PVTGs Dakia Yojana (Doorstep Food Grain Delivery for Particularly Vulnerable Tribal Groups)
Jharkhand state government scheme
PVTGs Dakia Yojana delivers the monthly food grain entitlement to the doorstep of Particularly Vulnerable Tribal Group households in Jharkhand instead of making them walk to a ration shop. Households of the state's 9 PVTGs are covered on Antyodaya terms, which carry 35 kg of grain per household per month, and no separate application is needed.
What is PVTGs Dakia Yojana?
PVTGs Dakia Yojana; commonly written as Dakia Yojana or Daakiya Yojana, from the Hindi word for postman: is a delivery scheme of the Food, Public Distribution and Consumer Affairs Department of Jharkhand. The scheme changes one thing about the public distribution system for the state's most vulnerable tribal households: instead of the household walking to a fair price shop to collect its monthly grain, the grain is carried to the household's hamlet and handed over at the door.
The reasoning is geographic rather than financial. Jharkhand's Particularly Vulnerable Tribal Groups live in small, scattered hamlets, often on forest fringes and hill slopes, and the nearest fair price shop can be several kilometres away over ground that no vehicle reaches. A household that cannot make that walk in a given month simply loses that month's grain, because undistributed stock lapses. Doorstep delivery removes the walk and, with it, the main reason PVTG households were dropping out of the food security net.
According to the Jharkhand welfare department, the state recognises 9 Particularly Vulnerable Tribal Groups: Asur, Birhor, Birjia, Korwa, Mal Paharia, Parhaiya, Sauria Paharia, Savar and Hill Kharia. Jharkhand has also constituted a dedicated PVTG Development Authority to coordinate schemes aimed at these groups.
How much grain does a PVTG household get?
Jharkhand places PVTG households on Antyodaya Anna Yojana terms. Under the National Food Security Act, an Antyodaya household is entitled to 35 kg of food grain per household per month. A household-level quantity, not a per-person one, which is why a small PVTG family and a large one receive the same 35 kg.
That grain is supplemented by the other commodities the state runs through the same card. The Aahar portal of the Food Department shows monthly distribution cycles for rice and wheat under NFSA, rice under the Jharkhand State Food Security Scheme, chana dal, salt, sugar, kerosene and the dhoti, saree and lungi distribution. A PVTG household does not lose any of these by being on doorstep delivery; the delivery route changes, the entitlement does not.
The Food Department maintains a separate PTG distribution report on aahar.jharkhand.gov.in, published district by district and month by month. That report is the practical audit trail for this scheme: it shows whether PTG households in a district actually received their grain in a given month, and it is the document to cite when raising a complaint about a missed delivery.
Who is eligible for PVTGs Dakia Yojana?
A household is covered if:
- It belongs to one of Jharkhand's 9 notified Particularly Vulnerable Tribal Groups, established by a Scheduled Tribe certificate that names the specific group.
- It is resident in Jharkhand and appears on the PVTG list maintained by the block administration.
- It holds a ration card against which the monthly entitlement is booked.
A household cannot apply or is not eligible if:
- It belongs to a Scheduled Tribe that is not one of the 9 PVTGs. Other ST households remain fully entitled to their ration, but collect it from the fair price shop like everyone else.
- It holds a general, PHH or Green ration card without PVTG status. The quantity and the doorstep route both follow PVTG identification.
- It is not resident in Jharkhand, or the family has permanently moved out of the hamlet on the block list. Entitlement follows the household's registered address.
- The household has no ration card at all. In that case the first step is a ration card application, not a Dakia Yojana request.
There is no income test, no age limit and no separate means assessment. PVTG status is the qualifying condition.
How to apply for PVTGs Dakia Yojana
There is no separate application form for doorstep delivery. What a household has to do is make sure it is correctly identified as a PVTG household on the records the delivery list is built from.
- Check that the household holds a valid ration card. Search for the card on aahar.jharkhand.gov.in under "लाभुक के कार्ड की जानकारी", or ask the dealer to look it up. If there is no card, apply for one through the ration card registration route on the Aahar portal or at the block supply office.
- Get the Scheduled Tribe certificate that names the specific PVTG, issued by the Circle Officer or the Sub-Divisional Officer. A certificate that says only "Scheduled Tribe" is not enough to establish PVTG entitlement, and this is the most common gap.
- Complete e-KYC for every member of the household against the ration card, using the ration dealer's e-POS machine. The Food Department has made e-KYC compulsory, and a pending e-KYC can leave a member invisible on the monthly entitlement list.
- Ask the Block Supply Officer to record the household on the PVTG list for the block, and to confirm that the card is flagged for PTG distribution. The block office holds this list along with the welfare department's PVTG hamlet register.
- Verify the entitlement each month on the Aahar portal — the monthly distribution and PTG reports show whether the household's grain has been issued, and keep the acknowledgement or SMS from each delivery.
How to check whether your delivery has been recorded
- Open aahar.jharkhand.gov.in.
- Use "लाभुक के कार्ड की जानकारी" to view the card and its members, or "कार्डधारी उठाव विवरण" to see the lifting record against the card.
- For a hamlet-level or district-level view, open the district PTG report under the district reports menu and select the month.
- If a month shows no issue against your card while grain was allocated to the block, raise it immediately, the distribution window for each month closes on a published date, after which the stock is not available.
Common problems and how to fix them
- The ST certificate does not name the PVTG. Get a fresh certificate from the Circle Officer naming Asur, Birhor, Birjia, Korwa, Mal Paharia, Parhaiya, Sauria Paharia, Savar or Hill Kharia as applicable.
- e-KYC pending. Visit the dealer with Aadhaar cards for all members and complete e-KYC on the e-POS machine. Applications for new cards and new member additions are also approved only after e-KYC.
- Household moved to a new hamlet. The delivery list is address-linked; inform the Block Supply Officer so the route is corrected, otherwise the grain is despatched to the old location.
- Grain delivered short, or a charge demanded. No charge is payable for delivery. Record the date and quantity and complain to the Block Supply Officer and the Aahar helpline; the PTG report gives the official figure to compare against.
- Month missed entirely. Each scheme has a monthly closing date shown on the Aahar homepage. Complain before that date, because grain not lifted within the month cannot be recovered later.
Where to complain
- Aahar and PDS helpline: 1800-345-6598.
- Online grievance: the "शिकायत दर्ज करें" link on aahar.jharkhand.gov.in.
- Block Supply Officer at the block office, who holds the PVTG distribution list and is the first point of accountability for a missed delivery.
- Department of Food, Public Distribution and Consumer Affairs, Project Bhawan, Dhurwa, Ranchi 834004, phone 0651-2400960.
- Welfare department (Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare), Project Bhawan, Dhurwa, Ranchi 834004, phone 0651-2400215 or 0651-2446282, for PVTG identification disputes.
Doorstep delivery is a right attached to PVTG status, not a favour. No dealer, transporter or intermediary may collect money for bringing the grain to the hamlet.

Frequently asked questions
What does PVTGs Dakia Yojana actually give?
PVTGs Dakia Yojana delivers the household's monthly food grain entitlement to its home rather than requiring a member to collect it from a fair price shop. Jharkhand places PVTG households on Antyodaya Anna Yojana terms, which carry 35 kg of grain per household per month under the National Food Security Act.
Who is covered by PVTGs Dakia Yojana?
Households belonging to Jharkhand's 9 Particularly Vulnerable Tribal Groups are covered — Asur, Birhor, Birjia, Korwa, Mal Paharia, Parhaiya, Sauria Paharia, Savar and Hill Kharia. Coverage follows the household, so every member of the family is included.
Do I have to apply for PVTGs Dakia Yojana?
No individual application is required. The block supply office and the welfare machinery identify PVTG households from the ration card database and the PVTG list maintained at block level, and delivery is arranged against that list.
Who is not eligible for PVTGs Dakia Yojana?
Households that do not belong to one of Jharkhand's 9 notified PVTGs are not eligible for doorstep delivery, even if they hold an Antyodaya card. Other Scheduled Tribe households and general ration card holders collect their grain from the fair price shop in the normal way.
Is there any charge for the grain or the delivery?
No delivery charge may be collected from a PVTG household. The grain is supplied on the household's existing food security entitlement, and the cost of taking it to the hamlet is borne by the department, not by the family.
What if the delivery does not reach my hamlet in a month?
Call the Aahar helpline 1800-345-6598 or file a complaint through the "शिकायत दर्ज करें" link on aahar.jharkhand.gov.in, and raise it with the Block Supply Officer. The monthly distribution position for PTG households is published district by district on the Aahar portal, which makes a missed month easy to evidence.
Does a PVTG household lose other ration benefits under this scheme?
No. Doorstep delivery is a change in how the grain reaches the household, not a change in what it is entitled to. Salt, pulses, kerosene and the dhoti-saree-lungi distribution continue on the same ration card.
