What is the Jharkhand State Migrant Labourers Survey and Rehabilitation Scheme?

Jharkhand State Migrant Labourers Survey and Rehabilitation Scheme is the state's answer to a problem that is specific to Jharkhand: a very large number of its residents work outside the state, in construction, brick kilns, factories, mines and domestic work, and until they are counted the government has no way to reach them in an emergency. The scheme is run by the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand, which works from Nepal House, Doranda, Ranchi.

The scheme has two halves that its name states plainly. The survey half builds a live register of migrant workers from and into Jharkhand, using the department's Shramadhan portal, the Comprehensive Labour Management System for factory, establishment and worker registration, inspection and grievance redressal. The rehabilitation half is what the state does with that register: tracing stranded workers, arranging rescue and return, and processing assistance where a registered worker is injured or dies at a workplace away from home.

According to the Department of Labour's own page on jharkhand.gov.in, the department exists to "protect the interest of its labour force in the organized and unorganized sectors". Migrant workers sit almost entirely in the unorganised sector, which is exactly why a state-run identity record matters. They are otherwise invisible to both the sending state and the receiving one.

Main features

  • Free registration on shramadhan.jharkhand.gov.in, with Aadhaar and an OTP.
  • A printable migrant worker identity card, verifiable online by anyone.
  • Three registration categories, covering outward workers, outward domestic women workers, and inward workers from other states.
  • A legacy update option, so workers registered in earlier rounds can correct and complete their details.
  • No premium and no contribution from the worker at any stage.

Who is covered by the migrant labourer registration?

The registration form on the Shramadhan portal offers three work-description options, and these define the covered population:

  • Migrant workers going out of Jharkhand for work, the largest group, covering workers moving to other states for construction, factory, mining, agricultural or service work.
  • Migrant domestic women workers going out of Jharkhand. A separate category because women placed in domestic work in other states are the group most often cut off from any record of where they went.
  • Migrant workers coming into Jharkhand from other states for work; inter-state migrants employed inside Jharkhand.

You can register if:

  • You are a worker from Jharkhand taking up work in another state, or a worker from another state taking up work in Jharkhand.
  • You hold an Aadhaar number and have a working mobile number to receive the OTP.
  • You have a bank account in your own name, so that any assistance sanctioned later can actually be paid.

You cannot apply, and are not eligible, if:

  • You are not a migrant worker at all: someone living and working in their own district in Jharkhand is not covered by migrant registration and should instead look at the unorganised worker or construction worker registers on the same Shramadhan portal.
  • You are seeking a monthly cash allowance. Registration is not an income scheme and no monthly payment follows from it.
  • You are applying on behalf of an establishment or contractor. Employers and contractors register separately under the Inter-State Migrant Labour Act sections of Shramadhan, which is a licensing route, not a worker benefit.
  • Your details cannot be verified by the district Labour office, in which case the record stays pending rather than being issued a card.

What documents do you need to register?

Document Mandatory Notes
Aadhaar card Yes Identity proof used throughout the Shramadhan record
Mobile number Yes OTP-based registration and login
Bank passbook Yes For direct transfer of any assistance sanctioned later
Photograph Yes Printed on the migrant worker ID card
Employer or workplace details No Employer, contractor and destination address
Residence proof in Jharkhand No Where the Aadhaar address is outdated

Keep the destination employer's name, site address and a contact number written down even if the portal does not force you to fill them. In a real emergency, the missing piece is almost never the worker's name, it is the address of the place the worker actually went to.

How to apply for migrant worker registration in Jharkhand

  1. Open shramadhan.jharkhand.gov.in and go to Services β†’ Migrant Worker β†’ Migrant Worker Registration. The direct page is the migrant worker registration form for Jharkhand state.
  2. Choose your work description from the three options: worker going out of Jharkhand, domestic woman worker going out of Jharkhand, or worker coming into Jharkhand from another state.
  3. Fill in the basic details: applicant's name, father's or mother's name, date of birth, Aadhaar number, permanent address in Jharkhand and mobile number.
  4. Enter the work details β€” destination state and district, employer or contractor name, nature of work and expected period of stay, and your bank account number with IFSC.
  5. Verify the mobile number with the OTP sent to it, complete the captcha and submit the form.
  6. Save the application or registration number shown on screen. You will need it together with your mobile number to open your record later.
  7. Once the record is processed, use Print ID Card on the portal to download and print your migrant worker identity card, and carry it with you.

How to apply offline or with assistance

  1. Take your Aadhaar card, mobile phone and bank passbook to the nearest Pragya Kendra (Common Service Centre).
  2. Ask the operator to open the migrant worker registration form on shramadhan.jharkhand.gov.in and fill it with your details.
  3. Complete the OTP verification on your own phone, never let anyone else receive your OTP on a different number.
  4. Collect the printed acknowledgement with the registration number and, once available, the printed ID card.

The district Labour Superintendent's office also assists with registration and is the office to approach in person for anything the portal cannot handle, including a distress case involving a family member already outside the state.

What support does the scheme actually provide?

The scheme's concrete, verifiable deliverable is identification: a state migrant register and a printable, online-verifiable identity card at no cost. That is not a small thing. A registered worker can be located, contacted and counted, which is what makes state action possible when a group of workers is stranded, unpaid or caught in an accident far from home.

Beyond identification, the rehabilitation side is handled case by case by the Labour Department and the district administration rather than by a fixed entitlement table. Assistance in death and serious-injury cases involving Jharkhand workers outside the state is processed through the district Labour office, drawing on the state's rehabilitation provisions and on whatever central labour law applies to the workplace. The Labour Department does not publish a single fixed compensation figure for this on its portal, so do not rely on amounts quoted by unofficial websites. Take the death or injury documents, the worker's registration number and the employer details to the district Labour Superintendent and ask for the claim to be recorded in writing.

How to check your registration status

  1. Open shramadhan.jharkhand.gov.in.
  2. Use Worker Details with your application or registration number and your registered mobile number.
  3. For the department-side view, open MIS Report β†’ Migrant Worker Verification Status.
  4. Once the record is verified, use Print ID Card to generate the card, and Verify β†’ Verify Card to confirm a card is genuine.

Workers registered in earlier survey rounds should use Update Migrant Workers Legacy Details to complete missing fields rather than creating a fresh registration, because a duplicate record makes verification harder.

Common problems and how to fix them

  • OTP not received, the mobile number is wrong or out of service. Correct it through the update option; do not register again with a second number.
  • Aadhaar name mismatch; spelling differences between Aadhaar and the bank passbook stop any later payment. Fix the record at the bank or at an Aadhaar centre.
  • Record stuck as unverified; approach the district Labour Superintendent with your registration number.
  • Duplicate registrations created across survey rounds: use the legacy update option and tell the district office which record is current.
  • Portal errors or login failures. The Shramadhan technical helpdesk number is 7632996057, available Monday to Friday from 10 AM to 6 PM.

Help and grievance redressal

  • Shramadhan technical helpdesk: 7632996057, Monday to Friday, 10 AM to 6 PM, for website and registration problems.
  • Department of Labour, Employment, Training and Skill Development, Nepal House, Doranda, Ranchi 834002 to telephone 0651-2490514 and 0651-2490956.
  • District Labour Superintendent in your home district, for distress cases, unpaid wages and rehabilitation claims.
  • The Shramadhan portal also carries a Grievance section for written complaints against employers and contractors.

Jharkhand State Migrant Labourers Survey and Rehabilitation Scheme charges nothing for registration or for the identity card. No official will ask for your OTP, and no agent can issue a genuine migrant worker card outside the portal.

Frequently asked questions

Who has to register under the Jharkhand migrant labourer scheme?

Migrant workers leaving Jharkhand for work in another state, migrant domestic women workers going out of Jharkhand, and migrant workers coming into Jharkhand from other states are the three categories the Shramadhan registration form lists.

Where do I register as a migrant worker from Jharkhand?

Register free on the Labour Department's Shramadhan portal at shramadhan.jharkhand.gov.in, under Services then Migrant Worker then Migrant Worker Registration. A Pragya Kendra or the district Labour office can do it for you.

Is there any fee for migrant worker registration in Jharkhand?

No, registration on the Shramadhan portal is free. A Pragya Kendra may charge only the notified assistance fee for filling the form, and no agent can charge for "getting the ID card issued".

What do I get after registering?

You get a migrant worker identity card, which the Shramadhan portal lets you print yourself and which anyone can verify online. The registration also places you on the state's migrant database, which is how relief and rehabilitation reach registered workers.

How much compensation is paid if a migrant worker dies at work outside the state?

A single fixed amount is not published on the Labour Department portal. Assistance in death and serious-injury cases is processed by the district Labour office under the state's rehabilitation provisions and any applicable central labour law, so approach the district Labour Superintendent with the documents rather than assuming a figure.

Can a worker who has already left Jharkhand still register?

Yes. The Shramadhan portal is accessible from anywhere and registration needs only Aadhaar and an OTP on a working mobile number, so a worker already at the destination site can complete it from there.

How do I check whether my migrant registration was verified?

Use the Migrant Worker Verification Status report on shramadhan.jharkhand.gov.in, and the Print ID Card option once the record is cleared. Worker details can also be looked up using the application or registration number with the registered mobile number.

Does registration give a monthly allowance?

No. Registration itself does not carry a monthly payment. It is an identification and record-keeping step that makes a worker traceable to the state and eligible to be reached by relief, rescue and rehabilitation measures when something goes wrong.
