Trade Licence in Jharkhand
Jharkhand state government scheme
Trade Licence in Jharkhand is granted by the Municipal Corporation, Nagar Parishad or Nagar Panchayat in whose limits your shop stands, under the Jharkhand Municipal Act, 2011, and the Department of Urban Development and Housing administers those bodies. It is a municipal licence, not an e-District service; JharSewa carries shop registration under the labour department, not the trade licence, and the fee comes from each municipality's own schedule.
What is a trade licence in Jharkhand?
A trade licence in Jharkhand is the written permission of an urban local body to carry on a stated trade at a stated premises inside its limits. Jharkhand's Municipal Corporations, Ranchi, Dhanbad, Bokaro, Deoghar, Hazaribagh, Giridih, Adityapur and Chas among them: together with its Nagar Parishads and Nagar Panchayats, grant the licence each for its own area. The Department of Urban Development and Housing, Government of Jharkhand, is the state department that administers the whole urban local body tier.
The governing statute is the Jharkhand Municipal Act, 2011, the state's own consolidated municipal law. It helps a municipality to require a licence before specified trades are carried on in its area, to attach conditions on hygiene, safety and nuisance, and to charge a licence fee that the municipality itself fixes.
One point trips up Jharkhand business owners more than any other, so it is worth
stating plainly. The trade licence is not on JharSewa. Jharkhand's e-District
portal at jharsewa.jharkhand.gov.in groups its services into certificates,
social security pensions, revenue court services, ration card services, and RTI
or grievance redressal. The business-facing entries there are the "Registration
Certificate of Shop/Organization" and its correction service, which belong to the
Labour, Employment Training and Skill Development Department, a labour
registration, not a municipal trade licence. The trade licence is applied for at
your own municipality, or through the online municipal services system that
municipality uses.
A trade licence also does not replace a business registration. It sits alongside GST registration, the labour department's shop registration, FSSAI registration for any food business, and Udyam registration for MSME identity. The trade licence is the one that certifies your premises may lawfully host that trade.
Who can and cannot apply for a Jharkhand trade licence?
Any person aged 18 or above who runs, or intends to run, a trade or business from a fixed premises inside a Jharkhand urban local body may apply. Sole proprietors, partnership firms, LLPs, private limited companies, societies and trusts are all valid applicants, provided they lawfully occupy the premises named in the form.
You cannot apply, or will not be granted a licence, where:
- You hold no lawful right over the premises: no deed or holding record, no valid rent or lease agreement, and no owner's consent.
- The holding is in arrear of municipal holding tax, which the licence branch checks before it examines the rest of the file.
- The premises fall outside every Municipal Corporation, Nagar Parishad and Nagar Panchayat limit, in which case the panchayat and not the municipality is the local authority. Parts of the Jamshedpur urban area are administered differently from a standard municipal corporation, so confirm your licensing authority there before filing anything.
- The building's sanctioned use does not permit that trade at that address.
- The trade is regulated and you lack the prior approval it needs, FSSAI registration or licence for a food business, a drug licence for a chemist, a fire NOC for a larger or hazardous premises, or Jharkhand State Pollution Control Board consent for a polluting process.
- The activity is mobile street vending, which is dealt with under separate street-vendor provisions rather than as a fixed-premises trade licence.
How to apply for a trade licence in Jharkhand
- Identify the urban local body covering the shop address. Establish whether your shop falls inside a Municipal Corporation, a Nagar Parishad or a Nagar Panchayat, and find that body's licence or tax branch. A file lodged with an office that has no jurisdiction over the address cannot be decided and must be filed again from the start.
- Check whether that body takes the application online. Jharkhand has not put a single statewide trade licence form on one portal, and it is not on JharSewa. Larger corporations run online municipal service modules; smaller bodies still take the form at the counter. Confirm with the licence branch before you begin.
- Clear the holding tax on the premises. Pay any outstanding municipal holding tax and keep the receipt. An unpaid holding is the commonest reason a licence file stalls before it is even examined.
- Fill the application form completely. Enter the trade name, the exact nature of the trade, the constitution of the business, the full premises address with the holding and ward number, the floor area used for the trade, the number of workers, and the proprietor's or partners' details exactly as they appear on the identity proof.
- Attach or upload the documents. Identity proof, premises proof, the latest holding tax receipt, the owner's NOC where the shop is rented, constitution documents for a firm or company, photographs, and any sector approval the trade needs.
- Pay the fee the municipality demands and keep the receipt. The amount comes from that body's own schedule, usually by trade category and area. Pay at the official cash counter or on the official payment screen, never as cash to an individual, and always against a receipt.
- Note the acknowledgement number and follow the file. Use it to chase progress, answer any objection raised by the licence branch, and finally collect or download the licence. Check the trade description, address and validity period printed on it before you accept it.
How do I apply offline at the municipal office?
- Go to the licence or tax branch of the Municipal Corporation, Nagar Parishad or Nagar Panchayat in whose area the shop stands.
- Collect the trade licence application form and fill it in full.
- Attach self-attested copies of identity proof, premises proof, the latest holding tax receipt, the owner's NOC where the shop is rented, and any trade-specific approval.
- Submit at the counter and insist on a dated, stamped acknowledgement carrying a diary or application number.
- Pay the fee at the cash counter and keep the printed receipt.
- Be present at the premises when the sanitary inspector or licence inspector verifies the trade and the area you declared.
- Collect the licence from the same branch once it is granted.
A Pragya Kendra, Jharkhand's common service centre network, which the state promotes alongside online filing — can fill and submit the papers for you. The operator's charge for that help is separate from and additional to the municipal fee, so ask the amount first and take the kiosk receipt.
How do I check my trade licence application status in Jharkhand?
Take the acknowledgement number back to the licence or tax branch that received the file, or use the tracking screen in your municipality's online module where one exists. Ask specifically whether an objection has been raised, since an unanswered objection is the commonest reason a file sits still. If the branch will not answer, put the question in writing to the Municipal Commissioner or the Executive Officer, quoting the acknowledgement number and the filing date.
For problems with the state's e-District platform itself: not the trade licence, but the certificates and registrations that do sit on JharSewa, the State Designated Agency is JAP-IT, Ground Floor, Engineers Hostel No. 2, near Golchakkar, Dhurwa, Ranchi 834004, on 0651-2401581 and 0651-2401040, with support at support.edistrict@jharkhandmail.gov.in.
Renewal, validity and changes
A Jharkhand trade licence is an annual permission tied to the financial year. Renew it before it expires rather than after: municipalities levy late fees on delayed renewals, and running a licensable trade on an expired licence exposes you to penalty proceedings under the Jharkhand Municipal Act, 2011.
Apply to amend the licence, rather than waiting for the next renewal, whenever a material detail changes. The trade actually carried on, the floor area used, the constitution of the firm, or the ownership. Moving the shop to a new address needs a fresh application, because the licence attaches to one premises.
Why Jharkhand trade licence applications get rejected
- Holding tax arrear on the premises.
- Wrong authority approached. A body with no jurisdiction, or a panchayat address filed as a municipal one.
- Address mismatch between the deed or rent agreement and the address typed into the form.
- Expired rent agreement, or no owner's NOC for commercial use.
- Missing sector approval: no FSSAI registration for a food business, no drug licence for a chemist, no pollution board consent for a polluting process.
- Trade not permitted by the building's sanctioned use.
- Illegible copies, especially holding tax receipts where the holding number cannot be read.
- Objection left unanswered, after which the licence branch closes the file.
Grievance route, and a warning about agents
Raise a stalled or wrongly rejected file first with the Municipal Commissioner of the corporation, or the Executive Officer of the Nagar Parishad or Nagar Panchayat, in writing and quoting the acknowledgement number. If that produces nothing, escalate to the Department of Urban Development and Housing, the administrative department for every Jharkhand urban local body, and keep a copy of the letter.
Pay only the fee the municipality officially demands, at the official counter or through the official payment screen, and take a receipt every single time. If you use a Pragya Kendra, its service charge is separate and should also come with a receipt. No agent or "licence consultant" can make a municipal file move faster than it moves, and nobody in the licence branch is entitled to cash on the side for granting a licence. File the application yourself where you can, keep copies of everything, and complain the moment somebody asks for money that no receipt will cover.

Frequently asked questions
Who issues a trade licence in Jharkhand?
The urban local body covering the premises issues it — a Municipal Corporation such as Ranchi, Dhanbad, Jamshedpur area bodies, Bokaro, Deoghar, Hazaribagh, Giridih, Adityapur or Chas, or the Nagar Parishad or Nagar Panchayat of a smaller town. The Department of Urban Development and Housing administers all Jharkhand urban local bodies.
Is a trade licence available on JharSewa, the Jharkhand e-District portal?
No — JharSewa lists certificates, social security pensions, revenue court services, ration card services and RTI or grievance services, and its business-facing entries are the "Registration Certificate of Shop/Organization" under the Labour, Employment Training and Skill Development Department rather than a municipal trade licence. The trade licence is applied for at, or through the online system of, your own municipality.
Which law requires a trade licence in Jharkhand?
The Jharkhand Municipal Act, 2011 is the governing statute for municipal corporations, nagar parishads and nagar panchayats in the state. It empowers a municipality to require a licence before specified trades are carried on in its area, to attach conditions, and to charge a fee the municipality fixes itself.
How much does a trade licence cost in Jharkhand?
The fee is fixed by each Municipal Corporation, Nagar Parishad or Nagar Panchayat from its own schedule, normally by trade category and floor area, so there is no single statewide figure. Pay only the amount shown on the official demand or portal payment screen, and take a receipt every time.
How long does a Jharkhand trade licence stay valid?
A Jharkhand trade licence is an annual permission tied to the financial year and must be renewed rather than left to lapse. Renew before expiry, because municipalities charge late fees on delayed renewals and an expired licence gives no protection during an inspection.
Is a trade licence the same as a shop registration in Jharkhand?
No — a trade licence is municipal permission to carry on a trade at a premises, while the "Registration Certificate of Shop/Organization" on JharSewa is a labour department registration about working hours and employment conditions. Most Jharkhand shops need both, plus GST registration once turnover crosses the GST threshold.
Can a Pragya Kendra help me apply?
Yes — Pragya Kendras are Jharkhand's network of common service centres and they file state government applications for citizens who do not want to apply themselves. The operator may charge a service charge for the help, which is separate from and additional to the government fee, so ask the amount in advance and insist on a receipt.
Do I need a separate trade licence for each shop in Jharkhand?
Yes — a Jharkhand trade licence attaches to one premises and one trade, so a branch at a different address needs its own application even when the owner and the trade are the same. Moving the shop to a new address also needs a fresh application rather than a change on the old licence.
