Mukhyamantri Saur Krushi Pump Yojana (Magel Tyala Saur Krushi Pump Yojana)
Maharashtra state government scheme
Mukhyamantri Saur Krushi Pump Yojana, now run as Magel Tyala Saur Krushi Pump Yojana, installs 3 HP to 7.5 HP off-grid solar irrigation pumps for Maharashtra farmers who have no electricity connection. General category farmers pay 10 per cent of the cost and SC or ST farmers pay 5 per cent, applying online through the MSEDCL solar portal.
What is Mukhyamantri Saur Krushi Pump Yojana?
Mukhyamantri Saur Krushi Pump Yojana is a solar irrigation programme of the Energy Department, Government of Maharashtra, implemented by the Maharashtra State Electricity Distribution Company Limited (MSEDCL, popularly MahaVitaran). The scheme installs complete off-grid solar-powered agricultural pump sets on farms that have water but no electricity connection, so that a farmer can irrigate in daylight without a diesel engine and without waiting years in the paid-pending queue for a conventional connection.
According to the MSEDCL solar portal, the scheme started under a Government Resolution dated 1 January 2019 with a target of deploying 1,00,000 off-grid solar agricultural pumps in three phases over three years. The state later widened it into Magel Tyala Saur Krushi Pump Yojana: literally "a solar farm pump for whoever asks for one", with an announced target of 10 lakh new solar agricultural pump connections over five years, described on the Maharashtra Energy Department website as capable of bringing more than 10 lakh acres under irrigation. Maharashtra has installed more solar agricultural pumps than any other Indian state, and a single-month installation record of 45,911 pumps was recognised as a Guinness World Record.
Why the state runs the scheme
- Agricultural feeders draw heavily subsidised power, and every farm moved to solar reduces the cross-subsidy loaded on industrial and commercial consumers.
- Off-grid solar reaches remote and tribal farms where extending an 11 kV line would cost far more than the pump itself.
- Daytime irrigation replaces night-time watering on rotational grid supply, which is both unsafe and unproductive.
- Diesel pump sets, and the fuel cost and emissions attached to them, are phased out.
Who is eligible for the solar agricultural pump scheme?
You can be sanctioned a pump if:
- You farm land in Maharashtra and the 7/12 extract carries your name.
- Your farm has an assured or perennial water source β an open well, borewell, farm pond, river, canal or stream. The MSEDCL scheme page states the benefit is for farmers with farmland and assured water sources.
- You have no conventional electricity connection from MSEDCL for that agricultural pump. This is the central condition of the scheme.
- Where the survey number is jointly held, the other owners give a No Objection Certificate.
The scheme gives priority to farmers in remote and tribal areas, farmers in areas where the ground water survey agency has cleared the village for extraction, and applicants who were earlier in the paid-pending queue for a regular agricultural connection.
You cannot apply, or your application will not be sanctioned, if:
- You already hold a working agricultural electricity connection from MSEDCL for the same pump. Grid-connected farms are explicitly excluded.
- Your farm has no assured water source, or the source has run dry.
- The land record does not show your name, and no consent from the recorded owner is produced.
- Your village falls in a ground water block that the Ground Water Survey and Development Agency has classified as over-exploited for the source type you propose.
How much subsidy does the scheme give?
The pump is not paid for in cash to the farmer. MSEDCL procures and installs the complete system through empanelled vendors, and the farmer pays only a fixed share of the sanctioned cost.
| Category | Beneficiary share | Government subsidy |
|---|---|---|
| General category farmer | 10 per cent | 90 per cent |
| Scheduled Caste farmer | 5 per cent | 95 per cent |
| Scheduled Tribe farmer | 5 per cent | 95 per cent |
The subsidy is jointly funded, with a central share under the PM-KUSUM programme and the balance met by the Government of Maharashtra. The pump capacity sanctioned depends on the size of the holding:
| Landholding | Pump capacity |
|---|---|
| Up to 2.5 acres | 3 HP |
| Above 2.5 acres and up to 5 acres | 5 HP |
| Above 5 acres | 7.5 HP |
The sanctioned system includes the solar photovoltaic panels, mounting structure, controller, submersible or surface pump and cabling. MSEDCL requires the supplier to give a five-year repair and maintenance warranty, and the system carries insurance cover for five years. Because the pump is off-grid, there is no monthly electricity bill for it at any point.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| 7/12 extract of the farmland | Yes | Must carry your name and reflect the water source |
| Aadhaar card | Yes | Identity verification and beneficiary linking |
| Caste certificate | For SC/ST only | Needed to claim the 5 per cent beneficiary share |
| NOC from co-owners | If jointly held | Consent of every other recorded owner of the survey number |
| Water source details | Yes | Type of source and its depth |
| Bank account passbook | Yes | For refunds and payment reconciliation |
| Passport-size photograph | Yes | Uploaded with the online form |
Keep every scan under the size limit shown on the upload screen, and upload the 7/12 extract as a single readable file. Illegible land records are the most common cause of an application being sent back.
How to apply for Magel Tyala Saur Krushi Pump Yojana online
- Open the MSEDCL solar portal at mahadiscom.in/solar_MTSKPY and choose the Beneficiary Services or Apply option for the solar agricultural pump.
- Register with your mobile number and verify the OTP, then start a new application.
- Fill in the applicant details, district, taluka, village and survey number exactly as they appear on the 7/12 extract.
- Enter the water source type and depth, and select the pump capacity that matches your landholding.
- Upload the scanned 7/12 extract, Aadhaar card, photograph, caste certificate if applicable and the NOC if the land is jointly held.
- Submit the form and note the application number shown on screen and sent by SMS.
- Wait for the MSEDCL field survey. A sub-division engineer visits the farm to confirm the water source, the absence of a grid connection and the feasibility of the sanctioned capacity.
- On technical approval, log back in and pay your 10 per cent or 5 per cent beneficiary share online through the payment link on the portal.
- Select an empanelled vendor from the list shown, after which the vendor schedules installation and commissioning at your farm.
How to apply offline or with help
Mukhyamantri Saur Krushi Pump Yojana does not have a paper application form at the district office, the application itself must be filed online. Farmers without internet access can complete the same online form at a Common Service Centre or Aaple Sarkar Seva Kendra, or ask the local MSEDCL sub-division office to help. The sub-division office is also the place to go for the field survey, vendor complaints and installation delays, since the survey and commissioning are handled locally.
How to check your application and installation status
- Return to mahadiscom.in/solar_MTSKPY and open the beneficiary or application-status link.
- Enter your application number, or the mobile number used at registration.
- Read the current stage; registered, survey pending, technically approved, payment pending, vendor allotted, or installed.
- If the stage has not moved for several weeks, call the MSEDCL toll-free numbers 1800-212-3435 or 1800-233-3435, quoting the application number.
MSEDCL sends SMS alerts at each stage, so keep the registered mobile number active and do not change it midway through the process.
Why solar pump applications get rejected
- An existing agricultural electricity connection on the same land, which disqualifies the farm outright.
- No assured water source, or a source that the field survey finds dry or seasonal.
- Name mismatch between the Aadhaar card, the bank record and the 7/12 extract.
- Missing NOC where the survey number has several recorded owners.
- Ground water restriction in the village, where the survey agency has not cleared further extraction of the proposed type.
- Beneficiary share not paid within the window given after technical approval, which lapses the sanction.
Most of these are curable. A land-record name correction is done at the talathi or tahsildar office, and once the corrected 7/12 extract is ready the same application can be reopened or a fresh one filed.
Help and grievance redressal
- MSEDCL solar helpline: 1800-212-3435 or 1800-233-3435
- Email: agsolar_support@mahadiscom.in
- Local route: your MSEDCL sub-division or division office, which handles the survey, vendor allotment and installation complaints
- Vendor issues: faults during the five-year warranty period must be reported to the empanelled vendor first, with a copy of the complaint to the MSEDCL sub-division office
There is no fee for applying under Mukhyamantri Saur Krushi Pump Yojana beyond the notified beneficiary share, which is paid online through the MSEDCL portal only. No agent, vendor representative or middleman is authorised to collect cash for "getting your pump sanctioned", and any such demand should be reported to the MSEDCL sub-division office.

Frequently asked questions
How much does a farmer pay for a solar pump under Magel Tyala Saur Krushi Pump Yojana?
A general category farmer pays 10 per cent of the sanctioned pump cost and an SC or ST farmer pays 5 per cent. The remaining 90 to 95 per cent is met by the central subsidy under PM-KUSUM and the Maharashtra state share. The beneficiary contribution is paid online after the application is technically approved, not at the time of applying.
Which farmers cannot apply for the solar agricultural pump scheme?
Farmers who already hold a conventional agricultural electricity connection from MSEDCL are not eligible, because the scheme is designed only for off-grid, unelectrified farms. Farms with no assured water source are also rejected, as are applicants whose land record does not carry their name.
What size of solar pump will I get?
Pump capacity is fixed by landholding. Farmers holding up to 2.5 acres are sanctioned a 3 HP pump, holdings up to 5 acres get a 5 HP pump, and holdings above 5 acres get a 7.5 HP pump. Water source depth is also checked, since a deeper source needs a higher-capacity pump.
Is there any electricity bill after the solar pump is installed?
No. The pump runs off its own solar panels and is not connected to the MSEDCL grid, so no monthly energy bill is raised and there is no load-shedding. Irrigation is possible only during daylight hours.
How long is the warranty on the solar pump?
MSEDCL requires the empanelled vendor to provide a five-year repair and maintenance warranty on the complete solar pump system, covering the panels, controller and pump set. Insurance cover for the system also runs for five years.
Where do I apply for Magel Tyala Saur Krushi Pump Yojana?
Applications are made online on the MSEDCL solar portal at mahadiscom.in/solar_MTSKPY. There is no paper application at the district office, though the MSEDCL sub-division office does the field survey after you apply.
How do I check my solar pump application status?
Use the "Beneficiary Services" or application-status link on the same MSEDCL solar portal and enter your application number or registered mobile number. MSEDCL also sends SMS alerts at survey, approval, payment and installation stages.
Is Magel Tyala Saur Krushi Pump Yojana the same as Mukhyamantri Saur Krushi Pump Yojana?
Yes, it is the same programme continued under a wider name. Mukhyamantri Saur Krushi Pump Yojana began under the Government Resolution of 1 January 2019 with a target of 1,00,000 pumps, and the state later expanded it as Magel Tyala Saur Krushi Pump Yojana with a target of 10 lakh pumps in five years.
