Eklavya Prashikshan Yojana (Jharkhand)
Jharkhand state government scheme
Eklavya Prashikshan Yojana funds free coaching for Scheduled Tribe and other weaker-section youth of Jharkhand preparing for competitive examinations such as JPSC, UPSC, SSC, banking and railway recruitment. Students are selected by the welfare department against a fixed number of seats and pay no coaching fee, applying through the district welfare office.
What is Eklavya Prashikshan Yojana?
Eklavya Prashikshan Yojana is a coaching-support scheme of the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Government of Jharkhand. The scheme exists because the gap between a bright tribal graduate in a district town and a selected candidate is usually not ability but access: structured coaching for JPSC, UPSC, SSC, banking and railway examinations is concentrated in a few cities and priced beyond most families in the state.
Under Eklavya Prashikshan Yojana the department pays the coaching fee to an empanelled institute for a fixed number of selected candidates, so the student attends free. The scheme name is also written locally as "Eklavya Prashikshan Yojna" and is sometimes described simply as the welfare department's free coaching scheme.
The department runs it alongside its other education schemes, pre-matric and post-matric scholarships filed on the e-Kalyan portal at ekalyan.cgg.gov.in, and the Marang Gomke Jaipal Singh Munda Overseas Scholarship for tribal students going abroad. Eklavya sits between them: it is not a scholarship for a course of study but funding for examination preparation.
Who is eligible for Eklavya Prashikshan Yojana?
You can be considered if:
- You are a resident of Jharkhand, proved by a residence or domicile certificate.
- You belong to the category the advertisement covers; Scheduled Tribe in the first place, and other weaker sections where the notification extends to them, with a caste certificate from a competent Jharkhand authority.
- Your family income is within the limit notified for the cycle, proved by an income certificate.
- You hold the minimum educational qualification required for the examination you want coaching for — graduation for civil services coaching, for example.
- You apply within the dates of the advertisement.
You are not eligible, and cannot apply, if:
- You are not a resident of Jharkhand.
- You cannot produce the category certificate the advertisement requires.
- Your family income is above the notified limit.
- You have already taken coaching under the same scheme in an earlier cycle, since seats are meant to rotate among fresh candidates.
- You do not meet the eligibility for the target examination itself, which no coaching seat can cure.
Seats are finite. Being eligible is not the same as being selected, and in most cycles the department screens applicants on merit or through a written test when applications exceed seats.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Caste certificate | Yes | ST/SC/BC/minority as the advertisement specifies |
| Residence certificate | Yes | From the Circle Officer or jharsewa.jharkhand.gov.in |
| Income certificate | Yes | The main screening filter after category |
| Educational certificates | Yes | Matriculation onwards, plus the degree required for the target exam |
| Aadhaar card | Yes | Identity proof and basis for any stipend transfer |
| Bank passbook copy | No | Only where a maintenance stipend is paid |
| Photographs | Yes | Two or more passport-size |
Apply for the income and residence certificates early. In practice these two certificates, not the application form, are what make candidates miss the last date.
How to apply for Eklavya Prashikshan Yojana
- Watch for the advertisement issued by the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, published on the department page at jharkhand.gov.in/welfare, in Jharkhand newspapers and on district notice boards. The scheme runs in cycles, not continuously.
- Read the notification carefully for that cycle's target examinations, the number of seats, the income limit, the age limit and the last date. These change from cycle to cycle.
- Collect the documents; caste, residence and income certificates, educational certificates, Aadhaar and photographs.
- Fill in the application form as the notification directs: at the District Welfare Office, or online on the e-Kalyan portal ekalyan.cgg.gov.in where an online window is opened for the scheme.
- Submit before the last date and collect a dated receipt or save the online acknowledgement with its application number.
- Appear for the screening test or counselling if the department calls one, carrying originals of every document you uploaded or attached.
- Report to the empanelled institute named in your selection letter within the reporting period, since an unclaimed seat is offered to the waiting list.
How to check your application status
- Quote your application or receipt number at the District Welfare Office of your district.
- Where the application was filed online, log in to ekalyan.cgg.gov.in with the same credentials and open the application status page.
- Watch the department's page on jharkhand.gov.in/welfare for the selection list, which is normally published as a PDF against the advertisement.
Why applications get rejected
- Income certificate expired or above the limit, the most frequent cause.
- Caste certificate issued by an authority outside Jharkhand or not in the prescribed format.
- Educational qualification short of what the target examination requires.
- Application submitted after the last date, which no office can condone.
- Incomplete documents, particularly missing marksheets for an intermediate year.
- Already coached under the scheme in an earlier cycle.
Help and grievance redressal
- District Welfare Officer of your district, the first and most useful contact for the advertisement, the form and the selection list.
- Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Project Bhawan, Dhurwa, Ranchi 834004: 0651-2400215, 0651-2446282, email secretary-welfare@jharkhandmail.gov.in.
- e-Kalyan portal ekalyan.cgg.gov.in for online application problems.
Applying is free. No official or agent can charge you for a coaching seat, and any such demand should be reported to the District Welfare Officer or the Deputy Commissioner.
A note on accuracy: the welfare department does not maintain a standing public page for this scheme carrying the current seat count, income ceiling, age limit and list of empanelled institutes. Those are announced in each cycle's advertisement. Confirm every figure with the District Welfare Office before applying, and do not rely on numbers quoted by private scholarship websites.

Frequently asked questions
What does Eklavya Prashikshan Yojana provide?
Eklavya Prashikshan Yojana provides free coaching for competitive examinations to selected candidates from Scheduled Tribes and other weaker sections of Jharkhand, with the welfare department paying the coaching fee to the empanelled institute instead of the student paying it. Seats are limited and are filled against an advertisement.
Which examinations does the coaching cover?
Coaching under the scheme is aimed at state and central recruitment examinations — the Jharkhand Public Service Commission examinations, UPSC civil services, Staff Selection Commission tests, banking recruitment and railway examinations are the usual set. The exact list for a year is stated in the advertisement issued by the welfare department.
Who cannot apply for Eklavya Prashikshan Yojana?
Candidates who are not residents of Jharkhand, who do not hold the category certificate the advertisement asks for, whose family income exceeds the limit notified, or who have already availed the same coaching benefit are not eligible. Candidates who do not meet the minimum educational qualification for the target examination are also excluded.
Is there any fee to apply or to attend coaching?
No. Selected candidates pay no coaching fee — the department pays the empanelled institute. Applying is free, and no agent can charge you to secure a seat.
How are candidates selected?
Selection is against a fixed number of seats, using the criteria stated in the advertisement — category, family income, academic record and, where the number of applicants exceeds seats, a screening test or merit list drawn by the department.
Where do I apply?
Apply at the District Welfare Office of your district against the advertisement issued by the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department. Where the department opens an online window, applications are filed on the e-Kalyan portal ekalyan.cgg.gov.in.
Is a stipend paid along with the coaching?
Some welfare-department coaching arrangements include a maintenance stipend for outstation candidates and some do not. Whether a stipend applies in a given cycle, and at what rate, is stated in that year's advertisement — ask the District Welfare Officer rather than assuming it.
