Character Certificate (Police) in Jharkhand

Jharkhand state government scheme

Quick answer

Character Certificate in Jharkhand is a police document obtained from the district Superintendent of Police office and the police station covering your address. Jharkhand's e-District portal, JharSewa at jharsewa.jharkhand.gov.in, issues birth, caste, death, income, local resident, EWS and marriage certificates but does not list a character certificate, so the police channel is the one to use.

What is a police character certificate in Jharkhand?

A character certificate in Jharkhand is Jharkhand Police's written statement that its records show nothing adverse against a named person at the address that person declared. Jharkhand Police, under the Home Department, is the issuing authority, and the practical route runs through the district Superintendent of Police office together with the police station whose jurisdiction covers your residential address.

The first thing worth knowing is where the certificate is not available. Jharkhand's e-District portal, JharSewa at jharsewa.jharkhand.gov.in, is the state's main certificate platform, and the services it publishes are the birth certificate, caste certificate, death certificate, income certificate, local resident certificate, income-and-asset certificate for EWS, and marriage registration certificate. A character certificate is not on that list. The Ranchi district portal's own certificates page simply points visitors to JharSewa, which is precisely why applicants who start from a district website end up going in circles looking for this one.

The reason is structural. Birth, caste, income and local-resident certificates rest on records the revenue and registration machinery holds. A character certificate rests on criminal records that only the police hold, so no circle officer, block development officer or Pragya Kendra operator in Jharkhand can issue one in place of the police.

Employers running background checks, passport and visa processes, arms licence applications, private security agency registrations, contractor and tender empanelment, and several Jharkhand recruitment boards ask for this certificate.

Who can and who cannot apply?

You can apply for a Jharkhand police character certificate if you reside in Jharkhand and can identify the district and police station covering your residential address. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests attached to JharSewa's income, caste or EWS certificates apply here.

You cannot apply to Jharkhand Police for an address outside Jharkhand. A previous address in another state has to be verified by that state's police, and Jharkhand Police reports only on the period and area within its own jurisdiction. You are also not eligible for a clean certificate while an FIR or criminal case is pending against you, the certificate reports what the register shows rather than suppressing it.

Applicants who have lived at more than one Jharkhand address are eligible, but should expect a longer enquiry, because more than one police station then has to report. Applicants who need the document for foreign immigration should confirm first whether the consulate wants a Regional Passport Office PCC instead; the two are different documents from different authorities.

What documents are required?

Jharkhand's police counters are administered district by district, so the exact list is set locally, but every district's enquiry rests on the same three things, who you are, where you live, and what the certificate is for:

  • Proof of identity, a government photo ID in the applicant's name.
  • Proof of the Jharkhand address to be verified: ration card, electricity bill, rent agreement or property tax receipt.
  • Passport-size photographs, at least two when applying at a counter.
  • The application form prescribed by your district police.
  • A local resident certificate (sthaniya niwas praman patra), if your district police ask for one as supporting residence proof, that certificate itself is issued on JharSewa.
  • The fee receipt or challan for whatever the counter charges.

Carry originals as well as photocopies. The officer who visits from the local police station asks to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.

How to get a character certificate in Jharkhand

  1. Identify your district Superintendent of Police office and your police station. The address on the application decides both, so establish which station's jurisdiction covers where you actually live before filling anything in. If your district police publish an online citizen-services route, use it; if not, the SP office counter is the route.
  2. Obtain and fill the prescribed application form. Enter your name exactly as it appears on your identity document, father's name, date of birth, the complete residential address with district, block, panchayat or ward and the police station covering it, and the purpose — employment, passport, visa, licence or tender. List every Jharkhand address you have lived at, not only the current one.
  3. Attach the identity proof, address proof and photographs, and submit the application at the district SP office counter.
  4. Pay the notified fee and take the receipt. Never pay without one. The receipt is your record of exactly what the state charged and the reference you quote later.
  5. Be present for the police enquiry. Your file goes to the police station covering the declared address, and an officer verifies you there. Keep your phone reachable and stay available at that address through this stage.
  6. Collect the certificate from the SP office once the station has reported and the certificate has been signed, quoting the reference on your receipt.

What can you get from JharSewa instead?

If what an employer or authority actually wants is proof of residence, caste, income or economic status rather than a police clearance, JharSewa is the correct portal and the process is far quicker. Its published services are:

  • Issue of Birth Certificate
  • Issue of Caste Certificate
  • Issue of Death Certificate
  • Issue of Income Certificate
  • Issue of Local Resident Certificate
  • Issue of Income and Asset Certificate for EWS
  • Marriage Registration Certificate

Any of these can be filed online with a JharSewa login or through a Pragya Kendra, Jharkhand's Common Service Centre. Read the requirement letter carefully before choosing, a surprising share of "character certificate" requests, particularly from educational institutions, are satisfied by a local resident certificate or a conduct certificate from the last institution attended rather than by a police document.

How do you check the application status?

Follow up at the district SP office counter with the receipt or reference number given at submission. Because the substantive step is a police enquiry at your declared address, an application that has not moved for several days is normally waiting with the police station rather than with the SP office, and the station house is the right place to ask next.

If nothing moves at all, put the request in writing to the Superintendent of Police for the district, quoting the reference number and the date of filing. A written escalation, not a second application, is what restarts a stalled file.

Why do character certificate applications get delayed in Jharkhand?

  • The applicant was not found at the declared address when the verifying officer visited, and no neighbour could confirm residence.
  • The address on the form falls under a different police station than the one the file was sent to, so it has to be reallocated.
  • Name, father's name or date of birth on the form does not match the identity document attached.
  • A previous Jharkhand address was left off the form and surfaced during enquiry.
  • The applicant tried to file on JharSewa or at a Pragya Kendra, which do not carry this service, and lost time before reaching the police.
  • A pending FIR or criminal case exists, which the certificate then has to record.

How long is a Jharkhand character certificate valid?

A character certificate states what police records showed on the date it was issued, so it carries no open-ended validity. Employers, licensing authorities and consulates set their own acceptance window in practice: commonly six months from the date of issue, and ask for a fresh certificate after that. There is no renewal procedure: you make a fresh application when you need a current one.

What does it cost, and what about agents?

Jharkhand charges the fee its district police counter notifies, and that amount, backed by a receipt, is the entire legitimate cost. Nobody at a police station or an SP office is entitled to a rupee beyond it, and a demand for money on the side belongs in a written complaint to the Superintendent of Police or, above that, the Deputy Inspector General of the range.

Agents who promise a Jharkhand character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist. The file still reaches the same police station and the same verifying officer. Be equally sceptical of private websites offering to "apply online" for a Jharkhand character certificate: JharSewa, the state's own certificate portal, does not list the service, so any site claiming to file it online for a fee is not an official channel. For genuine JharSewa services, the State Designated Agency answers on 0651-2401581 and 0651-2401040 and at support.edistrict@jharkhandmail.gov.in, from JAP-IT, Ground Floor, Engineers Hostel No. 2, near Golchakkar, Dhurwa, Ranchi 834004, but for the character certificate itself, the police channel is the only one.

Documents required

Proof of identity
A government photo identity document in the applicant's name. Carry the original to the counter and keep it at home for the verifying officer's visit.
Proof of the Jharkhand address to be verified
The address decides which police station enquires, so it must be where you actually live — ration card, electricity bill, rent agreement or property tax receipt.
Passport-size photographs
Carry at least two when applying at a counter; one is affixed to the application and one is usually retained on the file.
Application form as prescribed by the district police
Jharkhand administers these counters district by district, so ask your district SP office for the current form rather than using one downloaded for another district.
Local resident certificate, if the district police ask for oneoptional
Jharkhand's local resident certificate (sthaniya niwas praman patra) is issued separately on JharSewa and is sometimes asked for as supporting proof of residence.
Fee receipt or challan
Whatever the district counter charges must come with a receipt. That receipt is your proof of exactly what the government charged.

Frequently asked questions

Who issues a character certificate in Jharkhand?

Jharkhand Police issues it, through the district Superintendent of Police office, after the police station covering your declared address verifies you. A circle officer or block official cannot issue it, because only the police hold the criminal records the certificate speaks to.

Can I apply for a character certificate on JharSewa?

No — JharSewa at jharsewa.jharkhand.gov.in lists birth, caste, death, income, local resident, EWS income-and-asset and marriage registration certificates, and a character certificate is not among them. Applications have to go through the district police channel instead.

What is a Pragya Kendra and can it file this for me?

A Pragya Kendra is Jharkhand's Common Service Centre, and it files JharSewa services such as income, caste and local resident certificates. Because JharSewa does not carry the character certificate, a Pragya Kendra cannot file that one for you — go to the district SP office.

What does a Jharkhand character certificate cost?

Ask the district police counter for the notified fee and insist on a receipt, because the receipt is your proof of exactly what the government charged. Jharkhand administers these counters district by district, so confirm the amount with your own district SP office rather than relying on a figure quoted for another district.

Can Jharkhand Police verify an address in another state?

No — Jharkhand Police verifies only addresses within Jharkhand, and a previous address in another state has to be verified by that state's police. Declare the out-of-state address on the form rather than omitting it, because it surfaces at the enquiry stage anyway.

Will a pending FIR appear on the certificate?

Yes — a character certificate reports what the police record shows, so a pending FIR or criminal case appears on it. Concealing it on the application form is itself a ground for rejection.

Is a character certificate the same as a police clearance certificate?

Not always — a PCC required for foreign immigration is usually issued by the Regional Passport Office rather than the state police, while a police character certificate serves employment, licence and tender purposes. Ask the employer or consulate which one they actually want before applying.

Whom do I contact about a JharSewa certificate, as opposed to the police one?

JharSewa's State Designated Agency answers on 0651-2401581 and 0651-2401040 and at support.edistrict@jharkhandmail.gov.in, from JAP-IT, Ground Floor, Engineers Hostel No. 2, near Golchakkar, Dhurwa, Ranchi 834004. That line covers JharSewa's own certificates, not police enquiries.
