What is Mukhyamantri Shiksha Protsahan Yojana?

Mukhyamantri Shiksha Protsahan Yojana is a Jharkhand state scheme under the Department of Higher, Technical Education and Skill Development that pays for competitive-examination coaching for students from the state, and adds a monthly stipend so that the student can afford to live near the coaching centre.

The scheme, written in Hindi as मुख्यमंत्री शिक्षा प्रोत्साहन योजना, was approved by the Jharkhand Cabinet on 11 November 2022 and launched on 15 November 2022, the state's foundation day. It addresses a specific problem: students from Jharkhand's districts routinely clear Class 10 with good marks but cannot afford the coaching that entrance examinations such as JEE, NEET and CLAT have come to demand, and cannot afford to live in Ranchi or another town while attending it.

Mukhyamantri Shiksha Protsahan Yojana answers both halves of that problem:

  • Free coaching at institutes empanelled by the state, with the fee paid by the government directly to the institute.
  • A stipend of Rs 2,500 per month, which works out to Rs 30,000 over a twelve-month coaching cycle, paid to the student for lodging, food and study material.

The department has set a target of roughly 8,000 students a year. Coaching streams announced under the scheme include engineering, medical, law, mass communication, fashion designing, hotel management and chartered accountancy, with later expansion reported to cover civil services and banking examination preparation.

Who is eligible for Mukhyamantri Shiksha Protsahan Yojana?

A student qualifies if:

  • The student is a permanent resident of Jharkhand and holds a residence or domicile certificate from the circle officer.
  • The student has passed Class 10 from a recognised institution. Some coaching streams take students after Class 12 instead.
  • The student meets the minimum marks threshold used for selection. Reported practice has been a floor around 50 per cent in the qualifying examination, with allotment then made on merit.
  • The family income is within the published ceiling. Announcements at different points have quoted different limits, so the current ceiling must be confirmed on the department portal or notification before applying.
  • The student is not already receiving state-funded coaching under another scheme for the same examination.

A student cannot apply, or is not eligible, if:

  • The student is not a permanent resident of Jharkhand, even if studying at a school inside the state.
  • Family income exceeds the ceiling notified for the round.
  • The student has not cleared the qualifying examination from a recognised board or institution.
  • The student's marks fall below the cut-off finalised for the stream in that round, since seats are limited against the annual target.
  • The student is already enrolled in a funded coaching seat under this scheme for another examination.

Once selected, a student stays eligible only while attendance stays above the threshold, reported at 75 per cent. Falling below it puts both the stipend and the coaching seat at risk.

How to apply for Mukhyamantri Shiksha Protsahan Yojana

  1. Check the current notification. Open the Department of Higher, Technical Education and Skill Development pages on jharkhand.gov.in and read the live Mukhyamantri Shiksha Protsahan Yojana notification for the round, which lists the empanelled institutes, the streams on offer and the last date.
  2. Register on the scheme portal with your mobile number and email, then complete eKYC using your Aadhaar number and the OTP sent to the Aadhaar-linked mobile.
  3. Fill in your academic details; board, roll number, year of passing and marks in Class 10, and Class 12 where the stream requires it.
  4. Enter family income details and upload the income certificate, along with the residence certificate, marksheets, Aadhaar and bank passbook.
  5. Choose your coaching stream and preferred institute from the empanelled list. Preferences matter, because seats at each institute are capped.
  6. Submit the application and save or print the acknowledgement carrying the application number.
  7. Watch for the selection list. If allotted, report to the coaching institute within the reporting window with your original documents for verification, and collect the admission letter.
  8. Confirm your bank details with the institute so the Rs 2,500 monthly stipend can start reaching your account through DBT.

How to check your application and stipend status

  1. Log in to the scheme portal with the credentials created during registration and open the application status page for your application number.
  2. Check the selection or allotment list published by the department after the application window closes.
  3. Ask the empanelled coaching institute, which maintains the attendance record on which each month's stipend release depends.
  4. Check your bank passbook or SMS alerts for the DBT credit.

If the stipend stops without explanation, attendance shortfall and a bank-account mismatch are the two things to check first, in that order.

Why applications and stipends fail, and how to fix them

  • Aadhaar not linked to a mobile number, so eKYC cannot be completed. Update the mobile number at an Aadhaar enrolment centre first.
  • Bank account in a parent's name. The stipend must go to the student's own account. Open a student account and update the portal.
  • Account not Aadhaar-seeded, so the DBT credit fails and bounces back.
  • Expired income certificate. Circle-office income certificates carry a validity period; an old one will be rejected at verification.
  • Marks below the round's cut-off. Because seats are limited against the 8,000-a-year target, a merit cut-off is applied and a valid application can still miss allotment.
  • Attendance below the threshold. The reported 75 per cent floor is enforced by the institute's records, and a shortfall stops the monthly payment.
  • Not reporting to the allotted institute in time, which forfeits the seat to the waiting list.

How the scheme fits with Jharkhand's other student schemes

Mukhyamantri Shiksha Protsahan Yojana sits alongside two other Jharkhand initiatives that students frequently confuse it with. The Guruji Student Credit Card offers collateral-free education loans of up to Rs 15 lakh at 4 per cent annual interest with repayment beginning a year after the course ends, and the Manki Munda Scholarship pays female students Rs 15,000 a year for diploma courses and Rs 30,000 a year for engineering courses. Those two support the degree itself. Mukhyamantri Shiksha Protsahan Yojana supports the stage before it, the coaching year that decides whether the student gets into the course at all. A student can typically move from this scheme to one of the others once an entrance examination is cleared.

Where to get help

  • Department of Higher, Technical Education and Skill Development, Government of Jharkhand, the administering department, reachable through its pages on jharkhand.gov.in.
  • The empanelled coaching institute where you are allotted, for attendance, stipend release and class-related issues.
  • District education office, for help with certificates and document verification.

No student is required to pay tuition, admission money or a "processing fee" under Mukhyamantri Shiksha Protsahan Yojana. Any such demand from an empanelled institute should be reported to the department in writing.

Two figures in circulation on private scholarship websites — a family income ceiling and a fixed annual last date: vary between sources and could not be confirmed against a single official notification. Treat the income limit and the deadline on the live departmental notification as authoritative, not the numbers on aggregator sites.

Frequently asked questions

What does Mukhyamantri Shiksha Protsahan Yojana actually give a student?

Mukhyamantri Shiksha Protsahan Yojana gives two things: fully funded coaching at an empanelled institute for a competitive entrance exam, and a stipend of Rs 2,500 per month towards lodging, food and study material. The coaching fee is paid by the state directly to the institute, so the student pays nothing for tuition.

Which exams does the coaching cover?

The coaching covers major national entrance examinations, including engineering (JEE), medical (NEET) and law (CLAT). Government announcements have also listed mass communication, fashion designing, hotel management and chartered accountancy entrance preparation, and later coverage of civil services and banking examinations at empanelled institutes.

Who runs Mukhyamantri Shiksha Protsahan Yojana?

The Department of Higher, Technical Education and Skill Development, Government of Jharkhand runs the scheme. It is not a School Education Department scheme, even though the entry qualification is Class 10, and applications are processed through the higher education department's scheme portal.

Who is not eligible for Mukhyamantri Shiksha Protsahan Yojana?

Students who are not permanent residents of Jharkhand are not eligible, nor are students whose family income is above the published ceiling, nor students who did not pass the qualifying examination from a recognised institution. Students who fall below the minimum marks threshold used for selection are also excluded.

When was the scheme launched?

The Jharkhand Cabinet approved Mukhyamantri Shiksha Protsahan Yojana on 11 November 2022 and it was launched on 15 November 2022, Jharkhand's foundation day. The scheme has been expanded since, with further coaching streams and institutes added in later rounds.

How many students does the scheme cover in a year?

The department has set a target of about 8,000 students a year for the scheme. Because seats at each empanelled institute are limited, allotment in practice has followed merit in the qualifying examination together with the order in which complete applications are received.

Is attendance at the coaching class compulsory?

Yes. A minimum attendance requirement, reported at 75 per cent, applies to the coaching classes. Students who fall below the attendance threshold can have the monthly stipend stopped and can lose the funded coaching seat.

Does the student have to pay the coaching institute anything?

No. The coaching fee is borne by the state government and paid to the empanelled institute. A student asked to pay tuition, admission or "registration" money by an empanelled institute should report it to the Department of Higher, Technical Education and Skill Development.
