What is the National Family Benefit Scheme in Maharashtra?

National Family Benefit Scheme is a component of the central National Social Assistance Programme (NSAP) that pays a bereaved below-poverty-line family a one-time lump sum of Rs 20,000 when the household's primary breadwinner dies. In Maharashtra the scheme is implemented by the Social Justice and Special Assistance Department through the revenue machinery, the Talathi, the Tehsildar and the District Collector, and specifically through the Sanjay Gandhi Niradhar Anudan Yojana branch of the Tehsildar's office, which handles the state's social assistance caseload.

The design intent is narrow and worth stating plainly. National Family Benefit Scheme is not a pension and not an insurance payout. It is a single cash transfer meant to carry a poor household through the immediate weeks after the earning member's death, when funeral costs land and income stops at the same time. The amount has stood at Rs 20,000 since the last upward revision of the NSAP norms.

According to the Social Justice and Special Assistance Department, the benefit applies when "a primary bread winner in the BPL family in the age group of 18 to 59 years" dies, whether by natural causes or by accident. The department records the beneficiary category as all categories, meaning there is no caste, religion or gender restriction, the test is poverty status, the age of the deceased, and whether that person was the household's main earner.

How much is paid, and how is it paid?

The benefit is a one-time payment of Rs 20,000. It is:

  • Funded by the central government under NSAP, and routed through the state.
  • Paid once per death, not per surviving family member.
  • Credited by direct benefit transfer to the applicant's bank account, which is why an Aadhaar-seeded account in the applicant's own name is essential.

There is no instalment structure, no renewal and no annual review. Once the sanction is issued and the transfer succeeds, the scheme's involvement with that family ends.

Families should understand what this does and does not replace. Rs 20,000 does not substitute for a widow pension. Maharashtra runs Sanjay Gandhi Niradhar Anudan Yojana, which provides recurring monthly assistance of Rs 1,500 to destitute persons including widows, and the Indira Gandhi National Widow Pension Scheme, both handled by the same branch of the Tehsildar's office. The single most useful thing a bereaved family can do is ask about all three at one visit, because the documents overlap almost completely and the offices are the same.

Who is eligible for the National Family Benefit Scheme?

A family can apply if:

  • The family is below the poverty line in Maharashtra, evidenced by a BPL ration card or the BPL survey record.
  • The deceased was the primary breadwinner of the household. The person whose earnings the family mainly lived on.
  • The deceased was aged between 18 and 59 years at the time of death.
  • The death occurred by natural causes or by accident. Both are covered.
  • The family is resident in Maharashtra.

A family cannot apply or is not eligible if:

  • The family is not on the below-poverty-line list. This is the most common reason a claim fails, and it is not curable at the time of the claim — a family above the BPL line has to look at other assistance instead.
  • The deceased was under 18 years of age, or 60 years or above. A death at 60 or later is treated as outside the scheme, and old-age pension schemes apply to that household instead.
  • The deceased was not the primary earning member. The death of a dependent family member, however serious for the household, does not attract this benefit.
  • The benefit has already been paid for the same death. It is one payment per death, and a second claim by another family member is rejected.
  • The family is not resident in Maharashtra, in which case the claim belongs to the state where the family lives, since NSAP runs in every state.

What documents are required?

Document Mandatory Notes
Death certificate Yes From the municipal body or gram panchayat
Age proof of the deceased Yes Must establish age between 18 and 59
BPL ration card or BPL proof Yes The poverty-line test
Primary breadwinner proof Yes Talathi report, gram panchayat certificate or affidavit
Aadhaar of the applicant Yes Identity of the claiming family member
Bank passbook of the applicant Yes Aadhaar-seeded, for direct benefit transfer
Residence proof Yes Ration card, electricity bill or domicile
Relationship proof No Where the family composition is not clear from the record

The death certificate is issued by the municipal corporation, nagar parishad or gram panchayat where the death was registered. If the death has not been registered, register it first, nothing in this process can move without the certificate. The primary breadwinner proof is the document families most often get stuck on, because it is not a standard printed certificate: it is a report from the Talathi or a certificate from the gram panchayat or ward office saying that the deceased was the household's main earner. Ask the Talathi for it early.

How to apply for the National Family Benefit Scheme in Maharashtra

  1. Register the death and obtain the death certificate from the municipal corporation, nagar parishad or gram panchayat, and take several attested copies. The same certificate is needed for other claims.
  2. Get the Talathi's report or a gram panchayat certificate confirming that the deceased was the primary breadwinner of a below-poverty-line household.
  3. Collect the remaining documents: age proof of the deceased, the BPL ration card, your Aadhaar, your bank passbook and residence proof.
  4. Obtain the application form from the Tehsildar's office, the Collector's office, a Setu centre or a Maha e-Seva Kendra, and fill in the details of the deceased, the applicant and the bank account carefully.
  5. Check whether your district accepts the application online through the Aaple Sarkar portal at aaplesarkar.maharashtra.gov.in or a Maha e-Seva Kendra, and use that route if it is available.
  6. Submit the completed form with all attachments to the Sanjay Gandhi Niradhar Anudan Yojana branch at the Tehsildar's office, or at the Talathi's or Collector's office as your district directs.
  7. Take a dated acknowledgement carrying an application number. Without it the file cannot be traced later.
  8. Ask at the same visit about Sanjay Gandhi Niradhar Anudan Yojana and the Indira Gandhi National Widow Pension Scheme, since the same branch handles them and the documents are largely the same.
  9. Follow up at the Sanjay Gandhi branch after the sanctioning committee meets, and check your bank account once the sanction is communicated.

How to check your application status

There is no dedicated public status tracker for the Maharashtra implementation of this scheme. Status is checked in three ways:

  • At the Sanjay Gandhi Niradhar Anudan Yojana branch of the Tehsildar's office, quoting the application number on your acknowledgement. This is the most reliable route, because the file physically sits there or with the sanctioning committee.
  • Through the Aaple Sarkar portal, where the application was filed online, by logging in with the same credentials.
  • On the NSAP portal at nsap.nic.in, which publishes beneficiary-level reporting for the National Social Assistance Programme and can confirm whether a sanction has been recorded centrally.

The Maharashtra Chief Minister's helpline on 1800 120 8040 handles general queries on state government services and schemes and can direct you to the right district office if you are being sent between offices.

Why applications get rejected, and how to fix each one

  • Family not on the BPL list. This ends the claim, and the fix, where the family genuinely belongs below the line, is to take the BPL survey inclusion up separately with the Tehsildar. It cannot be resolved inside this application.
  • Age of the deceased outside 18 to 59. Check what age is recorded on the death certificate; where it is wrong, correct the record before claiming.
  • No proof that the deceased was the primary breadwinner. Get the Talathi's report rather than relying on an affidavit alone.
  • Death certificate missing or not from a competent authority. A hospital slip or cremation receipt is not a death certificate.
  • Bank account not in the applicant's name or not Aadhaar-seeded, so the direct benefit transfer fails after sanction. Seed the account and inform the branch office.
  • Application filed long after the death, since districts apply a time limit from the date of death. File as soon as the death certificate is in hand.
  • Duplicate claim where another family member has already been paid for the same death.

Where to complain or get help

  • Sanjay Gandhi Niradhar Anudan Yojana branch, Tehsildar's office, the operational office for this scheme in every taluka.
  • District Collector's office, for grievances the taluka office does not resolve.
  • Social Justice and Special Assistance Department, Government of Maharashtra, at sjsa.maharashtra.gov.in, which publishes the scheme.
  • Maharashtra Chief Minister's helpline: 1800 120 8040.
  • NSAP portal, nsap.nic.in, for the central programme's reporting and norms.
  • Aaple Sarkar at aaplesarkar.maharashtra.gov.in for the online route and for the certificates the claim depends on.

The application is free at every stage. No fee is payable to the Talathi, the Tehsildar's office or a Maha e-Seva Kendra beyond the notified service charge for assisted filing, and no agent can charge a bereaved family for "getting the Rs 20,000 sanctioned".

Frequently asked questions

How much does the National Family Benefit Scheme pay in Maharashtra?

The scheme pays a one-time lump sum of Rs 20,000 to the bereaved family. According to the Social Justice and Special Assistance Department, it is a single payment funded by the central government, not a monthly pension.

Who is eligible for the National Family Benefit Scheme?

A below-poverty-line family in Maharashtra that has lost its primary breadwinner aged between 18 and 59 years, through natural causes or accident, is eligible. All categories of beneficiaries are covered, with no caste or religion restriction.

Who cannot apply for the National Family Benefit Scheme?

Families that are not on the below-poverty-line list are not eligible, nor are families where the deceased was under 18 or 60 or above, or was not the primary earning member. A family that has already drawn the benefit for the same death cannot claim again.

Where do I apply for the National Family Benefit Scheme in Maharashtra?

Apply at the Tehsildar's office, the Collector's office or the Talathi's office, through the Sanjay Gandhi Niradhar Anudan Yojana branch, which handles this scheme in Maharashtra. Several districts also accept the application through Aaple Sarkar or a Maha e-Seva Kendra.

Is the National Family Benefit Scheme the same as Sanjay Gandhi Niradhar Anudan Yojana?

No. They are different schemes handled by the same branch office. The National Family Benefit Scheme is a one-time Rs 20,000 central payment on the death of a breadwinner, while Sanjay Gandhi Niradhar Anudan Yojana is a recurring monthly assistance of Rs 1,500 for destitute persons.

How long does the application take?

There is no service-level timeline published for the scheme on the department's page, and in practice the file passes from the Talathi to the Tehsildar and then to the sanctioning committee. Keep the acknowledgement and follow up at the Sanjay Gandhi branch of the Tehsildar's office.

Can the widow claim, or must it be the head of the family?

The surviving member of the bereaved household applies. In most cases that is the widow or widower, and the payment is made to that person's own Aadhaar-seeded bank account, so the claim should be filed in the name of the person whose account will receive the money.

Does the family also get a monthly pension after this?

Not automatically, but the same office handles the schemes that provide one. A destitute widow may separately qualify for Sanjay Gandhi Niradhar Anudan Yojana or the Indira Gandhi National Widow Pension Scheme, and it is worth asking about both at the same visit.
