Character Certificate (Police) in Maharashtra
Maharashtra state government scheme
Character Certificate in Maharashtra is issued by Maharashtra Police through the Police Clearance Services portal at pcs.mahaonline.gov.in. The portal states a six-step process, registration, login, filling the application, paying the fee, verification by the local police station, and verification by the CFC, and displays the fee at the payment step rather than on the home page. CSC operators can file the same application.
What is a police character certificate in Maharashtra?
A character certificate in Maharashtra is Maharashtra Police's written statement that its records show nothing adverse against a named person at the address that person declared. Maharashtra Police delivers the service online through the Police Clearance Services portal at pcs.mahaonline.gov.in, run by the Home Department with MahaOnline as the technology partner.
The certificate is a police document, not a revenue one. Maharashtra's Aaple Sarkar portal issues income, domicile, caste and residence certificates through the Revenue Department, but no tehsildar or Sub-Divisional Officer can issue a character certificate: only the police can, because only the police hold the criminal records that the certificate speaks to. Readers regularly lose a week applying on the wrong portal for this reason.
Employers running antecedent checks, passport and visa processes, arms and explosives licence applications, private security agency registrations, contractor and tender empanelment, and several state recruitment boards ask for this certificate.
Who can and who cannot apply?
You can apply for a Maharashtra police character certificate if you reside in Maharashtra and can name the police station whose jurisdiction covers your residential address. There is no income limit, no caste criterion and no age bar, this is a records check, not a welfare benefit, so none of the eligibility tests that apply to Maharashtra's caste or income certificates apply here.
You cannot apply on the Maharashtra portal for an address outside Maharashtra. If your permanent address is in another state, that state's police must verify it, and Maharashtra Police will report only on the period and area within its own jurisdiction. You are also not eligible to receive a clean certificate while a criminal case or an FIR is pending against you: Maharashtra Police records what the register shows rather than suppressing it, and a pending case appears on the certificate.
Applicants who have lived at more than one address in Maharashtra are eligible, but should expect a longer enquiry, because more than one police station then has to report.
What documents are required?
Maharashtra's Police Clearance Services flow is built around identity and address, plus the payment the portal generates:
- Proof of identity. A government photo ID in the applicant's name.
- Proof of the address to be verified — ration card, electricity bill, rent agreement or property tax receipt.
- A passport-size photograph, in the size and format the upload screen states.
- The payment receipt the portal generates at the "Pay Fees" step.
Keep the originals of the identity and address documents at home as well as uploading them. The officer who comes from the local police station to verify will ask to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.
How to apply for a character certificate in Maharashtra online
The Police Clearance Services portal sets out the process as six steps, and the last two are police-side rather than applicant-side:
- Register on pcs.mahaonline.gov.in. Create the citizen account with your mobile number. The number you register with is the one that will carry the updates, so use a number you actually hold.
- Log in with the credentials you just created.
- Fill the application. Enter your name exactly as it appears on the identity document, your father's name, date of birth, the complete residential address with the district and the police station covering it, and the purpose; employment, passport, visa, licence or tender. List every Maharashtra address you have lived at rather than only the current one.
- Pay the fee. The portal displays the government fee on this screen. Pay it online and save the receipt the portal generates, along with the application number on the acknowledgement.
- Verification by the local police station. Your file goes to the police station covering the address you entered, and its staff verify you at that address. Be reachable on the registered mobile number through this stage.
- Verification by the CFC. After the station's report, the file completes its check on the police side before the certificate is issued.
Save the application number from step 4. It is what you quote in any follow-up and what you use to retrieve the certificate.
How to apply through a Common Service Centre
- Visit one of the Common Service Centre operators listed on pcs.mahaonline.gov.in, with your identity document, address proof and photograph.
- Ask the operator to file the police clearance application on pcs.mahaonline.gov.in in your name, this is the same online queue, not a separate paper channel.
- Pay the government fee the portal displays, plus the operator's notified service charge, and collect the printed acknowledgement with the application number.
- Stay available for the local police station's verification visit, and collect or download the certificate once it is issued.
How do you check the application status?
Log in to pcs.mahaonline.gov.in with the credentials used to file the application and open it by application number. Because steps five and six of the portal's own six-step process are police-side verifications, an application that appears static for a few days is usually sitting with the local police station rather than stuck in the software.
The portal publishes a user manual, "Instructions for getting Certificates", on its home page. Read it before calling anyone, it is the authoritative description of the current screens, and Maharashtra changes them from time to time.
Why do character certificate applications get delayed in Maharashtra?
- The applicant was not found at the declared address when the police station's officer visited, and no neighbour could confirm residence.
- The police station selected does not cover the address entered, so the file waits to be reallocated.
- Name, father's name or date of birth on the form does not match the identity document uploaded.
- A previous Maharashtra address was left off the form and surfaced during enquiry.
- Uploaded scans are unreadable or in the wrong format.
- A pending FIR or criminal case exists, which the certificate then has to record.
What does it cost, and what about agents?
Maharashtra's Police Clearance Services portal displays the government fee at the "Pay Fees" step of the application, and that displayed amount plus a Common Service Centre's notified service charge is the entire legitimate cost. Nobody at the police station or the CFC is entitled to a rupee beyond it.
Agents who promise a character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist. The file still goes to the same police station and the same verifying officer. Keep the payment receipt the portal generates, it is your proof of what the government actually charged, and it is the first document to produce if anyone asks you for money on the side. Report such a demand to the Superintendent of Police or the Commissioner of Police for your district, whose office is also the right escalation when verification has not started at all.

Frequently asked questions
Who issues a character certificate in Maharashtra?
Maharashtra Police issues it, and the application runs through the Police Clearance Services portal at pcs.mahaonline.gov.in, which the Home Department operates with MahaOnline. The local police station covering your address carries out the verification.
Can I apply for a Maharashtra character certificate online?
Yes — the portal describes the whole process as six steps beginning with registration and login on pcs.mahaonline.gov.in. Common Service Centre operators listed on the portal can file the same application for people who cannot scan documents themselves.
What are the six steps the Maharashtra portal lists?
The portal lists registration, login, filling the application, paying the fees, verification by the local police station, and verification by the CFC. The two verification steps are police-side and happen after you have submitted and paid.
What does a Maharashtra police character certificate cost?
The Police Clearance Services portal shows the fee at the "Pay Fees" step of the application rather than publishing it on the home page, so check the amount on your own payment screen before paying. Whatever that screen shows is the entire government charge.
Is a character certificate the same as a police clearance certificate?
In Maharashtra both come from the same Police Clearance Services portal and the same police verification, though a PCC required for foreign immigration purposes is often issued by the Regional Passport Office instead. Check which of the two your employer or consulate is actually asking for before applying.
Which police station will verify my application?
The police station in whose jurisdiction the address on your application falls does the verification, which is why that address must be where you genuinely reside. Being unavailable when the verifying officer visits is the most common cause of delay.
Can I apply if I have lived in Maharashtra only a short time?
You can apply, but Maharashtra Police will verify only the address and period inside its own jurisdiction. A previous address in another state has to be verified by that state's police, and leaving it off the form causes trouble later rather than avoiding it.
