What is the Fish Marketing Scheme?

Fish Marketing Scheme is a Jharkhand state programme run by the Directorate of Fisheries under the Agriculture, Animal Husbandry and Cooperative Department, with delivery support from JHASCOFISH, the Jharkhand State Co-operative Fisheries Federation Ltd. The scheme funds the part of the fisheries value chain that comes after harvest: the stall, the counter, the ice, the freezer and the vehicle.

The problem the scheme addresses is specific. A fish farmer in Jharkhand can raise a good crop and still lose most of its value in the last twenty-four hours, because fresh fish spoils quickly and a farmer without a sale point must accept whatever a middleman offers at the pond bank. According to the Directorate's schemes page, the marketing component therefore aims to improve fish distribution and sales infrastructure, and provides a subsidy of 80 to 90 per cent for retail stalls, with Fisheries Co-operative Societies as the eligible category.

What the scheme covers

  • Retail fish stalls at 80 to 90 per cent subsidy for co-operative societies.
  • Office-cum-fish sale centres. A combined office and retail facility, for which a society applies directly to JHASCOFISH.
  • Deep freezers and pickup vans, listed among JHASCOFISH's distribution activities.
  • Direct marketing of fish products by the federation, through the co-operative distribution network.

Who is eligible for the Fish Marketing Scheme?

Eligible applicants:

  • Registered Fisheries Co-operative Societies in Jharkhand. This is the category the Directorate names for the retail stall subsidy.
  • Societies that are members of JHASCOFISH, which reports a membership of 192 fishermen co-operative societies across the state.
  • Societies with an identified site for the stall or sale centre and a working bank account in the society's name.

Not eligible:

  • Individual fish vendors, traders and wholesalers who are not part of a registered co-operative society cannot apply for the stall subsidy. This is the most common misunderstanding about the scheme and the reason most walk-in enquiries fail.
  • Unregistered or defunct societies whose registration has lapsed or whose managing committee is not in place cannot apply until the registration and committee position is regularised.
  • Societies with no site. The assistance is for a physical facility, so an application without an ownership document, lease or municipal allotment for the location cannot be processed.
  • Applicants outside Jharkhand are not eligible.

Individual fish farmers are not shut out of the department entirely. They remain eligible for pond construction, seed, feed and free training under the Directorate's other components. What they cannot do is claim the marketing stall subsidy in a personal capacity. The correct route for an individual is to join or form a Fisheries Co-operative Society first.

What documents does a society need?

Document Mandatory Notes
Society registration certificate Yes Registration must be current
Managing committee resolution Yes Authorises the application and names the signatory
Site proof for the stall Yes Ownership, lease or municipal allotment
Society bank account details Yes Subsidy is released to the society, not a member
Identity proof of the office bearer Yes Submitted with the application form
Estimate or quotation No Helps fix the sanctioned cost

How to apply for the Fish Marketing Scheme

  1. Confirm that the society's registration is current and that a valid managing committee is in place. A lapsed registration is the single most common reason a society's file is returned before it is even examined.
  2. Pass a managing committee resolution authorising the application, naming the site, and naming the office bearer who will sign and receive.
  3. Visit the District Fisheries Office of your district and ask for the current year's fish marketing application form and the sanctioned cost norms for a retail stall.
  4. Fill the form with the society details, membership strength, the proposed site, the estimated cost and the society's bank account with IFSC code.
  5. Attach the registration certificate, the resolution, the site document, bank details and identity proof of the authorised office bearer, along with an estimate for the stall.
  6. Submit the file to the District Fisheries Officer and take an acknowledgement.
  7. For an office-cum-fish sale centre, apply directly to JHASCOFISH at Ranchi, which is the route the Directorate specifies for that component.
  8. Allow the site inspection and sanction, then complete the construction or procurement and request verification so that the subsidy share is released to the society's account.

How does JHASCOFISH support marketing?

JHASCOFISH, the Jharkhand State Co-operative Fisheries Federation Ltd — is the apex co-operative body that sits above the primary societies. Its stated objectives include supporting the marketing of fish and aquatic products, assisting in the preservation of fish and other aquatic produce, and managing state reservoirs and revenue ponds directly or through fishermen co-operative societies. It is affiliated to FISHCOPFED, the national federation, at New Delhi.

On the marketing side specifically, the federation lists:

  • Direct marketing of fish products through the co-operative distribution network.
  • Deep freezer and pickup van distribution to member societies. The cold chain and the transport link.
  • Office buildings and fish sale centres for co-operative societies.
  • Fishing equipment supply, including nets, coracles and plankton collection nets.
  • Consultancy, project formulation and technical guidance, which is useful when a society is preparing an estimate for a stall.
  • The Fishermen Welfare Fund (Machhua Kalyan Kosh) and non-formal education centres for fishermen's children, which sit alongside the marketing work.

The federation states that it works across all 24 Jharkhand districts with coordination through district-level offices, and that it builds awareness by organising meetings with fishermen co-operative societies throughout the state.

Why is the marketing component worth pursuing?

Fish Marketing Scheme addresses the stage where a Jharkhand fish farmer loses the most money, and it is worth setting out plainly why the state chose to subsidise stalls rather than simply produce more fish.

Fresh freshwater fish has a very short shelf life without ice. A society that harvests in the morning and has no counter of its own must sell at the pond bank the same day, to whoever turns up. The buyer knows this, which is why pond-bank prices sit far below the retail price in the nearest town. A stall of the society's own, with a freezer behind it and a pickup van to reach it, changes the society's position from price-taker to price-setter for its own catch.

The second reason is consumer-side. A hygienic covered outlet with chilled storage sells fish that a customer trusts, at a price that reflects that trust. The Directorate's stated objective for the component is precisely to improve fish distribution and sales infrastructure, and the 80 to 90 per cent subsidy share means the society funds only a small part of the capital cost itself.

Third, the marketing component completes the other schemes. Jharkhand subsidises new ponds at a published unit cost of Rs 3.00 lakh per acre with 90 per cent assistance for Scheduled Castes and Scheduled Tribes and 80 per cent for others, supplies subsidised spawn to trained seed growers, and runs floating feed mills at Ranchi, Chandil, Dhanbad and Bokaro. All of that raises production. Without a marketing outlet, higher production simply pushes the pond-bank price down. The stall is what turns extra fish into extra income.

Why do marketing applications fail?

  • Applicant is an individual, not a society. The stall subsidy category is co-operative societies.
  • Society registration lapsed or no valid managing committee resolution attached.
  • No clear title to the site. A stall on land the society cannot show a right to is not sanctionable.
  • Annual target exhausted. Marketing units are sanctioned against a limited district target each year, so a sound application may be carried to the next financial year.
  • Construction started before sanction, which usually cannot be regularised afterwards.
  • Bank account in a member's personal name rather than the society's.

Where do societies get help?

  • District Fisheries Office in your district, the first point of contact for the retail stall component.
  • JHASCOFISH, Ranchi, for office-cum-fish sale centres, deep freezers, pickup vans and federation membership.
  • Director of Fisheries, Jharkhand: 7903048084 or 7762812020.
  • Agriculture, Animal Husbandry and Cooperative Department, Nepal House, Doranda, Ranchi-834002, phone 0651-2490578 and 0651-2490929.
  • Directorate website: jharkhandfisheries.org.

Societies should note that the published 80 to 90 per cent figure is a subsidy share, not a fixed rupee grant. The amount received depends on the sanctioned cost of the unit for the year, so ask the District Fisheries Office for the current cost norm in writing before ordering materials.

How to check your application status

Fish Marketing Scheme has no online tracking portal, so a society has to follow up the way it applied: in person or by phone with the office that received the file.

  1. Keep the acknowledgement given at the District Fisheries Office (or by JHASCOFISH, for an office-cum-fish sale centre application) when the file was submitted. This slip, or its reference number, is what the office uses to locate the file, since there is no application ID or web login to check against.
  2. For the retail stall component, contact the District Fisheries Office of the district where the application was filed. Ask specifically whether the file has cleared the site inspection stage, whether it has been sanctioned against the year's district target, or whether it is still pending because the target for the year is exhausted.
  3. For an office-cum-fish sale centre, deep freezer or pickup van request, follow up directly with JHASCOFISH at Ranchi, since these go through the federation rather than the district office.
  4. If the district office cannot give a clear answer, escalate to the Director of Fisheries, Jharkhand, at 7903048084 or 7762812020, or to the Agriculture, Animal Husbandry and Cooperative Department at 0651-2490578 or 0651-2490929.
  5. Expect three broad answers: sanctioned and awaiting construction or procurement, pending because of an incomplete document or unresolved site title, or held over to the next financial year because the district's annual target for marketing units has been used up. None of these is visible online, so the society's office bearer should call or visit rather than wait for a notice.

Because release of the subsidy share depends on a site inspection and then a verification of completed construction or purchase, a society should ask at each stage which of these two checks is pending, rather than simply asking if the "application" has been approved.

Documents required

Frequently asked questions

What is the Fish Marketing Scheme in Jharkhand?

Fish Marketing Scheme is a Jharkhand Directorate of Fisheries programme that helps Fisheries Co-operative Societies build retail fish stalls and sale centres, so that fish reaches the consumer through a hygienic outlet instead of a roadside spot. The Directorate publishes a subsidy of 80 to 90 per cent for retail stalls.

How much subsidy does the Fish Marketing Scheme give?

The Directorate of Fisheries states a subsidy of 80 to 90 per cent for retail stalls under the fish marketing component. The rupee amount depends on the sanctioned cost of the stall approved for the society in that year.

Who cannot apply for the Fish Marketing Scheme?

Individual fish traders, retailers and vendors who are not members of a registered Fisheries Co-operative Society cannot apply, because the Directorate lists Fisheries Co-operative Societies as the eligible category for the stall subsidy.

What is an office-cum-fish sale centre?

An office-cum-fish sale centre is a building that gives a Fisheries Co-operative Society both an office and a dedicated retail counter in one place. According to the Directorate, a society applies for it directly to JHASCOFISH rather than through the ordinary district route.

What is JHASCOFISH?

JHASCOFISH is the Jharkhand State Co-operative Fisheries Federation Ltd, the apex co-operative body for fisheries in the state, with a membership of 192 fishermen co-operative societies. It handles marketing of fish and distributes deep freezers, pickup vans and sale centres to member societies.

Does the scheme provide transport or cold storage?

Yes. JHASCOFISH lists deep freezer and pickup van distribution among its activities, which addresses the two things that spoil a fish marketing operation fastest, namely the lack of chilling and the lack of transport between the pond and the market.

Where do societies apply?

Societies apply at the District Fisheries Office for the district-level components, and directly to JHASCOFISH at Ranchi for an office-cum-fish sale centre. The Director of Fisheries can be reached on 7903048084 or 7762812020.
