Labour Card (BOC and Unorganised Worker Registration) in Jharkhand
Jharkhand state government scheme
Labour Card in Jharkhand is issued through Shramadhan, the Comprehensive Labour Management System of the Department of Labour, Employment, Training and Skill Development at shramadhan.jharkhand.gov.in, where BOC and unorganised worker registration is done after a mobile OTP login. The portal's stated maximum time limit for completing a registration process is 30 days.
What is a labour card in Jharkhand?
A labour card in Jharkhand is the worker registration granted by the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand through Shramadhan, its Comprehensive Labour Management System at shramadhan.jharkhand.gov.in. Shramadhan is a single system covering factory and establishment registration, inspection, grievance redressal and worker registration; the citizen-facing part that matters here is the menu item "BOC and Unorganized Worker Registration".
Jharkhand runs two worker registrations from the same door, and it is important not to confuse them. BOC registration is for building and other construction workers under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. UOW registration is for unorganised workers who are not construction workers, under the state's unorganised workers scheme, whose notification the department publishes on the portal. A third and separate registration exists for migrant workers, with its own form, its own Pravasi Jharkhand mobile app, its own ID card printing and its own grievance route.
The department states its own purpose plainly on Shramadhan: the system interlinks industries, shops and establishments, construction contractors and other businesses on one side, and provides financial inclusion and labour registration on the other.
Who can and who cannot apply?
You can register as a BOC worker in Jharkhand if you work in building or other construction work as defined by the 1996 Act, and can furnish the documents the portal asks for under that Act. Registration is open to workers across all 24 districts; Bokaro, Chatra, Deoghar, Dhanbad, Dumka, Garhwa, Giridih, Godda, Gumla, Hazaribagh, Jamtara, Khunti, Koderma, Latehar, Lohardaga, Pakur, Palamu, Pashchimi Singhbhum, Purbi Singhbhum, Ramgarh, Ranchi, Sahibganj, Saraikela-Kharsawan and Simdega, and the department publishes district-wise worker statistics for each.
You cannot use the BOC route if your work is not construction work; the unorganised worker registration on the same portal is the correct one, and the department's own dashboard separates "construction workers" from "unorganised workers" and further from "active construction workers". Migrant workers registering for the migrant worker schemes are not eligible to use the BOC form for that purpose. They have a dedicated registration.
Under the parent Act, the worker must be between 18 and 60 years of age and must have been engaged in building or other construction work for not less than ninety days during the preceding twelve months. That is the statutory test applied across states, Jharkhand included.
What documents are required?
Shramadhan's FAQ answers the documents question honestly: for different Acts the requirements are different, and each list is displayed inside the portal at the point of application. In practice a Jharkhand construction worker should assemble:
- Aadhaar card, the portal supports Aadhaar OTP login and publishes an Aadhaar verification dashboard for registered workers.
- A mobile number in use. The whole registration opens from a mobile OTP login, with a maximum of three OTP attempts.
- Proof of construction work as required under the 1996 Act.
- Bank account details, needed for scheme payments and for the re-contribution flow.
- A photograph for the worker identity card, which is printable from the portal.
- An address document, the portal's guidance under the Act names Aadhaar, ration card, electricity bill, telephone bill, LPG connection document and bank passbook among the acceptable proofs.
How to apply for a labour card in Jharkhand
- Open shramadhan.jharkhand.gov.in and choose "BOC and Unorganized Worker Registration" from the Services menu or from the buttons on the home page.
- Log in with your mobile number. The portal opens a login box, sends an OTP to the number, and verifies it, you get three attempts, so enter the number carefully.
- Fill the worker registration form with your personal details, district, work details and bank account, and upload the documents the portal lists for the Building and Other Construction Workers Act.
- Submit and note the application or registration number. The portal's worker details search works on the application number, registration number or mobile number.
- Wait for verification. Shramadhan's FAQ states that where an application is submitted with the required documents, the maximum time limit for completing the process is thirty days, and that the applicant is normally not required to visit any office.
- Print your identity card from the portal once the registration is approved.
How to apply through a Pragya Kendra or the mobile app
- Go to a Pragya Kendra (Common Service Centre). Shramadhan supports login through Digital Seva Connect, so the CSC operator can file your registration inside the same system.
- Alternatively, download the department's BOC worker registration mobile app, published for download from the Shramadhan home page, and complete the registration from your own phone.
- Either way, insist on the application number and the acknowledgement, the file goes into the same queue as an application filed from a computer.
How do you check status and get verified?
Shramadhan carries several public tools, all free:
- Verify Worker Details; confirms a worker's registration particulars.
- BOC and UOW Verification Status β shows whether a registration has been verified.
- BOC and UOW Progress Report and the daily BOC worker report, the department's own MIS on how registrations are moving.
- Worker Aadhaar dashboard; district-wise totals of approved workers, how many have Aadhaar available, and how many are Aadhaar-verified. If your district shows you as "Aadhaar not verified", that is the gap to close before applying for a scheme.
Re-contribution and renewal; keeping the card alive
Jharkhand runs a BOC Worker Re-Contribution form on Shramadhan, opened by entering the worker's ID card or registration number, and a separate renewal payment for BOCW page. A construction worker's registration is therefore a continuing membership that has to be kept up by contribution, not a certificate issued once and forgotten. Workers who discover a lapsed registration only when a scheme application is refused have to re-contribute first and then apply, so check the renewal page annually.
Why do Jharkhand registrations get held up?
- The uploaded documents are not legible, or contradict one another. The portal says plainly that in that situation the applicant may be asked to produce hard copies of the relevant documents.
- The Aadhaar of the worker is not available or not verified in the department's database.
- The wrong registration type is chosen, a construction worker filing as an unorganised worker, or a migrant worker filing as a BOC worker.
- The mobile number is not in use, so the OTP never arrives and the login fails after three attempts.
- Bank details are missing or wrong, which stops the money even after a scheme is sanctioned.
What does it cost, and what about agents?
Jharkhand publishes an Act-wise fee calculator on Shramadhan instead of a single flat figure, alongside fee structures and rules and regulations for each Act, Shops and Establishments, Factories, Building and Construction Workers, Contract Labour, Boiler Inspection, Beedi and Cigar Workers, Motor Transport Workers and Inter-State Migrant Labour. Use the calculator, or ask the district labour office, and pay only the amount it shows, through the online payment gateway or a treasury challan, which the FAQ names as the two payment modes. Note that the registration fee table published for the Building and Construction Workers Act: Rs 145 for up to 49 employees, Rs 362 for 50 to 100, Rs 725 for 101 to 250, Rs 1,450 for 251 to 500 and Rs 2,900 above 500 to is the establishment's registration fee payable by the employer, not a charge on a worker. No agent is entitled to anything beyond the calculator's figure.
Where do you complain?
Shramadhan runs a grievance module with a grievance dashboard, and the department publishes contact details for labour and factory offices as downloadable directories. For website and technical problems the helpdesk number is 7632996057, and the enquiry desks for the Labour Act and the Factories Act work Monday to Friday, 10 AM to 6 PM. One practical warning the department itself prints on the portal: use shramadhan.jharkhand.gov.in only, and do not use the www variant of the address, a useful habit when look-alike private sites charge for a free government service.
