Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana
Jharkhand state government scheme
Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana pays Rs 5,00,000 for accidental death, Rs 3,00,000 for total permanent disability, Rs 2,00,000 for partial disability and Rs 1,00,000 for natural death of a registered construction worker aged 18 to 60. Families apply free on shramadhan.jharkhand.gov.in or at the district Labour Office.
What is the Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana?
Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana is the death and accident compensation scheme of the Jharkhand Building and Other Construction Workers Welfare Board, which functions under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand. Written in Hindi as झारखण्ड निर्माण कर्मकार मृत्यु/दुर्घटना सहायता योजना, the scheme exists because construction is among the most dangerous forms of work in the state, and a fall, an electrocution or a wall collapse can end a family's only income in a single afternoon.
According to the Board's scheme details page on the Shramadhan portal, the scheme's stated purpose is to provide social security to all registered workers aged 18 to 60 years, and the benefits payable under it are:
| Event | Grant |
|---|---|
| Death in an accident | Rs 5,00,000 |
| Total permanent disability in an accident | Rs 3,00,000 |
| Partial disability in an accident | Rs 2,00,000 |
| Natural death | Rs 1,00,000 |
The gap between Rs 5,00,000 for accidental death and Rs 1,00,000 for natural death is deliberate. Accidental death usually means the loss of a working-age earner without warning, so the Board treats it as a distinct category, and the claim documents required for it are correspondingly stricter.
The scheme is funded from the welfare cess collected on construction cost under the Building and Other Construction Workers' Welfare Cess Act, 1996. Employers register their sites on the Shramadhan portal and pay cess there; workers pay a nominal annual contribution to remain members.
Who is eligible for death and accident assistance?
A claim is admissible if:
- The worker was registered with the Jharkhand Building and Other Construction Workers Welfare Board and the registration was valid on the date of the death or accident.
- The worker was aged between 18 and 60 years, the age band the Board states for this scheme.
- The annual contribution to the Board was current, so the membership had not lapsed.
- The claimant is the nominee recorded with the Board, or a legal heir where no nomination exists, in the case of a death claim.
- In a disability claim, the disability is certified by the competent medical board as total permanent or partial, and is the result of an accident.
A claim is not eligible and cannot be made if:
- The worker was never registered with the Board. Registration cannot be done after the incident to create a claim.
- The registration had lapsed for non-payment of contribution on the date of the incident.
- The worker was outside the 18 to 60 age band stated for the scheme.
- The person was a contractor, employer or site supervisor rather than a building worker as defined by the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
- The same incident has already been settled once under this scheme. Both accidental-death and natural-death grants cannot be drawn for one worker.
- The disability is not certified by a competent medical board, or is certified as temporary rather than permanent.
Board registration under the 1996 Act requires the worker to be 18 to 60 years old and to have worked in building or other construction work for at least 90 days in the preceding twelve months. Families sometimes discover only after a death that the worker's card had lapsed; the practical lesson is to keep the annual contribution current, and to use the BOC Worker Re-contribution service on the Shramadhan portal the moment a gap appears.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Board registration card of the worker | Yes | Must be valid on the date of the incident |
| Death certificate | Yes | For both accidental and natural death claims |
| Post-mortem report and FIR | Yes for accidental death | Establishes that the death was accidental |
| Disability certificate | Yes for disability claims | Must state total permanent or partial |
| Nominee or legal heir proof | Yes | Board nomination, or legal heir/succession certificate |
| Aadhaar card of the claimant | Yes | Authentication and bank seeding |
| Bank passbook of the claimant | Yes | Payment is a direct transfer |
For an accidental death, the FIR and the post-mortem report are the two documents that decide whether the claim is treated as Rs 5,00,000 or Rs 1,00,000. Families should insist on a post-mortem and register an FIR at the time of the incident, even when the death seems obviously accidental.
How to apply for Mrityu/Durghatana Sahayata
- Open the Shramadhan portal at shramadhan.jharkhand.gov.in, the Comprehensive Labour Management System of the Jharkhand Labour Department.
- Log in with the worker's registration number or Aadhaar number using the OTP sent to the registered mobile number. If the worker has died and the registered mobile is not accessible, go to the district Labour Office instead.
- Open the scheme benefit application for construction workers and select the death or disability assistance option that matches the incident.
- Enter the date and nature of the incident, the hospital or police station details where applicable, and the claimant's relationship to the worker.
- Upload the death certificate or disability certificate, the FIR and post-mortem report for an accidental death, the Board registration card, and the claimant's Aadhaar and bank passbook.
- Submit the form and save the application number from the acknowledgement screen.
- Attend the district Labour Office with the original documents when the verifying officer calls, and keep a copy of everything you hand over.
How to file the claim offline
- Go to the district Labour Office or the nearest Pragya Kendra (Common Service Centre) with the worker's Board registration card.
- Ask for the construction worker scheme benefit form and complete the death or disability section.
- Attach the death or disability certificate, FIR and post-mortem report for an accidental death, nominee proof, and the claimant's Aadhaar and bank passbook.
- Submit the form and collect a dated receipt with the application number.
Offline filing is the realistic route for most bereaved families, because the registered mobile number and portal password usually belonged to the worker who has died.
How to check the status of a claim
- Log in to shramadhan.jharkhand.gov.in and open the application status view, entering the application number from your receipt.
- If you filed offline, ask the district Labour Office to look up the file by application number.
- Once sanctioned, the amount is credited directly to the claimant's bank account, so also check the passbook rather than only the portal.
The portal publishes BOC worker verification status and progress dashboards, which district officials use when a file has to be traced.
Why these claims get rejected or delayed
- No nomination on record. Where the worker never recorded a nominee, the Labour Office must wait for a legal heir or succession certificate, which can add months. Recording a nominee during registration prevents this entirely.
- Lapsed contribution on the date of death or accident.
- No FIR or post-mortem report, so an accidental death is processed as a natural death at Rs 1,00,000 instead of Rs 5,00,000.
- Disability certificate from a doctor rather than a competent medical board, or one that does not specify total permanent versus partial.
- Name mismatch between the Board card, Aadhaar, death certificate and bank passbook.
- Claimant's bank account inactive, so the transfer fails after sanction.
A rejected claim can be re-submitted once the specific defect is cured. Ask the district Labour Office to record the reason for rejection in writing.
Related Board benefits a family should claim together
- Antyeshti Sahayata Yojana; Rs 10,000 for the last rites of a registered member.
- Family Pension Yojana, where the deceased was already drawing Board pension, family members receive 50 per cent of the pension, capped at Rs 500 a month.
- Orphan Pension Yojana — paid at the family pension rate and divided equally among children under 18 years.
- Medhavi Putra/Putri Chhatravritti Yojana, scholarships from Rs 5,000 to Rs 50,000 a year for the worker's children, depending on the class or course.
These are separate applications on separate forms. Filing the death assistance claim does not automatically trigger any of them.

Frequently asked questions
How much does Jharkhand pay for the accidental death of a construction worker?
Rs 5,00,000 is paid as a grant on accidental death. The Jharkhand Building and Other Construction Workers Welfare Board scheme page lists Rs 5 lakh for death in an accident, which is the highest benefit under this scheme.
What are the disability amounts under this scheme?
Total permanent disability caused by an accident carries a grant of Rs 3,00,000 and partial disability carries Rs 2,00,000. The distinction is made on the certificate issued by the competent medical board, not by the claimant.
Is natural death covered?
Yes. Natural death of a registered construction worker carries a grant of Rs 1,00,000, which is separate from the Rs 5,00,000 accidental death benefit. Only one of the two is payable for the same worker.
Who is not eligible under this scheme?
Construction workers who were never registered with the Board are not eligible, and neither are workers whose registration had lapsed on the date of the incident. The scheme covers registered workers aged 18 to 60, so a claim for a person outside that age band is not admissible.
Who receives the money if the worker has died?
The nominee recorded with the Board receives the payment, directly into their own bank account. Where no nomination exists, the district Labour Office asks for a legal heir or succession certificate before releasing the amount, which is the single biggest cause of delay in these claims.
Does the family also get funeral assistance?
Yes, that is a separate Board scheme. Antyeshti Sahayata Yojana pays Rs 10,000 for the last rites of a registered member, and it is claimed on its own form in addition to the death assistance under this scheme.
Where do I file the claim?
File on shramadhan.jharkhand.gov.in, the Jharkhand Labour Department's Comprehensive Labour Management System, or at the district Labour Office. Pragya Kendras also assist families with the online form.
Is there any fee to claim this assistance?
No. Filing a claim with the Board is free. A Pragya Kendra may charge a small notified service fee for assisted filing, but no agent is entitled to a share of the sanctioned Rs 5 lakh, Rs 3 lakh, Rs 2 lakh or Rs 1 lakh.
