Ved-Vyas Housing Construction Scheme
Jharkhand state government scheme
Ved-Vyas Housing Construction Scheme gives Rs 1,20,000 as a one-time grant to traditional and active fish farmers in Simdega district of Jharkhand who live in kutcha or thatched houses, so they can build a pucca house. Applicants must be aged 18 to 50 and apply offline at the District Fisheries Office, Simdega.
What is the Ved-Vyas Housing Construction Scheme?
Ved-Vyas Housing Construction Scheme is a district-level housing grant of the Government of Jharkhand for fishing families. Ved-Vyas Housing Construction Scheme provides Rs 1,20,000 as a one-time grant to traditional and active fish farmers of Simdega district who currently live in a kutcha or thatched house, so that they can build a pucca house.
The scheme sits with the Fisheries Directorate under the Department of Agriculture, Animal Husbandry and Co-operative, not with a housing or welfare department. That placement matters for applicants: the eligibility test is occupational. The question the office asks first is not "how poor are you" but "are you a traditional, active fish farmer", and the answer has to come from the Block Development Officer in writing.
Simdega is one of the smaller districts of Jharkhand, made up of ten blocks; Simdega, Pakartanr, Kurdeg, Kersai, Bolba, Thethaitangar, Kolebira, Jaldega, Basjor and Bano, with a population that is over 70 per cent Scheduled Tribe. Fish farming in the district's tanks and ponds is a traditional livelihood rather than a commercial industry, and this scheme is directed at exactly that group.
Key features
- Rs 1,20,000 for construction of a new house.
- Paid as a single lump sum, not in stage-wise construction instalments.
- Restricted to Simdega district.
- Offline application only, at the District Fisheries Office.
- Age band of 18 to 50 years.
Who is eligible for the Ved-Vyas Housing Construction Scheme?
You can apply if:
- You are a resident of Simdega district, Jharkhand.
- You are aged between 18 and 50 years.
- You are a traditional and active fish farmer, certified as such by the Block Development Officer.
- You currently live in a kutcha or thatched house.
- Your family income is below the poverty line.
- You own the land on which the new house is to be built.
You cannot apply if:
- You live outside Simdega district. Fish farmers elsewhere in Jharkhand are not eligible under this scheme.
- You have already received housing assistance from a departmental scheme, from Indira Awas Yojana, or from any other government housing programme. This is the strictest exclusion in the scheme and is checked against district records.
- You already live in a pucca house. The grant exists to replace a kutcha or thatched structure.
- You do not own land for construction. The grant does not fund land purchase.
- You are under 18 or over 50 years of age.
- You cannot obtain the BDO certificate confirming active fish farming, which effectively closes the scheme to occasional or hobby fish farmers.

How to apply for the Ved-Vyas Housing Construction Scheme
- Get the fish farming certificate first. Approach the Block Development Officer of your block in Simdega and request a certificate confirming that you are a traditional and active fish farmer. Nothing else in the application works without it, and it usually takes the longest to obtain.
- Collect the remaining documents; residence certificate, income certificate, caste certificate, land ownership papers, a photograph of your present kutcha or thatched house, your own photograph, Aadhaar card and bank passbook.
- Obtain the application form from the District Fisheries Office, Simdega. The form is not distributed online.
- Fill the form and attach the documents. Keep a photocopy set of everything you submit, along with the date of submission.
- Submit the application at the District Fisheries Office and take a receipt or acknowledgement. Note the file or diary number written on it.
- Cooperate with physical verification. Fisheries department staff visit to confirm that the existing house is kutcha or thatched, that the land is yours, and that fish farming is genuinely being carried on.
- Follow up on sanction and payment. Once sanctioned, the Rs 1,20,000 grant is transferred to the applicant's bank account.
How to check the status of your application
Ved-Vyas Housing Construction Scheme has no online status tracker. Status is checked in person:
- Visit the District Fisheries Office, Simdega, with your acknowledgement receipt and file number.
- Ask whether physical verification has been completed and whether the case has been placed before the sanctioning authority.
- Check the bank passbook for the credit once you are told the grant has been released.
- Escalate to the Deputy Commissioner's office, Simdega, if the file has been pending without movement for an unreasonable period.
Why Ved-Vyas applications get rejected
- No BDO fish farming certificate, or a certificate that describes the applicant only as a farmer rather than a fish farmer.
- Prior housing assistance already drawn under Indira Awas Yojana, Pradhan Mantri Awas Yojana or a departmental scheme.
- No land ownership document, or land recorded in a relative's name.
- Existing house found to be pucca during physical verification.
- Income above the below-poverty-line threshold.
- Age outside 18 to 50 on the date of application.
- Applicant resident outside Simdega district.

Applicants in other districts of Jharkhand who need housing support should look instead at Abua Awas Yojana, the state's own Rs 2 lakh three-room housing scheme, or at Pradhan Mantri Awas Yojana - Gramin, both of which are available statewide and are not limited to fish farmers.
There is no fee to apply. No official or agent may charge money to issue the fish farming certificate or to move the file.
