Mukhyamantri Anusuchit Janjati Gram Vikas Yojana
Jharkhand state government scheme
Mukhyamantri Anusuchit Janjati Gram Vikas Yojana develops selected tribal-majority villages in Jharkhand through grants of Rs 1,00,000 to women's self-help groups, self-employment support of up to Rs 2,00,000 for educated unemployed youth, and regular health camps. Villages are selected by the Welfare Department; residents apply through the district welfare office.
What is Mukhyamantri Anusuchit Janjati Gram Vikas Yojana?
Mukhyamantri Anusuchit Janjati Gram Vikas Yojana is a village development scheme of the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Government of Jharkhand. The scheme aims at the social, economic, educational and health development of Scheduled Tribe communities living in tribal-dominated villages, and it works by concentrating several kinds of support in a limited number of selected villages rather than spreading a single small benefit across the whole state.
The design reflects a specific problem in Jharkhand. Scheduled Tribes make up around a quarter of the state's population, and in many blocks tribal hamlets sit away from the main village, off the road, with weaker access to markets, health services and government offices than the numbers alone would suggest. A per-head benefit does not close that gap. A package that puts grant money into the village's own women's groups, backs its educated young people to start something, and brings health services to the hamlet, is intended to.
What the scheme provides in a selected village
- Rs 1,00,000 grant to a women's self-help group for collective economic activity.
- Up to Rs 2,00,000 assistance for self-employment or equipment for educated unemployed youth.
- Regular health camps, focused on malaria, sickle cell anaemia and other chronic illnesses common in the tribal belts.
- Support for tribal economic activity, including the purchase of lac and minor forest produce at minimum support prices, which is one of the more significant components for households whose cash income comes largely from forest collection.
- Training programmes and equipment linked to local livelihoods.
The scheme is written locally as Anusuchit Janjati Gram Vikas Yojana and is sometimes referred to simply as the tribal village development scheme.
Who is eligible under the scheme?
You can benefit if:
- You belong to a Scheduled Tribe and hold a caste certificate issued by the Circle Officer.
- You live in a village selected by the Welfare Department under this scheme. Selection is based on the concentration of Scheduled Tribe population in the village.
- For the self-help group grant: your group is a functioning women's SHG in the selected village, with its own bank account and a record of regular meetings and savings.
- For the self-employment component: you are an educated unemployed youth of the village, able to produce educational certificates and a workable project proposal.
- You hold an Aadhaar-seeded bank account, individually or in the group's name, into which assistance can be transferred.
You are not eligible and cannot apply if:
- You do not belong to a Scheduled Tribe.
- Your village has not been selected under the scheme. This is the single most important limitation and the one most often missed. A Scheduled Tribe family living in a village outside the selected list cannot draw the benefits of this scheme, though they remain eligible for the department's statewide scholarship, hostel and pension schemes.
- You are applying from outside Jharkhand.
- You are a salaried government employee seeking the self-employment assistance, which is meant for the unemployed.
- Your self-help group is not functional, dormant groups with no savings record are not considered for the grant.
The health camp component is different in character. Camps are held for the whole village and no individual application or eligibility test applies; any resident can attend when a camp is announced.

How to apply for Mukhyamantri Anusuchit Janjati Gram Vikas Yojana
- Check whether your village is on the selected list. Ask the District Welfare Officer or the block welfare office. Selection is decided by the Welfare Department and placed before the gram sabha in the villages concerned. Nothing else in the process matters if the village is not covered.
- Identify the right component. Decide whether you are applying as a women's self-help group for the Rs 1,00,000 grant, or as an educated unemployed youth for self-employment or equipment assistance of up to Rs 2,00,000.
- Collect and complete the application form from the block welfare office or the District Welfare Officer's office.
- Attach the documents: caste certificate, residence proof, Aadhaar, bank passbook, and either the SHG papers and group resolution or your educational certificates and project proposal.
- Get the gram sabha's endorsement where the block office asks for it. In a village-based scheme the gram sabha's recommendation carries real weight in the selection of beneficiaries.
- Submit the file to the block welfare office or the District Welfare Officer, and collect a dated receipt.
- Attend the appraisal if called. Self-employment proposals are examined for viability, and SHG grant applications for the group's savings and repayment record.
- Check the bank account after sanction. Assistance is transferred to the individual's or the group's Aadhaar-seeded account.
There is no dedicated online application portal for this scheme. Applications run through the district and block welfare offices.
How is the money released?
Assistance under the scheme is released as a grant, not a loan, so there is no interest and no repayment schedule. For a self-help group, the Rs 1,00,000 goes into the group's own bank account and is expected to be used for a collective activity, a common example in Jharkhand's tribal blocks is lac rearing, minor forest produce collection and grading, poultry, goatery or a small processing unit; rather than being divided between members as cash.
For the self-employment component, release is usually linked to the approved proposal. Where the assistance is for equipment, the department may procure or verify the equipment rather than release the full sum in cash, which is why the proposal has to name the specific items and their cost.
Purchase of lac and minor forest produce at minimum support price operates differently again. It works through the procurement arrangement in the selected village rather than through an individual application, and it benefits every collector household that sells into it.
Why applications get rejected
- Village not selected under the scheme for the year.
- Caste certificate missing or not from the Circle Officer.
- Self-help group dormant: no regular meetings, savings or bank transactions to show.
- Project proposal not viable, or the cost estimate unsupported.
- Duplicate assistance — the same group or individual already sanctioned under the scheme or under an overlapping department programme.
- Bank account not Aadhaar-seeded, blocking the transfer.
Where to get help
- Block welfare office. The first point of contact for forms, the list of selected villages and the status of a submitted file.
- District Welfare Officer, for sanction decisions, appraisal outcomes and grievances within the district.
- Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Government of Jharkhand, Ranchi, for complaints unresolved at district level.
Application forms are free. Anyone demanding a fee to add a village to the list or a name to a beneficiary roll should be reported to the District Welfare Officer in writing.
A note on what this guide could not confirm
Mukhyamantri Anusuchit Janjati Gram Vikas Yojana is administered village by village rather than through a public application portal, and the Welfare Department does not publish a consolidated scheme document with the year's selected village list, the per-village budget or the sanctioning calendar. The benefit amounts given above; Rs 1,00,000 per women's self-help group and up to Rs 2,00,000 for self-employment or equipment; are the figures published for the scheme; component-wise conditions can vary by district and by year. Readers should confirm the current position with their District Welfare Officer before acting, and should treat any figure or deadline quoted by an unofficial website or agent as unreliable.
How to check your application status
There is no online portal or dashboard for this scheme, so status has to be tracked in person or by phone with the office that took the application. The steps differ slightly depending on what stage the application is at.
- Keep the dated receipt given at submission. Every follow-up call or visit goes faster when the applicant can quote the receipt or file number, the applicant's or SHG's name, and the date of submission.
- First check with the block welfare office where the form was filed. This is the office that knows whether a file is still pending scrutiny, has been forwarded to the District Welfare Officer, or has come back with an objection.
- If the file has moved beyond the block, ask the District Welfare Officer's office. Sanction decisions for both the self-help group grant and the youth self-employment assistance are taken at this level, so this is where an applicant learns whether a proposal has been approved, sent back for changes, or rejected.
- For a village selection question rather than an individual file, the relevant status is whether the village itself is on the year's selected list. This is confirmed by the block or district welfare office, and is also normally discussed at the village's gram sabha meeting, since village selection is placed before the gram sabha.
- After sanction, check the bank account the assistance was meant to reach, the individual's Aadhaar-seeded account for youth self-employment, or the SHG's own account for the group grant, since disbursal is not always accompanied by a separate notification.
- If there is no response for an unreasonable period, the matter can be raised in writing with the District Welfare Officer, and if still unresolved, with the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department at the state level in Ranchi.
There is no SMS alert or status-tracking helpline number published for this scheme, and the health camp component has no application or status to check at all, since camps are open to every resident of a selected village when announced.
