Domicile Certificate in Maharashtra (Age Nationality and Domicile Certificate)
Maharashtra state government scheme
A Domicile Certificate in Maharashtra is issued by the Revenue Department as the "Age Nationality and Domicile" certificate through the Aaple Sarkar portal at aaplesarkar.mahaonline.gov.in. The Tahsildar or Sub-Divisional Officer signs it after verifying 15 years of continuous residence, and it is delivered inside the time limit notified under the Maharashtra Right to Public Services Act.
What is a domicile certificate in Maharashtra?
A domicile certificate in Maharashtra is the official Revenue Department document that certifies you are a permanent resident of the state. Maharashtra does not call it a "domicile certificate" on its own portal. On Aaple Sarkar, the state's Right to Public Services portal at aaplesarkar.mahaonline.gov.in, the service is listed under the Revenue Department as "Age Nationality Domicile". One certificate carries three findings at once: your age, your Indian nationality, and your domicile in Maharashtra.
That bundling matters in practice. When a Maharashtra recruitment board or a state university asks for "domicile", the Age Nationality and Domicile certificate is the document they mean, and it doubles as an age proof and a nationality proof in the same file.
The certificate is used for:
- Maharashtra government jobs, MPSC, Zilla Parishad, police and talathi recruitment, where a state-quota post is reserved for domiciled candidates.
- Admissions. The 85 per cent Maharashtra state quota in medical, engineering and other professional courses, through the CET Cell.
- Scholarships: most Social Justice, Tribal Development and OBC department scholarships require Maharashtra domicile.
- State scheme eligibility, a large number of Maharashtra welfare schemes restrict benefits to residents of the state.
Who is eligible for a Maharashtra domicile certificate?
You can apply if:
- You have lived in Maharashtra continuously for 15 years, the standard residence test Revenue offices apply for domicile.
- You were born in Maharashtra and continue to live in the state, in which case your birth certificate and school record carry most of the proof.
- You are a minor or a student whose father or mother already holds a Maharashtra domicile certificate, the parent's certificate is accepted in place of an independent 15-year trail.
- You are a woman who has married a man domiciled in Maharashtra and now lives in the state, applying on the strength of the marriage certificate and your husband's domicile proof.
- You are an Indian citizen; nationality is certified in the same document, so a foreign national cannot be issued one.
You cannot apply if:
- You are a recent arrival who cannot show the required period of continuous residence in Maharashtra. A two-year job posting in Pune does not create domicile.
- You already hold a domicile certificate of another state. Domicile is single. Holding two is a ground for cancellation, and you must surrender or disclose the earlier one.
- You are not an Indian citizen, because the certificate certifies Indian nationality alongside residence.
- Your residence period is broken, for example, the family shifted out of Maharashtra for several years and the ration card and school records show it. Some talukas will still consider the case on a Talathi report, but the burden of proof is on you.
A domicile certificate is not a caste certificate, an income certificate or a Non-Creamy Layer certificate. Those are three separate Aaple Sarkar services with their own document lists, even though the same Tahsildar signs several of them.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Identity proof (Aadhaar / PAN / voter ID / passport) | Yes | Name must match the form exactly |
| Address proof (ration card, electricity or water bill, tax receipt, rent agreement) | Yes | Must be for the Maharashtra address claimed |
| Age proof (birth certificate or school leaving certificate) | Yes | Age is certified in the same document |
| Residence proof covering the claimed period | Yes | School leaving certificate, old ration card, voter roll extract |
| Self-declaration / affidavit | Yes | Format generated by Aaple Sarkar |
| Passport-size photograph | Yes | Scanned upload |
| Talathi or Gram Sevak residence report | Sometimes | Where the documentary trail is thin |
| Parent's domicile certificate | For minors | Accepted in place of a 15-year trail |
| Marriage certificate plus husband's domicile | For married women | Where domicile is claimed on marriage |
Scan every document as a clear PDF or JPEG within the size limit the upload box shows. Aaple Sarkar rejects blurred and cropped scans routinely, and a rejection sends the file back to the start.
How to apply for a domicile certificate in Maharashtra online
- Open aaplesarkar.mahaonline.gov.in and click "New User? Register Here". Register with your mobile number and email, verify the OTP, and set a username and password. One registration covers every Aaple Sarkar service, not just this one.
- Log in and complete your profile; name, father's name, date of birth, full Maharashtra address, district and taluka. Type the name exactly as it is printed on Aadhaar. This profile is copied into the certificate, and a typing error here is the single most common cause of a wasted application.
- Select Revenue Department, then the sub-department for certificates, then the service "Age Nationality Domicile" from the service list.
- Fill the application form, the period of residence in Maharashtra, the address, the purpose for which the certificate is required, and the applicant's relationship details where you are applying through a parent or spouse.
- Upload the documents — identity proof, address proof, age proof, residence proof, the self-declaration and the photograph, each into its labelled slot.
- Pay the government fee shown on the payment screen by net banking, debit or credit card, or UPI. Save the payment receipt.
- Submit and note down the application ID on the acknowledgement. You need it to track the file and to download the certificate.
- Wait for verification. The file goes to the Talathi or the circle officer for a residence check, then to the Tahsildar or Sub-Divisional Officer for signature. Answer your phone, a verifying officer often calls to confirm the address.
- Download the digitally signed certificate from your Aaple Sarkar account once the status shows the certificate is issued. The digitally signed PDF is the valid certificate; you do not need a rubber-stamped paper copy.
How to apply offline at the Tahsildar office or a Seva Kendra
- Visit your taluka's Tahsildar office, the Setu / Aaple Sarkar Seva Kendra attached to it, or an authorised Common Service Centre (CSC).
- Ask for the Age Nationality and Domicile Certificate form and fill it in, or hand your documents to the Seva Kendra operator, who fills the same online form on your behalf.
- Attach self-attested photocopies of the identity proof, address proof, age proof, residence proof and the self-declaration, and carry the originals for verification at the counter.
- Pay the government fee plus the notified Seva Kendra service charge and insist on a printed receipt.
- Collect the acknowledgement with the application ID, and use the same ID to track the file online or to collect the certificate from the counter.
The offline route ends up in the same Aaple Sarkar workflow, the operator is simply typing your application into the portal for you.
How do I check the status of my application?
- Online: log in at aaplesarkar.mahaonline.gov.in and open "Track Your Application", entering the application ID from the acknowledgement.
- By phone: call the Aaple Sarkar 24×7 citizen call centre on 1800 120 8040 with the application ID ready.
- In person: ask at the Tahsildar office's Setu centre, which can see where the file is stuck: usually at the Talathi verification stage.
Under the Maharashtra Right to Public Services Act, 2015, every notified service carries a stipulated time limit and a designated officer, with a first appellate officer and a second appellate officer named for it. If the file crosses the notified limit without a decision, you can file a first appeal online through Aaple Sarkar itself. A right most applicants never use.
How long is it valid, and does it need renewal?
A Maharashtra domicile certificate carries no expiry date and is treated as valid for life, because domicile does not change with time the way income does. There is no renewal process.
The practical caveat is on the receiving side. Some recruitment notifications and university admission rules ask for a certificate issued within the last one to three years. Read the notification you are applying under; if it sets a recency rule, apply for a fresh copy rather than argue with the counter clerk.
Why do domicile applications get rejected?
- Name or date-of-birth mismatch between Aadhaar, the school leaving certificate and the form. This is the number-one rejection reason.
- Address proof that does not cover the claimed period. A six-month-old electricity bill does not prove 15 years of residence on its own.
- Blurred, cropped or oversized uploads that the verifying officer cannot read.
- Missing self-declaration, or a declaration that is unsigned.
- Break in residence visible in the records, with no Talathi report to explain it.
- A domicile certificate of another state already on record in the applicant's name.
- Wrong service selected: applying for "Temporary Residence Certificate" instead of "Age Nationality Domicile". These are different Aaple Sarkar services, and the temporary residence certificate will not be accepted where domicile is asked for.
What does it cost, and what should you refuse to pay?
The Maharashtra domicile certificate costs only the government fee displayed on the Aaple Sarkar payment screen, plus the notified service charge if you go through an Aaple Sarkar Seva Kendra or CSC. Both are small, both are printed, and both come with a receipt.
Agents and middlemen who promise a "fast domicile in two days" for a few thousand rupees are selling something the Revenue Department does not sell. There is no paid priority queue. Apply yourself on the portal: registration takes ten minutes: or use an authorised Seva Kendra and take the receipt. Never hand over your Aadhaar OTP to an agent; no officer of the Revenue Department needs it to issue your certificate.

Frequently asked questions
What is a domicile certificate called in Maharashtra?
Maharashtra issues it as the "Age Nationality and Domicile Certificate", listed under the Revenue Department on the Aaple Sarkar portal. There is no separate document called a domicile certificate — this single certificate records your age, your Indian nationality and your Maharashtra domicile together.
How many years must I have lived in Maharashtra?
Fifteen years of continuous residence in Maharashtra is the standard requirement applied by Revenue offices for the domicile certificate. A person born in Maharashtra, or a minor whose parents already hold Maharashtra domicile, is normally assessed on the parents' record rather than an independent 15-year trail.
Where do I apply online for a Maharashtra domicile certificate?
Apply on the Aaple Sarkar portal at aaplesarkar.mahaonline.gov.in, under Revenue Department, service "Age Nationality Domicile". Aaple Sarkar is the state's Right to Public Services portal run by MahaOnline, and it is the only official online route.
Who signs and issues the certificate?
The Tahsildar, the Sub-Divisional Officer or the Deputy Collector of your taluka signs it, depending on the taluka's delegation under the Revenue Department. The signed copy is issued as a digitally signed PDF you download from your Aaple Sarkar account.
Is the Maharashtra domicile certificate valid for life?
Yes, a domicile certificate does not carry an expiry date and is treated as valid for life, because domicile does not lapse the way an income certificate does. Some recruiters and universities still ask for a copy issued within the last one to three years, so check the notification you are applying under.
How much does it cost?
Only the government fee shown on the Aaple Sarkar payment screen, which is a small amount payable by net banking, card or UPI. At an Aaple Sarkar Seva Kendra or CSC the operator may add the notified service-centre charge on top; nothing beyond the printed rate card is legitimate.
Why do domicile applications get rejected in Maharashtra?
The commonest reason is a mismatch between the name or date of birth on Aadhaar and on the school leaving certificate. Illegible uploads, an address proof that does not cover the claimed residence period, and a missing self-declaration are the other frequent causes.
Can I check my Aaple Sarkar application status online?
Yes, log in to aaplesarkar.mahaonline.gov.in and open "Track Your Application" using the application ID printed on your acknowledgement. The status shows whether the file is with the Talathi for verification, with the Tahsildar for approval, or ready for download.
