What is Aapki Yojana Aapki Sarkar Aapke Dwar?

Aapki Yojana Aapki Sarkar Aapke Dwar is a doorstep governance campaign run by the Government of Jharkhand, with the Information and Public Relations Department as the nodal department. Instead of asking citizens to travel to a block or district office, the state sends officials from multiple departments to hold camps in every panchayat and urban ward, where residents can apply for welfare schemes, obtain certificates and register grievances on the spot.

The campaign began in 2021 and has run in successive editions. The 2024 round was the fourth edition, held from 30 August to 15 September 2024, with camps organised in 4,351 panchayats and 50 urban local bodies. The name translates roughly as "your scheme, your government at your door", and it is also referred to simply as Sarkar Aapke Dwar.

The reason the campaign exists is a practical one. Jharkhand's welfare schemes are administered by a dozen different departments, each with its own form, office and verification chain. A rural household that needs a pension, a caste certificate and a housing application would otherwise make three separate trips, often losing a day's wage each time. The camp collapses those trips into one morning in the applicant's own panchayat.

What can you get done at a camp?

According to the campaign portal, roughly 33 schemes and services are handled at the camps, in five broad groups:

Focused schemes. The state's priority programmes, including health cover, rural housing under Abua Awas Yojana, and the social security pension schemes.

Beneficiary-oriented services: individual and community claims under the Forest Rights Act, old age, widow and disability pensions, and health cards.

On-the-spot distribution; residence, caste, income and birth certificates handed over during the camp, along with cycles for students and clothing distribution.

Grievance redressal; corrections to Aadhaar-linked records, ration card entries, land records and electricity billing problems.

Special camps: employment and skills registration, and livestock development.

The specific mix varies by round and by district. The scheme list for a given round is published before the camps begin, so check it rather than assuming last year's list still holds.

Who is eligible to attend Aapki Yojana Aapki Sarkar Aapke Dwar?

Anyone can attend. The camp itself has no eligibility bar, a resident of Jharkhand can walk in, ask a question and file an application. Attendance is not restricted by income, caste, age or land holding, and there is no registration requirement to enter.

Eligibility applies to the individual schemes, not to the camp. This is the distinction readers most often get wrong. Attending a camp does not sanction anything. If you apply at the camp for a widow pension, the ordinary widow pension eligibility rules decide the outcome; if you apply for Abua Awas Yojana, the ordinary housing exclusions apply.

You cannot apply at a camp for:

  • A scheme you are not eligible for under its own rules, a camp officer has no power to relax a scheme condition.
  • A central government scheme that runs entirely on a national portal and has no state camp counter in that round.
  • A benefit for a person from another state, since state schemes require Jharkhand residence.

Camp officers can, however, help you fix the reason you were not eligible last time — a missing income certificate, a name not on the ration card, or a bank account without Aadhaar seeding. That correction work is often the most valuable thing a camp does.

What documents should you carry to the camp?

Document Mandatory Notes
Aadhaar card Yes Needed for nearly every application and for DBT authentication
Bank passbook Yes Aadhaar-seeded account in the applicant's own name for any cash scheme
Ration card No Food security, clothing and several women's schemes
Residence or domicile certificate No Also issued at the camp if you do not have one
Caste certificate No For reserved-category benefits; also issued at camps
Income certificate No For income-tested benefits; also issued at camps
Land or forest-rights papers No For Forest Rights Act claims
Passport photographs No Carry three or four

Carry originals plus photocopies. Camp counters verify the original and keep a copy, and there is rarely a working photocopier at a panchayat bhavan.

How to apply at an Aapki Yojana Aapki Sarkar Aapke Dwar camp

  1. Find your camp date and venue. Open sarkaraapkedwar.jharkhand.gov.in and use the camp details section to select your district, block and panchayat. Dates are also announced by the panchayat sevak, at the panchayat bhavan and by local publicity vehicles.
  2. Decide in advance which schemes you want. Read the scheme list for the current round so you can go straight to the right counter instead of queuing at the wrong one.
  3. Assemble your documents the night before: Aadhaar, bank passbook, ration card, any certificates, and photographs, with photocopies of each.
  4. Reach the camp early. Camps typically run for a single day per panchayat and the counters get crowded by late morning.
  5. Go to the relevant department counter, fill the form with the help of the counter staff, and submit it with your documents.
  6. Collect the acknowledgement receipt with its application number. This is the only proof you applied, and without it you cannot track or escalate anything.
  7. Collect anything issued on the spot. A residence, caste or income certificate is often printed and handed over during the camp itself.
  8. Track the application afterwards on sarkaraapkedwar.jharkhand.gov.in using the application number, or follow up at the block office of the department concerned.

How to check the status of a camp application

  1. Open sarkaraapkedwar.jharkhand.gov.in.
  2. Use the application search or tracking option.
  3. Enter your application or acknowledgement number, and your district and block if asked.
  4. Read the stage shown against the application, and note the department handling it.

If the status has not moved for several weeks, take the acknowledgement receipt to the block office of the department that owns the scheme: not to the Information and Public Relations Department, which runs the camp but does not sanction benefits.

Why camp applications fail, and how to avoid it

  • No acknowledgement receipt taken. The commonest and most damaging mistake. Never leave a counter without one.
  • Photocopies not carried, so the form is submitted incomplete and lapses.
  • Bank account not Aadhaar-seeded, so a sanctioned cash benefit cannot be paid.
  • Account in a family member's name rather than the applicant's own.
  • Missing prerequisite certificate: applying for an income-tested scheme without an income certificate. Apply for the certificate at the same camp, then reapply for the scheme once it is issued.
  • Underlying ineligibility for the scheme, which the camp cannot cure.
  • Name mismatch across Aadhaar, ration card and bank records.

Where to complain

  • Presiding officer at the camp, the block development officer or circle officer supervising the camp is the right person to raise a counter-level problem with, on the day.
  • Block Development Officer of your block for follow-up after the camp.
  • Deputy Commissioner's office at the district headquarters, which coordinates the campaign at district level.
  • Grievance section on sarkaraapkedwar.jharkhand.gov.in, tied to your application number.

Everything at an Aapki Yojana Aapki Sarkar Aapke Dwar camp is free, the forms, the assistance, the certificates and the applications. No official, facilitator or agent may charge money at a camp, and any such demand should be reported to the presiding officer on the spot.

Frequently asked questions

What is Aapki Yojana Aapki Sarkar Aapke Dwar?

Aapki Yojana Aapki Sarkar Aapke Dwar is a Jharkhand government outreach campaign in which officials hold camps in every panchayat and urban ward so residents can apply for welfare schemes, get certificates and lodge grievances without travelling to a block or district office. The Information and Public Relations Department is the nodal department.

How many schemes are covered at the camps?

About 33 schemes and services are handled at the camps, grouped into focused schemes such as health, housing and pension, beneficiary-oriented services such as forest rights and health cards, on-the-spot distribution of certificates, cycles and clothing, grievance redressal for document corrections and utility problems, and special camps for employment and livestock.

When are the camps held?

Camps run in announced rounds rather than continuously. The 2024 round, the fourth edition since the campaign began in 2021, ran from 30 August to 15 September 2024. Each panchayat gets a specific date within the round, and the schedule is published on sarkaraapkedwar.jharkhand.gov.in and announced locally.

Do I have to pay anything at the camp?

No. Attending an Aapki Yojana Aapki Sarkar Aapke Dwar camp, filing an application and collecting a certificate are all free. Any demand for money by a facilitator or agent at the camp should be reported to the presiding block officer immediately.

Can I apply online instead of attending a camp?

No, the camp itself is offline. The portal sarkaraapkedwar.jharkhand.gov.in is used to find your camp date and location and to track an application you have already filed, not to submit one.

Where were the camps held in the 2024 round?

Camps were organised at 4,351 panchayats and 50 urban local bodies across Jharkhand in the 2024 round, so every panchayat in the state received at least one camp date.

What if my application at the camp is rejected?

Ask for the rejection reason in writing against your acknowledgement number, then take it to the block office of the concerned department. Camp applications are processed by the department that owns the scheme, so a pension rejection goes to the social security branch and a housing rejection to the rural development branch.
