What is Mukhyamantri Shramik Yojana?

Mukhyamantri Shramik Yojana, written in Hindi as मुख्यमंत्री श्रमिक योजना and commonly shortened to MSY, is Jharkhand's urban employment guarantee programme. According to the scheme's own portal at msy.jharkhand.gov.in, the main objective is to enhance livelihood security in Jharkhand State by providing a guaranteed 100 days wage employment in a financial year.

The scheme is run by the Directorate of Municipal Administration under the Urban Development and Housing Department, Government of Jharkhand, from the FFP Building at Dhurwa, Ranchi. That is an important detail for readers: MSY is not a Labour Department scheme and not a rural scheme. Work is allotted, and wages are paid, by the urban local body, the nagar nigam, nagar parishad or nagar panchayat: in whose ward the family lives.

Mukhyamantri Shramik Yojana was created for a specific problem. The portal records that a large number of Jharkhand's workers returned to the state from other states during the Covid-19 period and were facing difficulty maintaining themselves and their families. MGNREGA already gave rural households a legal right to 100 days of work; urban unskilled workers had no equivalent. MSY closes that gap.

The portal describes the entitlement in strong terms: if work is not provided in the prescribed categories, applicants are entitled to an unemployment allowance, and employment under Mukhyamantri Shramik is a legal entitlement. A second stated objective is the creation of durable assets such as roads, canals, ponds, wells, buildings, parks and plantations, so the labour produces something the town keeps.

The scale is not small. The MSY dashboard published on the portal shows 2,51,291 applications received, 1,16,517 job cards issued, 4,876 approved work schemes and 44,84,728 mandays allotted.

Who is eligible for a Mukhyamantri Shramik Yojana job card?

You can get a job card if:

  • Your family lives in the urban local body area of a Jharkhand town, or in a shelter home in that area. The application form makes you answer the question "Resident of urban area since 01-04-2015" before it will proceed.
  • You are an adult member of the family willing to do unskilled manual work.
  • Your family is not a beneficiary of MGNREGA. The declaration on the form states this in both Hindi and English.
  • You are willing to work for at least seven consecutive days on the work allotted to you or your family member.
  • Every member you list has an Aadhaar number and a mobile number, since the form authenticates each entry against Aadhaar.

You are not eligible and cannot apply if:

  • Your family already holds an MGNREGA job card and draws work under it. The form's sworn declaration excludes MGNREGA beneficiaries outright.
  • You do not live in an urban local body area of Jharkhand. The form only accepts a district, ULB and ward from the state's 24 districts.
  • You are not willing to do unskilled work in the notified categories. MSY is a manual-labour scheme, not a stipend.
  • The details you give cannot be authenticated against Aadhaar, since the form runs an Aadhaar authentication consent step before submission.

The declaration also carries a warning worth reading before you tick it: if the facts stated are found to be wrong, the applicant is personally responsible. Listing a family member who lives elsewhere, or hiding an MGNREGA card, puts the whole job card at risk.

What work is given under Mukhyamantri Shramik Yojana?

The portal lists three permissible categories of unskilled work:

Category Work included
Category 1 to Cleanliness and sanitation Cleaning of drains, roads, parks, markets, haats, fairs, bus stands and community toilets
Category 2 — Water conservation Rainwater harvesting and rejuvenation of ponds
Category 3 to Plantation and horticulture Tree plantation, watering and protection in city parks, crossroads, road margins and public places

Work outside these three categories cannot be demanded under MSY. If your ULB has no approved scheme running in any of them when you demand work, that is precisely the situation in which the unemployment allowance becomes payable.

What documents are required?

Document Mandatory Notes
Aadhaar of each listed family member Yes Names must match Aadhaar exactly
Mobile number of each member Yes Used for authentication and work messages
Urban residence details Yes District, ULB, ward and PIN code, with residence since 1 April 2015
Non-MGNREGA declaration Yes Built into the form
Bank account details Yes Wages and allowance are paid by transfer

Note that MSY does not ask for income certificates, caste certificates or property papers. It is a work-based scheme, so identity and residence are what matter.

How to apply for Mukhyamantri Shramik Yojana

  1. Open msy.jharkhand.gov.in and select Apply For Job Card from the Applications menu.
  2. On the application form, choose Urban as the area, then answer Yes to the question asking whether you have been a resident of the urban area since 01-04-2015.
  3. Enter the head of the family first; name exactly as on Aadhaar, date of birth, relation, gender, Aadhaar number and mobile number, and click Add New.
  4. Add each further family member who wants work as a separate row using the same Add New button. Use the cross mark against a row to delete a wrong entry before submitting.
  5. Fill the address block: district, urban local body, ward and PIN code. Only plain letters, numbers, full stops and commas are accepted in the address field.
  6. Tick the Aadhaar authentication consent and the declaration confirming urban residence, non-MGNREGA status and willingness to work seven consecutive days.
  7. Click Submit. A confirmation pop-up appears with Make Changes and Yes. Choose Make Changes to correct anything; choose Yes to submit finally.
  8. Print the application from the screen that follows and keep it safe until the job card is issued.

How to demand work and download the job card

  1. Open Download Job Card on the portal, enter your job card number and Aadhaar number with the captcha, and print the card.
  2. Open Demand Employment, enter your job card number, Aadhaar number and the number of days of work you want, then submit and print the receipt.
  3. Use Print Demand Employment to keep a copy of the demand. This printed demand is your evidence of the date you asked for work, and the unemployment allowance runs from that date.
  4. Use Track Applications with your job card number and Aadhaar number to see the current status.

Demanding work in writing on the portal is the single most important step in the scheme. A job card by itself creates no obligation on the urban local body; a recorded demand for employment does.

How much is paid under Mukhyamantri Shramik Yojana?

Workers are paid the minimum wage notified for unskilled labour in Jharkhand, for the days actually worked, up to 100 days per family per financial year. Where employment is not provided against a recorded demand, the portal states that an unemployment allowance is payable by the state government, and that the worker is given one-fourth of the minimum wage as the allowance for the first month.

Because the minimum wage is revised by notification, check the rate applicable on the date of your work rather than assuming last year's figure.

Why job card applications get rejected or delayed

  • Name spelt differently from Aadhaar, so Aadhaar authentication fails at the submission step.
  • Wrong ward or ULB selected, which sends the file to an office that cannot verify the applicant.
  • Urban residence question answered No, which stops the form.
  • An existing MGNREGA job card in the family, which the declaration excludes.
  • Duplicate members listed on two job cards in the same town.
  • A demand for work never recorded on the portal, which is why families sometimes hold a job card for months and receive neither work nor allowance.

If the job card is issued but no work follows, raise it first with the ward office of your urban local body, and then through the Grievance link on msy.jharkhand.gov.in, which is listed in the portal's main menu alongside Track Applications.

Help and grievance redressal

  • Directorate of Municipal Administration, Urban Development and Housing Department, 3rd Floor, FFP Building, Dhurwa, Ranchi 834004, Jharkhand.
  • Nearest ULB contact numbers are published by the portal as a downloadable contact list of urban local bodies.
  • Grievance module on msy.jharkhand.gov.in, reachable from the footer menu.
  • Help Desk page on the portal, which walks through each screen step by step.

Applying is free at every stage. No fee is payable to any ward-level functionary or agent for a job card, for a work demand, or for release of wages.

Documents required

The application form asks for the Aadhaar number of each member entered on the job card, and names must match Aadhaar exactly.
Mobile number
Entered for each listed member; used for authentication and for work-allotment messages.
Proof of urban residence
The form requires a declaration of residence in the urban local body area since 1 April 2015; address, district, ULB, ward and PIN code are all recorded.
Declaration that the family is not an MGNREGA beneficiary

Frequently asked questions

How many days of work does Mukhyamantri Shramik Yojana guarantee?

Mukhyamantri Shramik Yojana guarantees 100 days of wage employment in a financial year. The scheme portal states the objective as enhancing livelihood security in Jharkhand by providing a guaranteed 100 days of wage employment, and describes that employment as a legal entitlement rather than a discretionary benefit.

Who can get a Mukhyamantri Shramik Yojana job card?

Adult members of a family living in an urban local body area of Jharkhand since 1 April 2015 who are willing to do unskilled work can get a job card. The application form asks the applicant to confirm that date of urban residence and to declare that the family is not an MGNREGA beneficiary.

What happens if no work is given after I demand employment?

An unemployment allowance is payable by the state government. The scheme portal states that a worker who is not able to get employment will be provided an unemployment allowance, and that the worker is given one-fourth of the minimum wage as an allowance for the first month.

Can an MGNREGA job card holder also join Mukhyamantri Shramik Yojana?

No. The declaration printed on the application form requires the applicant to state that they are not a beneficiary of MGNREGA. MGNREGA covers rural households and Mukhyamantri Shramik Yojana covers urban ones, so the two are not meant to overlap.

What kind of work is given under the scheme?

Unskilled municipal work in three notified categories. These are cleanliness and sanitation work such as cleaning drains, roads, parks, markets, haats, fairs, bus stands and community toilets; water conservation work including rainwater harvesting and rejuvenation of ponds; and tree plantation and horticulture work in city parks, crossroads, road margins and public places.

How do I download my job card once it is approved?

Use the Download Job Card option on msy.jharkhand.gov.in with your job card number and Aadhaar number. The portal asks for both, plus a captcha, and then shows a print option.

Is there any fee for a Mukhyamantri Shramik Yojana job card?

No. Applying for the job card, demanding employment and downloading the card are all free on msy.jharkhand.gov.in. No ward-level worker or agent is entitled to charge for adding a name to the job card.

How long must I be willing to work at a stretch?

At least seven consecutive days. The declaration on the application form records that the applicant, or the family member named, is willing to work for at least 7 continuous days on the work allotted.
