Grant to Jharkhand State Unaided Educational Institutions
Jharkhand state government scheme
Grant to Jharkhand State Unaided Educational Institutions pays annual grant-in-aid to recognised unaided secondary schools, madrasas, Sanskrit schools and intermediate colleges under the Jharkhand State Unaided Educational Institution (Grant) Act, 2004. Institutions applied online at giadosel.jharkhand.gov.in between 10 November 2025 and 5 January 2026 for 2025-26.
What is the Grant to Jharkhand State Unaided Educational Institutions?
Grant to Jharkhand State Unaided Educational Institutions is the statutory grant-in-aid programme run by the Department of School Education and Literacy, Government of Jharkhand under the Jharkhand State Unaided Educational Institution (Grant) Act, 2004, known locally as the Jharkhand Rajya Vittrahit Shaikshanik Sansthan (Anudan) Adhiniyam. The scheme pays annual grant to privately run but government-recognised institutions that charge no state-funded salary bill and are therefore described as vittrahit, or unaided.
According to the department's grant-in-aid portal at giadosel.jharkhand.gov.in, the programme covers four classes of institution: government-recognised or approved secondary schools, approved madrasas, approved Sanskrit schools, and permanently approved intermediate colleges. The common thread is that each is recognised by the Jharkhand Academic Council (JAC) and approved by the State Government, but runs on its own resources rather than on a regular state salary grant.
The purpose is practical. Jharkhand has a large number of secondary schools, madrasas and intermediate colleges that carry the state's board syllabus and send students to the JAC examinations without being on the government payroll. The 2004 Act creates a legal route for the state to support those institutions with an annual payment, calculated on what the institution actually delivers rather than on a fixed head-count subsidy.
Key features
- Statutory scheme under the Jharkhand State Unaided Educational Institution (Grant) Act, 2004, with subsequent amendments.
- Applications are filed online on the department's dedicated grant-in-aid portal, not on paper at the directorate.
- The grant is computed institution by institution from an annual return.
- A fresh application window is notified in each financial year, the grant does not carry forward automatically.
- An online appeal facility exists against suspension of grant.
Who is eligible for the grant?
An institution can receive grant if:
- It is a government-recognised or approved secondary school, an approved madrasa, an approved Sanskrit school, or a permanently approved intermediate college in Jharkhand.
- It is recognised by the Jharkhand Academic Council and holds State Government approval.
- It is unaided, that is, a self-financed institution covered by the 2004 Grant Act rather than a fully government-funded school.
- It files the prescribed online return within the notified window, reporting staff on roll, academic results and physical infrastructure.
An institution or person is not eligible if:
- The applicant is an individual student, parent, teacher or employee. Individuals cannot apply for a personal benefit under this scheme; the grant is paid to the institution.
- The institution's recognition or approval is not in force, or an intermediate college holds only temporary rather than permanent approval.
- The institution is a fully government-aided or government-run school already drawing regular salary grant, the Act is directed at unaided institutions.
- The institution misses the notified online window. A late claim is not processed outside the appeal route.
- The reported staff, result or infrastructure figures fail verification by the District Education Officer or the Jharkhand Academic Council.
How much grant does an institution get?
Grant to Jharkhand State Unaided Educational Institutions does not pay a single flat figure to every institution. According to the department's portal, the grant payable is computed against the annual return each institution files, with three groups of inputs:
- Teaching and non-teaching staff on roll at the institution.
- Academic performance — the institution's results in the Jharkhand Academic Council board examinations for the relevant year.
- Physical infrastructure in place: classrooms, furniture, computers, toilets and sanitation facilities.
Because the calculation is return-driven and is revised by notification, this guide does not state a rupee ceiling. Institutions should read the grant norms published for the running financial year on giadosel.jharkhand.gov.in before filing, since the figure sanctioned to a particular school in one year does not predict the next year's figure.
The size of the grant has been a live issue in the sector. In late 2025 a body of unaided institutions publicly withheld applications while pressing the state for a higher grant rate, which is one reason the 2025-26 online window was extended from 13 December 2025 to 5 January 2026.
What documents does an institution need?
| Document | Mandatory | Notes |
|---|---|---|
| Recognition or approval order | Yes | Including permanent approval order for intermediate colleges |
| JAC affiliation record | Yes | Grant is tied to Jharkhand Academic Council recognition |
| Staff statement | Yes | Teaching and non-teaching staff actually on roll |
| Board examination result statement | Yes | Results of the institution for the relevant year |
| Infrastructure return | Yes | Classrooms, furniture, computers, toilets, sanitation |
| Institutional bank account details | Yes | Grant is credited to the institution's own account |
| Audited accounts and utilisation record | No | Sought where grant was drawn in earlier years |
How to apply for the unaided institutions grant
- Check the notified window on the portal. Open giadosel.jharkhand.gov.in and read the current notice. For financial year 2025-26 the window opened on 10 November 2025 and closed at 5:00 PM on 5 January 2026 after an extension from 13 December 2025.
- Log in with the institution's credentials. Use the institution's user ID and password on the portal's login page and clear the arithmetic captcha. Use the "Forgot your password?" link if the credentials are misplaced rather than creating a second account.
- Fill the annual return in full. Enter the teaching and non-teaching staff on roll, the board examination results for the year, and the infrastructure position; classrooms, furniture, computers, toilets and sanitation. These entries are what the grant is computed from, so a careless entry directly reduces or blocks the payment.
- Upload the supporting documents. Attach the recognition or approval order, the JAC affiliation record, the result statement and the institution's bank account details in the formats the portal specifies.
- Submit before the closing time and keep the acknowledgement. The application is addressed to the respective District Education Officer and to the Secretary, Jharkhand Academic Council, Ranchi. Save or print the submission acknowledgement, since it is the reference for every later query.
- Track the status and respond to queries. Follow the application on the same portal login and answer any verification query raised by the District Education Officer promptly.
How does an institution appeal against suspension of grant?
The department runs an online appeal facility on the same portal for institutions whose grant has been suspended or that wish to contest a committee decision. For financial year 2025-26, appeals were accepted online until 6:00 PM on 31 May 2026. The appeal is filed through the institution's portal login, and the grounds and supporting documents must be attached at the time of filing. Once the appeal window closes, the route is a written representation to the Department of School Education and Literacy rather than the portal.
Why does a grant claim fail?
- Return filed after the window closed. The department publishes hard closing times, down to the hour, and extends only by fresh notification.
- Recognition lapsed. An institution whose JAC recognition or state approval has expired cannot be sanctioned grant for that year.
- Intermediate college on temporary approval. The portal specifies permanently approved intermediate colleges. Temporary approval does not qualify.
- Staff roll does not match verification. Where reported teaching strength does not tally with what the District Education Officer verifies, the grant is reduced or suspended.
- Infrastructure claims not supported. Overstated classroom, toilet or computer figures are a standard trigger for suspension.
- Bank details mismatched. The account must belong to the institution and match its records, or the release fails at the treasury stage.
- No fresh application. Many institutions assume grant continues automatically. It does not, each financial year needs its own online return.
Where do I raise a grievance?
Queries and grievances on this scheme go to the Department of School Education and Literacy, Government of Jharkhand, M.D.I. Building, Dhurwa, Ranchi 834004, and to the District Education Officer of the district in which the institution is located, who is the first verifying authority for the return. The Secretary, Jharkhand Academic Council, Ranchi is the second addressee for applications and is the correct point of contact on questions of recognition, affiliation and result data. The department has not published a dedicated toll-free helpline for the grant-in-aid portal, so notices and contact details on giadosel.jharkhand.gov.in remain the authoritative route.
Institutions should be careful about intermediaries. The application is filed directly by the institution on the government portal with its own login, and no agent is required to "get the grant sanctioned". The grant is calculated from the return and verified by the District Education Officer, so payment of money to a third party buys nothing that the institution cannot do itself.
How to check your application status
An institution's grant application does not move through a separate tracking number system; it is tracked through the same portal login used to file it.
- Log in to the portal. Go to giadosel.jharkhand.gov.in and sign in with the institution's own user ID and password, the same credentials used to submit the annual return.
- Open the application or return section. The status of the current financial year's return, and any prior year's return still on record, is visible from the institution's dashboard after login. It will show whether the return has been received, is under verification by the District Education Officer, or has been sanctioned.
- Watch for verification queries. If the District Education Officer raises a query on the reported staff strength, results, or infrastructure figures, it appears against the institution's application on the same login. These queries carry their own response deadline, so an institution should check the portal regularly during the verification period rather than only at the time of filing.
- Check appeal status separately. If the institution has filed an appeal against a suspended grant, its status is tracked the same way, through the portal login, under the appeal section rather than the original return.
- Follow up offline if the portal shows no movement. Since the department has not published a dedicated helpline for the grant-in-aid portal, an institution whose status has not changed for an unreasonable time should write to the District Education Officer of its district, who is the first verifying authority, or to the Secretary, Jharkhand Academic Council, Ranchi, quoting the submission acknowledgement number saved at the time of filing.
- Do not rely on third parties for status information. Since the application, verification, and sanction are all recorded against the institution's own portal login, no intermediary can provide status information that the institution cannot see itself by logging in.
