Death Certificate in Maharashtra
Maharashtra state government scheme
Death Certificate in Maharashtra is issued by the Registrar of Births and Deaths of the local body where the death occurred, and Maharashtra lists it on the Aaple Sarkar portal as a Right to Public Services item with a 5-day service delivery period and the Gram Sevak as designated officer in rural areas. Every death must be reported within 21 days under the Registration of Births and Deaths Act 1969.
What is a death certificate in Maharashtra?
A death certificate in Maharashtra is the certified extract of the death register maintained by the Registrar of Births and Deaths of the local body in whose area the death occurred. Maharashtra issues it under the Registration of Births and Deaths Act 1969, a central law administered by the state, and the state lists the service on Aaple Sarkar, the MahaOnline-operated Right to Public Services portal, with a 5-day service delivery period.
The certificate is not a Revenue Department product. That single point causes more wasted trips in Maharashtra than any other: families go to the tehsil office expecting the Tahsildar to sign a death certificate the way he signs a domicile certificate, when the register is actually held by the Gram Panchayat, the Nagar Parishad or the Municipal Corporation.
Maharashtra runs three parallel registrar networks:
- Rural areas, the Gram Sevak of the Gram Panchayat is the Registrar of Births and Deaths, and Aaple Sarkar names the Gram Sevak as the designated officer for this service.
- Municipal Councils and Nagar Panchayats, the registrar sits under the Chief Officer.
- Municipal Corporations, Brihanmumbai, Pune, Pimpri-Chinchwad, Nagpur, Nashik, Thane, Aurangabad and the rest register deaths through the Public Health Department of the corporation, and most of them run their own online birth-and-death module in addition to Aaple Sarkar.
Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 has applied across Maharashtra. Two changes matter to families. Every medical institution must now hand a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative. And the national Civil Registration System portal at dc.crsorgi.gov.in accepts the report of death directly, with the certificate delivered electronically to the informant's registered email and mobile number.
Who can and who cannot apply?
You can apply for a Maharashtra death certificate if the death occurred inside Maharashtra and you are one of the persons the Registration of Births and Deaths Act 1969 treats as an informant or as an interested party:
- The nearest relative of the deceased, spouse, son, daughter, father, mother, brother or sister.
- The head of the household in which the death occurred.
- The medical officer in charge of the hospital, nursing home or institution where the death took place, who reports it directly.
- The jail superintendent for a death in prison, and the officer in charge for a death in a hostel, dharamshala or public institution.
- The headman of the village or the officer in charge, for a body found abandoned or for an unclaimed body.
- Any person who later needs a certified copy for a bank, insurance, pension, property or succession purpose, on payment of the per-copy fee.
You cannot apply in Maharashtra for a death that occurred outside the state. The register is territorial: a Maharashtra resident who died in Karnataka or Gujarat is registered by the local body there, and no Maharashtra registrar can convert or re-issue that entry. You are also not eligible to have a fresh entry made where the death is already registered, that route is a certified copy, not a new registration. A registrar will also refuse where the death is under police investigation and the post-mortem report and cause of death have not yet been released, and where the applicant cannot show any relationship to, or interest in, the deceased.
There is no income limit, no caste criterion and no domicile test for a death certificate in Maharashtra. Residence matters only in deciding which registrar holds the record.
What documents are required?
The Aaple Sarkar service page for the Maharashtra death certificate lists no documents against the service, because in the ordinary case the hospital or the household has already reported the death in Form 2 and the registrar is simply issuing a copy of an existing entry. In practice, registrars across Maharashtra ask for:
- Report of Death in Form 2, the statutory report signed by the informant.
- Medical Certificate of Cause of Death from the treating hospital or doctor, now compulsory from medical institutions under the 2023 amendment.
- Cremation or burial receipt where the death happened at home with no hospital record.
- Identity proof of the deceased: Aadhaar, PAN, voter ID, ration card or passport.
- Identity proof of the informant and proof of the relationship where the applicant is not the household head.
- Affidavit stating the date, time and place of death, for a home death with no attending doctor and for any delayed registration.
- Order of the Executive Magistrate, only where the death is being registered more than one year after it occurred.
How to apply for a death certificate in Maharashtra online
- Confirm the death was reported within 21 days. Ask the hospital for the Form 2 acknowledgement, or check with the Gram Panchayat or ward office. If the death has not yet been reported, the registration step comes before any certificate can be issued.
- Register on Aaple Sarkar. Open aaplesarkar.mahaonline.gov.in, choose "New User? Register Here" and create the citizen profile with your mobile number and Aadhaar-matched name. Verify the OTP and set a username and password.
- Open the death certificate service. After logging in, navigate to the death certificate service — the Aaple Sarkar page shows the 5-day service delivery period, the Gram Sevak as designated officer, the Assistant Block Development Officer as first appellate authority and the Block Development Officer as second appellate authority.
- Enter the death details. Fill in the full name of the deceased, the date and place of death, the age at death, the father's or husband's name, the permanent address, and the name and relationship of the informant. Spellings must match the hospital record, because the registrar compares them against the register entry.
- Upload the supporting papers, the Medical Certificate of Cause of Death or the cremation receipt, the identity proof of the deceased and your own identity proof; each within the file size the upload screen states.
- Pay the fee shown on the payment screen by net banking, card or UPI, and save the application ID printed on the acknowledgement. Order all the copies you need in the same application; each extra copy is charged at the per-copy fee.
How to apply offline at the registrar's office
- Go to the office that holds the register. The Gram Panchayat office for a rural death, the Nagar Parishad office for a municipal council area, or the Public Health Department of the Municipal Corporation for a city death.
- Submit the Report of Death in Form 2 with the Medical Certificate of Cause of Death or the cremation or burial receipt, along with the identity proof of the deceased and of yourself.
- Pay the counter fee and collect the receipt. Registration within 21 days carries no penalty; beyond that the registrar quotes the late fee fixed in the state rules before accepting the file.
- Collect the signed certificate from the same counter, or ask for it through a Setu centre, an Aaple Sarkar Seva Kendra or a Common Service Centre if the office issues digitally.
How do you check the application status?
Use the "Track your application" link on the Aaple Sarkar home page with the application ID from the acknowledgement. The Aaple Sarkar citizen call centre on 1800 120 8040 operates 24x7 and can read out the stage a pending file has reached. Where the death was reported on dc.crsorgi.gov.in, the national portal tracks the same registration number and emails the certificate to the informant's registered address.
If the notified 5 days pass without a decision, the Maharashtra Right to Public Services Act 2015 gives you an appeal to the Assistant Block Development Officer, and then to the Block Development Officer, exactly as the Aaple Sarkar service page states.
Why are death certificate applications rejected in Maharashtra?
- The death was never reported to the registrar in Form 2, so there is no register entry to certify.
- The application was filed with the wrong local body. The registrar's jurisdiction is the place of death, not the place of residence.
- The name, age or father's name on the form does not match the hospital record or the identity proof of the deceased.
- No Medical Certificate of Cause of Death and no cremation or burial receipt was attached for a death at home.
- The death is more than one year old and no Executive Magistrate's order under Section 13(3) accompanies the file.
- The death is under police investigation and the cause of death has not been finalised.
- Uploaded scans are unreadable or attached to the wrong slot.
What does it cost, and what about agents?
Maharashtra issues the death certificate at the government fee published on the Aaple Sarkar payment screen or quoted at the registrar's counter, plus the notified operator charge if you file through a Seva Kendra. Registration inside the 21-day window carries no penalty at all. Nobody: clerk, Gram Sevak, ward officer or middleman, is entitled to anything beyond the listed fee.
Agents outside crematoria and hospital gates in Mumbai, Pune and Nagpur routinely offer a "same-day death certificate" for a few thousand rupees. They are selling a form you can file yourself, and the file still queues before the same registrar. Report a demand for money to the Aaple Sarkar helpline on 1800 120 8040 or to the Collector's grievance cell, and keep the payment receipt the portal generates.
What do you need the death certificate for?
A Maharashtra death certificate is the starting document for closing bank and post office accounts, claiming life insurance and EPFO or state pension dues, transferring a gas connection and electricity meter, mutating agricultural land in the 7/12 extract and city property in the property card, surrendering the ration card entry and voter roll entry, and applying for the legal heir certificate from the Tahsildar or a succession certificate from the civil court. Every one of those offices keeps its own copy, which is why families order several certified copies from the registrar in a single application.

Frequently asked questions
Who issues a death certificate in Maharashtra?
The Registrar of Births and Deaths of the local body where the death took place issues the death certificate in Maharashtra — the Gram Sevak in a Gram Panchayat, the Chief Officer's registrar in a Nagar Parishad, and the Health Department registrar in a Municipal Corporation such as Mumbai, Pune, Nagpur or Nashik. The certificate is issued under the Registration of Births and Deaths Act 1969, not by the Revenue Department.
How long does a Maharashtra death certificate take?
Maharashtra notifies 5 days as the service delivery period for the death certificate on the Aaple Sarkar portal, where the Gram Sevak is named as the designated officer. If the 5 days pass without a decision, the first appeal lies with the Assistant Block Development Officer and the second appeal with the Block Development Officer.
Within how many days must a death be registered in Maharashtra?
A death must be reported to the registrar within 21 days of its occurrence anywhere in India, including Maharashtra, under the Registration of Births and Deaths Act 1969. Registration after 21 days is still possible under the delayed registration provisions of Section 13, with a late fee and, beyond one year, an order of the Executive Magistrate.
What does a death certificate cost in Maharashtra?
Maharashtra charges only the government fee shown on the Aaple Sarkar payment screen or at the registrar's counter, and the Aaple Sarkar service page for the death certificate lists no documents and no separate charge beyond that. Registration within 21 days carries no penalty; a delayed registration attracts the late fee fixed in the state rules, which the registrar quotes before you pay.
Can I apply for a Maharashtra death certificate online?
Yes, you can apply online through the Aaple Sarkar portal at aaplesarkar.mahaonline.gov.in, or report the death on the national Civil Registration System portal at dc.crsorgi.gov.in. Mumbai, Pune and several other Municipal Corporations also run their own birth-and-death modules that issue a digitally signed copy from the corporation's own register.
Is a medical certificate of cause of death compulsory in Maharashtra?
Yes, a medical institution in Maharashtra must issue a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative, under the Registration of Births and Deaths (Amendment) Act 2023 that came into force on 1 October 2023. For a death at home with no attending doctor, the registrar records the cause as unclassified and relies on the burial or cremation receipt and an affidavit.
How do I get extra copies of a Maharashtra death certificate?
Ask the same registrar or Aaple Sarkar login that issued the first copy — each additional copy is charged at the government fee per copy. Banks, insurers, the EPFO and the sub-registrar handling mutation each retain a copy, so most families in Maharashtra order five or six copies at once rather than returning to the registrar repeatedly.
Does a death certificate in Maharashtra expire?
A death certificate in Maharashtra never expires, because it records a fixed event in the permanent register of the local body. Any office that insists on a "recent" copy is asking for a fresh certified extract of the same register entry, which the registrar will issue at the per-copy fee.
