Kalakar Masik Nivritika Yojana (Jharkhand Artist Pension Scheme)
Jharkhand state government scheme
Kalakar Masik Nivritika Yojana pays a monthly pension of Rs 4,000 to elderly, seriously ill and permanently disabled artists of Jharkhand, credited by DBT to an Aadhaar-linked bank account. Applicants are normally 60 years or older, with the age condition relaxed for ill or disabled artists, and are assessed on recognised artistic work and a low household income.
What is Kalakar Masik Nivritika Yojana?
Kalakar Masik Nivritika Yojana is Jharkhand's artist pension scheme. The Directorate of Cultural Affairs, under the Department of Tourism, Art, Culture, Sports and Youth Affairs, pays Rs 4,000 a month to artists of the state who are elderly, seriously ill or permanently disabled and whose household income is low. The pension goes by Direct Benefit Transfer into the artist's Aadhaar-linked bank account.
The scheme is written locally as Kalakar Masik Nivrittika Yojana and is described in departmental notices simply as the monthly pension scheme for artists. It was introduced in June 2026 under the state government led by Chief Minister Hemant Soren, with the Directorate of Cultural Affairs in Ranchi as the implementing office.
The reason the scheme exists is specific to the profession. A folk singer, a Chhau dancer, a Paitkar painter or a traditional instrument maker in Jharkhand usually works without an employer, without provident fund and without a pension. Income arrives per performance, and it stops the moment age or illness stops the performing. Kalakar Masik Nivritika Yojana is the state's answer to that gap: a small, predictable monthly amount so that artists who carried the state's folk and tribal traditions are not left destitute at the end of a working life.
Who is eligible for the Jharkhand artist pension?
You can be considered if:
- You are an artist native to Jharkhand, working in the state's folk, tribal, classical or traditional art forms, music, dance, theatre, painting, sculpture and allied cultural fields.
- You are 60 years or older. The age condition is relaxed for artists who are seriously ill or permanently disabled.
- Your household income is low. Departmental notices describe a combined monthly income ceiling from all sources of about Rs 8,000.
- Your artistic standing can be documented. A district-level recognition certificate, engagements or grading with All India Radio or Doordarshan, or participation in state and national level programmes. Reported guidelines mention roughly seven years of such experience, relaxed to about five years for artists applying on grounds of illness or disability.
- Recipients of Padma awards or other government honours are treated as recognised artists on the strength of the honour itself.
You are not eligible and cannot apply if:
- You are not a native or permanent resident of Jharkhand.
- Your household income is above the ceiling notified for the scheme.
- You are below 60 and cannot produce a medical or disability certificate supporting a claim on health grounds.
- You cannot evidence recognised artistic work. An interest in the arts or amateur practice without programme records, certificates or official recognition does not qualify.
- You are applying as an heir of a deceased artist. The pension is personal and non-transferable, and it does not continue after the artist's death.
- You are applying on behalf of a troupe, akhara, society or cultural institution. This is an individual pension; group funding runs through the department's separate cultural troupe and remuneration schemes.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed application form | Yes | From jharkhandculture.com or the district office |
| Age proof | Yes | Aadhaar, voter ID, birth or school certificate |
| Residence proof of Jharkhand | Yes | Residential certificate from the Circle Officer |
| Annual income certificate | Yes | From the Circle Officer |
| Aadhaar card | Yes | Must match the bank account for DBT |
| Bank passbook | Yes | Account in the artist's own name |
| Proof of artistic work and recognition | Yes | Programme records, AIR/Doordarshan engagements, awards, press clippings |
| District recognition certificate | No | Strengthens the file considerably |
| Medical or disability certificate | No | Mandatory only where the claim is on health grounds |
The artistic-work file is what distinguishes this application from an ordinary pension application, and it is where most weak applications fail. Assemble dated, verifiable material; programme brochures with your name, letters of engagement, certificates, recordings and newspaper coverage — rather than general statements about long service.
How to apply for Kalakar Masik Nivritika Yojana
- Open the Directorate of Cultural Affairs website at jharkhandculture.com and find the monthly pension scheme notice. Download the application form and read the notice for the current round's dates and conditions.
- Fill in the form with your personal details, art form, years of practice, income and bank account details including the IFSC code.
- Assemble the document set: age proof, residential certificate, income certificate, Aadhaar, bank passbook copy, and the evidence of your artistic work and recognition. Add the medical or disability certificate if you are applying below the age of 60 on health grounds.
- Obtain a district-level recognition certificate from the district administration or the district cultural authority where the notice asks for one.
- Submit the complete application to the Directorate of Cultural Affairs, Ranchi, within the window announced in the notice. Applications can also be routed through the district office indicated in the notice.
- Keep the acknowledgement or dispatch proof. It is the only reference you will have when you follow up.
- Wait for scrutiny and selection by the department, after which sanctioned pensions are paid by DBT into the Aadhaar-linked bank account.
The first application window under the scheme closed on 31 July 2026. An artist who missed it should watch jharkhandculture.com for the next round rather than send an out-of-window application, and should use the interval to get the income and residential certificates ready.
How is the pension paid?
Kalakar Masik Nivritika Yojana pays Rs 4,000 a month by Direct Benefit Transfer. The credit goes to the Aadhaar-linked bank account named in the application, which must be in the artist's own name. There is no cash payment, no cheque and no disbursement through a troupe leader or intermediary.
Two consequences follow from the DBT design. First, an account that is dormant, closed or not Aadhaar-seeded will bounce the credit, reactivating the account at the branch is the fix. Second, a mismatch between the name on the Aadhaar and the name on the bank record stops the payment even after sanction, and correcting the bank record is usually faster than correcting Aadhaar.
Why an artist pension application gets rejected
- Weak evidence of artistic recognition. The single most common reason. A file with no programme records, no district certificate and no broadcast or festival participation cannot be assessed.
- Income certificate above the ceiling, or an expired certificate.
- Under 60 without a medical or disability certificate to support the age relaxation.
- Application submitted outside the announced window.
- Bank account not in the artist's own name, or not Aadhaar-seeded, so the DBT credit fails.
- Residence not established as Jharkhand, particularly for artists who have lived and performed outside the state for long periods.
Where to get help or raise a grievance
- Directorate of Cultural Affairs, Ranchi: telephone 0651-2401917, email dirjharkhandculture@gmail.com. This is the office that issues the notice, receives the applications and sanctions the pension.
- Departmental website: jharkhandculture.com carries the forms, the notices and the department's other artist schemes, including the monthly remuneration scheme for artists and the Cultural Troupe Management System (CTMS) launched on 11 September 2025 for registering and engaging cultural troupes.
- District level: the district cultural or public relations office, and the district sports office in districts where the cultural work is handled there, can help artists collect the recognition certificate and file the application.
Applying is free. No fee is payable for the form, for the recognition certificate under this scheme, or for "getting the pension sanctioned", and no one should be paid a share of the Rs 4,000 monthly pension.
How to check your application status
Kalakar Masik Nivritika Yojana is processed offline, through the Directorate of Cultural Affairs in Ranchi, so there is no online tracking portal or application-ID lookup on jharkhandculture.com. Status has to be confirmed directly with the office that received the file.
- Keep the acknowledgement or dispatch proof from when you submitted the application, whether that was a receiving stamp from the Directorate of Cultural Affairs, a postal receipt, or an acknowledgement from the district office that forwarded your papers. This is the only reference number the department has for your case, so quote its date and details every time you follow up.
- Call the Directorate of Cultural Affairs, Ranchi, at 0651-2401917. Give the officer your name, art form, and the date you submitted the application, and ask whether it has cleared scrutiny, is pending a document, or has been sanctioned.
- Write to dirjharkhandculture@gmail.com if a phone call does not get a clear answer, or if you want a written response for your records. Attach a scan of your acknowledgement and state clearly what you are asking: whether the application is under review, approved, or rejected.
- Visit or call the district cultural or public relations office that helped you file the application, if you applied through a district channel rather than directly to Ranchi. District offices that forward applications usually also hear back first when the Directorate clears a batch.
- Check your Aadhaar-linked bank account once you have been told your application is sanctioned. Since the pension moves by Direct Benefit Transfer, the first Rs 4,000 credit is the practical confirmation that your case has gone through, not any letter or certificate.
- Ask specifically about the reason for delay if scrutiny is taking long. In a pension scheme built around verifying artistic recognition, the most common hold-up is the department cross-checking your programme records or district certificate, and knowing this lets you supply supporting papers before being asked twice.
Because this scheme runs through paper files rather than a tracked online workflow, following up in person or by phone every few weeks after submission is the realistic way to know where an application stands, particularly around the close of an application window when the office is handling a large batch at once.

Frequently asked questions
How much pension does a Jharkhand artist get under this scheme?
Kalakar Masik Nivritika Yojana pays Rs 4,000 a month, credited by Direct Benefit Transfer to the artist's Aadhaar-linked bank account. That works out to Rs 48,000 a year, and the pension is paid to the artist personally rather than to a troupe or institution.
What is the minimum age for the artist pension?
The normal minimum age is 60 years, and the age condition is relaxed for artists who are seriously ill or permanently disabled. An artist below 60 applying on health grounds needs a medical or disability certificate with the application.
Which artists qualify for the scheme?
Artists recognised in Jharkhand's folk, tribal, classical and traditional art forms qualify, covering music, dance, theatre, painting, sculpture and allied cultural fields. Recognition has to be evidenced — programme records, All India Radio or Doordarshan engagements, state or national programme participation, or a government honour.
Is there an income limit for the artist pension?
Yes. Scheme notices describe a low income ceiling, reported as combined monthly income from all sources of about Rs 8,000. Because the figure comes from the departmental notice rather than a permanent rule, confirm the current ceiling on the Directorate of Cultural Affairs website before paying for an income certificate.
How do I apply for Kalakar Masik Nivritika Yojana?
Download the application form from jharkhandculture.com, attach age, residence, income, Aadhaar, bank and artistic-work documents, and submit it to the Directorate of Cultural Affairs, Ranchi, within the announced window. The first round closed on 31 July 2026.
Does the pension pass to the family after the artist dies?
No. The pension is personal and non-transferable — it stops on the death of the artist and does not continue to heirs or dependants.
Who runs the artist pension scheme in Jharkhand?
The Directorate of Cultural Affairs under the Department of Tourism, Art, Culture, Sports and Youth Affairs runs it, from its office in Ranchi. The departmental website jharkhandculture.com carries the forms and notices.
