Parivaar Pension Yojana (Jharkhand Construction Workers Welfare Board)
Jharkhand state government scheme
Parivaar Pension Yojana continues a Jharkhand construction worker's Welfare Board pension to the family after the pensioner dies, at 50 per cent of the pension amount subject to a ceiling of Rs 500 a month. Only families of workers already drawing Board pension can claim, free, at the district Labour Office or on shramadhan.jharkhand.gov.in.
What is Parivaar Pension Yojana?
Parivaar Pension Yojana, in Hindi परिवार पेंशन योजना, is the family pension scheme of the Jharkhand Building and Other Construction Workers Welfare Board, which operates under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand.
According to the Board's scheme details page on the Shramadhan portal, the rule is stated in a single line: on the death of a pensioner, family members are paid 50 per cent of the pension amount, or a maximum of Rs 500. The scheme is therefore a continuation benefit, not a standalone one. It keeps a small stream of money flowing to a household after the person who earned the pension has died.
Parivaar Pension Yojana only makes sense alongside the Board's main Pension Yojana, whose conditions the same page sets out: a member who has contributed to the Board for thirty years receives Rs 1,000 a month as pension on completing 60 years of age. On that Rs 1,000 pension, the family pension works out to Rs 500 a month, which is both 50 per cent of the pension and the stated ceiling.
Readers should be clear about the scale of this benefit. Rs 500 a month is a supplementary amount, not a livelihood. Its real value is that it is unconditional, lifelong for the eligible family member, and paid directly into a bank account without any further contribution.
Who is eligible for family pension?
A family can claim if:
- The deceased was a registered member of the Jharkhand Building and Other Construction Workers Welfare Board.
- The deceased was actually drawing pension from the Board at the time of death. This is the single defining condition of the scheme.
- The claimant is a family member of the deceased pensioner, the nominee recorded with the Board, or a legal heir where no nomination exists.
- The claimant has an Aadhaar-seeded bank account in their own name to receive the monthly transfer.
A family is not eligible and cannot apply if:
- The worker was never registered with the Welfare Board.
- The worker was registered but never became a pensioner, for example, died before turning 60, or before completing the thirty years of contribution that the Board's pension scheme requires.
- The worker's membership had lapsed and the pension had consequently stopped before death.
- The claimant cannot establish a family relationship to the deceased pensioner and has neither a Board nomination nor a legal heir certificate.
- The deceased was a contractor or employer rather than a building worker as defined by the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
The hard edge of this scheme is worth stating plainly, because families frequently misunderstand it: if the worker was still working when he or she died, the family pension does not arise at all. What arises instead is the Board's Mrityu/Durghatana Sahayata Yojana, which pays Rs 1,00,000 on natural death and Rs 5,00,000 on accidental death. Those are separate schemes on separate forms.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Pension order or payment record of the deceased | Yes | Proves the deceased was a Board pensioner |
| Death certificate | Yes | From the registrar of births and deaths |
| Board registration card of the deceased | Yes | The membership on which pension was sanctioned |
| Nominee or legal heir proof | Yes | Board nomination, or legal heir/succession certificate |
| Aadhaar of the claiming family member | Yes | Authentication and bank seeding |
| Bank passbook of the claiming family member | Yes | Pension is paid by direct transfer |
The pension order is the document families most often cannot find. Keep the original pension sanction letter with the Board card; without it the district Labour Office has to reconstruct the pension record from its own files, and that is what turns a simple claim into a six-month wait.
How to apply for Parivaar Pension Yojana
- Collect the death certificate of the pensioner and locate the pension order and Board registration card.
- Go to the district Labour Office or open shramadhan.jharkhand.gov.in, the Comprehensive Labour Management System of the Jharkhand Labour Department.
- Ask for, or open online, the construction worker scheme benefit application and select the family pension option.
- Enter the deceased pensioner's registration number, pension details and date of death, and the claimant's relationship to the pensioner.
- Upload or attach the death certificate, pension record, Board card, nominee or legal heir proof, and the claimant's Aadhaar and bank passbook.
- Submit and keep the dated acknowledgement carrying the application number.
- Attend the district Labour Office with the original documents when the verifying officer calls for them.
Offline filing at the district Labour Office is the realistic route for most families, because the registered mobile number and portal login belonged to the pensioner who has died and the OTP can no longer be received.
How to check the status of a family pension claim
- Ask the district Labour Office to look up the file by the application number on your receipt.
- If the claim was filed online, log in to shramadhan.jharkhand.gov.in and open the application status view.
- Once sanctioned, check the claimant's bank passbook each month, since the pension is credited directly and no separate intimation is sent.
Why family pension claims get rejected or delayed
- The deceased was not a pensioner. The commonest misunderstanding. The family of a working member is entitled to death assistance, not family pension.
- No nomination on record, so the office must wait for a legal heir or succession certificate. Recording a nominee during registration avoids this entirely.
- Pension order missing, leaving the office to trace the sanction from archives.
- Name mismatch between the Board card, Aadhaar, death certificate and bank passbook.
- Claimant's bank account inactive or not Aadhaar-seeded, so the monthly transfer fails after sanction.
- Two family members claiming separately on the same pension, which holds both files until the district office decides entitlement.
A rejected claim can be filed again once the defect is cured. Ask for the reason for rejection in writing.
Related Board benefits after a member's death
- Anath Pension Yojana (Orphan Pension), payable at the same rate as family pension and divided equally among children below 18 years of age.
- Antyeshti Sahayata Yojana: Rs 10,000 for the last rites of a registered member.
- Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana — Rs 1,00,000 on natural death and Rs 5,00,000 on death in an accident of a registered working member aged 18 to 60.
- Nishaktata Pension Yojana, Rs 1,000 a month plus a one-time ex-gratia of Rs 10,000 for members permanently disabled by paralysis, leprosy, tuberculosis or an accident.
- Medhavi Putra/Putri Chhatravritti Yojana, scholarships from Rs 5,000 to Rs 50,000 a year for the member's children.
Each of these is a separate application. Filing for family pension does not start any of them automatically, and a bereaved family should ask the district Labour Office to list every scheme it is entitled to at the same visit.

Frequently asked questions
How much is the Jharkhand construction workers' family pension?
Fifty per cent of the deceased pensioner's pension, subject to a maximum of Rs 500 a month. The Jharkhand Building and Other Construction Workers Welfare Board states that on the death of a pensioner, family members are paid 50 per cent of the pension amount or a maximum of Rs 500.
Who can claim family pension under this scheme?
Family members of a construction worker who was already drawing pension from the Welfare Board when he or she died. The scheme continues an existing pension to the family; it does not create a fresh pension for a worker who never qualified for one.
Which families are not eligible for this pension?
Families of construction workers who were never registered with the Board are not eligible, and neither are families of registered workers who were not drawing Board pension at the time of death. A worker who died before completing the 30 years of contribution needed to start the pension leaves no family pension behind.
How does a worker become a Board pensioner in the first place?
By contributing to the Board for 30 years. The Board's pension scheme pays Rs 1,000 a month on completion of 60 years of age to a member who has contributed for thirty years, and it is that pension which the family pension continues at a reduced rate.
What happens if the pensioner leaves children under 18 and no spouse?
The Board's separate Orphan Pension Yojana applies. Orphan pension is payable at the same rate as the family pension and is divided equally among the children below 18 years of age.
Where is the family pension claim filed?
At the district Labour Office, or online on shramadhan.jharkhand.gov.in, the Jharkhand Labour Department's Comprehensive Labour Management System. Most families use the district Labour Office because the portal login belonged to the person who died.
Is there any fee to claim family pension?
No. The claim is free. A Pragya Kendra may charge a small notified service fee for assisted online filing, but no official or agent may take a share of the monthly pension.
