What is Abua Awas Yojana?

Abua Awas Yojana is a rural housing scheme funded entirely by the Government of Jharkhand and run by the Rural Development Department. The scheme was announced in 2023 and formally launched by then Chief Minister Hemant Soren, with the first sanction letters and first instalments handed out from 15 November 2023. The name uses the Santhali and local Jharkhandi word abua, meaning "our own", and the scheme is widely searched as Abua Awas Yojna or the Abua Awas housing scheme.

According to the official portal at aay.jharkhand.gov.in, the state government's stated commitment is to provide pucca houses with basic amenities to every homeless rural family and every family living in a dilapidated dwelling. The portal notes that roughly 16 lakh houses had already been built in Jharkhand under Pradhan Mantri Awas Yojana-Gramin since 2016, and about 50,000 under the Baba Saheb Bhimrao Ambedkar Awas Yojana. Abua Awas Yojana was created to cover the families those two programmes did not reach; households that were left out of the SECC-based PMAY-G list, or that were rejected for reasons that no longer reflect their actual condition.

What makes the scheme different

  • Abua Awas funds a three-room house with a kitchen and a toilet, a larger unit than the one-room and two-room designs used in older Jharkhand housing schemes.
  • Unit assistance is Rs 2 lakh per house, against the smaller unit cost used under PMAY-G in plain areas.
  • Beneficiaries also get up to 95 days of unskilled wages under MGNREGA for the labour they put into building their own house.
  • Toilet construction is supported either within the unit cost or through convergence with the Swachh Bharat Mission-Gramin.

The state committed a very large outlay to the scheme. Press reporting at launch put the commitment at more than Rs 15,000 crore over the first two years, with a target of roughly 8 lakh houses delivered in three phases; about 2 lakh in 2023-24, 3.5 lakh in 2024-25 and 2.5 lakh in 2025-26. The first phase of sanctions concentrated on the Kolhan division, where about 24,827 families across East Singhbhum, West Singhbhum and Seraikela-Kharsawan received their first instalment of Rs 30,000 each.

Who is eligible for Abua Awas Yojana?

You can be selected if:

  • You are a permanent resident of Jharkhand and live in a rural area of the state.
  • Your family lives in a kutcha house, mud walls, a thatch, tile or polythene roof, or has no house at all.
  • Your family was left out of, or rejected by, PMAY-Gramin and has not received a house under any other government housing scheme.
  • You belong to one of the priority groups the department has named: Particularly Vulnerable Tribal Groups (PVTGs), families displaced or damaged by natural calamity such as flood or storm, freed bonded labourers, widows, single women heading a household, and persons with disabilities.

You are not eligible and cannot apply if:

  • Your family already owns a pucca house anywhere.
  • Your family has already received a housing benefit under Pradhan Mantri Awas Yojana-Gramin, Birsa Awas Yojana, Baba Saheb Bhimrao Ambedkar Awas Yojana or a comparable state or central housing scheme.
  • Any member of the family is a government employee.
  • Any member of the family pays income tax.
  • The family owns a four-wheeler, a motorised fishing boat or heavy agricultural machinery.
  • The family owns a large irrigated landholding, the standard exclusion applied to rural housing lists in Jharkhand.

Selection is not automatic even if you clear these tests. The gram sabha ranks applicants by need, and priority goes to the shelterless, PVTG households and calamity-affected families before others.

How to apply for Abua Awas Yojana

  1. Collect the Abua Awas application form from your gram panchayat office, the block development office, or from a Sarkar Aapke Dwar camp when one is held in your panchayat.
  2. Fill in the form with your name, family details, current house condition, Aadhaar number, bank account number and IFSC code, and mobile number.
  3. Attach copies of your Aadhaar card, residence proof and bank passbook, plus a caste or income certificate if your block asks for one.
  4. Submit the form at the panchayat or block office and take a written acknowledgement or receipt number. Do not leave without one.
  5. Attend the gram sabha where the applications of your panchayat are read out and verified. This is the stage at which objections are raised and ineligible names are struck off, so your presence matters.
  6. Wait for the block and district verification. Field staff visit to photograph and geo-tag the existing dwelling.
  7. Collect your sanction letter (swikriti patra) once the district approves the list. The first instalment of Rs 30,000 is released to your bank account at this stage.
  8. Build in stages and get each stage inspected, so the following instalments are released without a gap.

How is the Rs 2 lakh paid out?

Abua Awas Yojana pays the Rs 2 lakh unit assistance in instalments by Direct Benefit Transfer, never as cash and never in one lump sum. The first instalment is Rs 30,000, released with the sanction letter so the family can begin the foundation. Reported instalment patterns for the remaining amount describe releases of roughly Rs 50,000, Rs 70,000 and a final balance tied to the plinth, lintel and roof-and-finishing stages. Because block-level release schedules have varied between phases, confirm your own instalment plan with the block development office named on your sanction letter rather than relying on a figure seen online.

Alongside the cash, the beneficiary is entitled to 95 days of unskilled wages under MGNREGA for working on the house. Ask the panchayat rozgar sevak to open the muster roll against your job card at the same time as the first instalment, because families who ask only at the end often lose the wage entitlement.

How to check Abua Awas Yojana status and beneficiary list

  1. Open aay.jharkhand.gov.in in a browser.
  2. Use the beneficiary or report section to select your district, block and panchayat.
  3. Look for your name in the sanctioned or beneficiary list for your panchayat.
  4. If your house is sanctioned, the record will also show the instalments released and the geo-tag stage recorded against your house.

The portal also carries mobile applications used by field staff — a Geo-Tag app, a beneficiary-level geo-tag app and a panchayat monitoring app. You do not need these; they are the reason your construction stage must be physically photographed before the next instalment moves.

Why Abua Awas applications get rejected

  • A pucca house already exists in the family's name, found during physical verification.
  • A previous housing benefit is traced under PMAY-G, Birsa Awas or Ambedkar Awas against the same Aadhaar or household.
  • A government employee or income-tax payer is found in the family.
  • The bank account is not Aadhaar-seeded, so DBT fails and the sanction sits unpaid. This is a fixable problem: get the seeding done at your bank branch and inform the block office.
  • Name or spelling mismatch between the Aadhaar card, the bank account and the application form.
  • The gram sabha ranked other families higher, which is a deferral rather than a permanent rejection. Reapply in the next phase.

Where to complain about Abua Awas Yojana

  • Complaint and redressal link on aay.jharkhand.gov.in. The online route for a written grievance against a wrong rejection or a stuck instalment.
  • Block Development Officer of your block. The first officer to approach for a sanctioned house whose instalment has not arrived.
  • District Rural Development Agency (DRDA) at your district headquarters, the next level, and the office that holds the district sanction list.
  • Rural Development Department helpline, 0651-2400244 at Ranchi.

Abua Awas Yojana costs nothing to apply for. No agent can get your name into the beneficiary list for a fee, and no official is authorised to take a cut of a DBT instalment that reaches your own bank account.

Frequently asked questions

How much money does Abua Awas Yojana give?

Abua Awas Yojana gives Rs 2 lakh per eligible family to build a three-room pucca house. The amount is not paid in one go — it is released in instalments tied to construction stages, beginning with Rs 30,000 on sanction. Beneficiaries are also entitled to 95 days of unskilled wages under MGNREGA for the labour component.

Who runs Abua Awas Yojana?

The Rural Development Department, Government of Jharkhand runs Abua Awas Yojana. Implementation on the ground is done by the district rural development agency, the block development officer and the gram panchayat, and progress is monitored on aay.jharkhand.gov.in.

Can a family that already got a PM Awas Yojana house apply?

No. A family that has already received a house under Pradhan Mantri Awas Yojana-Gramin, Birsa Awas Yojana or Baba Saheb Bhimrao Ambedkar Awas Yojana is not eligible for Abua Awas Yojana. The scheme was designed specifically for families those programmes left out.

Is Abua Awas Yojana applied for online?

No, the application itself is offline. Families fill the Abua Awas form at the panchayat or block office and it is placed before the gram sabha for verification. The aay.jharkhand.gov.in portal is used by officials for sanction, geo-tagging and monitoring, and by beneficiaries to check status and lodge complaints.

How many rooms does an Abua Awas house have?

An Abua Awas house has three rooms plus a kitchen and a toilet. This is the feature that distinguishes it from earlier rural housing schemes in Jharkhand, which funded smaller single-room or two-room units.

What happens if construction stops midway?

The next instalment is withheld. Each release under Abua Awas Yojana is cleared only after the previous stage is physically verified and geo-tagged by the panchayat-level functionary, so a house left at plinth level will not draw the following payment until work resumes and is re-inspected.

Is there any fee to get an Abua Awas house sanctioned?

No. Applying for Abua Awas Yojana is free at the panchayat and block office. No official or middleman may charge money to add a name to the beneficiary list, and any such demand should be reported through the complaint and redressal link on aay.jharkhand.gov.in or to the district rural development agency.

How do I check my name in the Abua Awas Yojana beneficiary list?

Open aay.jharkhand.gov.in and use the beneficiary or report section to select your district, block and panchayat. Look for your name in the sanctioned or beneficiary list for your panchayat; if your house is sanctioned, the record also shows the instalments released and the geo-tag stage recorded against your house.

What if my name is missing from the Abua Awas list even though I am eligible?

A missing name at one gram sabha stage is usually a deferral, not a permanent rejection, since the gram sabha ranks applicants by need and priority goes to the shelterless, PVTG households and calamity-affected families first. Reapply in the next phase, or raise it through the complaint and redressal link on aay.jharkhand.gov.in, the Block Development Officer, or the District Rural Development Agency.
