What is the Nirman Shramik Safety Kit Yojana?

Nirman Shramik Safety Kit Yojana is a welfare benefit run by the Jharkhand Building and Other Construction Workers Welfare Board (JBOCWWB), which sits under the state's Labour, Employment, Training and Skill Development Department. The scheme gives a registered construction worker Rs 1,000 so that they can buy their own personal protective equipment before going on site.

The Board is a statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and the Building and Other Construction Workers' Welfare Cess Act, 1996. Its money does not come from the general state budget. It comes from a cess of 1 per cent levied on the cost of construction of building projects above the statutory threshold, collected from builders and project owners across Jharkhand. That cess fund pays for the safety kit assistance and for the Board's other worker benefits.

Construction is one of the most injury-prone occupations in India. Falls from height, head injuries from falling material, foot injuries and eye damage from grinding and welding account for a large share of site accidents. The safety kit benefit exists because the responsibility for protective gear frequently gets pushed onto daily-wage workers who cannot afford it out of a day's earnings.

Key features of the scheme

  • Assistance of Rs 1,000, paid as cash into the worker's bank account.
  • Financed from the construction cess fund, not from the worker's own savings.
  • Available only to workers with live registration with the JBOCWWB.
  • Applied for online at shramadhan.jharkhand.gov.in or offline at the labour office covering the worker's block or district.

The scheme is often written locally as Suraksha Kit Yojana or Safety Kit Yojana, and Hindi-medium notices from district labour offices use the phrase nirman shramik suraksha kit. All three refer to the same Rs 1,000 benefit.

Who is eligible for the safety kit assistance?

You can claim the benefit if:

  • You are registered as a construction worker with the Jharkhand Building and Other Construction Workers Welfare Board and your registration is active.
  • You were between 18 and 60 years of age at the time of registration.
  • You worked as a building or construction worker for at least 90 days in the twelve months before registration.
  • You have paid the annual contribution of Rs 100 and your membership has not lapsed.
  • You hold a bank account in your own name that is seeded with your Aadhaar number, so the money can be transferred directly.

Construction work for this purpose is defined broadly. It covers masons, helpers and beldars, carpenters, bar benders, plumbers, electricians on site, painters, welders, road and bridge workers, well and tank diggers, tile layers, stone cutters and workers on canal, embankment and irrigation projects. Both men and women are covered, and both migrant and local workers can register as long as they are working in Jharkhand.

You are not eligible and cannot apply if:

  • You have never registered with the Jharkhand board. Registration is a precondition, not something that happens automatically because you work on a site.
  • Your registration has lapsed because the annual contribution was not paid.
  • You are a contractor, supervisor or site owner rather than a manual construction worker. Persons employed in a managerial or supervisory capacity are outside the definition of a building worker under the 1996 Act.
  • You were under 18 or over 60 at registration.
  • You have already received the safety kit assistance once. The benefit is a one-time payment per worker.
  • You are registered with a construction workers board in another state and are claiming the same benefit there.

A worker who has genuinely worked 90 days on construction sites but has no written employer certificate is not automatically excluded. Jharkhand labour offices accept a certificate from a registered trade union or a self-declaration countersigned by the ward member or panchayat secretary, which is the practical route for daily-wage workers who move between contractors.

What documents are required?

How to apply for the Nirman Shramik Safety Kit Yojana

  1. Confirm your board registration is live. Check your registration card or log in to shramadhan.jharkhand.gov.in. If the annual contribution of Rs 100 is overdue, pay it first. A lapsed member cannot claim any benefit.
  2. Log in to the Shramadhan portal at shramadhan.jharkhand.gov.in using your registration number and the mobile number recorded with the Board, and verify the OTP.
  3. Open the scheme application section and select the safety kit (Suraksha Kit) benefit from the list of Building and Other Construction Workers Welfare Board schemes.
  4. Fill the claim form with your registration number, Aadhaar number, bank account number and IFSC code, and check that the name shown matches your passbook exactly.
  5. Upload the supporting documents; registration card, Aadhaar, bank passbook first page and photograph; in the sizes the portal specifies.
  6. Submit the claim and save the acknowledgement number shown on screen. You will need it to follow up.
  7. Present the originals for verification to the Labour Enforcement Officer at circle level when called. The officer verifies the file and forwards it for sanction.
  8. Wait for the transfer. After sanction, the Rs 1,000 is credited to the Aadhaar-seeded bank account and an SMS is sent to the registered mobile number.

How to apply offline

  1. Visit the Labour Enforcement Officer at your circle office, or the Labour Superintendent at the district office, and ask for the safety kit application form for registered construction workers.
  2. Fill the form and attach photocopies of your registration card, Aadhaar, bank passbook and two photographs, carrying the originals with you.
  3. Submit the file at the counter and collect a dated receipt. Do not leave without a receipt, it is your only proof of the date of filing.
  4. Follow up at the same office after three to four weeks quoting the receipt number.

Workers registered through a Common Service Centre or a Pragya Kendra can also ask the operator to file the online claim on their behalf, but only the government-notified service charge applies. No one may charge a commission on the Rs 1,000.

How do I check the status of my claim?

  • Online: log in to shramadhan.jharkhand.gov.in and open your application history. The portal shows whether the claim is pending verification, forwarded for sanction, sanctioned, or rejected with a reason.
  • Offline: ask the circle Labour Enforcement Officer, who keeps the district register of claims, quoting your acknowledgement or receipt number.
  • Bank side: once sanctioned, check the passbook or your bank's SMS alerts. A DBT credit of Rs 1,000 appears against the Board's account.

If the portal shows the claim as sanctioned but no money reaches the account, the problem is almost always at the bank end — a dormant account, a KYC hold, or a missing Aadhaar seeding. Ask the bank branch to re-seed the Aadhaar number through the NPCI mapper and the payment will be reprocessed.

Why claims get rejected, and how to fix them

  • Registration lapsed. Pay the pending annual contribution of Rs 100 and get the membership revalidated, then refile.
  • Bank account not Aadhaar-seeded. Visit the branch and complete Aadhaar seeding; DBT cannot reach an unseeded account.
  • Name mismatch between Aadhaar and the bank passbook. Correct one of the two so the spellings match, then refile.
  • Employment certificate missing or unclear. Get a fresh certificate from the current employer or a registered construction workers' union showing at least 90 days of work.
  • Duplicate claim. The Rs 1,000 kit assistance is one-time; a second claim by the same registration number is rejected automatically.
  • Worker found to be a supervisor or contractor during verification, which places them outside the definition of a building worker.

What other benefits does the Jharkhand board provide?

Registered workers who qualify for the safety kit are usually eligible for the Board's wider benefit list as well. District labour offices in Jharkhand publish the following amounts: Rs 2,500 for a tool kit under Shramik Aujar Sahayta, Rs 3,500 cycle assistance for members of more than one year, Rs 5,00,000 on accidental death and Rs 1,00,000 on natural death, Rs 3,00,000 for total disability and Rs 20,000 for partial disability from an accident, Rs 15,000 maternity benefit for the first two deliveries, Rs 10,000 for last rites, a Rs 1,000 monthly disability pension, and education scholarships of Rs 5,000 for classes 1 to 8, Rs 10,000 for classes 9 to 12, Rs 20,000 for higher education and Rs 50,000 for engineering or medical degree courses.

Each of these is a separate application. Being sanctioned the safety kit does not disqualify a worker from any of the others.

Key dates and timing

Nirman Shramik Safety Kit Yojana has no announced last date. The Board keeps the benefit open through the year and processes claims as they are received, subject to the cess fund available in a financial year. Because sanction happens district by district, claims filed early in a financial year usually move faster than those filed in February and March, when district allocations run low.

The practical deadline that does exist is the annual contribution. Paying it on time each year is what keeps the registration live and every board benefit, not only this one, within reach.

Where to raise a complaint

  • Circle Labour Enforcement Officer; first point of contact for a pending or rejected claim.
  • District Labour Superintendent, for escalation within the district.
  • Grievance section of shramadhan.jharkhand.gov.in, for written complaints with your registration number.
  • Labour, Employment, Training and Skill Development Department, Government of Jharkhand, Ranchi, for complaints not resolved at district level.

Registration and claim filing are handled by government officers. If anyone demands a share of the Rs 1,000 or a fee to "get your name approved", report it to the District Labour Superintendent in writing.

Frequently asked questions

How much money does the Nirman Shramik Safety Kit Yojana give?

Nirman Shramik Safety Kit Yojana gives Rs 1,000 to a registered construction worker to buy a personal safety kit. The Jharkhand Building and Other Construction Workers Welfare Board transfers the amount to the worker's bank account rather than distributing physical equipment in most districts.

Who can get the safety kit assistance in Jharkhand?

Only construction workers whose registration with the Jharkhand Building and Other Construction Workers Welfare Board is active can get the safety kit assistance. Registration requires an age between 18 and 60 years and at least 90 days of building or construction work in the preceding twelve months.

Do I have to pay anything to register with the Jharkhand construction workers board?

Yes, but the amounts are small — Rs 10 as a one-time registration fee and Rs 100 as the annual member contribution, as listed by Jharkhand district labour offices. No agent or middleman is authorised to charge anything extra for enrolling you or for filing a safety kit claim.

Can I apply for the safety kit if my board membership has lapsed?

No. A worker whose annual contribution is unpaid is not eligible, because board benefits are linked to live membership. Pay the pending contribution at the district labour office or on shramadhan.jharkhand.gov.in, get the membership renewed, and then file the safety kit claim.

What is included in a construction worker's safety kit?

A construction safety kit typically covers a helmet, hand gloves, safety shoes, protective goggles and a reflective jacket. Because Jharkhand pays the Rs 1,000 as cash assistance, the worker buys the items themselves; the board does not prescribe a fixed brand or shop.

How do I check the status of my safety kit application?

Log in to shramadhan.jharkhand.gov.in with your registration number and registered mobile number and open the scheme application or grievance section. Workers without internet access can ask the circle Labour Enforcement Officer, who maintains the district register of pending and sanctioned claims.

Can the same worker claim other board schemes along with the safety kit?

Yes. The safety kit assistance is separate from other Jharkhand board benefits such as the Rs 2,500 tool kit (Shramik Aujar Sahayta), the Rs 3,500 cycle assistance, the Rs 15,000 maternity benefit and the children's education scholarships. Each is claimed on its own application.

Why do safety kit applications get rejected in Jharkhand?

The most frequent reasons are a lapsed board registration, a bank account that is not Aadhaar-seeded, a name mismatch between the Aadhaar card and the passbook, or the same worker having already drawn the kit assistance. All four can be fixed at the district labour office and the claim refiled.
