Medhavi Putra/Putri Chhatravritti Yojana (Jharkhand)
Jharkhand state government scheme
Medhavi Putra/Putri Chhatravritti Yojana is a Jharkhand Building and Other Construction Workers Welfare Board scholarship that pays Rs 5,000 for classes 1 to 8, Rs 10,000 for classes 9 to 12, Rs 20,000 for graduate and post-graduate courses and Rs 50,000 for medical and engineering degrees, for up to 2 children of a registered worker. Apply on shramadhan.jharkhand.gov.in.
What is Medhavi Putra/Putri Chhatravritti Yojana?
Medhavi Putra/Putri Chhatravritti Yojana is the education scholarship of the Jharkhand Building and Other Construction Workers Welfare Board, which operates under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand. Listed in Hindi on the Board's own scheme page as मेधावी पुत्र/पुत्री छात्रवृत्ति योजना, the scheme puts money behind a simple proposition: a mason's or a carpenter's child who does well in an examination should not drop out because the family cannot fund the next year.
According to the Board's scheme details page on the Shramadhan portal, the scholarship is available for two meritorious children of a registered beneficiary, and the amount depends on the class or course:
| Level of study | Amount per year |
|---|---|
| Class 1 to class 8 | Rs 5,000 |
| Class 9 to class 12, and intermediate or equivalent courses | Rs 10,000 |
| Graduate and post-graduate or equivalent courses, including diplomas, excluding engineering and medical | Rs 20,000 |
| Graduate-level medical and engineering courses | Rs 50,000 |
The same rates apply to boys and girls; the Board's table lists a single column for all students.
The scheme is funded from the welfare cess collected on construction cost under the Building and Other Construction Workers' Welfare Cess Act, 1996, which is also what pays for the Board's pension, medical assistance, marriage assistance and death and accident schemes.
Who is eligible for the Medhavi Putra/Putri scholarship?
A student can apply if:
- A parent is registered with the Jharkhand Building and Other Construction Workers Welfare Board as a building worker, with the annual contribution paid and the membership live.
- The student is one of not more than two children of that registered worker claiming under the scheme.
- The student has passed the last examination in second division or with 45 per cent marks, a condition the Board applies to every examination other than classes 1 to 5.
- Alternatively, the student has secured admission to a course on the basis of a competitive entrance examination, which the Board accepts in place of the marks condition.
A student is not eligible and cannot apply if:
- No parent is registered with the Board. There is no route into this scholarship for a construction worker's child where the worker never registered.
- The parent's Board membership has lapsed for non-payment of contribution.
- The student failed, or passed below second division and below 45 per cent, in an examination from class 6 upwards.
- The student is the third or a later child of the same registered worker, because the scheme is limited to two children.
- The parent is a contractor, employer or supervisor rather than a building worker as defined under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
Board registration under the 1996 Act requires the worker to be between 18 and 60 years of age and to have worked in construction for at least 90 days in the preceding twelve months. A worker who is not yet registered should register first, through the Shramadhan portal, the BOC Worker Registration mobile app or the district Labour Office, and claim the scholarship in a later academic year.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Parent's Board registration card | Yes | Contribution must be current |
| Marksheet of the last examination | Yes | Second division or 45 per cent, except classes 1 to 5 |
| Admission proof or bonafide certificate | Yes | Confirms the current class or course |
| Student's Aadhaar card | Yes | Identifies the student, prevents duplicate claims |
| Bank account passbook | Yes | Scholarship is paid by direct transfer |
| Entrance exam result | No | Where admission was through a competitive examination |
For engineering and medical students claiming the Rs 50,000 slab, the bonafide certificate must name the course clearly. A generic "graduate course" letter will usually be processed at the Rs 20,000 rate.
How to apply for the Medhavi Putra/Putri scholarship
- Open shramadhan.jharkhand.gov.in, the Comprehensive Labour Management System of the Jharkhand Labour Department.
- Log in as a registered construction worker using your registration number or Aadhaar number and the OTP sent to your registered mobile.
- Confirm on the dashboard that your contribution is up to date. If a year is pending, use the BOC Worker Re-contribution service before applying.
- Open the scheme benefit application for construction workers and select Medhavi Putra/Putri Chhatravritti Yojana.
- Enter the child's name, class or course, institution and marks, and pick the slab that matches the course.
- Upload the marksheet, bonafide or admission certificate, the child's Aadhaar and the bank passbook, then submit.
- Save the application number shown on the acknowledgement screen and use it for every follow-up.
Apply once the annual result is out. Because the marks condition is checked against the last examination passed, applying before the result is declared leaves the file incomplete.
How to apply offline
- Visit the district Labour Office or a Pragya Kendra (Common Service Centre) with the parent's Board registration card.
- Ask for the construction worker scheme benefit form and complete the scholarship section for the child.
- Attach self-attested copies of the marksheet, bonafide certificate, the child's Aadhaar and the bank passbook.
- Submit and collect a dated receipt carrying the application number.
How to check scholarship application status
- Log in to shramadhan.jharkhand.gov.in and open the application status view.
- Enter the application number from your acknowledgement and check the current stage.
- If the file has not moved for several weeks, contact the district Labour Office handling verification, quoting the application number.
- After sanction, check the bank passbook, since the amount is credited by direct transfer rather than paid at the office.
Why scholarship applications get rejected
- Marks below the second division or 45 per cent threshold from class 6 upwards. This is the most common straightforward rejection.
- Parent's Board contribution lapsed, so the membership was not live when the application was filed.
- Third child of the same worker applying, when the scheme allows two.
- Bonafide certificate missing or vague, so the course level and therefore the correct slab cannot be established.
- Name mismatch between the marksheet, Aadhaar and bank passbook of the student.
- Duplicate application for the same child in the same academic year.
Each of these can be cured and the application re-filed. Ask the district Labour Office to state the recorded reason before you re-submit.
Other Board benefits a worker's family should know
- Chikitsa Sahayata Yojana, wage compensation for hospital admission of five or more working days, capped at 40 working days.
- Jharkhand Nirman Karmakar Mrityu/Durghatana Sahayata Yojana; Rs 5,00,000 on accidental death, Rs 3,00,000 on total permanent disability, Rs 2,00,000 on partial disability and Rs 1,00,000 on natural death.
- Vivah Sahayata Yojana — Rs 30,000 towards the marriage of two children or a woman member, after three years of continuous contribution.
- Matritva Prasuvidha Yojana: Rs 15,000 for the first two deliveries of a registered woman worker.
- Pension Yojana: Rs 1,000 a month after 30 years of contribution and on completing 60 years of age.
Under the Board's Samekit Aam Aadmi Bima Sahayata Yojana, an education support component also provides a scholarship for children studying in classes 9 to 12, alongside insurance cover of up to Rs 4 lakh in case of death, accident or other contingencies. A family can hold benefits under more than one Board scheme where the conditions of each are separately met.

Frequently asked questions
How much is the Medhavi Putra/Putri scholarship in Jharkhand?
The scholarship ranges from Rs 5,000 to Rs 50,000. The Jharkhand Building and Other Construction Workers Welfare Board pays Rs 5,000 for classes 1 to 8, Rs 10,000 for classes 9 to 12 and intermediate-level courses, Rs 20,000 for graduate and post-graduate courses including diplomas, and Rs 50,000 for graduate-level medical and engineering courses.
How many children of one worker can get this scholarship?
Two children. The Board states the scheme is for two meritorious children of a registered beneficiary, so a third child cannot be brought under the same worker's registration.
What marks are needed to qualify?
The student must have passed the examination in second division or with 45 per cent marks. This marks condition applies from class 6 upwards; the Board exempts classes 1 to 5. A student who secured admission to a course through a competitive entrance examination also qualifies.
Who cannot apply for this scholarship?
Children of construction workers who are not registered with the Board are not eligible, and neither are children of members whose contribution has lapsed. A student who failed, or passed in third division below 45 per cent from class 6 onwards, is not eligible, and a third child of the same worker cannot apply.
Do engineering and medical students get a different amount?
Yes, Rs 50,000 a year for graduate-level medical and engineering courses. The Rs 20,000 slab for graduate and post-graduate study, including diplomas, specifically excludes engineering and medical courses, which are paid at the higher rate.
Where do I apply for the Medhavi Putra/Putri scholarship?
Apply on shramadhan.jharkhand.gov.in, the Jharkhand Labour Department's Comprehensive Labour Management System, after logging in as a registered construction worker. You can also submit the scheme benefit form at your district Labour Office or through a Pragya Kendra.
Is this scholarship the same as the e-Kalyan scholarship?
No. Medhavi Putra/Putri Chhatravritti Yojana is a welfare-board scheme for children of registered construction workers, funded from construction cess. The e-Kalyan pre-matric and post-matric scholarships are run by the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department for students of those categories, and a student may be eligible for both separately.
