Jharkhand Rajya Fasal Rahat Yojana
Jharkhand state government scheme
Jharkhand Rajya Fasal Rahat Yojana pays farmers compensation for crop loss from natural calamities without charging any premium. Farmers with 30 to 50 per cent loss get Rs 3,000 per acre and those with more than 50 per cent loss get Rs 4,000 per acre, up to 5 acres. Registration is free at jrfry.jharkhand.gov.in.
What is Jharkhand Rajya Fasal Rahat Yojana?
Jharkhand Rajya Fasal Rahat Yojana (JRFRY) is a state-funded crop loss relief scheme run by the Department of Agriculture, Animal Husbandry and Cooperative, Government of Jharkhand. The scheme pays a fixed amount per acre to a registered farmer whose crop is damaged by a natural calamity, and it does so without charging the farmer any premium.
The scheme replaced the premium-based Pradhan Mantri Fasal Bima Yojana in Jharkhand. Under PMFBY the farmer paid a share of the premium and an insurance company settled the claim. Jharkhand withdrew from that model and built JRFRY instead, in which the state government itself carries the entire cost and pays relief directly. This is the single most important thing to understand about the scheme: it is compensation, not insurance. There is no insurer, no policy document and no premium receipt.
According to the JRFRY portal, more than 45 lakh farmer registrations have been recorded on the system since it began, which makes it one of the largest farmer databases the state maintains.
Key features
- No premium. The farmer pays nothing to register or to claim.
- Fixed per-acre relief rather than a sum-insured calculation.
- Covers loss from drought, flood, hailstorm, storm, unseasonal rain, earthquake and other natural calamities.
- Open to landowning farmers and landless sharecroppers alike.
- Paid straight into the Aadhaar-seeded bank account through DBT.
- Registration runs season by season; Kharif and Rabi have separate windows.
The scheme is written locally as Fasal Rahat Yojana or simply Rajya Fasal Rahat, and older notices call it the Jharkhand crop relief scheme. All refer to the same programme at jrfry.jharkhand.gov.in.
How much relief does the scheme pay?
Relief is calculated on the percentage of crop loss assessed for the area, and on the acreage the farmer registered:
| Assessed crop loss | Relief per acre | Maximum area |
|---|---|---|
| 30 per cent to 50 per cent | Rs 3,000 | 5 acres |
| More than 50 per cent | Rs 4,000 | 5 acres |
A farmer who registered 4 acres of paddy and whose block is assessed at more than 50 per cent loss therefore receives 4 × Rs 4,000 = Rs 16,000. A farmer who registered 8 acres is paid only for the capped 5 acres.
Loss assessment is not done farmer by farmer on a self-declared basis. It is based on crop cutting experiments and the departmental assessment carried out for the notified unit area after the season. This is why relief is credited some weeks or months after harvest rather than immediately after a calamity. The assessment has to be completed first.
Who is eligible for Jharkhand Rajya Fasal Rahat Yojana?
You can register if:
- You are a resident of Jharkhand.
- You cultivate land in Jharkhand, either as the owner, as a lessee, or as a sharecropper on someone else's land.
- You are registered in the state's farmer registration system and hold a farmer registration number.
- You have an Aadhaar-seeded bank account in your own name.
- You register the plot and crop within the season's registration window, before the crop loss event is assessed.
- Your assessed crop loss reaches the minimum threshold notified for the season. The scheme's own eligibility rules require crop loss on a scale of at least 20 per cent to enter the process, while the paying slabs begin at 30 per cent.
You cannot apply or will not be paid if:
- You did not register before the window closed for that season. This is by far the most common reason for exclusion, and there is no retrospective entry.
- Your assessed loss is below the notified threshold, in which case no relief is payable even though the registration is valid.
- The crop you sowed is not on the notified list for the season.
- The plot lies outside Jharkhand.
- The same plot has already been registered by another person, producing a duplicate claim that is held for verification.
- Your bank account is not Aadhaar-seeded, so DBT cannot reach you.
- The loss was caused by something other than a natural calamity, for example the field was not sown at all, or the damage arose from a private dispute or from deliberate neglect.
Registering for JRFRY does not require you to give up other agricultural benefits. A farmer drawing PM-KISAN income support, using a Kisan Credit Card or receiving state input subsidies can register for crop relief as well.
What documents do I need?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Portal registration is OTP-authenticated on Aadhaar |
| Bank passbook | Yes | Account in your own name, Aadhaar-seeded |
| Land record | Yes | Khatiyan, patta, rent receipt or Land Possession Certificate |
| Sharecropper declaration | Only for sharecroppers | Declaration of land actually cultivated |
| Residence proof | Yes | Residential certificate or equivalent |
| Mobile number | Yes | For OTP and status SMS |
Keep the land record ready in the exact spelling shown in the revenue record. Most rejections at the verification stage come from a khata or plot number that does not match what the revenue department holds.
How to apply for Jharkhand Rajya Fasal Rahat Yojana online
- Open the official portal at jrfry.jharkhand.gov.in and check that the registration window for the current Kharif or Rabi season is open.
- Select Kisan Panjikaran Kare (Farmer Registration) on the home page.
- Enter your Aadhaar number and mobile number, and authenticate with the OTP sent to that mobile.
- Fill your personal details: name, father's or husband's name, category, district, block and panchayat; exactly as they appear on your Aadhaar.
- Enter your land details: khata number, plot number, area in acres, and whether you own the land or cultivate it as a sharecropper.
- Enter the crop sown on each registered plot for the current season and the area under each crop.
- Enter your bank account number and IFSC code, and confirm that the account is Aadhaar-seeded.
- Upload the land record and any declaration required, then submit the registration.
- Save the registration or reference number shown on screen. Every later status check and grievance needs it.
- Wait for post-season assessment. If the notified unit area is assessed at 30 per cent loss or more, relief is calculated and credited automatically to the registered account.
How to apply offline
- Visit your panchayat-level Common Service Centre or Pragya Kendra with your Aadhaar card, bank passbook and land record, and ask the operator to register you under Fasal Rahat Yojana.
- Alternatively approach the Prakhand Krishi Padadhikari (Block Agriculture Officer) or the Kisan Mitra / Jan Sevak attached to your panchayat, who assist farmers with registration during each season's window.
- Verify the entries; crop, area, khata and plot number, bank account — on screen before the operator submits, because corrections after submission are difficult.
- Collect the printed acknowledgement carrying your registration number.
Registration through the government portal is free. A CSC may levy only the notified service charge for assisted filing.
How do I check my application and payment status?
- Open jrfry.jharkhand.gov.in.
- Choose the application status option from the menu.
- Enter your registration or reference number and the captcha, then submit.
- Read the status line, which shows one of: registered, under assessment, sanctioned, paid, or rejected with a reason.
Payment credits are also notified by SMS to the mobile number used at registration, so keep that number active. If the status shows "paid" but nothing has reached your account, the block is at the bank end: usually a dormant account or missing Aadhaar seeding. Ask the branch to re-seed your Aadhaar with the NPCI mapper.
Why applications get rejected, and what to do
- Registered after the window closed. Nothing can be done for that season; register early in the next one.
- Assessed loss below the slab. Relief starts at 30 per cent loss. Where the assessment for the area is lower, no payment is due even to a valid registration.
- Land details do not match the revenue record. Get the khatiyan or rent receipt corrected at the circle office and re-register in the next window.
- Duplicate registration on the same plot. Where an owner and a sharecropper both register the same plot, the case is held for verification by the block agriculture office.
- Bank account not Aadhaar-seeded, or a name mismatch between Aadhaar and the passbook. Both are fixed at the bank branch.
- Crop not notified for the season. Register only crops on the notified list.
Key dates to watch
Jharkhand Rajya Fasal Rahat Yojana does not run on a single annual deadline. The department opens a Kharif registration window around the sowing season in the monsoon months and a Rabi window in the winter sowing season, and each is announced on jrfry.jharkhand.gov.in and through block agriculture offices. The windows are sometimes extended by departmental order when registration is low.
Two rules follow from this. First, register at sowing, not after damage. A farmer who waits for a drought or hailstorm before registering has already missed the point at which the scheme could have helped. Second, check the portal at the start of each season rather than relying on last year's dates, because the closing date shifts with the monsoon.
Where to complain
- Jharkhand Kisan Call Centre: 18001231136, for all farmer grievances, published on the JRFRY portal.
- jrfryhelpdesk@gmail.com, for technical faults with the website, such as OTP failures or upload errors.
- Prakhand Krishi Padadhikari (Block Agriculture Officer), for disputes about land entries, assessment or a rejected registration.
- District Agriculture Officer, for escalation beyond the block.
No one is authorised to charge a farmer for JRFRY registration or for "getting relief sanctioned". Assessment is done by the department on an area basis and cannot be influenced by any agent.

Frequently asked questions
How much compensation does Jharkhand Rajya Fasal Rahat Yojana pay?
Jharkhand Rajya Fasal Rahat Yojana pays Rs 3,000 per acre where crop loss is between 30 and 50 per cent, and Rs 4,000 per acre where loss exceeds 50 per cent, subject to a maximum of 5 acres per farmer. The money reaches the farmer's Aadhaar-seeded bank account by Direct Benefit Transfer.
Do farmers pay a premium under this scheme?
No. Jharkhand Rajya Fasal Rahat Yojana charges no premium at all — it is a state-funded relief scheme, not an insurance product. Jharkhand introduced it after opting out of the premium-based Pradhan Mantri Fasal Bima Yojana, and the entire cost is borne by the state government.
Can landless and sharecropper farmers register?
Yes. Jharkhand Rajya Fasal Rahat Yojana covers both landowning farmers and landless cultivators who farm someone else's land as sharecroppers. A sharecropper registers with a declaration of the land actually cultivated rather than an ownership document in their own name.
Which crops are covered?
Paddy and maize are the main covered Kharif crops, while wheat, mustard, gram and potato are covered in the Rabi season. The exact crop list for each season is notified on jrfry.jharkhand.gov.in when the registration window opens, so check it before registering.
What is the official website for Fasal Rahat Yojana registration?
jrfry.jharkhand.gov.in is the only official portal for registration, status checking and grievance filing. Registration there is free; no website, agent or app that charges a fee is authorised by the Department of Agriculture, Animal Husbandry and Cooperative.
How do I check my Fasal Rahat Yojana application status?
Open jrfry.jharkhand.gov.in and use the application status option with your registration or reference number. The screen shows whether the application is registered, under crop-cutting assessment, sanctioned or rejected, and payment credits also come by SMS to the registered mobile.
Why did my crop relief application get rejected?
The commonest reasons are registering after the season's window closed, an assessed loss below the 30 per cent slab, land details that do not match the revenue record, a bank account that is not Aadhaar-seeded, or a duplicate registration for the same plot. Each can be raised with the Prakhand Krishi Padadhikari.
Is there a helpline for crop relief queries in Jharkhand?
Yes — the Jharkhand Kisan Call Centre on 18001231136 handles farmer grievances, and the JRFRY portal lists jrfryhelpdesk@gmail.com for technical problems with the website itself. Both are published on jrfry.jharkhand.gov.in.
