Maanki Munda Scholarship for Female Students (Jharkhand)
Jharkhand state government scheme
Maanki Munda Scholarship supports the education of daughters of Manki, Munda, Gram Pradhan and other traditional tribal self-governance functionaries in Jharkhand, so that girls from these families continue studying after Class 10. Applications are made through the District Welfare Office with the father's Manki or Munda recognition letter attached.
What is the Maanki Munda Scholarship for Female Students?
The Maanki Munda Scholarship is an education-support scheme of the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Government of Jharkhand, aimed at the daughters of the state's traditional tribal self-governance functionaries. The Manki and the Munda, along with Gram Pradhans and equivalent office-holders recognised in different tribal areas.
Jharkhand runs, alongside the panchayat system, a customary structure of tribal self-governance that the administration formally recognises. A Munda is the headman of a village; a Manki heads a pir, a cluster of villages. In the Kolhan region of West Singhbhum, East Singhbhum and Saraikela-Kharsawan these offices operate under Wilkinson's Rules, and Manki-Munda holders carry out revenue collection and dispute settlement at the village level. Similar functionaries exist under other names elsewhere in the state.
The scholarship, written locally as "Maanki Munda Chhatravriti" or "Manki Munda scholarship", supports the schooling and higher education of girls from these families. The intent is straightforward: a family whose head performs a public customary role often earns little from it, and daughters are the first to drop out when money runs short.
Who is eligible for the Maanki Munda Scholarship?
A student can apply if:
- She is a female student, since the scheme is confined to daughters.
- Her father is a recognised Manki, Munda, Gram Pradhan or equivalent traditional functionary in Jharkhand, and the recognition can be documented.
- She is a resident of Jharkhand and holds a Scheduled Tribe certificate.
- She is currently enrolled in the class or course for which she is claiming, proved by a bonafide certificate.
- She was promoted to that class, proved by the previous year's marksheet.
A student is not eligible, and cannot apply, if:
- The student is male. This scheme has no male stream.
- The father's office is not recognised by the district administration. A claim of customary standing without a recognition letter will not pass verification.
- The family is not resident in Jharkhand.
- The student has discontinued study, since the scholarship follows enrolment.
- The student is drawing another scholarship where the notification bars double claims.
Girls from tribal families whose fathers do not hold a customary office are not left out of state support — they should apply under the Jharkhand State Scheduled Tribe pre-matric or post-matric scholarship on the e-Kalyan portal, where the post-matric scheme pays between Rs 30,000 and Rs 1,00,000 a year depending on course group and hosteller status.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Father's Manki/Munda recognition letter | Yes | The qualifying document; issued or countersigned by the DC or Circle Officer |
| Scheduled Tribe certificate | Yes | In the student's name |
| Residence certificate | Yes | From the Circle Officer or jharsewa.jharkhand.gov.in |
| Bonafide certificate | Yes | Current enrolment, class or course, institution |
| Previous year's marksheet | Yes | Confirms promotion |
| Aadhaar card | Yes | Must be seeded with the bank account |
| Bank passbook in the student's name | Yes | Money is paid by DBT to the student |
| Photograph | Yes | Passport-size |
The recognition letter is the document that decides the case. Get it settled first, in the father's name as it appears on his own identity papers, because a name variation between the recognition letter and the student's ST certificate is the classic reason a file stalls.
How to apply for the Maanki Munda Scholarship
- Obtain the father's recognition letter as Manki, Munda or Gram Pradhan from the Deputy Commissioner's or Circle Officer's office of the area, in the form the district accepts.
- Collect the student's certificates: Scheduled Tribe certificate, residence certificate, bonafide certificate from the school or college, and the previous year's marksheet.
- Open or verify a bank account in the student's name, seeded with her Aadhaar, since the scholarship is paid by Direct Benefit Transfer. A joint account with a guardian is accepted for minors.
- Fill in the application form at the District Welfare Office, or online on the e-Kalyan portal ekalyan.cgg.gov.in where the department opens a window for the scheme.
- Get the form verified by the institution where the notification requires the head of institution's signature and seal.
- Submit before the last date and keep the dated receipt or the online acknowledgement number.
- Track the sanction at the District Welfare Office and check the bank account once the sanction list is published.
How to check the status of your scholarship
- Log in to ekalyan.cgg.gov.in with the credentials used at application, if you applied online, and open the status page.
- Quote your receipt or application number at the District Welfare Office for offline applications.
- Check the bank account passbook or SMS alerts after the sanction list appears, since payment is by DBT and no separate intimation may be sent.
- Watch the department page at jharkhand.gov.in/welfare for sanction lists and notices.
Why scholarship applications get rejected
- Recognition letter missing, undated or from an authority the district does not accept.
- Name mismatch between the father's recognition letter, the student's ST certificate and Aadhaar.
- Bank account not in the student's name or not Aadhaar-seeded, which stops the DBT transfer even after sanction.
- Bonafide certificate not signed by the head of the institution.
- Application filed after the last date.
- Duplicate claim with another scholarship where the notification bars it.
Most rejections are documentary. Correct the paper and pursue the same application through the District Welfare Office rather than filing a second one.
Help and grievance redressal
- District Welfare Officer of your district: application, verification and first grievance.
- Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Project Bhawan, Dhurwa, Ranchi 834004: 0651-2400215, 0651-2446282, email secretary-welfare@jharkhandmail.gov.in.
- e-Kalyan portal ekalyan.cgg.gov.in for online application and payment status problems.
- Deputy Commissioner of the district for escalation, and for the recognition letter itself.
A note on accuracy: the welfare department does not publish a standing page for this scholarship carrying the current rate, income condition and application window. Those are issued as departmental notifications. Confirm the amount, the last date and the exact recognition document your district accepts at the District Welfare Office before you apply.

Frequently asked questions
Who is the Maanki Munda Scholarship for?
Maanki Munda Scholarship is for female students who are daughters of Manki, Munda, Gram Pradhan and equivalent traditional tribal self-governance functionaries in Jharkhand, recognised under the customary systems that operate in Kolhan and other tribal areas of the state. Recognition of the father's office is the qualifying condition.
What is a Manki and a Munda?
A Munda is the traditional village headman in the Munda-Manki system of tribal self-governance, and a Manki heads a pir, a cluster of villages. Jharkhand recognises these offices administratively, particularly in the Kolhan region under Wilkinson's Rules, and the office-holders perform revenue and dispute-settlement functions at village level.
Who cannot apply for the scholarship?
Male students are not eligible, since the scheme is specifically for daughters. Students whose fathers are not recognised Manki, Munda or equivalent functionaries are not eligible either, and should apply instead under the Jharkhand State Scheduled Tribe pre-matric or post-matric scholarship on the e-Kalyan portal.
How much money is given?
The rate is fixed by the welfare department and varies with the class or course level, so it is stated in the sanction rather than being a single published figure. Confirm the current rate at the District Welfare Office before you file.
Where is the application submitted?
The application is submitted at the District Welfare Office of the district, with the father's recognition letter attached. Where the department opens an online window, applications are filed on the e-Kalyan portal at ekalyan.cgg.gov.in.
Can a student claim this along with a regular ST scholarship?
Rules on drawing two scholarships at once differ by cycle and are stated in the notification. Ask the District Welfare Officer before claiming both, as a duplicate claim is a common ground for recovery later.
Is there a fee to apply?
No. Applying is free, and no official or agent may charge for processing a scholarship application. Certificates obtained through the e-District portal carry only the standard government service charge.
