What is the Jharkhand Skill Development Mission Society?

Jharkhand Skill Development Mission Society (JSDMS) is the state mission agency that plans, funds and supervises government-funded vocational training in Jharkhand. JSDMS was set up under the Labour, Employment, Training and Skill Development Department, Government of Jharkhand, and it is the body a jobseeker actually deals with: indirectly: whenever they join a free government skill course in the state.

The distinction that matters most is this: JSDMS is not a training centre. JSDMS empanels training service providers, sets the course basket, fixes the standards and the allowances, funds the providers, runs the candidate database and biometric attendance system, arranges third-party assessment, and holds providers to placement obligations. The classroom belongs to the empanelled provider; the rules, the money and the certificate belong to the mission.

According to PRS Legislative Research's analysis of the Jharkhand budget for 2025-26, the state allocated Rs 585 crore for the skill development mission, aimed at training youth for the workforce. The Labour, Employment, Training and Skill Development Department also lists upgrading Industrial Training Institutes into centres of excellence and expanding ITI coverage across all blocks, and converting employment exchanges into model career centres with quarterly Rojgar Melas, as its parallel priorities.

What schemes does JSDMS run?

JSDMS delivers its training through Mukhyamantri Sarthi Yojana, the state's umbrella skill development scheme, which brings four programmes under one set of rules for eligibility, allowances, certification and placement:

  1. DDU-KK, mega skill training centres running structured programmes of around 576 hours, generally at or near district headquarters.
  2. SJKVY (Saksham Jharkhand Kaushal Vikas Yojana): residential and non-residential training available across the state.
  3. EXCEL, skill programmes run inside colleges for candidates who have passed class 12, so a student can skill up alongside a degree.
  4. BIRSA (Block Level Institute for Rural Skill Acquisition); block-level centres planned for all 264 blocks, aimed squarely at rural youth who cannot travel to a district centre.

Common features run across all four: training is free, courses are NSQF-aligned, soft skills and basic IT are compulsory components rather than optional add-ons, and the same allowance structure applies.

JSDMS also funds eight Migration Support Centres in other states, which provide lodging, food, counselling and grievance support to Jharkhand workers who have moved out of the state for work. This is unusual among state skill missions and reflects the scale of out-migration from Jharkhand's districts.

Alongside JSDMS, the Labour Department runs the Shramadhan portal for unorganised worker registration and welfare schemes and the Jharniyojan portal on local employment, and these are separate systems from the skill mission's own database.

Who is eligible for JSDMS training?

You can enrol if:

  • You are a permanent resident of Jharkhand and hold a residence certificate.
  • You are aged 18 to 35 years. SC, ST and OBC candidates enrolling through the BIRSA component can be up to 50 years old.
  • You are unemployed or underemployed and looking for wage employment or self-employment.
  • You meet the minimum educational qualification for the trade you pick: class 8 for some NSQF Level I trades, class 10 or class 12 for others.
  • You hold an Aadhaar card and an Aadhaar-seeded bank account, since both allowances are paid by direct benefit transfer.

You are not eligible if:

  • You are not a resident of Jharkhand. JSDMS training is state-funded.
  • You are under 18, or above the applicable upper age limit for the component you are applying to.
  • You have already been certified in the same trade at the same NSQF level under a government-funded skilling scheme. A funded repeat of the same course is not allowed.
  • You are in regular salaried employment. You may still be permitted to train in some cases, but you cannot draw the post-training unemployment allowance, and placement records are cross-checked against allowance claims.
  • You cannot meet the attendance requirement. Certification and both allowances depend on completing the mandated training hours, recorded biometrically.

What documents does JSDMS enrolment need?

Document Mandatory Notes
Aadhaar card Yes Identity, biometric attendance and DBT seeding
Jharkhand residence certificate Yes Issued by the block or circle office, or via Jharsewa
Age proof Yes Matriculation or birth certificate
Educational qualification certificate Yes Depends on the trade's entry norm
Bank passbook Yes Aadhaar-seeded account in your own name
Passport-size photographs Yes Two recent photographs for the candidate ID
Caste certificate No Only to claim the relaxed upper age limit
Disability certificate No Only to claim the Rs 1,500 monthly allowance

Residence and caste certificates are issued through jharsewa.jharkhand.gov.in, and a candidate who assembles these before a batch opens avoids missing the intake.

How to apply for JSDMS skill training

  1. Choose the component that fits your situation. A class 12 pass-out already in college should look at EXCEL. A candidate in a remote rural block should look at BIRSA. A candidate who wants residential training should look at SJKVY. A candidate near a district headquarters should look at DDU-KK.
  2. Find an empanelled training centre. The list of empanelled training service providers and their centres is maintained by JSDMS at jsdm.jharkhand.gov.in. The District Skill Development Officer, the Block Development Office and the district ITI also hold the current list.
  3. Check the trade, batch start date, duration and entry qualification before committing. Each centre runs a fixed basket of NSQF-aligned trades, and batches start on a rolling basis rather than on a common statewide date.
  4. Carry your documents to the centre — Aadhaar card, residence certificate, age proof, educational certificate, bank passbook and two photographs, plus a caste or disability certificate if you are claiming a relaxation or the higher allowance.
  5. Complete the enrolment form and biometric registration. The training provider records you in the JSDMS system and issues a candidate ID. Keep that ID; every later query about attendance, assessment or allowance runs on it.
  6. Attend the full course and appear for the third-party assessment. Both the NSQF certificate and the post-training employment allowance depend on completing the hours and passing the assessment.
  7. Register for the provider's placement support. Empanelled providers are contractually obliged to run placement drives, and a candidate who does not register for them loses the benefit of that obligation.

Enrolment carries no fee at any stage. A Pragya Kendra (Common Service Centre) can help you locate the nearest centre and assemble your documents.

What does JSDMS pay a trainee?

  • Pariwahan Bhatta (transport allowance): Rs 1,000 per month for non-residential trainees during the training period. Residential trainees get boarding and lodging instead of this allowance.
  • Rojgar Protsahan Bhatta (employment allowance): paid to certified trainees who remain unplaced; Rs 1,000 per month for men, and Rs 1,500 per month for women, persons with disabilities and transgender candidates, for a maximum of one year.

Both are paid by direct benefit transfer into the Aadhaar-seeded bank account, so a candidate whose account is not seeded will see a sanctioned allowance fail to arrive.

How do I check my JSDMS status?

  1. Keep the candidate ID issued at enrolment; it identifies you in the JSDMS system.
  2. Ask the training service provider to show your attendance, assessment result and placement status from the JSDMS system. Providers are required to maintain and show these records.
  3. Track allowance credits through bank passbook entries and SMS alerts on your Aadhaar-linked mobile number.
  4. Escalate to the District Skill Development Officer if an allowance has not been credited a month after certification.

Why do JSDMS claims fail?

  • Aadhaar not seeded to the bank account, so the DBT credit bounces back.
  • Biometric mismatch at the centre, which leaves attendance unrecorded even though the candidate was present.
  • Shortfall in training hours, which disqualifies a candidate from the assessment and from the employment allowance.
  • Age outside the band for the chosen component, checked against the matriculation certificate, not against a self-declared age.
  • Name spelling differences across Aadhaar, the bank record and the residence certificate.
  • Employment found but not declared. A placed candidate who continues to draw the unemployment allowance faces recovery.

Where to raise a JSDMS grievance

  • Training service provider; first stop for attendance, assessment and certificate issues.
  • District Skill Development Officer in your district, for anything the centre does not resolve.
  • Jharkhand Skill Development Mission Society, Labour, Employment, Training and Skill Development Department, Nepal House, Doranda, Ranchi 834002; phone 0651-2490514 or 0651-2490956, email sec-labour-jhr@nic.in.
  • Migration Support Centres, for Jharkhand workers who have migrated to other states.

JSDMS training is free. No training provider, centre manager or agent may charge a candidate for admission, for a certificate, or to release an allowance, and no official will ask for your OTP or bank password.

Frequently asked questions

What is the Jharkhand Skill Development Mission Society?

Jharkhand Skill Development Mission Society, or JSDMS, is the state mission agency under the Labour, Employment, Training and Skill Development Department that plans, funds and monitors government skill training in Jharkhand. JSDMS does not run classrooms itself — it empanels training service providers who deliver NSQF-aligned courses and is responsible for standards, allowances, assessment and placement targets.

Does JSDMS training cost anything?

No. Training delivered under JSDMS schemes is free for the candidate. The state pays the empanelled training service provider directly, so no centre or agent may charge you a course fee, a registration fee or a placement fee.

What allowance does a JSDMS trainee receive?

A non-residential trainee receives a transport allowance of Rs 1,000 per month during training. After certification, a candidate who remains unemployed receives Rs 1,000 per month, rising to Rs 1,500 per month for women, persons with disabilities and transgender candidates, for up to one year.

What is the age limit for JSDMS training?

The general band is 18 to 35 years. Under the BIRSA block-level component the upper limit is relaxed to 50 years for SC, ST and OBC candidates, which is the widest window JSDMS offers.

How do I enrol in a JSDMS course?

Enrol in person at an empanelled training centre, an ITI or the District Skill Development Office. JSDMS enrolment is completed at the centre with biometric registration; there is no fee, and the centre issues you a candidate ID.

Who cannot join JSDMS training?

A person who is not a resident of Jharkhand cannot apply, nor can anyone below 18 or above the applicable upper age limit. A candidate already certified in the same trade at the same NSQF level under a government scheme is not eligible for a funded repeat, and a candidate in regular salaried employment cannot draw the unemployment allowance.

How much does Jharkhand spend on skill development?

The Jharkhand budget for 2025-26 allocated Rs 585 crore for the skill development mission, according to PRS Legislative Research's analysis of the state budget.

What certificate does a JSDMS trainee get?

Successful trainees receive a certificate aligned to the National Skills Qualifications Framework at Level I, II or III depending on the course, awarded after a third-party assessment. NSQF certification is recognised nationally, so it is usable outside Jharkhand.
