What is the land record called in Jharkhand?

Jharkhand keeps two distinct land documents, and buyers who confuse them lose money.

  • The khatiyan is the record of rights prepared at the cadastral or revisional survey. It is the historical foundation of title in Jharkhand, and the oldest ones are written in the Kaithi script, which is precisely why the department publishes a Kaithi primer on JharBhoomi.
  • Register-II is the current register of holdings maintained at the Circle (Anchal) Office, showing today's raiyat, the khata and khesra numbers, the area and the rent payable. Register-II is updated through dakhil-kharij (mutation).

The Department of Revenue, Registration and Land Reforms, Government of Jharkhand publishes both through JharBhoomi at jharbhoomi.jharkhand.gov.in, where the public services include रजिस्टर-II देखें (view Register-II) and खेसरा का सम्पूर्ण विवरण देखें (full khesra-wise detail).

The same department runs a set of linked portals:

  • JharBhuNaksha (jharbhunaksha.jharkhand.gov.in), cadastral maps
  • JharBhuLagan (jharbhulagan.jharkhand.gov.in), online rent payment
  • Parishodhan (parishodhan.jharkhand.gov.in), correction of digitised records
  • JharNibandhan (jharnibandhan.gov.in); deed registration
  • e-Revenue Court (erevenuecourt.jharkhand.gov.in); revenue case management

Who can get a Jharkhand land record?

You can view or apply if:

  • You are the raiyat recorded in Register-II.
  • You are a co-sharer in a joint khata.
  • You are a prospective buyer doing due diligence: essential in Jharkhand, where tenancy law can make a transfer void regardless of what the deed says.
  • You are a farmer needing the record for a Kisan Credit Card, crop insurance, PM-KISAN verification or an agriculture scheme.
  • You are a legal heir of a deceased raiyat, before filing mutation.
  • You are a bank or advocate verifying title.
  • You are any member of the public. The Register-II view is open and needs no login.

You cannot apply, or cannot get what you want, if:

  • You cannot search without the mauza and an identifier. JharBhoomi is organised district → circle → mauza → khata or khesra.
  • You cannot buy protected tribal land as an outsider. The Chotanagpur Tenancy Act and the Santhal Pargana Tenancy Act restrict transfer of Scheduled Tribe land, and in Santhal Pargana the restriction is stricter still. A void transfer does not become valid because a deed was registered.
  • You cannot use Parishodhan to change ownership. It corrects digitisation errors only; a transfer needs dakhil-kharij.
  • You cannot get mutation without a legal basis. A valid registered deed, a succession, a decree or a settlement order.
  • You cannot rely on Register-II as proof of title. It records rent liability, and Jharkhand disputes are usually decided on the khatiyan and the legality of intervening transfers.

How to see your land record in Jharkhand online

  1. Open jharbhoomi.jharkhand.gov.in, the department's land records portal.
  2. Choose "रजिस्टर-II देखें" to open the holding register, or "खेसरा का सम्पूर्ण विवरण देखें" if you want the full detail of one plot.
  3. Pick your district from the map, then the circle (anchal), then the mauza. The mauza list loads only after the circle is chosen.
  4. Search by khata number, khesra number or the raiyat's name. If you have ever paid rent, the rasid carries the khata number and that is the fastest route.
  5. Read the whole entry; area, share, rent and remarks. In a joint khata, your name appearing is not the same as the whole area being yours.
  6. Print or save the page for personal use and for uploading where a department accepts an online copy.
  7. Check the plot on JharBhuNaksha so the khesra you printed matches the plot on the ground, and note whether it has road access.
  8. Check rent status on JharBhuLagan. Unpaid lagan blocks mutation and LPC applications at the Circle Office.

How to apply for dakhil-kharij (mutation) in Jharkhand

  1. Register on JharBhoomi with your name, mobile number and email, and open the dakhil-kharij (mutation) section.
  2. Enter the district, circle, mauza, khata and khesra numbers and the basis of the transfer, a registered deed, a succession or a decree. The department has notified that applications with a single batta along with the khata and khesra number are being accepted.
  3. Upload the documents — the registered deed, or the death certificate and heir details for inheritance, plus the latest rent receipt.
  4. Submit and save the application number. Every later enquiry, online or at the counter, runs on that number.
  5. Follow the notice and hearing stage at the Circle Office, where co-sharers and neighbours can object.
  6. Collect the order from the Circle Officer and then re-check Register-II to confirm the new entry actually appears with the right area.

How do I correct a wrong entry in Jharkhand?

Use Parishodhan, the department's correction portal linked from JharBhoomi, for errors that came from digitisation, a misspelt name, a wrong khesra number, a wrong area typed from an old register. File it with proof of the correct entry, usually the khatiyan page or the registered deed.

For contested matters. A rival claim, a disputed mutation, a challenge to an order. The route is the Revenue Court, and the e-Revenue Court system linked from JharBhoomi tracks those cases. A correction portal cannot decide a dispute between two claimants; only a revenue court order can.

What does it cost, and what should you refuse to pay?

Viewing Register-II and khesra details on JharBhoomi costs nothing. Rent paid on JharBhuLagan is your own liability, not a fee. A Common Service Centre may charge only its notified service charge for filing or printing, and must display it.

Around Jharkhand Circle Offices, agents offer to "get the dakhil-kharij passed" for thousands of rupees. Filing is free, and the Circle Officer decides on the record after notice, no payment creates a faster queue and no payment can validate a transfer that tenancy law prohibits. If money is demanded to sanction a mutation, that is a bribe: take the application number to the Deputy Commissioner. Never share your portal login or Aadhaar OTP with an agent.

Why do Jharkhand land record checks go wrong?

  • Old khatiyan in Kaithi script that the buyer cannot read and does not get transcribed.
  • Buying protected tribal land, where the transfer is void under CNT or SPT law however good the paperwork looks.
  • Broken mutation chain. A seller whose own dakhil-kharij was never done.
  • Wrong mauza selected, where village names repeat within a district.
  • Digitisation errors in name, area or khesra that need Parishodhan.
  • Unpaid lagan stalling a mutation or LPC application.
  • Treating Register-II as title and skipping the khatiyan and deed chain.

Grievance and helpline route in Jharkhand

  • Department of Revenue, Registration and Land Reforms, Government of Jharkhand; +91 0651-2446066, email dolrjh[at]gmail[dot]com
  • Circle Officer (Anchal Adhikari), mutation, correction and record entries
  • Sub Divisional Officer; appeals against circle orders
  • Deputy Commissioner of the district, district revenue head
  • e-Revenue Court (erevenuecourt.jharkhand.gov.in), for revenue cases
  • Complaint Monitoring System, linked from JharBhoomi

Carry the khata number, khesra number, mauza name and the application number to every office. Without them, no anchal in Jharkhand can trace your land or your file.

How to check your dakhil-kharij application status in Jharkhand

Filing a dakhil-kharij (mutation) application on JharBhoomi generates an application number, and that number is the only reliable way to track what happens next.

  1. Go to jharbhoomi.jharkhand.gov.in and open the dakhil-kharij status or track-application option in the mutation section.
  2. Enter the application number exactly as printed on the acknowledgement you saved at submission. The district, circle and mauza chosen at filing are usually enough as backup if the number is misplaced.
  3. Read the stage shown, not just a yes or no. JharBhoomi shows whether the file is pending scrutiny at the Circle Office, listed for the notice and hearing stage, sent up for the Circle Officer's order, or disposed with the order passed.
  4. Watch for an objection notice. If a co-sharer or a neighbour has objected during the hearing stage, the status will show the case held for hearing rather than moving to disposal; you may need to appear before the Circle Officer with your documents.
  5. After disposal, re-check Register-II for the same khata or khesra to confirm the new entry has actually been posted, since an order passed and an entry updated are two separate steps.
  6. If the status has not moved for weeks, call the Circle (Anchal) Office directly, or the Department of Revenue, Registration and Land Reforms on 0651-2446066, quoting the application number, khata or khesra number and mauza name.
  7. For a Parishodhan correction request, track it the same way through the Parishodhan portal (parishodhan.jharkhand.gov.in) using the acknowledgement issued at filing; corrections and mutations run as separate queues and do not share one status page.
  8. For a case pending before revenue authorities, check the e-Revenue Court system (erevenuecourt.jharkhand.gov.in) instead, since a contested matter moves out of the ordinary mutation queue once it is heard as a case.

If an office asks for money to "speed up" a status check or to reveal what stage a file is at, that is not a real fee: the application number itself is enough to get an answer at the counter, free of charge.

Frequently asked questions

Which portal shows Jharkhand land records?

jharbhoomi.jharkhand.gov.in, the JharBhoomi portal of the Department of Revenue, Registration and Land Reforms, Government of Jharkhand, is the official source. It carries "रजिस्टर-II देखें" for the holding register, a khesra-wise full detail view, links to JharBhuNaksha for maps, JharBhuLagan for online rent and Parishodhan for corrections.

What is Register-II in Jharkhand?

Register-II is the current register of holdings kept at the Circle Office, showing each raiyat's khata, the khesra numbers in it, the area and the rent payable. It is the live record, updated by dakhil-kharij, as opposed to the khatiyan, which is the historical survey record of rights.

What is the difference between khatiyan and Register-II?

Khatiyan is the record of rights prepared at the cadastral or revisional survey and is historical, while Register-II is the rent register the Circle Office maintains today. Jharkhand title enquiries usually start from the khatiyan and then trace every mutation forward into Register-II.

Is viewing land records on JharBhoomi free?

Yes, viewing Register-II and the khesra details on JharBhoomi costs nothing and needs no login. Rent paid through JharBhuLagan is your own liability, and a Common Service Centre may charge only its notified service charge for printing or filing.

What is Parishodhan on JharBhoomi?

Parishodhan is the Jharkhand service for correcting errors in digitised land records — wrong names, wrong khata or khesra numbers, wrong area. It is reached from JharBhoomi at parishodhan.jharkhand.gov.in and is a correction route, not a transfer route.

Can tribal land in Jharkhand be sold freely?

No, land held by Scheduled Tribe raiyats in large parts of Jharkhand is protected under the Chotanagpur Tenancy Act and the Santhal Pargana Tenancy Act, which sharply restrict transfer to non-tribals and outside the area. Check the tenancy law applicable to the district and the raiyat's category before agreeing to any purchase.

Does Register-II prove ownership in Jharkhand?

No, Register-II records who is liable to pay rent on a holding and is presumptive evidence, not conclusive title. A Jharkhand title check needs the khatiyan, the registered deed chain, every mutation order and, in tenancy-protected areas, the legality of each past transfer.

Whom do I contact about Jharkhand land records?

The Department of Revenue, Registration and Land Reforms, Government of Jharkhand, lists contact number +91 0651-2446066 and email dolrjh[at]gmail[dot]com on JharBhoomi. Record and mutation problems are handled by the Circle Officer of the anchal first.
