What is the Soura rooftop solar scheme?

Soura is the rooftop solar programme of Kerala State Electricity Board Limited (KSEBL), under which a domestic or institutional consumer installs a grid-connected solar plant on their own roof and KSEB provides the grid connection, net metering and the administrative route to the central subsidy. The name is the Malayalam word for solar.

Soura sits at the intersection of three things: KSEB's own rooftop programme, the central PM Surya Ghar Muft Bijli Yojana which supplies the money, and the Agency for Non-conventional Energy and Rural Technology (ANERT), Kerala's state nodal agency for renewable energy, which runs its own parallel household solar drive. In practice a Kerala household registers through the KSEB route, uses an empanelled installer, and receives the central financial assistance in its bank account after commissioning.

The economics for a Kerala household are favourable for a specific reason. Kerala has high domestic tariffs at the upper consumption slabs and long daylight hours outside the monsoon, and net metering means every unit generated during the day offsets a unit that would otherwise be billed at the marginal slab rate. A 3 kW plant in Kerala conditions is generally sized to a household consuming a few hundred units a month.

How the money works

Under PM Surya Ghar the central financial assistance for a domestic rooftop plant is:

System size Central financial assistance
1 kW Rs 30,000
2 kW Rs 60,000
3 kW and above Rs 78,000 (maximum)

The rate is Rs 30,000 per kW for the first 2 kW and Rs 18,000 for the third kW, after which assistance stops. A household installing 5 kW or 10 kW still receives Rs 78,000 and funds the rest itself.

Kerala has additionally run Soura phases with state-designed models aimed at consumers who cannot fund the capital cost, including arrangements where a developer invests and the consumer contributes only a share. Installers in Kerala commonly describe an assistance level of around 40 per cent for systems up to 3 kW and around 20 per cent up to 10 kW under these phases. These state-side percentages could not be confirmed on a KSEB or ANERT page at the time of writing, so treat them as indicative and ask your KSEB section office which model is currently open before signing with an installer.

Who is eligible for the Soura rooftop solar scheme?

You can apply if:

  • You are a KSEB consumer with an electricity connection in your own name.
  • You own the roof, or hold it under an arrangement that lets you install a permanent structure on it, and can evidence that.
  • Your roof has enough unshaded area. As a rule of thumb a 1 kW plant needs roughly 8 to 10 square metres of clear south-facing roof.
  • Your building's electrical installation can take a bidirectional meter and passes the KSEB feasibility check.

You cannot apply, or will not be sanctioned, if:

  • The electricity connection is not in your name and you cannot produce the consumer's consent. A tenant cannot register on the landlord's connection without it.
  • The roof is disputed, or you are a flat owner without the housing society's authorisation over the common terrace.
  • You install first and register afterwards. Plants commissioned before registration and feasibility approval are not eligible for the central assistance.
  • You use a non-empanelled installer or non-standard components.
  • Your area's distribution transformer has no headroom, in which case KSEB's feasibility study will decline the connection until the network is strengthened.

What documents are required?

Document Mandatory Notes

Structural feasibility note No Often asked for older or tiled roofs

How to apply for the Soura rooftop solar subsidy

  1. Update your details with KSEB. Log into the KSEB web self-service portal and make sure your mobile number and email against the consumer number are current, because every subsequent alert goes to them.
  2. Register your interest using your KSEB consumer number through the board's rooftop solar registration route, and register in parallel on the national PM Surya Ghar portal to establish your claim to the central assistance.
  3. Choose an empanelled installer. Select a vendor from the KSEB or PM Surya Ghar list for Kerala and get a written quotation stating the plant capacity, module and inverter make, warranty terms and your net payable after subsidy.
  4. Wait for KSEB's technical feasibility approval, which confirms your sanctioned load, the transformer capacity in your area and the permitted plant size.
  5. Install the plant through the empanelled vendor once feasibility is approved. Do not begin before this stage.
  6. Apply for net metering. KSEB inspects the installation, tests the earthing and protection, and installs a bidirectional meter.
  7. Submit the commissioning documents and your bank details, and the central financial assistance is credited to your account.

How much do you actually pay?

The useful figure is the net cost after subsidy, not the gross price. Ask each installer to quote three numbers: the gross installed cost for the capacity, the central assistance you will receive, and the balance payable. Because the assistance is capped at Rs 78,000, the net cost rises steeply above 3 kW, and most Kerala households therefore size their plant at or just above 3 kW unless they have a large sanctioned load.

Two further points affect the real economics:

  • Net metering, not gross metering. Export is set off against import, so the benefit appears as a smaller bill rather than a cheque. A household that consumes most of its electricity at night gets less benefit than one that runs daytime loads.
  • Roof orientation and shading. A partially shaded array in a coconut-dense homestead can under-perform its rating substantially, which changes the payback period more than any subsidy does.

How to check your application status

  1. Track the application on the PM Surya Ghar portal using the registered mobile number, which shows the feasibility, installation and inspection stages.
  2. Contact your KSEB section office for the status of the feasibility approval and the net meter installation, the two stages that take longest.
  3. Ask the installer for the commissioning report reference once the plant is energised, as the subsidy release is keyed to it.
  4. Call 1912, the KSEB customer care number, for escalation.

Why rooftop solar applications get delayed

  • Mobile number or email not updated against the consumer number, so the applicant never receives the OTPs and alerts.
  • Connection in another family member's name, with no consent letter.
  • Transformer capacity exhausted in the locality, which stops feasibility approval until KSEB upgrades the network.
  • Installation before feasibility approval, which cannot be regularised afterwards for subsidy purposes.
  • Net meter installation queue, particularly after large registration drives.
  • Bank account mismatch, where the account name differs from the consumer name on the connection.

Key dates and capacity limits

Soura registration is open while KSEB's sanctioned capacity allocation lasts. Kerala's allocation under the central rooftop programme is finite and is drawn down as applications are commissioned, so the practical advice is to register early rather than wait. There is no published annual last date, but a programme whose allocation is exhausted stops accepting new registrations, and consumers who registered but did not commission can lose their place in the queue.

Help and grievance redressal

  • KSEB section office for your area β€” first stop for feasibility and net metering questions.
  • KSEB customer care: 1912 for escalation.
  • ANERT, the state nodal agency for renewable energy, phone 0471 2338077 and 0471 2334122, toll free 1800 425 1803, email info@anert.in.
  • PM Surya Ghar national portal for the central subsidy claim and its status.

No advance payment of subsidy is made to any consumer, and no installer can release the central assistance directly. If a vendor asks for extra money to "speed up" a KSEB approval, report it to the section office.

Frequently asked questions

How much subsidy is available for rooftop solar in Kerala?

A domestic consumer receives Rs 30,000 per kW for the first 2 kW and Rs 18,000 for the third kW under PM Surya Ghar, so a 3 kW plant attracts Rs 78,000, which is the maximum for a household. Larger domestic systems receive no additional central assistance beyond that cap.

Who can join the KSEB Soura programme?

Any KSEB domestic consumer who owns the roof and has an electricity connection in their own name can register. The consumer number is the key to the whole process, so the connection and the applicant must match.

How do I register for Soura?

Register using your KSEB consumer number after updating your mobile number and email on the KSEB web self-service portal, and register in parallel on the national PM Surya Ghar portal to claim the central subsidy. Empanelled installers can complete both registrations on your behalf.

Do I get paid for the electricity I export?

Under net metering your export is set off against your import, so the practical benefit shows up as a reduced or nil electricity bill rather than as a cash payment. KSEB installs a bidirectional meter as part of the commissioning process.

Can I use any solar installer?

No. The plant must be installed by a vendor empanelled by KSEB or registered on the PM Surya Ghar portal for Kerala, using components that meet the specified standards. Work by a non-empanelled installer will not attract the subsidy.

When is the subsidy paid?

The central financial assistance is released to your bank account after the plant is installed, inspected and the net meter is commissioned by KSEB. It is not advanced before installation, so you pay the installer first and are reimbursed afterwards.

Is there a capacity limit?

Domestic rooftop plants under the programme are typically sanctioned in the 1 kW to 10 kW range depending on your sanctioned load, but the central subsidy stops at the Rs 78,000 ceiling reached at 3 kW.

What if my application is stuck?

Raise it with your KSEB section office first, then the electrical section or division office, and use the KSEB customer care number 1912. Feasibility approval and net meter installation are the two stages where applications most often stall.
