What is Jharkhand Bijli Bill Mafi Yojana?

Jharkhand Bijli Bill Mafi Yojana is not a standalone scheme with its own portal. It is the arrears waiver limb of Mukhyamantri Urja Khushali Yojana, the Jharkhand Energy Department's domestic power relief programme, implemented by Jharkhand Bijli Vitran Nigam Limited (JBVNL), the state's distribution company. Readers search for it as bijli bill mafi, bijli bill maafi yojana or the Jharkhand electricity bill waiver, and all of these point to the same set of decisions.

Two things happened, and it helps to keep them apart:

  1. Free units going forward. Mukhyamantri Urja Khushali Yojana was announced on 28 June 2024 and gives domestic consumers up to 200 units of electricity free every month, with effect from bills issued in July 2024. Consumers in the 201 to 400 unit band do not get free units but receive a subsidy of Rs 2.05 per unit.
  2. Past arrears wiped out. The Jharkhand cabinet then approved a waiver of about Rs 3,584 crore in pending electricity dues for domestic consumers using up to 200 units a month. Cabinet Secretary Vandana Dadel put the number of affected consumers at 39,44,389.

The second decision is the "bill mafi" that most people mean. Without it, a family receiving free units going forward would still have been carrying an unpayable old balance, and would still have faced disconnection. Clearing the arrears is what actually reset those accounts to zero.

According to the reported state estimate, the free-unit benefit reaches around 41 lakh consumers and costs the state roughly Rs 350 crore a month in subsidy paid to JBVNL.

Who is eligible for the electricity bill waiver?

Your connection qualifies if:

  • It is a domestic category connection in Jharkhand, in either an urban or a rural area.
  • Your monthly consumption is up to 200 units.
  • The connection is billed by JBVNL or by a licensee covered under the state decision.

You are not eligible and cannot claim the waiver if:

  • Your connection is commercial, industrial, agricultural or institutional. These categories were expressly outside the decision.
  • Your monthly consumption exceeds 200 units, in which case the arrears waiver does not apply, though the Rs 2.05 per unit subsidy may apply in the 201 to 400 unit band.
  • The connection is unauthorised or unmetered. An illegal or hooked connection has no consumer record to waive against, and regularising it comes first.
  • The dues relate to a theft or tampering penalty rather than ordinary consumption billing.

Note carefully: eligibility rests on the category and consumption recorded against your consumer number, not on your income, ration card or caste. A poor family whose meter is registered as commercial will be excluded until the category is corrected, which is a fixable problem worth pursuing.

What documents are required?

Document Mandatory Notes
Electricity consumer number Yes Printed on every JBVNL bill; the only identifier the waiver uses
Latest electricity bill No Useful evidence when raising a query at the subdivision office
Aadhaar card No Needed only for consumer detail corrections or category change

You do not need an income certificate, a residence certificate or a bank passbook. Nothing is transferred to you. The benefit is a reduction in what you owe.

How to apply for the Jharkhand electricity bill waiver

There is no application form, and that is the single most important fact on this page. JBVNL runs the waiver against its own billing database. What you should do instead is verify that it reached your account:

  1. Find your consumer number on any JBVNL bill or receipt.
  2. Open the JBVNL consumer services portal at jbvnl.co.in and use the bill view or bill payment section to pull up your account against that consumer number.
  3. Check the arrears line on the current bill. If the waiver was applied, the old outstanding balance will be cleared or reduced to zero and the bill will show only current-period charges.
  4. Check the consumption and category shown on the bill. Confirm it says domestic, and note your monthly units.
  5. If arrears are still showing, call 1912 or 1800-345-6570, or visit your JBVNL subdivision office with the bill, and ask which of the three usual reasons applies, wrong tariff category, consumption above 200 units, or a record missed in the waiver run.
  6. Get the correction recorded in writing, with a complaint number, rather than accepting a verbal assurance.

Anybody asking you to pay a fee to "register for bijli bill mafi" or to fill a form on a private website is running a fraud. No registration exists.

How the 200 free units actually work on your bill

Mukhyamantri Urja Khushali Yojana applies the free slab month by month. If your household uses 180 units in a month, the bill is zero. If it uses 240 units in the next month, you are billed at the normal tariff, and the following month can be zero again if consumption drops back. The threshold does not average across the year and unused units do not carry forward.

This matters practically. Households near the boundary — typically those running a refrigerator plus a water pump, swing between zero bills and full bills. The usual advice from JBVNL staff is to watch the meter reading mid-month rather than be surprised at billing time.

Keep your meter accessible and readable. A consumer whose meter cannot be read gets an average or provisional bill, and a provisional bill can push a genuinely low-consumption household above the 200-unit line on paper.

Common problems and how to fix them

  • Arrears not cleared. Usually a category or consumption issue. Raise it at the subdivision office with the bill in hand.
  • Connection listed as commercial though the premises is a home. Apply for a category change at the subdivision office with Aadhaar and address proof. The waiver and free units follow once the category is corrected.
  • Bill shows average or provisional reading. Ask for a meter reading and revision. Repeated provisional billing is a valid grievance.
  • Meter defective. File a meter-testing request. Consumption recorded on a faulty meter can be revised.
  • Connection in a deceased or previous owner's name. Get the connection transferred, otherwise the record and the waiver sit against the wrong person.
  • Disconnection despite the waiver. Quote the waiver decision and your consumer number at the subdivision office; disconnection for waived arrears is not correct.

Where to complain

  • JBVNL helpline: 1912, the national power-utility short code, answered by JBVNL in Jharkhand.
  • JBVNL toll-free: 1800-345-6570
  • WhatsApp: +91 9431135503, published on the JBVNL website for consumer queries.
  • Email: contactus@jbvnl.co.in
  • JBVNL subdivision and division office for meter, category and billing corrections that cannot be settled on the phone.
  • Jharkhand State Electricity Regulatory Commission and the JBVNL Consumer Grievance Redressal Forum for a billing dispute the division office will not settle.

Checking your bill, correcting your tariff category and getting the waiver applied are all free. JBVNL charges nothing for a category correction request or a billing grievance, and no lineman or agent is authorised to collect cash for clearing arrears.

Frequently asked questions

How much electricity debt did Jharkhand waive?

The Jharkhand cabinet approved a waiver of about Rs 3,584 crore in pending electricity dues covering 39,44,389 domestic consumers who use up to 200 units a month. Cabinet Secretary Vandana Dadel stated the consumer figure publicly when the decision was announced in August 2024.

Do I have to apply for the Jharkhand electricity bill waiver?

No. There is no application form, no portal registration and no camp. Jharkhand Bijli Vitran Nigam Limited applies the waiver directly to qualifying consumer accounts in its own billing database, and the effect shows up as cleared arrears on your next bill.

Who gets the waiver and the 200 free units?

Domestic consumers in Jharkhand, urban and rural, whose monthly consumption is up to 200 units. Consumers using 201 to 400 units do not get free units but receive a subsidy of Rs 2.05 per unit under the same scheme.

What happens if I use more than 200 units in a month?

You pay the normal tariff on the units above the free slab. The 200-unit benefit under Mukhyamantri Urja Khushali Yojana is a monthly threshold, not an annual one, so a high-consumption month is billed normally and the next low month can still be zero-billed.

Is the waiver available to commercial or industrial connections?

No. Commercial, industrial, agricultural and institutional connections are not eligible. The waiver and the free-unit benefit apply only to domestic category connections.

My arrears are still showing on the bill. What do I do?

Take the bill to your JBVNL subdivision office or call 1912, quoting the consumer number. The most common causes are a connection recorded under a non-domestic category, a consumption record above 200 units, or a billing record that was not updated in the waiver run.

When did the 200 free units start?

Mukhyamantri Urja Khushali Yojana was announced on 28 June 2024, with the free-unit benefit taking effect from bills issued in July 2024. The arrears waiver decision followed at a cabinet meeting in August 2024.
