Scheme for Promoting Young Talents in Science-I (SPYTiS-I)
Kerala state government scheme
SPYTiS-I is a KSCSTE project grant that gives a group of up to 5 school students in Classes VIII to XII financial assistance of up to Rs 5,000 to carry out a one-year science project under a teacher's guidance. Proposals are invited every June through the KSCSTE website and newspapers.
What is SPYTiS-I?
SPYTiS-I, the Scheme for Promoting Young Talents in Science-I, is a small project grant run by the Science Education Division of the Kerala State Council for Science, Technology and Environment (KSCSTE) at Sasthra Bhavan, Pattom, Thiruvananthapuram. KSCSTE is an autonomous council of the Government of Kerala, and SPYTiS sits inside its student programmes portfolio alongside the Prathibha scholarship and the Student Project Scheme.
According to KSCSTE, SPYTiS was constituted to provide financial and technical assistance to talented young students who have innovative ideas in scientific and technological pursuits. SPYTiS-I is the school-level component: groups of a maximum of 5 students from Classes VIII to XII are selected each year and given up to Rs 5,000 to carry out a science project over one year, working under the guidance of a teacher.
The important thing to understand about SPYTiS-I is what kind of scheme it is. It is not a scholarship. No money reaches a student as a stipend, and there is no income test, no caste category condition and no marks cut-off. SPYTiS-I funds a piece of work: consumables, materials and the running costs of an actual school science project, and it funds a team, not a person.
What SPYTiS-I is designed to do
- Move school science beyond the prescribed practical syllabus into original, self-chosen investigation.
- Put a small but real budget in the hands of students who have an idea but no way to buy materials for it.
- Attach a teacher to each project as a guide, so the school itself builds capacity to mentor investigation.
- Feed completed projects into Kerala's science exhibition circuit. The Science Talent Fair, the National Children's Science Congress and the Kerala Science Congress.
Who is eligible for SPYTiS-I?
Your group can be considered if:
- Every member is a student of Classes VIII to XII in a school.
- The group has no more than 5 students. Five is a ceiling, not a target. A smaller group is acceptable.
- A teacher from the school agrees to act as guide and supervise the work through the year.
- The proposal is submitted in the prescribed KSCSTE format and forwarded by the head of the school.
- The project is a genuine science or technology investigation that can be completed in one year within a Rs 5,000 budget.
Your proposal is not eligible if:
- Any member is enrolled in a professional course. KSCSTE states plainly that proposals from students enrolled in professional courses will not be considered under SPYTiS; those students should look at the council's Student Project Scheme instead.
- The group exceeds 5 members.
- Members are in polytechnic or undergraduate courses rather than school. That is SPYTiS-II, the companion component with a higher ceiling of Rs 10,000 per project.
- There is no teacher guide. Supervision by a teacher is structural to the scheme, not an optional endorsement.
- The proposal is submitted outside the announced annual call, or in a format other than the prescribed one.
SPYTiS-I does not publish an eligibility bar based on the type of school. Students of government, aided and unaided schools in Kerala apply through the same route, with the head of the institution forwarding the proposal.
How much does SPYTiS-I pay, and what can the money be used for?
SPYTiS-I gives financial assistance of up to Rs 5,000 per project. Two features of that figure matter:
- It is a ceiling per project, not per student. A group of five does not receive Rs 25,000. The Rs 5,000 is the maximum for the project as a whole, and the sanctioned amount depends on the itemised budget in the proposal.
- It is accounted for. KSCSTE publishes a prescribed expenditure format, and the group has to submit a statement of expenditure together with the project report at the end of the year. The grant is a research grant in miniature, with the same discipline of utilisation reporting that applies to larger KSCSTE awards.
In practice the budget lines that a school project can justify are consumables, chemicals and reagents, small components and sensors, stationery for the report, and local travel connected with fieldwork or sample collection. A budget dominated by permanent equipment for the school rather than the project is the kind of proposal that draws questions.
How to apply for SPYTiS-I
SPYTiS-I is applied for once a year, through the school, in response to an advertised call. There is no year-round online form.
- Watch for the annual call in June. KSCSTE states that proposals in the prescribed format are generally invited in the month of June every year, through advertisement on the KSCSTE website and in daily newspapers. Check the Student Programmes section of kscste.kerala.gov.in from late May.
- Form the group and find a teacher guide. Fix the team at five students or fewer, all in Classes VIII to XII, and get a science teacher to agree to supervise the project for the full year.
- Download the prescribed proposal format and the guidelines. KSCSTE publishes the SPYTiS guidelines, terms and conditions, expenditure format and application form as PDF downloads on the Student Programmes page. Use the current year's format, not a copy of an older one.
- Write the proposal and the budget. State the question the project will investigate, the method, the expected outcome and a line-by-line budget within Rs 5,000. A vague objective with a round-figure budget is the weakest kind of submission.
- Get the head of the school to forward it. The head of the institution certifies that the students are on the rolls in the stated classes and forwards the proposal officially.
- Submit it to the Science Education Division before the closing date. The proposal goes to the Head, Science Education Division, KSCSTE, Sasthra Bhavan, Pattom, Thiruvananthapuram. Keep a copy and note the despatch date.
What happens after selection?
Selected groups receive the sanction and carry out the project over one year under the teacher guide. At the end of the period the group submits its project report and a statement of expenditure in the KSCSTE prescribed format.
KSCSTE also encourages SPYTiS awardees to present their projects at the Science Talent Fair, the National Children's Science Congress or the Kerala Science Congress organised by the council. For a school student this is often worth more than the grant itself โ it puts the work in front of a scientific audience and creates a record that follows the student into higher education.
How do I check the status of a SPYTiS-I proposal?
SPYTiS-I has no online applicant dashboard. Status is tracked in two ways:
- The KSCSTE website. The Student Programmes and notifications sections carry the call, the closing date and, in due course, the list of selected projects.
- The Science Education Division directly, on 0471-2548314. The division handles the SPYTiS correspondence, and the school head is the appropriate person to make the enquiry since the proposal was forwarded in the school's name.
Why are SPYTiS-I proposals rejected?
| Reason | Fix |
|---|---|
| Proposal not in the prescribed format | Use the current year's KSCSTE application form from the Student Programmes page |
| Group larger than 5 students | Reduce the team to the ceiling of 5 before submission |
| No teacher guide named or signed | Supervision by a teacher is compulsory; get the guide's consent recorded |
| Not forwarded by the head of the school | Route the proposal officially through the school |
| Students in professional courses | Not eligible under SPYTiS, consider the KSCSTE Student Project Scheme |
| Students in polytechnic or UG courses | Apply under SPYTiS-II instead, which has a Rs 10,000 ceiling |
| Budget exceeds Rs 5,000 or is not itemised | Rework the budget line by line within the ceiling |
| Submitted after the closing date | Not curable in the same cycle; wait for the next June call |
What are the key dates for SPYTiS-I?
The one date that governs SPYTiS-I is the annual call in June. KSCSTE advertises it on its website and in dailies, and the closing date is stated in that advertisement. Because the call and the closing date are announced together and the window is short, schools that intend to apply usually keep a shortlist of project ideas ready before the notification appears.
Once sanctioned, the project runs for one year, and the report and expenditure statement fall due at the end of that period.
Where do I raise a grievance about SPYTiS-I?
Write first to the Head, Science Education Division, KSCSTE, Sasthra Bhavan, Pattom, Thiruvananthapuram, or call 0471-2548314, with the school's forwarding reference and the date of despatch. If the matter remains unresolved, address the Member Secretary, Kerala State Council for Science, Technology and Environment at the same address. As KSCSTE functions under the Government of Kerala, an unresolved complaint can also be filed through the Chief Minister's public grievance portal at cmo.kerala.gov.in, which issues a tracking number and forwards the petition to the council.
