What is Khel Chhatravritti Vritika Yojana?

Khel Chhatravritti Vritika Yojana is Jharkhand's sports scholarship and stipend scheme for talented sportspersons, run by the Directorate of Sports and Youth Affairs under the Department of Tourism, Art, Culture, Sports and Youth Affairs, Government of Jharkhand. The Directorate works out of Gate No. 29, Birsa Munda Football Stadium, Morabadi, Ranchi 834008.

The scheme's purpose is to keep promising athletes in competitive sport during the years when the cost of training, travel, equipment and diet is highest and the athlete has no income of their own. Jharkhand produces a disproportionate share of India's archers, hockey players and athletes relative to its size, very often from households that cannot absorb the recurring cost of a serious training schedule. A monthly or annual stipend is the mechanism the state uses to stop that pipeline leaking.

On the Directorate's own schemes page, the scholarship sits inside the group listed as "Sports Welfare Fund / Stipend / Honour / Ex. Sports Person Pension / Insurance Scheme": one budget family covering the Directorate's direct payments to individual athletes, as distinct from its grants to associations, academies and clubs.

Which government orders govern the scheme?

Two standing resolutions are listed on the Directorate's resolutions page:

  • Resolution No. 1938, dated 6 November 2006 to "Sports scholarship scheme", the original sanction that created the scholarship.
  • Resolution No. 350, dated 25 February 2008 to "Sports Scholarship to Sportsperson", which followed and refined it.

The notifications page additionally lists an "Important Notice Regarding Scholarship" dated 10 June 2021, and the older Sportsperson Welfare Fund notification No. 553 dated 17 May 2002, which is the parent fund for the Directorate's individual athlete payments. The broader policy frame is the Jharkhand Sports Policy 2022, issued as Resolution No. 04 dated 10 June 2022.

Both scholarship resolutions are published only as scanned image documents, so the rate table inside them cannot be read from the website text. That is why this guide does not quote a rupee figure: the honest answer is that the current sanctioned rate has to be confirmed from the Directorate or the District Sports Officer.

Who is eligible for the Jharkhand sports scholarship?

A sportsperson can be considered if:

  • The athlete is a permanent resident of Jharkhand and can produce a residential certificate.
  • The athlete competes in a discipline recognised by a state sports association affiliated to the relevant national federation. The sportspersons portal lists archery, hockey, football and athletics separately, with an "others" category covering the remaining disciplines.
  • The athlete has a verifiable competition record at state, national or international level. The portal's dashboard is built around exactly these three levels and around medals won.
  • The athlete is registered on the state sportspersons portal, since that record is what the Directorate and the district office work from.
  • The athlete holds a bank account in their own name for the transfer.

A sportsperson is not eligible if:

  • The athlete is not domiciled in Jharkhand, even if training at a facility in the state.
  • The achievement was in a competition not recognised by the relevant state association or national federation. Private or unaffiliated tournaments do not count.
  • The athlete cannot produce original certificates for the claimed performance.
  • The application is for a cash award for a medal, which is a different scheme with its own resolution and its own application formats, or for ex-sportsperson pension, which runs under Sankalp No. 29 dated 27 February
  • The applicant is an association, club or academy rather than an individual. Grants to sports associations, youth institutions and clubs are separate schemes with their own guidelines, including Notification No. 32 dated 20 December 2025 on grants to sports associations.

How to apply for the Jharkhand sports scholarship

  1. Open the sportspersons portal at sportspersons.jharkhand.gov.in and use Registration to create your athlete record. The Directorate's homepage has been carrying the announcement "Application for Sports Portal Open Now".
  2. Complete the profile with your discipline, district, year of achievement and level; state, national or international — and upload your competition certificates and medals record.
  3. Watch sports.jharkhand.gov.in under Notices and Notifications for the scholarship application notice. The Directorate publishes scheme notices and application formats there rather than accepting applications continuously.
  4. Submit the application with all supporting documents to the District Sports Officer (DSO) of your district. The Directorate publishes a DSO list on its website so you can identify the right officer.
  5. Get the certificate of achievement countersigned by the recognised state sports association for your discipline if the notice requires it.
  6. Collect a dated receipt from the district office, then follow up with the DSO on the status of the sanction.

How much is paid?

The Directorate of Sports and Youth Affairs has not placed a readable current scholarship rate table on its public website. The governing resolutions from 2006 and 2008 are available only as scanned images, and the 2021 scholarship notice is in the same form. Amounts quoted for this scheme on unofficial websites cannot be traced back to either resolution.

The correct step is therefore to ask directly: telephone the Directorate on 0651-2400740, or ask your District Sports Officer for the current sanction figure for your level and age category, and ask for the resolution number under which it is being paid. Where a stipend is sanctioned, payment is made to the athlete's own bank account.

Athletes should note that this is separate money from the cash award paid to medal winners and their coaches, which runs under its own revised resolution (Resolution No. 03 dated 11 March 2024) and has separate application formats for players and for coaches, both downloadable from the Directorate's notices page.

How to follow up on your application

  1. Log in to sportspersons.jharkhand.gov.in with your athlete login to check that your profile and achievements are recorded correctly.
  2. Contact the District Sports Officer with the receipt number from your submission; sanction happens at the Directorate but the file moves through the district.
  3. Check the Notices section on sports.jharkhand.gov.in, where the Directorate publishes eligibility and selection lists for its schemes.
  4. Call the Directorate on 0651-2400740 or email kheljharkhand@gmail.com if the district office cannot trace the file.

Common reasons an application fails

  • No registration on the sportspersons portal, leaving the athlete with no record in the state system.
  • Certificates from unrecognised events, which the state association will not countersign.
  • Missing association verification for the claimed achievement.
  • No Jharkhand residential certificate, or an address that does not match.
  • Applying outside the notice window, since the Directorate calls applications through published notices rather than accepting them all year.
  • Applying under the wrong scheme, a medal winner seeking a cash award, or a retired athlete seeking pension, is in the wrong queue.

Help and contacts

Frequently asked questions

The Directorate of Sports and Youth Affairs, under the Department of Tourism, Art, Culture, Sports and Youth Affairs, runs it from Gate No. 29, Birsa Munda Football Stadium, Morabadi, Ranchi 834008.

How much is the Jharkhand sports scholarship?

The Directorate has not published a current scholarship rate table on its website; the governing resolutions are available only as scanned documents. Confirm the sanctioned amount for your category with your District Sports Officer or the Directorate on 0651-2400740 rather than relying on figures quoted elsewhere.

Where do I register as a sportsperson in Jharkhand?

Register free on the state sportspersons portal at sportspersons.jharkhand.gov.in, which the Directorate has kept open for applications. Registration records your discipline, district, level and medals, and is the base record for scholarship and award claims.

Which resolutions govern the scheme?

No. The scheme is a Jharkhand state scheme for sportspersons domiciled in Jharkhand, so an athlete without a Jharkhand residential certificate is not eligible.
