What is the Fish Extension, Research and Training Scheme?

Fish Extension, Research and Training Scheme is the knowledge arm of Jharkhand's fisheries programme, run by the Directorate of Fisheries under the Agriculture, Animal Husbandry and Cooperative Department. Where the state's other fisheries schemes pay for physical assets, ponds, cages, stalls, freezers, this one pays for the thing that decides whether those assets earn anything: the farmer's technical knowledge.

The scheme has three arms:

  • Training at the Fish Farmers Training Centre (FFTC), Ranchi.
  • Research and testing at the Fisheries Research Centre, Ranchi.
  • Extension through the District Fisheries Offices in all 24 districts, which carry advice out to the pond bank.

The logic is straightforward. Jharkhand is a landlocked state where all fish farming is freshwater aquaculture, and most new entrants are smallholders who have never stocked a pond before. A farmer who buys seed without knowing the right stocking density, or who feeds without knowing what floating feed does, loses money on assets the state has already subsidised. The training scheme is the cheapest intervention in the department's portfolio and the one with the widest reach.

What does the training cover and what does it pay?

The Directorate publishes two residential courses:

  • A five-day residential programme for fish culturists.
  • A three-day residential programme for seed growers.

According to the Directorate, trainees are given a stipend and actual train or bus fare from their district headquarters to the training centre. Course content covers skill development modules on seed raising, ornamental fish rearing, intensive fish culture and integrated fish farming.

There are also two-day workshops at the FFTC for seed growers, described as knowledge-sharing sessions with technical guidance, linked to the seed production component under which trained growers receive spawn at subsidised rates, rear it and sell it independently.

What facilities does the training centre have?

The Fish Farmers Training Centre was started in 2010-11 as the first state-level fisheries training centre in Jharkhand. It stands at Shalimar, near the Vidhan Sabha, in Dhurwa, Ranchi, roughly 6 km from Ranchi railway station and 3 km from Hatia railway station.

On campus

  • A 20-acre fish farm for practical work.
  • A carp breeding hatchery.
  • Laboratory facilities.
  • An ornamental fish rearing unit.
  • A floating feed preparation unit.
  • Audio-visual teaching equipment.

For trainees

  • Round-the-clock electricity and filtered drinking water.
  • WiFi internet and medical assistance.
  • Hygienic dining arrangements and indoor recreation.

The centre has a sanctioned strength of 13 teaching and non-teaching posts and is headed by a Chief Instructor. It reports that over 40,000 fish farmers have been trained there and that officers from more than 22 states have visited it.

Who is eligible for the scheme?

You can be considered if:

  • You are a resident of Jharkhand.
  • You are a practising fish culturist or intend to start fish farming.
  • You are a fish seed grower, or want to become one and take spawn at subsidised rates afterwards.
  • You are a member of a fishermen co-operative society: societies routinely nominate members for batches.
  • You are a woman entrepreneur interested in ornamental fisheries, for which the Fisheries Research Centre runs a dedicated course.

You are not eligible if:

  • You are not a resident of Jharkhand. The stipend and travel fare are paid from the district headquarters within the state.
  • You have no connection to fish culture or seed rearing. This is vocational training tied to the department's production targets, not a general certificate course, and district offices screen on that basis.
  • You are seeking a cash benefit without attending. The stipend is paid for attendance at a residential batch, so an applicant who does not attend is not paid.

Nothing in the published material sets an educational qualification for the farmer courses, which is deliberate, the training is practical and is delivered on a working farm.

How to apply for fisheries training in Jharkhand

  1. Visit the District Fisheries Office in your district and ask for the training application form, saying whether you want the fish culturist course or the seed grower course.
  2. Fill the form with your name, address, contact number, the pond or water body you farm or plan to farm, and your bank account details for the stipend.
  3. Attach identity proof. The Directorate specifically states that forms are to be submitted with identity proof; Aadhaar is the document normally used.
  4. Submit the form to the District Fisheries Officer and take an acknowledgement, then ask when the next batch is expected.
  5. Wait for the call letter or intimation. Names are forwarded from the district to the Fish Farmers Training Centre, and batches are called as they fill.
  6. Attend the full residential batch at Ranchi, keeping your travel tickets, since the fare is reimbursed on the actual amount from your district headquarters.
  7. Claim the stipend and fare at the centre before you leave, and collect the training certificate.

Separately, to use the research arm, take a water and soil sample from your pond site to the Fisheries Research Centre, Ranchi, through your District Fisheries Officer, and ask for the testing report before you invest in the site.

What research and extension support is available?

The Fisheries Research Centre, Ranchi provides:

  • Water and soil testing — the test that tells you whether a site will hold water and support fish at all, and which is worth doing before excavation rather than after.
  • Ornamental fishery training for women entrepreneurs, an activity that needs little land and little water and can be run from a homestead.

Extension support comes through the District Fisheries Offices, which are the department's field arm in each of the 24 districts. They handle scheme applications, site inspections, seed and feed guidance, and the nomination of farmers for training batches. For most farmers the District Fisheries Officer, not Ranchi, is the correct first contact for any question.

Feed is a linked service rather than part of the training scheme, but it matters to what the training teaches: floating fish feed is available from four mills, at Ranchi, Chandil, Dhanbad and Bokaro. Floating feed lets a farmer see how much the fish are actually eating, which is how feeding losses are cut in practice.

Why do training applications get held up?

  • No identity proof attached, which is an explicit requirement.
  • Batch already full. Batches are residential and capacity is finite, so names roll to the following batch rather than being rejected.
  • Wrong course chosen, a seed grower applying for the culturist course, or the reverse, which usually means a fresh form.
  • Contact number not working, so the call letter cannot be delivered. This is the most avoidable failure of all.
  • Bank details incorrect, delaying the stipend and fare payment.

Where do I get help?

  • District Fisheries Officer in your district, for the training form, nomination and all extension queries.
  • Fish Farmers Training Centre, Shalimar, near Vidhan Sabha, Dhurwa, Ranchi, for batch dates and course content.
  • Fisheries Research Centre, Ranchi, for water and soil testing and ornamental fisheries training.
  • Director of Fisheries, Jharkhand: 7903048084 or 7762812020.
  • Agriculture, Animal Husbandry and Cooperative Department, Nepal House, Doranda, Ranchi-834002, phone 0651-2490578 and 0651-2490929.
  • Directorate website: jharkhandfisheries.org.

The exact stipend rate per day is not published on the Directorate's pages, so this guide does not state one. Ask the District Fisheries Officer for the current rate when you submit the form, and keep your travel tickets so that the fare component can be settled on actuals.

How to check your application status

There is no online tracking portal for this scheme, the Directorate's site at jharkhandfisheries.org does not list a status-check page, so tracking a training application means following up in person or by phone rather than logging into a dashboard.

  1. Keep your acknowledgement. When you submit the training application form at the District Fisheries Office, the receipt or acknowledgement slip is your only reference for later follow-up, since there is no application number generated online.
  2. Call or visit the District Fisheries Officer first. Your name moves from the district office to the Fish Farmers Training Centre (FFTC) in batches, so the district office is the one place that knows whether your form has been forwarded and which batch you are likely to be called for.
  3. Ask specifically whether your name has been forwarded to Ranchi. Applications sit at the district level until a batch is being formed, so an application can be pending for weeks without anything having gone wrong, batch formation depends on how many names a district has collected.
  4. Follow up with the FFTC directly if the district office cannot confirm a batch date. The centre at Shalimar, near the Vidhan Sabha, Dhurwa, Ranchi, can confirm whether a batch call has gone out, though the district office remains the correct first point of contact for most farmers.
  5. Use the helpline for the Director of Fisheries on 7903048084 or 7762812020 if neither the district office nor the centre gives a clear answer, or contact the Agriculture, Animal Husbandry and Cooperative Department at Nepal House, Doranda, Ranchi-834002, on 0651-2490578 or 0651-2490929.
  6. Watch for the call letter or intimation, which is the actual confirmation that a batch seat has been allotted. Since call letters are sent to the contact number or address given on the form, an applicant who has changed their phone number since applying should tell the district office directly rather than wait for a letter that will not reach them.
  7. After attending the batch, the stipend and travel fare are settled and the certificate is issued at the centre itself, so there is no separate post-training status to check, payment happens before you leave Ranchi.

Frequently asked questions

What is the Fish Extension, Research and Training Scheme?

Fish Extension, Research and Training Scheme is the Jharkhand Directorate of Fisheries programme that delivers farmer training, technical extension and applied research, run through the Fish Farmers Training Centre and the Fisheries Research Centre, both at Ranchi, and the District Fisheries Offices in all 24 districts.

How long is the training and does it cost anything?

Training is free and residential — five days for fish culturists and three days for seed growers — and the Directorate states that trainees are given a stipend and actual train or bus fare from their district headquarters to the centre.

Who cannot apply for the training?

People who are not residents of Jharkhand are not eligible, and applicants with no interest in fish culture or seed rearing are not the target group. The training is meant for practising or intending fish culturists and seed growers, not for general job seekers looking for a certificate.

Where is the Fish Farmers Training Centre located?

The Fish Farmers Training Centre is at Shalimar near the Vidhan Sabha in Dhurwa, Ranchi, about 6 km from Ranchi railway station and 3 km from Hatia railway station. It was started in 2010-11 as the first state-level fisheries training centre in Jharkhand.

What subjects does the training cover?

The centre teaches skill development modules on seed raising, ornamental fish rearing, intensive fish culture and integrated fish farming, using a 20-acre fish farm, a carp breeding hatchery, a laboratory, an ornamental fish rearing unit and a floating feed preparation unit on campus.

Can I get my pond water and soil tested?

Yes. The Fisheries Research Centre at Ranchi provides water and soil testing as a technical support service, which is the sensible first step before spending money on excavating or stocking a pond.

Is there anything specifically for women?

Yes. The Fisheries Research Centre runs ornamental fishery training for women entrepreneurs, ornamental fish being a low-water, low-space activity that can be run from a homestead.

How do I apply for a training batch?

Submit the training application form along with identity proof to your District Fisheries Officer, who forwards names to the Fish Farmers Training Centre at Ranchi for the next batch.
