Guruji Student Credit Card Scheme (Guruji Credit Card)
Jharkhand state government scheme
Guruji Student Credit Card Scheme gives Jharkhand students a collateral-free education loan of up to Rs 15 lakh for higher studies, with the state subsidising interest down to about 4 percent, or 3 percent if interest is paid during the course. Students under 40 apply online at gscc.jharkhand.gov.in and complete the loan at a participating bank.
What is the Guruji Student Credit Card Scheme?
Guruji Student Credit Card Scheme is Jharkhand's flagship education loan programme, run by the Department of Higher, Technical Education and Skill Development, Government of Jharkhand. The scheme, known locally as the Guruji Credit Card, lets a student from Jharkhand borrow for higher studies without pledging any property and without finding a guarantor, because the state government guarantees the loan to the lending bank.
Guruji Student Credit Card Scheme began with a ceiling of Rs 4 lakh and the Jharkhand government raised the ceiling to Rs 15 lakh to bring professional and postgraduate courses within reach. The scheme is named after the state's practice of honouring teachers, and the "credit card" in the name is a metaphor for a standing credit line rather than a plastic card for shopping.
What the scheme is built to fix
- Students from low and middle income households in Jharkhand were dropping out of professional courses because banks demanded collateral.
- Commercial education loan interest, typically in the 9 to 11 percent range, compounded through the study period and became unpayable.
- Guruji Student Credit Card Scheme removes both barriers: no collateral, and an effective interest rate of roughly 4 percent after the state subsidy.
How much money does the Guruji Credit Card give, and at what cost?
The maximum sanction is Rs 15 lakh. The bank sizes the actual loan against the institution's published fee structure, and the loan can cover tuition fees, hostel or accommodation charges, examination and library fees, books, laptops and equipment required by the course, and reasonable living expenses.
Interest works in two layers. The lending bank charges SBI EBLR plus 1.5 percent for male students and SBI EBLR plus 1 percent for female students. The Jharkhand government then pays an interest subsidy, so the student's own outgo comes down to about 4 percent a year, and to about 3 percent if the student services interest during the course period rather than letting it accumulate. The concessional rate for female students is a deliberate design choice to raise women's enrolment in professional courses.
Repayment does not begin while the student is studying. A moratorium of one year runs from course completion, or from the date of employment if that comes first. After that the loan is repayable over a tenure of up to 15 years, which keeps the monthly instalment small relative to a starting salary.
Who is eligible for the Guruji Student Credit Card?
You can apply if:
- You are an Indian national.
- You hold a Jharkhand residence certificate, or you passed Class 10 from a recognised school in Jharkhand. Either route satisfies the domicile test.
- You are under 40 years of age on the date of application.
- You have a confirmed admission to an institution on the scheme's eligible list.
- You have not previously availed the benefit of this scheme.
There is no family income ceiling and no caste or category restriction, which distinguishes Guruji Student Credit Card Scheme from most scholarship schemes.
You are not eligible if:
- You are 40 years or older at the time of application.
- You have no confirmed admission letter. An entrance result or a provisional seat allotment is not enough.
- Your institution is not on the eligible list. Admission to a college that lacks NAAC 'A' grade accreditation, is not in the NIRF top 100 overall, and is not among the named eligible institutions cannot be funded.
- You have already taken a loan under this scheme for an earlier course.
- You cannot establish Jharkhand domicile by either of the two accepted routes.
Institutions such as the IITs, IIMs, NITs, AIIMS and the government engineering, medical and law colleges within Jharkhand are covered by name. Because the list is revised, the current version on gscc.jharkhand.gov.in is the one that governs a fresh application.

- Visit the selected bank branch with the original documents. The branch verifies them, completes KYC for you and the co-applicant, and processes the sanction.
- Track the sanction on the portal dashboard, and once approved, sign the loan agreement at the branch. Disbursement is then made in instalments, normally direct to the institution for fees and to your account for other costs.
If you do not have a computer, any Common Service Centre or Pragya Kendra in Jharkhand can complete the online registration and form for you. The application itself is free; only the CSC's notified service charge applies.
How to check your Guruji Credit Card application status
- Log in at gscc.jharkhand.gov.in with your registration number.
- Open the application status or dashboard view.
- Read the current stage; submitted, under verification by the department, forwarded to bank, sanctioned, or returned for correction.
- Where the status reads returned or query raised, open the remark, correct the flagged field or re-upload the document, and resubmit.
For anything stuck at the bank end, follow up with the branch manager at the branch you selected, and quote your application number.
Why applications get delayed or rejected
- Institution not on the eligible list. The single largest reason. Check eligibility before paying an admission fee, not after.
- Provisional admission submitted instead of a confirmed admission letter.
- Age over 40 on the date of application.
- Domicile not established β neither a residence certificate nor a Class 10 certificate from a Jharkhand school was uploaded.
- Fee structure not on institution letterhead, so the bank cannot size the loan.
- Co-applicant KYC incomplete at the branch.
- Poor scans: blurred or cropped uploads are returned for correction and cost weeks.
Help and grievance redressal
- Guruji Student Credit Card helpline: 1800-569-3311, available on working days
- Portal grievance module on gscc.jharkhand.gov.in for written complaints against a bank branch or a delayed sanction
- Department of Higher, Technical Education and Skill Development, Government of Jharkhand, Ranchi
- District Education Office, for help with residence and academic documents
Guruji Student Credit Card Scheme charges the student nothing to apply. No bank official or agent may demand a facilitation payment, and a bank on the participating list cannot refuse an eligible application on the ground that the loan is unsecured. The state guarantee is what makes it unsecured by design.

What interest do students actually pay?
Students pay an effective rate of about 4 percent a year after the state interest subsidy, and about 3 percent if the interest is serviced during the course itself.
