Caste Certificate in Maharashtra
Maharashtra state government scheme
Caste Certificate in Maharashtra is issued by the Revenue Department through the Aaple Sarkar portal, where the designated officer is the Sub-Divisional Officer or Deputy Collector and the notified service delivery period is 45 days under the Maharashtra Right to Public Services Act 2015. Applicants upload one identity proof, one address proof and one caste proof, and pay the government fee shown at the payment step.
What is a caste certificate in Maharashtra?
A caste certificate in Maharashtra is the Revenue Department's written proof that a named person belongs to a caste notified for Maharashtra as Scheduled Caste (SC), Scheduled Tribe (ST), Vimukta Jati (VJ), Nomadic Tribe (NT), Other Backward Class (OBC) or Special Backward Class (SBC). Maharashtra runs the service through Aaple Sarkar, the MahaOnline-operated Right to Public Services portal at aaplesarkar.mahaonline.gov.in, and lists the Sub-Divisional Officer or Deputy Collector as the designated officer who signs it.
The certificate is the document every reserved-category process in the state starts from: admission to an engineering, medical, law or degree seat under a reserved quota, a reserved post in a state government or municipal recruitment, a scholarship from the Social Justice or Tribal Development Department, fee reimbursement, a hostel seat, and most Maharashtra loan-and-subsidy corporations for backward classes.
Maharashtra treats caste as a state-specific list. A caste notified as Scheduled Caste in Uttar Pradesh or Bihar is not automatically Scheduled Caste in Maharashtra, and a certificate issued by another state does not entitle a person to Maharashtra's reservation. That single rule causes more rejected applications in Maharashtra than any other.
Who can and who cannot apply?
You can apply for a Maharashtra caste certificate if you ordinarily reside in Maharashtra and your family belongs to a caste that appears in the Presidential SC/ST list for Maharashtra or in the state's VJNT, OBC or SBC schedules. Descent is traced through the father in the normal case, so the file is decided mainly on the paternal family's oldest available record.
You cannot apply in Maharashtra if your family's caste record belongs to another state and you migrated to Maharashtra; in that situation your caste certificate must come from the state your family is recorded in, and Maharashtra will not convert it. You are also not eligible if your caste is not on any Maharashtra notified list, if you are claiming a caste through conversion that the notification does not cover, or if you cannot produce any record connecting you to the caste you claim.
There is no income limit on a plain SC or ST caste certificate. Income becomes relevant only for the separate Non-Creamy Layer certificate that OBC, VJNT and SBC candidates need in addition to the caste certificate for most reserved seats and posts.
What documents are required?
The Aaple Sarkar service page for the caste certificate groups the requirement into three blocks and asks for at least one document from each:
- Proof of identity (any one): PAN card, passport, RSBY card, MNREGA job card, driving licence or another government photo ID.
- Proof of address (any one): passport, ration card, Aadhaar, voter ID, driving licence, an electricity, water or telephone bill, property tax receipt or a land record extract.
- Caste proof (any one "other document"): a blood relative's caste certificate, an old school record showing caste, a land extract, an ancestor's death certificate carrying the caste entry, or an affidavit where no written record survives.
Add a self-declaration or affidavit stating the caste claimed and your residence in Maharashtra, and a passport-size photograph. Where the father's or grandfather's school leaving certificate exists, upload it. It is the single document that settles most caste files at the Sub-Divisional Officer's desk without a fresh field enquiry.
How to apply for a caste certificate in Maharashtra online
- Register on Aaple Sarkar. Open aaplesarkar.mahaonline.gov.in, choose "New User? Register Here", and create the citizen profile with your mobile number and Aadhaar-matched name. Verify the OTP and set the username and password.
- Log in and open the Revenue Department services. After logging in, select the Revenue Department, then the Revenue Services group, then Caste Certificate. The portal shows the same document checklist and the 45-day service delivery period before you start.
- Fill the application form. Enter the applicant's name exactly as it appears on Aadhaar, the father's and grandfather's names, the caste and sub-caste claimed, the category (SC, ST, VJNT, OBC or SBC) and the full residential address with the taluka and district.
- Upload the documents and photograph. Attach one identity proof, one address proof, the caste proof and the affidavit, each within the file size the upload screen states.
- Pay the fee shown on the payment screen by net banking, card or UPI. The portal displays the government fee for the service before payment.
- Save the application ID. The acknowledgement carries the application ID you will need to track the file and to collect the digitally signed certificate.
How to apply offline through a Setu or Seva Kendra
- Visit the Setu centre, Aaple Sarkar Seva Kendra or CSC at your tehsil office with originals and photocopies of the identity, address and caste proof documents.
- Ask the operator to file the Revenue Department caste certificate application on Aaple Sarkar in your name — the file goes into the same online queue, not a separate paper channel.
- Pay the government fee plus the notified operator charge and collect the printed acknowledgement carrying the application ID.
- Collect the signed certificate from the same centre, or download it from your Aaple Sarkar login once it is issued.
How do you check the application status?
Use the "Track your application" link on the Aaple Sarkar home page and enter the application ID from the acknowledgement. The status moves through submission, verification by the Talathi or Circle Officer, scrutiny at the tehsil, and approval by the Sub-Divisional Officer. The Aaple Sarkar citizen call centre on 1800 120 8040 operates 24x7 and can read out the stage a pending file has reached.
If 45 days pass without a decision, the Maharashtra Right to Public Services Act 2015 lets you appeal to the Additional Collector as first appellate authority, and then to the Collector as second appellate authority.
Why are caste certificate applications rejected in Maharashtra?
- The caste claimed is notified for another state, not for Maharashtra.
- No pre-independence or old family record supports the claim, and the affidavit alone is not accepted by the enquiring officer.
- The spelling of the caste or sub-caste on the form does not match the entry in the notification.
- Names differ across Aadhaar, school records and the relative's caste certificate.
- Uploaded scans are unreadable or the wrong document has been attached to a slot.
- The applicant is not ordinarily resident in the taluka where the application was filed.
What does it cost, and what about agents?
The Maharashtra caste certificate is issued at the government fee that Aaple Sarkar displays on the payment screen, plus the notified operator charge at a Seva Kendra. No officer, clerk or middleman is entitled to anything beyond that. Agents who promise a certificate "in three days" for a few thousand rupees are selling nothing you cannot file yourself. The file still queues before the same Sub-Divisional Officer. Report a demand for money to the Aaple Sarkar helpline on 1800 120 8040 or to the Collector's grievance cell, and keep the payment receipt the portal generates.
What about the caste validity certificate?
The caste certificate alone does not finish the job for a reserved seat in a professional course or a reserved government post in Maharashtra. For those, the District Caste Certificate Scrutiny Committee must issue a caste validity certificate after examining the same family records in depth. Apply for validity as soon as the caste certificate is in hand, the scrutiny process takes considerably longer than the certificate itself, and admission deadlines do not wait.

Frequently asked questions
Who issues a caste certificate in Maharashtra?
The Sub-Divisional Officer or Deputy Collector issues the caste certificate in Maharashtra, and the Aaple Sarkar service page names that officer as the designated officer for the service. The Additional Collector is the first appellate authority and the Collector is the second appellate authority.
How long does a Maharashtra caste certificate take?
Maharashtra notifies 45 days as the service delivery period for the caste certificate on the Aaple Sarkar portal. Many districts issue it sooner, but 45 days is the period the Maharashtra Right to Public Services Act 2015 protects, after which you can appeal to the Additional Collector.
Is a caste certificate the same as a caste validity certificate?
No — a caste certificate and a caste validity certificate are two different documents in Maharashtra. The caste certificate comes from the Revenue Department, while validity is granted separately by the District Caste Certificate Scrutiny Committee and is demanded for reserved seats in professional courses and government posts.
Can I apply for a Maharashtra caste certificate online?
Yes, you can apply online at aaplesarkar.mahaonline.gov.in after registering as a citizen user. The same application can also be filed through a Setu centre, an Aaple Sarkar Seva Kendra or a CSC operator if you cannot scan documents yourself.
What does a caste certificate cost in Maharashtra?
Aaple Sarkar charges only the government fee displayed on the payment screen of your application, plus the operator charge if you file through a Seva Kendra. Nobody at the tehsil office or the Setu centre is entitled to an additional cash payment, and the portal publishes the amount before you pay.
How do I check my Maharashtra caste certificate application status?
Use the "Track your application" option on the Aaple Sarkar home page with the application ID printed on your acknowledgement. The 24x7 Aaple Sarkar call centre on 1800 120 8040 can also read out the status of a pending application.
Does a Maharashtra caste certificate expire?
A caste certificate issued by the Sub-Divisional Officer does not carry an expiry date, because caste does not change. Individual recruiters and colleges may still ask for a recently issued copy, and the separately obtained caste validity certificate is what most reserved-category selections finally check.
