What is the Dr. Panjabrao Deshmukh Hostel Maintenance Allowance?

Dr. Panjabrao Deshmukh Hostel Maintenance Allowance is a Maharashtra state scholarship that pays a fixed yearly sum towards hostel and living costs for students of professional medical and health-science courses who have to live away from home to study. The version described here is administered by the Directorate of Medical Education and Research (DMER) under the Medical Education and Drugs Department, and applications are handled entirely on the state's MahaDBT scholarship portal.

The scheme is named after Dr. Panjabrao Deshmukh, independent India's first agriculture minister, and is commonly searched for in Marathi as Dr. Panjabrao Deshmukh Vasatigruh Nirvah Bhatta Yojana. Its target group is deliberately narrow: children of registered labourers and of alpabhudharak shetkari (marginal landholding farmers), the households for which a five-year professional degree in a distant city is hardest to fund.

Dr. Panjabrao Deshmukh Hostel Maintenance Allowance does not pay tuition fees. Tuition and examination fee concessions in Maharashtra come from separate EBC, EWS and SEBC schemes, and a student may hold a fee concession and this maintenance allowance together, because the fee concession is paid to the college and the maintenance allowance is paid to the student. What you cannot do is draw two maintenance scholarships or stipends for the same year.

How much does the allowance pay?

The allowance is paid for 10 months of an academic year, not 12, and the rate depends on where the college is:

The gap between the two rows is the single most important thing to understand about this scheme. The full Rs 30,000 is reserved for students whose parent holds a tahsildar-issued registered labourer certificate or Alpabhudharak Shetkari certificate. A student whose family income is under the ceiling but who cannot produce either certificate falls into the much smaller slab. Published DMER material is not consistent about whether the income cut-off for that smaller slab is Rs 1,00,000 or the full Rs 8,00,000, so treat the certificate, not the income figure, as the thing that decides your amount.

Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account after the college verifies the application on MahaDBT and DMER sanctions it. Money is not routed through the college or the hostel.

Who is eligible for the Dr. Panjabrao Deshmukh Hostel Maintenance Allowance?

You are eligible if:

• You are a domicile of Maharashtra.
• You are admitted through the centralised admission process to MBBS, BDS, BAMS, BHMS, BUMS, BPTh, BOTh, B.Sc Nursing, BP&O or BASLP in a government, government-aided, corporation or approved private unaided college in Maharashtra.
• Your total annual family income is Rs 8,00,000 or less, certified by the tahsildar.
• You stay in a hostel or rented accommodation away from your parents' residence.
• You had at least 50 per cent attendance in the previous semester: first-year students are exempt because they have no previous semester.
• You have no gap of two or more years in your education.

You are not eligible if:

• You are a day scholar living with your parents at the place of study. Location, not category, is what this allowance funds.
• You are already drawing another scholarship, freeship or stipend for the same academic year, including a housemanship or internship stipend where the rules bar duplication.
• Your family income exceeds Rs 8,00,000.
• You took admission outside the centralised admission process, for example against a management or institutional quota seat in some years, or in a college outside Maharashtra.
• You have failed and repeated so that a gap of two or more years exists in your record.
• You belong to a category covered by a dedicated departmental scholarship: SC students under the Social Justice Department's post-matric schemes and VJNT/SBC students under their own schemes apply there instead, not here.

What documents are required?

Scan every document as a clear PDF or JPG within the size limit shown on the upload screen. A photograph of a document taken at an angle is the commonest cause of a "document not legible" rejection.

How to apply for the Dr. Panjabrao Deshmukh Hostel Maintenance Allowance

1. Open mahadbt.maharashtra.gov.in and select New Applicant Registration under the post-matric scholarship section.
2. Register using your Aadhaar number and a mobile number, complete Aadhaar authentication by OTP or biometrics, and set a username and password.
3. Log in and fill the applicant profile, personal details, domicile, category, family income, current address and hostel address, and bank account details. The profile is used across all MahaDBT schemes, so fill it accurately once.
4. Open All Schemes, filter by the Medical Education and Drugs Department, and select Dr. Panjabrao Deshmukh Hostel Maintenance Allowance.
5. Fill the scheme form with your college name, course, year of study and hostel details, and tick whether you are claiming under the registered-labourer or marginal-landholder category.
6. Upload the documents listed above, including the labourer or Alpabhudharak certificate if you are claiming the higher slab.
7. Submit the application and save the application ID shown on the acknowledgement screen.
8. Follow up with your college scholarship section so the institute verifies and forwards the application. An application that a college never verifies is never sanctioned.

There is no offline route. Physical forms submitted to a college are not processed, though your college's scholarship cell and a Common Service Centre can both help you complete the online form.

How to check your application status

1. Log in to mahadbt.maharashtra.gov.in with your username and password.
2. Open My Applied Scheme or the application history screen.
3. Read the status shown against your application ID — Applied, Pending at Institute, Pending at Department, Sanctioned or Rejected.
4. If the status is Pending at Institute for weeks, the delay is at your own college, and the fix is a visit to the scholarship section, not a fresh application.

Once the status shows Sanctioned, the DBT transfer follows in the normal disbursement cycle for that academic year. Payment failures are almost always caused by a bank account that is not seeded with Aadhaar at NPCI, which you fix at your bank branch.

Why applications get rejected

• Income certificate stale or above the ceiling. A certificate issued for an earlier year is commonly rejected; get a fresh one for the current academic year.
• No labourer or Alpabhudharak certificate, so the claim is downgraded to the smaller slab rather than rejected outright.
• Attendance below 50 per cent in the previous semester.
• Gap of two or more years in education.
• Day-scholar status: no hostel or rent proof uploaded.
• Another scholarship already drawn for the same year, which the MahaDBT duplicate check catches across schemes.
• Aadhaar and bank name mismatch, which lets an application be sanctioned but the payment fail.
• Institute verification not done before the department's cut-off.

Key dates and the related DTE scheme

The application window opens each academic year once admissions are complete, and MahaDBT publishes the closing date on its home page; do not rely on last year's date. Applications for a given academic year are not accepted after that year closes, so a missed year is lost rather than carried forward.

Readers often land on the wrong scheme. Alongside the DMER allowance, the Directorate of Technical Education runs Dr. Panjabrao Deshmukh Vasatigruh Nirvah Bhatta Yojna for EBC, EWS and SEBC students in engineering, pharmacy, architecture and similar professional courses.
