Birth Certificate in Maharashtra (Janma Nond Dakhla)
Maharashtra state government scheme
Birth Certificate in Maharashtra is issued by the Registrar of Births and Deaths of the local body where the birth took place, and Maharashtra lists "जन्म नोंद दाखला" on the Aaple Sarkar portal with a 5-day service delivery period, the Gram Sevak as designated officer and no documents demanded against the service. Every birth must be reported within 21 days under the Registration of Births and Deaths Act 1969.
What is a birth certificate in Maharashtra?
A birth certificate in Maharashtra is the certified extract of the birth register kept by the Registrar of Births and Deaths of the local body in whose area the child was born. Maharashtra issues it under the Registration of Births and Deaths Act 1969, a central law that the state administers through its panchayats and urban local bodies, and lists the service on Aaple Sarkar. The MahaOnline-operated Right to Public Services portal: as "जन्म नोंद दाखला" with a 5-day service delivery period.
Aaple Sarkar names the Gram Sevak as the designated officer for this service, the Assistant Block Development Officer as first appellate officer and the Block Development Officer as second appellate officer, and it places the service under the Rural Development and Panchayat Raj Department. That single line tells you what most families in Maharashtra get wrong: the birth certificate is not a Revenue Department product, and the Tahsildar who signs a domicile or income certificate has nothing to do with the birth register.
Maharashtra runs three parallel registrar networks:
- Rural areas. The Gram Sevak of the Gram Panchayat is the Registrar of Births and Deaths.
- Municipal Councils and Nagar Panchayats. The registrar works under the Chief Officer.
- Municipal Corporations: Brihanmumbai, Pune, Pimpri-Chinchwad, Nagpur, Nashik, Thane, Kalyan-Dombivli, Chhatrapati Sambhajinagar and the rest register births through the corporation's Public Health Department, and most of them run their own online birth module in addition to Aaple Sarkar.
Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 has applied across Maharashtra. It makes the birth certificate the single document to prove date and place of birth for admissions, driving licences, passports, Aadhaar, marriage registration and government appointments; it brings the Aadhaar numbers of the parents and the informant into the birth reporting information; and it opens the national Civil Registration System portal at dc.crsorgi.gov.in for reporting a birth, with the certificate delivered electronically to the informant's registered email and mobile number.
Maharashtra also lists a related Aaple Sarkar service, "जन्म - मृत्यु नोंद अनुप्लब्धता प्रमाणपत्र", the birth and death record non-availability certificate. That is the document you need first when the register has no entry at all, before a delayed registration can be moved.
Who can and who cannot apply?
You can apply for a Maharashtra birth certificate if the birth took place inside Maharashtra and you are a person the Registration of Births and Deaths Act 1969 treats as an informant or an interested party:
- The father or mother of the child.
- The head of the household in which the birth occurred, for a home delivery.
- The medical officer in charge of the hospital, maternity home, PHC or nursing home where the delivery happened, who reports it directly.
- The jail superintendent for a birth in prison, and the officer in charge for a birth in a hostel, dharamshala or public institution.
- The village headman or officer in charge for an abandoned newborn.
- Any adult born in Maharashtra who needs a certified copy of their own entry, on payment of the per-copy fee.
You cannot apply in Maharashtra for a birth that took place outside the state. The register is territorial: a Maharashtra family whose child was born in Karnataka, Gujarat or Delhi must get the certificate from the local body there, and no Maharashtra registrar can convert or re-issue that entry. Conversely, a child born to visiting parents in a Pune or Mumbai hospital is registered in Maharashtra, and the home state cannot issue that certificate.
You are also not eligible to have a fresh entry made where the birth is already registered, the correct request there is a certified copy or a correction under Section 15, not a new registration. And a Maharashtra registrar cannot register a birth more than one year old without a written order of the Executive Magistrate under Section 13(3).
There is no income limit, no caste condition and no domicile test for a birth certificate in Maharashtra. Residence matters only in fixing which registrar holds the record.
What documents are required?
The Aaple Sarkar service page lists no documents against "जन्म नोंद दाखला", because in the normal case the hospital has already reported the birth and the registrar is only issuing a copy. In practice Maharashtra registrars ask for:
- Report of Birth in Form 1, signed by the informant.
- Hospital discharge summary or delivery record showing date, time, sex of the child and the mother's name.
- Aadhaar of both parents, now part of the birth reporting information under the 2023 amendment.
- Marriage certificate or a joint affidavit where the parents' surnames differ or the father's name is being entered later.
- Proof of the family's address at the time of birth: ration card, electricity bill or property tax receipt.
- Affidavit of date, time and place of birth, for a home delivery and for any delayed registration.
- Executive Magistrate's order under Section 13(3), only where the birth is more than one year old.
How to apply for a birth certificate in Maharashtra online
- Confirm the birth was reported within 21 days. Ask the hospital for the Form 1 acknowledgement or the registration number, or check with the Gram Panchayat or ward office. If nothing was reported, registration comes before any certificate.
- Register on Aaple Sarkar. Open aaplesarkar.mahaonline.gov.in, choose "New User? Register Here", create the citizen profile with your mobile number, verify the OTP and set a username and password.
- Open the birth certificate service. Log in and select "जन्म नोंद दाखला". The service page shows the 5-day delivery period, the Gram Sevak as designated officer and the ABDO and BDO as first and second appellate officers.
- Enter the birth details — child's name if already given, date and time of birth, sex, place of birth with the hospital name, both parents' names and Aadhaar, and the permanent address. Spellings must match the hospital record, because the registrar compares them against the register entry.
- Upload the supporting papers; discharge summary, parents' identity proof and address proof: each within the file size the upload screen states.
- Pay the fee shown on the payment screen by net banking, card or UPI, and save the application ID on the acknowledgement. Order every copy you need in the same application, since each extra copy is charged separately.
How to apply offline at the registrar's office
- Go to the office that holds the register, the Gram Panchayat for a rural birth, the Nagar Parishad for a municipal council area, or the Public Health Department of the Municipal Corporation for a city birth.
- Submit the Report of Birth in Form 1 with the hospital discharge record, the parents' Aadhaar and the address proof.
- Pay the counter fee and keep the receipt. Reporting inside 21 days carries no penalty; beyond that the registrar quotes the late fee under the state rules before accepting the file.
- Collect the signed certificate from the same counter, or ask for it through a Setu centre, an Aaple Sarkar Seva Kendra or a Common Service Centre where the office issues digitally.
What if the birth was never registered, or is over 1 year old?
Maharashtra follows Section 13 of the Registration of Births and Deaths Act 1969 in three steps:
- Within 30 days of the birth, the registrar registers it on payment of the prescribed late fee.
- After 30 days but within one year; registration needs the written permission of the prescribed authority and an affidavit, plus the late fee.
- After one year; registration is possible only on the order of an Executive Magistrate or a First Class Magistrate under Section 13(3). Attach the non-availability certificate obtained through the separate Aaple Sarkar service, the school record or hospital record proving the date, and the parents' affidavit.
Adults in Maharashtra who need a birth certificate for a passport or a government job most often fall in this third category, and the magistrate stage is the part that takes the longest. Start with the non-availability certificate.
How do you check the application status?
Use the "Track your application" link on the Aaple Sarkar home page with the application ID from the acknowledgement. The Aaple Sarkar citizen call centre on 1800 120 8040 runs 24x7 and can read out the stage a pending file has reached. Where the birth was reported on dc.crsorgi.gov.in, the national portal tracks the same registration number and emails the certificate to the informant's registered address.
If the notified 5 days pass without a decision, the Maharashtra Right to Public Services Act 2015 gives you an appeal to the Assistant Block Development Officer and then to the Block Development Officer, exactly as the Aaple Sarkar service page states, with a final appeal to the Maharashtra State Commission for Right to Service.
Why are birth certificate applications rejected in Maharashtra?
- The birth was never reported in Form 1, so there is no register entry to certify.
- The application was filed with the wrong local body, jurisdiction is the place of birth, not the family's home town.
- The child's date of birth, sex or the mother's name does not match the hospital discharge record.
- A home delivery was filed with no affidavit and no panchayat or ASHA worker's confirmation.
- The birth is over one year old and no Section 13(3) magistrate's order is attached.
- The father's name is being inserted without a marriage certificate or joint affidavit.
- Uploaded scans are unreadable or attached to the wrong slot.
What does it cost, and what about agents?
Maharashtra issues the birth certificate at the government fee published on the Aaple Sarkar payment screen or quoted at the registrar's counter, plus the notified operator charge if you file through a Seva Kendra. Reporting a birth within 21 days carries no penalty at all. No clerk, Gram Sevak, ward officer or middleman is entitled to a rupee beyond the listed fee.
Agents outside maternity hospitals in Mumbai, Pune and Nagpur sell a "same-day birth certificate" for a few thousand rupees. They file the same form you can file yourself, on the same portal, and the file still queues before the same registrar. Keep the receipt the portal generates and report any demand for money to the Aaple Sarkar helpline on 1800 120 8040 or the Collector's grievance cell.
What do you need the birth certificate for?
A Maharashtra birth certificate is the base document for school and junior college admission, Aadhaar enrolment for a child, a passport, a learner's licence, PAN, the electoral roll entry at 18, caste and domicile certificates, marriage registration, EWS and scholarship applications, and any government appointment where date of birth must be proved. Because each of those offices retains a copy, most Maharashtra families order three or four certified copies from the registrar in a single application rather than returning each time.

Frequently asked questions
Who issues a birth certificate in Maharashtra?
The Registrar of Births and Deaths of the local body where the birth took place issues the birth certificate in Maharashtra — the Gram Sevak in a Gram Panchayat, the registrar under the Chief Officer in a Nagar Parishad, and the Public Health Department registrar in a Municipal Corporation such as Brihanmumbai, Pune, Nagpur, Nashik or Thane. The Revenue Department and the Tahsildar have no role in it.
How long does a Maharashtra birth certificate take?
Maharashtra notifies 5 days as the service delivery period for "जन्म नोंद दाखला" on the Aaple Sarkar portal, with the Gram Sevak as designated officer. If those 5 days pass without a decision, the first appeal lies with the Assistant Block Development Officer and the second appeal with the Block Development Officer under the Maharashtra Right to Public Services Act 2015.
Within how many days must a birth be registered in Maharashtra?
A birth must be reported to the registrar within 21 days of its occurrence in Maharashtra, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days carries no penalty at all; after that the delayed registration route in Section 13 applies, with a late fee and, past one year, an Executive Magistrate's order.
What if the birth is more than 1 year old?
A birth more than one year old can only be registered on the written order of an Executive Magistrate or a First Class Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the applicant proves the birth with hospital, school or panchayat evidence. Maharashtra also runs a separate Aaple Sarkar service for a birth-and-death record non-availability certificate, which is normally attached to that application.
What documents does Aaple Sarkar list for the Maharashtra birth certificate?
The Aaple Sarkar service page for "जन्म नोंद दाखला" lists "No Documents Required", because in the ordinary case the hospital or household has already reported the birth in Form 1 and the registrar is issuing a copy of an existing entry. Registrars still ask for the hospital discharge record and the parents' Aadhaar when the entry has to be created or matched.
Can I add or change the child's name on a Maharashtra birth certificate?
Yes — a child's name can be entered in the birth register after registration by applying to the same registrar who made the entry, and a correction of a spelling, date or parent's name is made under Section 15 of the Registration of Births and Deaths Act 1969 on documentary proof. The registrar amends the original entry and reissues the certificate; a changed certificate from any other office is not valid.
What does a birth certificate cost in Maharashtra?
Maharashtra charges only the government fee shown on the Aaple Sarkar payment screen or quoted at the registrar's counter, plus the notified operator charge if you file through a Seva Kendra or Common Service Centre. Registration within 21 days attracts no penalty; delayed registration carries the late fee fixed in the state rules, which the registrar states before accepting the file.
Does a Maharashtra birth certificate expire?
A birth certificate in Maharashtra never expires, because it certifies a permanent entry in the register of the local body. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which the registrar issues at the per-copy fee.
