What is the NSKFDC Education Loan Scheme?

The Education Loan Scheme (ELS) is one of the loan-based schemes run by the National Safai Karamcharis Finance and Development Corporation (NSKFDC), a company under the Ministry of Social Justice and Empowerment. NSKFDC was set up as an apex body to finance the socio-economic development of Safai Karamcharis, manual scavengers and their dependants, and the Education Loan Scheme is its channel for funding higher and professional education for this group.

According to NSKFDC, the Education Loan Scheme provides concessional loans of up to Rs 10 lakh for professional and technical courses studied in India and up to Rs 20 lakh for courses studied abroad. The loan carries an interest rate of 4% per annum, with a 0.5% rebate for women beneficiaries (an effective 3.5%). This makes it far cheaper than a commercial education loan for the families it targets.

Key features

  • Run by NSKFDC under the Ministry of Social Justice and Empowerment.
  • Loan up to Rs 10 lakh (India) and Rs 20 lakh (abroad).
  • Concessional 4% interest, with a 0.5% rebate for women.
  • Delivered through State Channelising Agencies (SCAs) and, in some cases, Regional Rural Banks and nationalised banks.
  • Repayment over about 5 years after the course, with a moratorium period.

Who is eligible for the Education Loan Scheme?

You can apply if:

  • You are a Safai Karamchari, an identified manual scavenger, or a dependant of one.
  • You are 18 years or above.
  • Your family income falls within NSKFDC's target of below double the poverty line (the corporation's stated priority group).
  • You have admission to a recognised professional or technical course in India or abroad.

You cannot apply if:

  • You do not belong to the Safai Karamchari / manual scavenger target group. The scheme is restricted to this community and their dependants.
  • The course is not a recognised professional or technical programme, or the institution is not recognised.
  • Your family income is above the ceiling the channelising agency applies for the scheme in your state.

Because NSKFDC works through state-level agencies, the exact income ceiling, priority order and documentation can vary slightly by state. The SCA in your state is the authority that confirms whether you qualify.

How to apply for the NSKFDC Education Loan Scheme

NSKFDC does not lend directly to individuals from its Delhi head office. Loans are routed through channelising agencies, so the process is:

  1. Identify your State Channelising Agency (SCA). Every state has an agency (often the SC/Safai Karamchari finance & development corporation) empanelled with NSKFDC. NSKFDC may also route loans through Regional Rural Banks and nationalised banks.
  2. Collect and prepare documents. Keep your admission letter, caste/occupation certificate, income certificate, course fee structure, identity proof and bank details ready.
  3. Submit the loan application to the SCA. Apply through the SCA (or empanelled bank), which appraises your eligibility, the course and the loan amount.
  4. Sanction and disbursal. On approval, NSKFDC releases funds to the SCA, which disburses the loan; usually directly towards fees and course costs.
  5. Repay after the course. Begin repayment after the moratorium period, over roughly 5 years, at the concessional 4% (3.5% for women) rate.

To confirm your state's agency and current terms, contact NSKFDC at its head office in New Delhi (011-26382476 / 26382477 / 26382478) or check nskfdc.nic.in.

How much does the scheme cost the borrower?

The Education Loan Scheme is designed to be low-cost. The interest rate is 4% per annum, reduced to 3.5% for women beneficiaries. In addition, NSKFDC notes that the interest on the education loan is reimbursable under a Ministry of Education (formerly HRD) scheme for beneficiaries whose family income is up to Rs 4.50 lakh per annum — meaning eligible borrowers in that income band can effectively have their interest cost covered.

Repayment runs for about 5 years after the course is completed, with a moratorium of around one year so that the borrower is not asked to repay while still studying or immediately on finishing.

Help and where to check

  • NSKFDC head office, New Delhi: 011-26382476, 011-26382477, 011-26382478
  • State Channelising Agency in your state. The body that actually processes and disburses the loan.
  • Ministry of Social Justice and Empowerment (socialjustice.gov.in), for the wider set of Safai Karamchari schemes.

Note on figures: the Rs 10 lakh / Rs 20 lakh loan ceilings, 4% interest, 0.5% women's rebate and the Rs 4.50 lakh income band for interest reimbursement are drawn from NSKFDC material. Loan ceilings and rates are periodically revised, so confirm the current terms with NSKFDC or your State Channelising Agency before applying.
