- Check the selection list posted at the block office and the panchayat bhawan after the verification round.
- Ask the Block Animal Husbandry Officer directly. There is no live statewide status portal for this scheme, so the block record is authoritative.
- Escalate to the District Animal Husbandry Officer if the block cannot tell you whether your application was verified or rejected.
Why do applications get rejected?
- Residence certificate missing or expired, so state residence cannot be established.
- Bank account not seeded with Aadhaar, which blocks any transfer component.
- No usable space for the animals, found at field verification.
- Household already covered by an earlier unit under the same scheme.
- Name mismatch between the Aadhaar card, the bank passbook and the caste or residence certificate.
- Block target exhausted. A technically eligible application can still be deferred to the next year simply because the block's allotment for that unit is full. Ask for your application to be carried forward rather than starting afresh.
After you receive the animals
Care of the unit is part of the scheme, not an afterthought. The block veterinary establishment provides vaccination and treatment support through the state's veterinary hospitals and mobile services, and beneficiaries are expected to present the animals for scheduled vaccination. Where animals are insured under the arrangement made at distribution, keep the insurance papers safe: a claim after the death of an animal is not payable without them. Report the death or theft of a distributed animal to the block office promptly, since verification rounds check the unit against the beneficiary record.
Where to raise a grievance
- Block Animal Husbandry Officer; first stop for application, verification and distribution issues.
- District Animal Husbandry Officer, for unresolved block-level matters and for complaints about the quality of animals supplied.
- Agriculture, Animal Husbandry and Cooperative Department, Government of Jharkhand, Ranchi: phone 0651-2490929 or 0651-2490578, email jhagriculture@gmail.com.
The scheme charges no application fee. No official, dealer or agent may demand money to add your name to a selection list or to release a livestock unit that has already been sanctioned to you.

Frequently asked questions
What is Mukhyamantri Pashudhan Vikas Yojana?
Mukhyamantri Pashudhan Vikas Yojana is the Jharkhand government's flagship livestock development scheme, run by the Animal Husbandry Directorate, under which rural households receive subsidised livestock units such as milch cattle, goats, pigs, backyard poultry and ducks to create a supplementary income stream.
How much has Jharkhand allocated to the scheme?
The Jharkhand budget for 2025-26 allocated Rs 255 crore to promote animal husbandry, covering 79,000 beneficiaries, according to PRS Legislative Research's analysis of the state budget.
Is it called Pashupalak Vikas Yojana or Pashudhan Vikas Yojana?
The official state budget name is Mukhyamantri Pashudhan Vikas Yojana. Mukhyamantri Pashupalak Vikas Yojana is a widely used variant of the same scheme name — pashupalak means livestock rearer and pashudhan means livestock — and both refer to the Animal Husbandry Directorate's subsidised livestock unit programme.
How do I apply for a livestock unit in Jharkhand?
Apply at your Block Animal Husbandry Office. The block invites applications against the district's annual target, verifies your documents and your capacity to house the animals, and forwards a selection list to the district office for approval.
Who cannot apply for the scheme?
A person who is not a resident of Jharkhand cannot apply, and neither can a household that has already received a livestock unit under the same scheme in a recent year. Households without space to keep animals safely are also rejected at the field verification stage.
Do I get cash or animals?
You receive the livestock unit itself, not a cash grant. The department procures the animals and inputs and supplies them to the selected beneficiary, with the beneficiary paying only their own share of the cost where a contribution is required.
Is the subsidy the same for everyone?
No. The subsidy share differs by unit type and by applicant category, with higher support for Scheduled Tribe, Scheduled Caste, women and landless applicants. The exact percentages are notified by the Animal Husbandry Directorate for each financial year, so confirm the current rate at your block office rather than relying on an older figure.
Whom do I contact about the scheme?
Contact the Block Animal Husbandry Officer in your block first, then the District Animal Husbandry Officer. The Agriculture, Animal Husbandry and Cooperative Department in Ranchi can be reached at 0651-2490929 or 0651-2490578.
