What is the Sugar Distribution Scheme in Jharkhand?

Sugar Distribution Scheme is the arrangement under which the Food, Public Distribution and Consumer Affairs Department, Government of Jharkhand supplies subsidised sugar to Antyodaya Anna Yojana ration card families through the Public Distribution System. Sugar is not a stand-alone yojana with its own form and its own portal. It is one line in the monthly entitlement basket that an AAY card carries, drawn at the same fair price shop, on the same ePoS machine, in the same visit as the month's rice and wheat.

According to the departmental FAQ published on aahar.jharkhand.gov.in, an Antyodaya Anna Yojana card in Jharkhand is entitled every month to 28 kg of fortified rice, 7 kg of wheat, 1 kg of chana dal, 1 kg of salt and 1 kg of sugar at a subsidised rate, along with clothing: one dhoti or lungi and one saree; twice a year. Sugar is the only item on that list that the family pays a price for; the foodgrain under the National Food Security Act is given free in Jharkhand.

Antyodaya Anna Yojana itself targets the poorest of the poor; households with no assured means of subsistence, headed by widows, the terminally ill, disabled persons or persons above 60 with no support, landless agricultural labourers, and primitive tribal households. Because AAY is the narrowest and poorest slice of the ration card population, the sugar quota is deliberately restricted to it rather than spread thin across every card in the state.

Key features

  • 1 kg of sugar per AAY card per month, fixed per card and not per member.
  • Subsidised issue price, paid in cash at the shop against an ePoS receipt.
  • No separate application, the entitlement rides on the AAY ration card.
  • Distributed through the existing fair price shop on biometric authentication.
  • Monthly distribution is published on aahar.jharkhand.gov.in as a separate SUGAR report, district by district and dealer by dealer.

Who is eligible for subsidised sugar?

You can get the monthly sugar quota if:

  • Your family holds a valid Antyodaya Anna Yojana (AAY) ration card issued in Jharkhand.
  • The card is live on the ePoS system and has not been surrendered, suspended or cancelled.
  • At least one listed member has completed e-KYC and can authenticate biometrically at the shop.
  • You lift within the distribution window announced for that month.

You are not eligible and cannot get the sugar quota if:

  • You hold a PHH (Priority Household) card. The PHH entitlement in Jharkhand is 4 kg of fortified rice and 1 kg of wheat per member, plus 1 kg of chana dal and 1 kg of salt per card — sugar is not part of it.
  • You hold a Green Card under the Jharkhand State Food Security Scheme. That card gives 5 kg of rice per member per month plus chana dal, salt and the twice-yearly clothing, with no sugar.
  • You hold a White Card, which is the general or APL category card and carries no subsidised foodgrain entitlement of this kind.
  • You hold no ration card at all, in which case the first step is to obtain one rather than to chase the sugar quota.
  • Your card has been surrendered or cancelled, or the family has migrated out of the state.

There is no separate income test, age test or caste test for the sugar quota beyond the tests already applied when the AAY card was issued.

How much sugar, and at what price?

The quantity is 1 kg per card per month. It does not scale with family size, so a two-member AAY household and an eight-member AAY household receive the same 1 kg.

The price is a subsidised issue price notified by the department rather than the open market rate. Because the issue price is revised from time to time by notification and is not permanently fixed, confirm the current rate per kilogram on aahar.jharkhand.gov.in or on the rate board that every fair price shop is required to display, rather than accepting whatever figure the dealer quotes verbally. The ePoS machine prints the amount payable; ask for the printed slip every time.

What documents do I need at the shop?

Document Mandatory Notes
AAY ration card Yes The sugar entitlement is attached to this card only
Aadhaar of the member lifting ration Yes For biometric authentication on the ePoS machine
Completed e-KYC Yes Now done at the dealer's ePoS machine
Cash for the issue price Yes Sugar is subsidised, not free

The department has issued a standing notice that e-KYC is available on the ePoS machine and that all ration card holders should complete e-KYC against their card number at their nearest dealer. Applicants whose new card or new member addition is still pending must also complete e-KYC against their acknowledgement number, because the application is approved only after e-KYC is done.

How to get the monthly sugar quota

  1. Confirm your card type. Open aahar.jharkhand.gov.in, choose "लाभुक के कार्ड की जानकारी" (beneficiary card information) and enter your ration card number. The screen tells you whether the card is AAY, PHH, Green or White. Only AAY carries the sugar quota.
  2. Complete e-KYC for the members of the household at your dealer's ePoS machine, if it has not already been done.
  3. Check the allocation for your shop for the month using the SUGAR monthly distribution report or the dealer-wise allocation report on the portal, so you know stock has actually reached the shop.
  4. Visit the fair price shop between 8 am and 2 pm on any day except Sunday and government holidays, carrying the ration card and the Aadhaar-linked fingerprint of a listed member.
  5. Authenticate on the ePoS machine, pay the notified issue price in cash and collect the printed receipt showing the quantity issued and the amount charged.
  6. Verify the entry against your card. If the machine shows sugar as issued but the dealer hands over less than 1 kg, raise a complaint the same day.

How do I apply for the AAY ration card the sugar rides on?

Sugar has no application of its own, so the real application is for the ration card. The department's FAQ is candid about the position: at present only Green Card (JSFSS) and White Card can be created online, because there is no vacancy in the NFSA quota for fresh PHH and AAY cards. A family that qualifies can nonetheless apply on eligibility grounds to have a Green Card converted into an NFSA card, and it is that conversion route, ending in an AAY card, that brings the sugar quota with it.

  1. Register on jsfss.jharkhand.gov.in and fill the ration card application with details and documents of every family member.
  2. Alternatively, submit the filled form and documents offline at the BSO office and take a receipt. A Pragya Kendra can also file the application.
  3. Apply for conversion of card type with the supporting documents where the family qualifies under AAY criteria.
  4. Complete e-KYC at the dealer's ePoS machine against the acknowledgement number: approval follows e-KYC.
  5. Track the application using Check Application Status on the portal.

A newly added member starts receiving ration two months after being added. The department's example is that a member added in April begins drawing ration from June.

Why does the sugar not reach some families?

  • Card is not AAY. The single commonest reason. PHH, Green and White cards carry no sugar entitlement, and no dealer can create one.
  • e-KYC pending, so biometric authentication fails at the machine.
  • Stock not lifted by the dealer for that month. Check the allocation and stock balance reports on the portal before blaming the shop, and complain if allocation exists but stock does not.
  • Distribution window closed. Each commodity has an open month and a closing date published on the portal; lifting after the closing date is not possible.
  • Fingerprint failure, common among elderly and manual-labour households. Another listed member whose e-KYC is done can authenticate instead.
  • Overcharging or short weighing by the dealer, which is a grievance, not an ineligibility.

Where do I complain?

  • PDS toll-free helplines: 1967 and 1800-212-5512.
  • Public Grievance Management System (PGMS): pgms.dfcajharkhand.in
  • Email: pgms@dfcajharkhand.in
  • District Supply Officer (DSO) or Supply Officer, Rationing (SOR), a written complaint to either is the formal route against a dealer or a DSD transporter, and is also the office that handles a change of dealer.
  • Food, Public Distribution and Consumer Affairs Department, Government of Jharkhand, for matters unresolved at district level.

The entitlement is a legal right attached to the card. No dealer may demand the card be left at the shop, may charge above the notified issue price, or may make the sugar conditional on buying anything else.

How to check your application status

The sugar quota itself has no separate application or tracking number, so there is nothing to "check status" on for the monthly 1 kg entitlement beyond confirming your card type and the shop's stock position, both covered above. What genuinely needs status tracking is the underlying ration card application or conversion request that brings the AAY card, and with it the sugar quota, in the first place.

  1. Online tracking on the JSFSS portal. Go to jsfss.jharkhand.gov.in and use the "Check Application Status" or "आवेदन की स्थिति जांचें" link. Enter the application or acknowledgement number given at the time of submission, whether the form was filed online or handed in at the BSO office. The screen shows whether the application is pending at the block level, forwarded for verification, approved, or rejected, and for a conversion request it shows whether the card type has actually changed from Green to AAY.
  2. Card-level check once a card exists. If a card number has already been issued, the same portal's "लाभुक के कार्ड की जानकारी" (beneficiary card information) screen confirms the current card category. This is the fastest way to know whether a pending AAY conversion has actually taken effect, since the sugar quota only starts appearing in the monthly entitlement once the card shows as AAY.
  3. Offline follow-up at the BSO office. Applications filed on paper, or through a Pragya Kendra, can be tracked by visiting the Block Supply Officer (BSO) office with the acknowledgement receipt. The office maintains the same status the portal shows and can explain a delay that the portal only marks as "pending."
  4. e-KYC as a gating step. Because approval of a pending card or conversion follows only after e-KYC is completed at the dealer's ePoS machine against the acknowledgement number, an application that stays stuck at "pending" for an unusually long time is often waiting on e-KYC rather than on departmental review. Completing e-KYC first, then checking status again after a few days, resolves most such cases.
  5. Helpline for a status that will not move. If the portal and the BSO office both show no movement for weeks, raise it through the PDS helplines (1967, 1800-212-5512) or the Public Grievance Management System at pgms.dfcajharkhand.in rather than resubmitting the same application, which only creates a duplicate record.

Common reasons for rejection

These reasons apply to the ration card application or the Green-to-AAY conversion request, since that is the actual application in this scheme; the sugar entitlement itself is never separately approved or rejected once the card is AAY.

  • No vacancy in the NFSA quota. The department's own FAQ states that fresh PHH and AAY cards cannot be created online at present because the National Food Security Act quota for the state is full. A conversion request is rejected, or simply left unprocessed, whenever no slot exists in that quota, regardless of how genuinely poor the applicant family is. The only practical fix is to keep the application on record and reapply when the quota is revised, since there is no appeal that creates a slot that does not exist.
  • Family does not meet the AAY targeting criteria. AAY is reserved for the poorest of the poor: households with no assured means of subsistence, widow-headed families, the terminally ill, disabled persons or those above 60 with no support, landless agricultural labourers, and primitive tribal households. A family that holds steady income, land, or a government job in the household is rejected on eligibility grounds even if it is otherwise NFSA-eligible for a lower category. The fix is to apply for the correct category, Green Card or PHH, rather than AAY, since misfiling under AAY simply invites rejection.
  • e-KYC not completed against the acknowledgement number. Because approval is conditional on e-KYC, an application where no household member has completed e-KYC at the dealer's ePoS machine stays unapproved indefinitely and can eventually be treated as incomplete. Completing e-KYC for at least one listed member clears this block.
  • Duplicate or overlapping ration card. If any family member is found already listed on another active ration card, whether in Jharkhand or another state, the new application or conversion is rejected until the old card is surrendered and that surrender is recorded on the system.
  • Missing or mismatched documents at verification. Conversion requests require documents supporting the AAY criteria claimed, such as proof of widowhood, disability, age, or landless labour status. An application filed without this supporting evidence, or with details that do not match the existing ration card and Aadhaar records, is sent back for correction rather than approved outright.
  • Family has migrated or the address cannot be verified. Field verification by the local supply office is part of the process; if the household cannot be located at the stated address, the application is rejected until it is refiled from the correct, current address.

None of these rejection reasons can be resolved through the fair price shop or the dealer; they are decided at the block or district supply office, so any correction, re-filing, or appeal has to go through the BSO office or the Check Application Status route on jsfss.jharkhand.gov.in, not through the shop where the sugar is eventually collected.

Documents required

Antyodaya Anna Yojana ration card
The sugar entitlement is attached to the AAY card. PHH, Green and White card holders do not get the sugar quota.
Aadhaar number of the family member drawing ration
Used for biometric authentication on the ePoS machine at the fair price shop at the time of lifting.
Completed e-KYC against the ration card
e-KYC is now done on the dealer's ePoS machine. Members whose e-KYC is pending can face difficulty in authenticating.
Cash for the issue price
Sugar is subsidised, not free. The card holder pays the notified issue price per kilogram at the shop and must be given a receipt.

Frequently asked questions

Who gets sugar under the Jharkhand PDS?

Antyodaya Anna Yojana (AAY) ration card holders get sugar. According to the Food, Public Distribution and Consumer Affairs Department's FAQ on aahar.jharkhand.gov.in, an AAY card is entitled to 28 kg of fortified rice, 7 kg of wheat, 1 kg of chana dal, 1 kg of salt and 1 kg of sugar at a subsidised rate every month.

How much sugar does an AAY family get every month?

One kilogram per card per month, not per person. The quantity is fixed per ration card regardless of how many members are listed on it.

Is the sugar free?

No. Sugar under this scheme is subsidised, not free, unlike the rice and wheat given to NFSA card holders in Jharkhand. The card holder pays the notified issue price per kilogram at the fair price shop and should insist on the ePoS receipt showing the amount paid.

Can a PHH or Green Card holder get sugar?

No. The departmental FAQ lists sugar only against the AAY entitlement. PHH (Priority Household) cards get 4 kg of fortified rice and 1 kg of wheat per member plus chana dal and salt per card, and Green Cards under the Jharkhand State Food Security Scheme get 5 kg of rice per member plus chana dal and salt, but neither category carries a sugar quota.

Do I need to apply separately for the sugar quota?

No separate application exists. The sugar entitlement is automatic for a valid AAY ration card, so the only thing to apply for is the AAY card itself, and that is done through jsfss.jharkhand.gov.in, a Pragya Kendra or the block office.

What are the fair price shop timings in Jharkhand?

Fair price shops must open from 8 am to 2 pm, every day except Sundays and declared government holidays, as stated in the department's own FAQ. A dealer who keeps the shop shut during these hours can be complained about.

What do I do if the dealer refuses to give sugar or charges extra?

Complain immediately on 1967 or 1800-212-5512, or lodge a written complaint through the Public Grievance Management System at pgms.dfcajharkhand.in or by email to pgms@dfcajharkhand.in. The same complaint can be given in writing to the District Supply Officer (DSO) or Supply Officer, Rationing (SOR).

How do I check whether sugar has been allotted to my shop this month?

Open aahar.jharkhand.gov.in and use the monthly distribution report for SUGAR (मासिक वितरण - SUGAR) under the ration distribution menu. The portal also publishes state and district allocation policy, dealer-wise allocation and stock balance reports, so a card holder can check the shop's stock before walking there.
