What is the HIV/AIDS pension in Jharkhand?

Financial Assistance to Pensioners Suffering from HIV/AIDS is a social security pension of the Government of Jharkhand, administered by the Social Security Directorate of the Department of Women, Child Development and Social Security. The pension pays Rs 1,000 a month by direct bank transfer to permanent residents of Jharkhand who are living with HIV/AIDS and are receiving antiretroviral therapy (ART) or antiretroviral drugs (ARD) from the District AIDS Control Society.

The HIV/AIDS category is one of the beneficiary groups inside Jharkhand's wider universal pension framework, the Sarvajan Pension Yojana, which also covers elderly residents, widows and destitute women, persons with disability and members of particularly vulnerable tribal groups. The categories share one application route, one payment system and one monthly rate; what differs is the document that establishes entitlement. Here, that document is the ART or ARD treatment record.

The purpose is direct. Antiretroviral treatment itself is provided free through the public system, but the associated costs are not: travel to the ART centre every month, the nutrition a person on treatment needs, and the days of wage work lost to illness. A person living with HIV/AIDS frequently also loses household income and family support. Rs 1,000 a month, credited predictably, is designed to keep a person on treatment rather than dropping out of it.

Who is eligible for the HIV/AIDS pension?

You can apply if:

  • You are a permanent resident of Jharkhand.
  • You are 18 years of age or above, for which Aadhaar and a voter ID card are the identity conditions listed in the scheme.
  • You are living with HIV/AIDS.
  • You are receiving ART or ARD treatment from the District AIDS Control Society, and your ART centre registration or treatment record can be produced.
  • You hold a bank account in your own name that can be Aadhaar-seeded.

You are not eligible and cannot apply if:

  • You are not a permanent resident of Jharkhand. This is a state scheme and a resident of another state must apply under that state's own programme.
  • You are not registered for ART or ARD treatment with the District AIDS Control Society. The scheme is built around treatment adherence, so a person who is not on the treatment register cannot be assessed under this category.
  • You are already drawing another Jharkhand social security pension — old age, widow, disability or PVTG. One person draws one pension.
  • You cannot produce an account in your own name. Payment is by DBT to the beneficiary personally and cannot be routed to a relative's account.

There is no below-poverty-line test. Jharkhand dropped the BPL requirement when it moved to universal social security pensions, which removed the most common reason genuine applicants used to be turned away.

What documents are required?

Document Mandatory Notes
ART or ARD treatment record Yes From the District AIDS Control Society or the ART centre
Aadhaar card Yes Identity and DBT seeding, for applicants 18 and above
Voter ID card Yes Listed in the scheme conditions for adult applicants
Residential certificate Yes From the Circle Officer
Bank passbook Yes Account in the applicant's own name, Aadhaar-seeded
Photograph Yes Attached to the pension form
Income certificate No Asked for in some districts as part of the standard pension file

Carry originals and one self-attested photocopy set. The block office verifies the originals at the counter and keeps the copies on file.

How to apply for the HIV/AIDS pension offline

  1. Visit the Block Development Office or Circle Office of your block, or the district social security cell at the district collectorate, and ask for the social security pension form, marking the HIV/AIDS category.
  2. Fill in your name, address, date of birth, Aadhaar number and bank account details with the IFSC code, exactly as they appear on the passbook.
  3. Attach the ART or ARD treatment record, Aadhaar, voter ID, residential certificate, bank passbook copy and photograph.
  4. Submit the file at the counter and take a dated acknowledgement with the application number.
  5. Cooperate with verification by the block staff, which confirms residence, identity and the treatment registration.
  6. On sanction, the pension is credited by DBT each month to your bank account. Ask the block office for the sanction number and the month from which the pension begins.

Applicants concerned about privacy can ask the ART centre counsellor or the district social security cell to route the application, rather than filing at an open public camp. The file is a confidential welfare record and health status is not published in beneficiary lists.

How to apply for the HIV/AIDS pension online

  1. Open jharsewa.jharkhand.gov.in, the Jharkhand e-District services portal, and register a citizen account with your mobile number and email.
  2. Sign in and search the services list for the social security pension service under the Women, Child Development and Social Security Department.
  3. Fill the online form, selecting the HIV/AIDS category, and enter your Aadhaar, address and bank details.
  4. Upload scanned copies of the treatment record, Aadhaar, voter ID, residential certificate and bank passbook page within the file size the portal allows.
  5. Submit and note the application reference number shown on screen. Save or print the acknowledgement.
  6. Track the application on the portal under the application status option using that reference number.

If you do not have a computer or a scanner, any Pragya Kendra (Common Service Centre) can file the same application for you against the government-notified service charge. No agent may charge beyond that notified amount.

How much is paid and when?

The pension is Rs 1,000 a month, or Rs 12,000 a year, credited by direct benefit transfer. Jharkhand aims to release the social security pension by the fifth of each month.

One point causes confusion. Several district websites still list the HIV/AIDS assistance at the older state pension rate of Rs 600 a month, because those pages predate the state's revision of the pension to Rs 1,000. The current rate applied across the state's social security pensions is Rs 1,000 a month, and the Block office is the place to confirm what is being credited in your district today.

Why the pension stops or does not start

  • Aadhaar not seeded to the bank account, so the DBT credit fails and is returned.
  • Name mismatch between the Aadhaar, the bank record and the pension file.
  • Dormant or closed bank account, several months of no transactions can put a small account into inactive status, and the branch must reactivate it.
  • Treatment record not produced at verification, where the block office asks for confirmation of continued ART or ARD registration.
  • Already drawing another pension, which flags the second sanction as a duplicate.
  • Residential certificate expired or issued for a different district than the one where the claim is filed.

Most of these are administrative and fixable at the branch or the block counter, without filing a fresh application. Ask the block office to note the reason on your file so the correction can be verified.

Where to complain if the pension is delayed

  • Block level: the Block Development Officer and the block social security staff, who hold the file and the monthly payment list.
  • District level: the district social security cell and the District Social Welfare Officer at the collectorate; the Deputy Commissioner in a case of long delay.
  • Portal support: the Jharkhand e-District helpdesk at 0651-2401581 or 0651-2401040 for problems with an application filed on jharsewa.jharkhand.gov.in.
  • ART centre: the counsellor at your ART centre can help re-issue or re-certify the treatment record if that is what the block office is asking for.

Applying is free at the block office. A Pragya Kendra may charge only the notified service fee, and nobody is authorised to take a share of the monthly pension to keep it running.

How to check your application status

The check differs depending on whether you filed offline at the block or online through the portal, and it is worth checking both the application status and the monthly payment status separately, since the two can go wrong for different reasons.

If you applied online through jharsewa.jharkhand.gov.in:

  1. Go to jharsewa.jharkhand.gov.in and sign in with the citizen login you used to submit the form.
  2. Open the application status or track application option on the dashboard.
  3. Enter the application reference number from your submission acknowledgement.
  4. The portal shows the current stage: submitted, under verification at the block, forwarded to the district, sanctioned, or returned for correction. A returned status usually names the missing document or the field that needs fixing.

If you applied offline at the Block Development Office or Circle Office:

  1. Visit the same office where you filed the form, carrying your dated acknowledgement slip with the application number written on it.
  2. Ask the block clerk handling social security pensions to check the file status against that number. Verification, sanction and DBT mapping are usually noted in the same register.
  3. If the block staff cannot locate a decision after several weeks, ask them to escalate to the district social security cell or the District Social Welfare Officer.

Once sanctioned, to check whether the monthly pension is actually being paid:

  • Check your bank passbook or the bank's SMS alerts around the first week of the month, since Jharkhand aims to release the pension by the fifth.
  • If the portal shows "sanctioned" but no credit has appeared for a month or more, the block office or your bank branch can confirm whether the DBT transfer failed, most often because Aadhaar is not seeded correctly to the account.
  • For portal-related status queries you cannot resolve at the counter, call the e-District helpdesk at 0651-2401581 or 0651-2401040, or ask the counsellor at your ART centre to help you follow up through the district health or social security office, if you would rather not raise it at a public counter yourself.

A sanction letter or an SMS confirming approval is worth keeping, since it is the document you will point to if a later month's payment goes missing.

Common reasons for rejection

Most rejections at this stage are about paperwork or category rules, not about doubt over the medical condition itself. The specific reasons that come up for the HIV/AIDS pension category are:

  • Treatment record missing or not from a recognised centre. The application must be backed by an ART or ARD treatment record from the District AIDS Control Society or a linked ART centre. A private prescription or an informal note from a local doctor is not accepted as proof of registration; the fix is to obtain the treatment certificate directly from the ART centre where you are registered.
  • Residence proof does not match the district of filing. A residential certificate issued for one district cannot support an application filed in another. Applicants who have recently moved should get a fresh residential certificate from the Circle Officer of their current block before filing, rather than submitting an old one.
  • Bank account not in the applicant's own name. Since payment is DBT to the beneficiary personally, an account held jointly with a family member, or one belonging to a parent or spouse, is returned. The fix is to open or use an individual savings account and bring that passbook.
  • Aadhaar details inconsistent with the application. A spelling difference between the name on Aadhaar and the name written on the form, or a wrong Aadhaar number entered on the online form, is flagged during verification. Applicants should copy the Aadhaar number and name exactly as printed, and get any Aadhaar data corrected first through an Aadhaar Seva Kendra if there is a genuine mismatch.
  • Already receiving another Jharkhand social security pension. The Sarvajan Pension Yojana allows one pension per person across its categories (old age, widow, disability, PVTG, and HIV/AIDS). An application found to duplicate an existing pension is rejected as a duplicate claim, and the applicant has to choose which category they wish to continue under.
  • Incomplete document set at submission. A missing photograph, an unattested photocopy, or a form submitted without the bank passbook copy is commonly sent back rather than processed further. Carrying the complete document set listed for this scheme, in originals plus one photocopy set, avoids this.
  • Age or identity documents not matching adult applicant conditions. Since the scheme's identity conditions for adult applicants list Aadhaar and a voter ID card, an application missing the voter ID, or with a voter ID that does not match the applicant's current address, can be sent back for that document to be produced or updated.

If an application is rejected or returned, the block office is expected to state the reason on the file. Asking for that reason in writing, or at least noting it down, makes it possible to correct only the specific problem and resubmit rather than restarting the process from scratch.

Frequently asked questions

How much is the HIV/AIDS pension in Jharkhand?

Jharkhand pays Rs 1,000 a month to eligible people living with HIV/AIDS, credited directly to the beneficiary's bank account. Older district pages still show the earlier state pension rate of Rs 600 a month; the state raised the social security pension to Rs 1,000 a month, so confirm the current figure at your Block office.

Who is eligible for the HIV/AIDS assistance pension?

A permanent resident of Jharkhand aged 18 years or above who is living with HIV/AIDS and receiving ART or ARD treatment from the District AIDS Control Society is eligible. Registration at an ART centre is the core condition — the treatment record is what proves the claim.

Is a BPL card needed for this pension?

No. Jharkhand removed the below-poverty-line requirement when it moved to universal social security pensions, and the HIV/AIDS category is assessed on residence, age and the ART or ARD treatment record rather than on a BPL card.

Where do I apply for the HIV/AIDS pension?

Apply at the Block Development Office or Circle Office of your block, at the district social security cell, or online through jharsewa.jharkhand.gov.in or a Pragya Kendra. Applying is free by every route.

Will my HIV status become public if I apply?

The application is a confidential welfare file handled by the block social security staff, and health status is not published in beneficiary lists. Applicants who are worried about privacy should file through the district social security cell or through the ART centre counsellor rather than an open camp.

Can I draw this pension along with another Jharkhand pension?

No. Jharkhand's social security pensions are paid one per person — an applicant already drawing an old age, widow or disability pension is not paid a second pension under the HIV/AIDS category.

When is the pension credited each month?

The state aims to credit social security pensions by the fifth of each month. If two consecutive months are missed, check with the Block office that your Aadhaar seeding and bank account are still valid.

Do I have to renew the pension every year?

There is no annual re-application, but the block office may ask for life verification and for the treatment record to be produced again. Keeping the bank account active and the Aadhaar seeding valid is what actually keeps the credit running.
