What is a ration card in Maharashtra?

A ration card in Maharashtra, known in Marathi as a shidhapatrika, is a household document issued by the Food, Civil Supplies and Consumer Protection Department (अन्न, नागरी पुरवठा व ग्राहक संरक्षण विभाग). The card lists every member of the family, fixes the household's category under the National Food Security Act, 2013, and links the family to a specific fair price shop where subsidised foodgrain is drawn against Aadhaar-based biometric authentication at an ePoS machine.

Maharashtra's ration card is also the state's most widely accepted household record. Banks, schools, gas distributors and welfare departments treat it as proof of address and proof of family composition, which is why families apply for it even when they do not intend to draw grain.

Is BPL a separate certificate in Maharashtra?

BPL is not a separate certificate in Maharashtra. The mahafood.gov.in portal describes distribution under the National Food Security Act, 2013 across Antyodaya Anna Yojana, BPL, APL and general groupings, all of them recorded as a category on the ration card itself. When you apply, you are not applying for "a BPL certificate"; you are applying for a card, and the Tahsildar or Rationing Officer decides which category is printed on it after verification.

Who can apply for a ration card in Maharashtra?

Any family ordinarily residing in Maharashtra that does not already hold a ration card can apply. In practice the applicants are:

  • Newly married couples separating from a parent household.
  • Families that have moved into Maharashtra from another state and surrendered their old card there.
  • Households that were left out when a card was split, or whose earlier card was cancelled.
  • Families applying afresh after a change of district within Maharashtra.

Who cannot apply: a person already named on a live ration card anywhere in India cannot apply for a second card. Duplicate entries are the single largest cause of rejection because Aadhaar seeding makes them visible instantly. A household must first get its name deleted from the old card and obtain a deletion or surrender certificate. Non-residents of Maharashtra are also not eligible, you apply in the state where you actually live, and One Nation One Ration Card lets you draw your entitlement anywhere while you sort the card out.

How to apply for a ration card in Maharashtra online

  1. Open the Ration Card Management System at https://rcms.mahafood.gov.in. The department's own services page lists this portal against "apply for a new ration card" and against every correction, addition, deletion and duplicate-card service.
  2. Register as a citizen with your mobile number, complete the OTP verification and log in.
  3. Select the new ration card service and enter the head of family's details, the full address with district, taluka and ward or village, and the Aadhaar number of every member to be included.
  4. Upload the residence proof, the photograph of the head of the family and, where you are moving from another card, the deletion or surrender certificate.
  5. Submit and save the acknowledgement or application number sent by SMS. Verification is done by the Rationing Officer, Zonal Officer, Tahsildar or Foodgrain Distribution Officer for your area.
  6. Once sanctioned, complete Aadhaar e-KYC for each member so that the card works on the fair price shop ePoS machine.

How to apply offline at the Tahsil or Rationing office

  1. Visit the Tahsildar's office in a rural taluka, or the Rationing Office / Zonal Office in Mumbai, Thane and other rationing areas, and ask for the new ration card application form.
  2. Fill in the head of family, all members with Aadhaar numbers, address and existing card details if any.
  3. Attach the residence proof, photograph and surrender or deletion certificate, and submit to the designated officer's counter. Keep the receipt, it carries the date from which the 30-day limit runs.
  4. Cooperate with the field verification. Maharashtra's notification expressly recognises that a home visit may be required, which is why some services carry a longer limit when a visit is involved.

How long does it take and what does it cost?

Maharashtra notified its supply-department services under the Maharashtra Right to Public Services Act, 2015 through an extraordinary gazette dated 24 June 2024, superseding the earlier notification of 14 October 2015. The schedule fixes:

  • New ration card demand to 30 days.
  • Name correction on the card to 3 working days.
  • Adding a name to 3 working days, or 30 days if a home visit is required.
  • Deleting a name — 3 working days.
  • Changing the address on the card to 30 days.
  • Duplicate card (damaged or torn) to 6 days, or 30 days if a home visit is required; duplicate for a lost card to 30 days.

The government resolution governing these services states that any fee shown against a service in the schedule must be deposited with the designated officer at the time of applying. Maharashtra does not publish a separate rupee price for a new ration card on the mahafood services page, so treat the counter or the RCMS portal as the only authority on what is payable, and pay nothing to a middleman. If someone offers to "arrange" a card for a fee, that money buys you nothing the designated officer is not already obliged to do inside 30 days.

How do I check the status of my Maharashtra ration card application?

Log in to rcms.mahafood.gov.in with the mobile number used at registration and open the application status screen using the acknowledgement number. Card and beneficiary data is also published as public reports on the same domain, mahafood.gov.in links to the ration card status report at rcms.mahafood.gov.in, and the NFSA portal lists that same RCMS report page as Maharashtra's official ration card enquiry link.

For entitlement and transaction checks after the card is issued, use the ePoS portal at epos.mahafood.gov.in, which shows the fair price shop transactions recorded against your card.

Why are Maharashtra ration card applications rejected?

  • A member named on the application is already on another live ration card.
  • Aadhaar e-KYC of one or more members is incomplete, so the card cannot be activated on the ePoS machine.
  • The address proof does not match the ward, village or taluka claimed, and the field verification fails.
  • The deletion or surrender certificate from the earlier card was never attached.
  • The family is found on verification to be outside the income and asset conditions for the category claimed. This usually results in a lower category rather than outright rejection.

Where do I complain about a ration card in Maharashtra?

Use the department's published numbers: 1800-22-4950 and 1967 for distribution complaints, and 14445 for One Nation One Ration Card support. The department also runs an online complaint redressal system linked from mahafood.gov.in.

If the card itself is delayed beyond the notified 30 days or is refused without a proper reason, the Right to Public Services route is stronger than a helpline call. File a first appeal with the Assistant Controller of Rationing, Foodgrain Distribution Officer or District Supply Officer, then a second appeal with the Deputy Controller of Rationing or Deputy Commissioner (Supply). A third appeal lies to the Maharashtra State Commission for Right to Service, whose website is aaplesarkar.mahaonline.gov.in, and a defaulting officer can be fined up to Rs 5,000 per case under the Act.

Is BPL a separate certificate in Maharashtra?

No, BPL is a category recorded on the ration card itself, not a separate certificate. Maharashtra runs Antyodaya Anna Yojana, Priority Household and non-priority groups under the National Food Security Act, 2013, and the category is decided by the Tahsildar or Rationing Officer when the card is sanctioned.

What can I do if my ration card is not issued in 30 days?

File a first appeal with the Assistant Controller of Rationing, the Foodgrain Distribution Officer or the District Supply Officer. The 24 June 2024 notification names them as the first appellate authority and the Deputy Controller of Rationing or Deputy Commissioner (Supply) as the second appellate authority.

How fast are corrections to an existing Maharashtra ration card?

Name correction and name deletion are notified at 3 working days each. Adding a name takes 3 working days, or 30 days if a home visit is needed, and changing the address on the card is notified at 30 days.

What are the ration card helpline numbers in Maharashtra?

The department publishes 1800-22-4950 and 1967 for distribution complaints, and 14445 for One Nation One Ration Card support.

Do I have to pay an agent to get a ration card in Maharashtra?

No. Applications are filed free on rcms.mahafood.gov.in or at the Tahsil, Rationing or Zonal office, and only a fee shown against the service by the designated officer may be charged. Agents who quote a few thousand rupees for a "guaranteed" card are charging for work you can do yourself.
