Swami Vivekananda Nishakta Swavlamban Protsahan Yojana
Jharkhand state government scheme
Swami Vivekananda Nishakta Swavlamban Protsahan Yojana pays a monthly pension of Rs 1,000 for life to persons with disabilities in Jharkhand who are aged 5 years or above and hold a district medical board disability certificate. The amount was raised from Rs 200 when the scheme began in 2006. Apply offline through the block or circle office.
What is Swami Vivekananda Nishakta Swavlamban Protsahan Yojana?
Swami Vivekananda Nishakta Swavlamban Protsahan Yojana is Jharkhand's disability pension, a monthly cash transfer to persons with disabilities intended to give them a floor of independent income. The scheme is run by the state's social security and social welfare machinery, the Department of Women, Child Development and Social Security — and delivered on the ground through the ICDS and anganwadi network, the panchayats, and the circle and sub-divisional offices.
The scheme, written in Hindi as स्वामी विवेकानंद निःशक्त स्वावलंबन प्रोत्साहन योजना, was framed by the Jharkhand government in 2006. The assistance at the start was Rs 200 a month. It has been raised in stages since, and the current rate is Rs 1,000 a month, or Rs 12,000 a year, paid by Direct Benefit Transfer into the beneficiary's own bank or post office account.
Three features distinguish this pension from most others in the state:
- The minimum age is 5 years, and there is no upper age limit. A child with a certified benchmark disability is covered on the same terms as an adult.
- The pension is for life once sanctioned, with no annual re-application.
- It is exclusive. A beneficiary cannot draw this pension and another central or state pension at the same time.
Jharkhand has also widened the definition in practice. In 2024 the state extended the pension to patients with sickle cell anaemia, with early implementation reported in Khunti district, the first time a haemoglobin disorder was brought into a state disability pension roll in Jharkhand.
Who is eligible for Swami Vivekananda Nishakta Swavlamban Protsahan Yojana?
A person qualifies if:
- The applicant is a permanent resident of Jharkhand.
- The applicant is aged 5 years or above. There is no maximum age.
- The applicant holds a disability certificate issued by the District Medical Board, recording a benchmark disability as defined in the Rights of Persons with Disabilities Act, 2016. The Act sets the benchmark at 40 per cent.
- The applicant is not drawing a pension under any other central or state government scheme.
- No member of the applicant's family is employed in a government or government-aided institution.
A person cannot apply, or is not eligible, if:
- The applicant is below 5 years of age.
- The applicant is not a permanent resident of Jharkhand.
- The applicant holds no District Medical Board certificate, or holds a certificate from a private hospital or an individual doctor that the board has not endorsed.
- The applicant is already receiving another pension, whether the state old age pension, a widow pension, or a central social security pension. The rolls are de-duplicated on Aadhaar.
- A family member is a government or government-aided employee.
The single most common eligibility failure is a certificate problem rather than a disability problem. A certificate from a private practitioner, an expired certificate, or one that does not state a percentage will be refused. The District Medical Board sits at the sadar hospital in each district and is the only body whose certificate the pension office accepts.

How to apply for Swami Vivekananda Nishakta Swavlamban Protsahan Yojana
- Get the disability certificate first. Attend the District Medical Board at your sadar hospital for assessment. The board issues the certificate with the disability percentage recorded on it. Without this, nothing else in the process can proceed.
- Collect the supporting papers. Obtain a residence certificate from the circle office, open a bank or post office account in the applicant's own name, and seed it with Aadhaar.
- Get the application form. Collect the prescribed form from the anganwadi centre, the panchayat secretariat, the block office or the circle office. The form is free.
- Fill two copies of the form. Enter the applicant's name exactly as it appears on Aadhaar and on the bank passbook, the disability certificate number, and the account number and IFSC. Attach a photograph and a full set of self-attested document copies to each copy.
- Submit at the correct office. In rural areas, submit both copies at the anganwadi centre, the panchayat, the ICDS office or to the Circle Officer. In urban areas, submit them to the Sub-Divisional Officer.
- Take an acknowledgement with a date and a receipt or diary number, and keep it. This is what you quote at every follow-up.
- Wait for verification and sanction. The block or circle office verifies the certificate, the residence proof and the Aadhaar-based check for any other pension, then places the case before the sanctioning authority. Once sanctioned, the monthly credit begins.
How to check pension status and payments
- Ask at the block office or circle office where the application was submitted, quoting the acknowledgement or diary number.
- Ask the anganwadi worker or panchayat secretary, who usually holds the village-level list of sanctioned pensioners.
- Check the bank or post office passbook for the monthly credit. Update the passbook regularly rather than relying on SMS, since many pensioners' accounts are not linked to a mobile number.
- Jharkhand's social security pensions are also listed on the national services directory at services.india.gov.in, which points to the current state pension application service.
Why applications get rejected, and how to fix them
- Certificate not from the District Medical Board. Get reassessed at the sadar hospital; a private certificate will not be accepted.
- Disability percentage below the benchmark. Only certified benchmark disability qualifies. If the condition has worsened, request a fresh assessment.
- Another pension already drawn. A beneficiary cannot hold two pensions. If the disability pension is more suitable, formally surrender the other one first and note this in the application.
- Name mismatch between Aadhaar, the certificate and the bank passbook. Correct the records so all three read identically, then resubmit.
- Bank account not Aadhaar-seeded. The DBT credit fails and returns. Complete seeding at the bank branch.
- Account in a relative's name. For an adult beneficiary the account should be in the beneficiary's own name. For a minor, the account is operated by the guardian, and the guardianship papers must be attached.
- Only one copy of the form submitted. Two copies are required.
Key dates and how the payment runs
Swami Vivekananda Nishakta Swavlamban Protsahan Yojana has no annual application window and no last date. Applications are received through the year at the anganwadi, panchayat, circle and sub-divisional offices, and are sanctioned as verification completes and budget is available. Once sanctioned, the Rs 1,000 is credited monthly and continues for life without re-application, though the department can call for verification, and pensioners are expected to report a change of address, a change of bank account, or the start of any other pension.
Where to complain
- Block Development Officer or Circle Officer in rural areas, and the Sub-Divisional Officer in urban areas, for a delayed or rejected application.
- District Social Welfare Officer, the district-level authority for social security pensions.
- Department of Women, Child Development and Social Security, Government of Jharkhand, for grievances the district does not resolve.
There is no application fee. Nobody is authorised to charge for the form, for the District Medical Board assessment, or for "getting the pension sanctioned". Any such demand should be reported to the Block Development Officer.

Frequently asked questions
How much pension does Swami Vivekananda Nishakta Swavlamban Protsahan Yojana pay?
Swami Vivekananda Nishakta Swavlamban Protsahan Yojana pays Rs 1,000 per month, which is Rs 12,000 a year, for life. When the scheme was framed in 2006 the assistance was Rs 200 a month; the Jharkhand government raised it in stages to the current Rs 1,000. The money is credited by Direct Benefit Transfer into the beneficiary's own account.
What is the minimum age for the disability pension in Jharkhand?
The minimum age is 5 years. Unlike old-age pensions, Swami Vivekananda Nishakta Swavlamban Protsahan Yojana has no upper age limit, so a child of five with a certified benchmark disability and an elderly person with the same certification are both covered.
Who cannot get this pension?
A person already drawing a pension under another central or state scheme cannot get this one, because the schemes are de-duplicated against each other. Applicants without a District Medical Board disability certificate, children below 5 years, residents of other states, and applicants from families with a member employed in a government or government-aided institution are also not eligible.
Do people with sickle cell anaemia qualify?
Yes. Jharkhand extended the pension to patients with sickle cell anaemia, with implementation reported from districts including Khunti in 2024. The patient still needs a certificate from the District Medical Board recording the condition as a benchmark disability.
Where do I submit the application form?
In rural areas, submit two copies of the completed form at your anganwadi centre, the panchayat, the ICDS office or the circle officer's office. In urban areas, submit them to the Sub-Divisional Officer. There is no fee for the form or for submitting it.
Is a disability percentage threshold applied?
The scheme uses the benchmark disability standard of the Rights of Persons with Disabilities Act, 2016, which sets 40 per cent as the benchmark. The District Medical Board records the percentage on the certificate, and that certificate is what the pension office relies on.
How long does the pension continue?
The pension continues for life once sanctioned, subject to the beneficiary remaining a Jharkhand resident, not taking up a pension under another scheme, and completing any verification the department calls for. It is not a one-time grant and does not need annual re-application.
