What is the senior citizen ID card in Maharashtra?

The senior citizen ID card in Maharashtra is the senior citizen certificate, a Revenue Department document certifying that the holder is a resident of Maharashtra aged 60 years or above. Maharashtra delivers it through Aaple Sarkar, the state's Right to Public Services portal at aaplesarkar.mahaonline.gov.in, the same platform that issues the domicile, income, caste and non-creamy-layer certificates. The Tahsildar of the taluka is the signing authority, as with other Revenue Department certificates.

Maharashtra has also moved on elderly welfare at the policy level. According to the Social Justice and Special Assistance Department, a Senior Citizen Corporation was established by a Government Resolution dated 12 September 2024, with share capital of Rs 50 crore and a dedicated Senior Citizens Welfare Fund. The department states the corporation's objectives as economic planning for senior citizens, health care management, relief from stress and tension, and ensuring a dignified life with financial security in old age, and lists its services as medical assistance, protection from harassment and abuse, safety and property protection assistance, shelter and accident insurance. The department grounds this in Article 41 of the Directive Principles of State Policy, which directs the state to provide social security to the elderly.

The certificate is what turns all of that from policy into something an individual can use at a counter.

Who is eligible for a Maharashtra senior citizen certificate?

You can apply if:

  • You are 60 years of age or above on the date of application, the definition of a senior citizen under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
  • You are resident in Maharashtra, in the taluka whose Tahsildar will sign the certificate. Aaple Sarkar routes the file by the district and taluka in your profile.
  • You hold a documentary date of birth: Aadhaar, a birth certificate, a school leaving certificate, a passport, a PAN card or a pension payment order.
  • You are applying in your own name. A son, daughter or caregiver may operate the portal, which is common, but the applicant is the elderly person.

You cannot apply if:

  • You are under 60. No Tahsildar has discretion to certify a lower age, and there is no advance issue before a birthday.
  • You are not resident in Maharashtra. A parent staying temporarily with children in Pune, with all documents from another state, should apply in the home state instead.
  • You cannot evidence a date of birth. Fix that first, through an Aadhaar date-of-birth update or a delayed birth registration with the local body, and then apply.

There is no income test and no caste condition for the senior citizen certificate. It certifies age and residence, nothing more. It is also not a pension sanction: the Indira Gandhi National Old Age Pension Scheme and Maharashtra's own Shravanbal Seva Rajya Nivrutti Vetan Yojana are separate applications with their own income conditions.

What documents are required?

Document Mandatory Notes
Date of birth proof (Aadhaar, birth certificate, school leaving certificate, PAN, passport, PPO) Yes Must establish age 60+
Identity proof (Aadhaar, PAN, voter ID, driving licence, passport) Yes Name must match the Aaple Sarkar profile exactly
Maharashtra address proof (ration card, electricity or water bill, tax receipt, rent agreement) Yes Fixes the taluka and Tahsildar
Passport-size photograph Yes Scanned colour photograph
Self-declaration Yes Format generated by Aaple Sarkar; print, sign, upload
Mobile number for OTP Yes Registration, payment and tracking
Pension payment order Optional Supporting age evidence for retirees

Upload clear scans within the size limit the box states. Aaple Sarkar rejects blurred and cropped uploads routinely across all its Revenue services, and a rejection sends the file back to the beginning.

How to apply for a senior citizen card in Maharashtra online

  1. Open aaplesarkar.mahaonline.gov.in and click "New User? Register Here". Register with the applicant's mobile number and email, verify the OTP, and set a username and password. One registration covers every Aaple Sarkar service.
  2. Complete the profile: name, father's or husband's name, date of birth, full Maharashtra address, district and taluka. Type the name exactly as printed on Aadhaar. This profile is copied into the certificate, and a typing error here is the commonest cause of a wasted application.
  3. Select the Revenue Department, then the certificates sub-department, then the senior citizen certificate service from the service list.
  4. Fill the application form, the date of birth, the address, and the purpose for which the certificate is required.
  5. Upload the documents — date of birth proof, identity proof, address proof, the signed self-declaration and the photograph, each into its labelled slot.
  6. Pay the government fee shown on the payment screen by net banking, debit or credit card, or UPI, and save the receipt.
  7. Submit and note the application ID on the acknowledgement. Nothing can be traced without it.
  8. Wait for verification. The file goes to the Talathi or circle officer for a residence check and then to the Tahsildar for signature. Answer calls from unknown landlines during this period.
  9. Download the digitally signed certificate from your Aaple Sarkar account once the status shows it issued. The digitally signed PDF is the valid certificate and needs no additional rubber stamp.

How to apply offline at a Seva Kendra or Tahsildar office

  1. Visit your taluka's Tahsildar office, the attached Setu or Aaple Sarkar Seva Kendra, or an authorised Common Service Centre.
  2. Ask for the senior citizen certificate application, or hand your documents to the operator, who fills the same Aaple Sarkar form on your behalf.
  3. Attach self-attested photocopies of the date of birth proof, identity proof, address proof and the self-declaration, carrying originals for counter verification.
  4. Pay the government fee plus the notified Seva Kendra service charge and insist on a printed receipt.
  5. Collect the acknowledgement with the application ID, and use it to track the file online or to collect the certificate at the counter.

The offline route ends in the same Aaple Sarkar workflow. The operator is simply typing your application into the portal.

How do I check the status of my application?

  • Online: log in at aaplesarkar.mahaonline.gov.in and open "Track Your Application" with the application ID.
  • By phone: the Aaple Sarkar and Chief Minister's helpline on 1800 120 8040, toll free and available 24 hours a day, with the application ID ready.
  • In person: the Setu centre at the Tahsildar office can see where the file is stuck, which is usually at the Talathi verification stage.

Under the Maharashtra Right to Public Services Act, 2015, every notified service carries a stipulated time limit and a designated officer, with a first appellate officer and a second appellate officer named for it. If the file crosses the limit without a decision, file a first appeal through Aaple Sarkar itself. Almost nobody uses this right, and it works.

How long is it valid, and does it need renewal?

A Maharashtra senior citizen certificate records a date of birth and carries no expiry. There is no renewal cycle and no revalidation.

Where a bank, hospital or transport office asks for a "recent" certificate, log in and download the same digitally signed PDF again rather than filing a fresh application. Apply again only for a correction to the name, date of birth or address printed on the certificate, and correct it promptly, because a certificate that disagrees with Aadhaar is worse than no certificate at a bank.

Why do applications get rejected?

  • Name or date-of-birth mismatch between Aadhaar, the school leaving certificate and the Aaple Sarkar profile. This is the number-one rejection reason across every Aaple Sarkar certificate.
  • Address proof that does not establish Maharashtra residence, or an address in a different taluka from the one selected.
  • Blurred, cropped or oversized uploads the verifying officer cannot read.
  • Missing or unsigned self-declaration.
  • Wrong service selected from the Revenue Department list, a frequent error because Aaple Sarkar carries dozens of similarly named certificates.
  • Application filed in the child's name rather than the elderly applicant's.

What does it cost, and what should you refuse to pay?

The Maharashtra senior citizen certificate costs only the government fee displayed on the Aaple Sarkar payment screen, plus the notified service charge if you apply through a Seva Kendra or CSC. Both are small, both are printed on a rate card, and both come with a receipt.

There is no paid priority queue in the Revenue Department. Agents outside Tahsildar offices who promise a senior citizen card "in two days" for a few thousand rupees are charging for a service the state provides at the counter rate. Apply yourself, Aaple Sarkar registration takes about ten minutes; or use an authorised Seva Kendra and take the receipt. Never give an agent your Aadhaar OTP; no Revenue Department officer needs it to issue a certificate. Never leave original documents with a middleman, and never sign a blank form.

Grievance and helpline route

  • Aaple Sarkar and Chief Minister's helpline: 1800 120 8040, toll free, 24 hours, for tracking, portal faults and complaints.
  • Elderline 14567, the national toll-free helpline for senior citizens, for elder abuse, neglect and maintenance issues.
  • Tahsildar of the taluka, normally the designated officer for the service.
  • Sub-Divisional Officer, as first appellate officer under the Right to Public Services Act, 2015.
  • Collector's office, for escalation beyond the sub-division.
  • Maharashtra State Commission for Right to Service, which hears second appeals under the 2015 Act.
  • Social Justice and Special Assistance Department, sjsa.maharashtra.gov.in, for the Senior Citizen Corporation and the state's elderly welfare schemes.
  • Maintenance Tribunal under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, presided over by the sub-divisional officer, where an elderly parent needs a maintenance order against children.

Carry your application ID to every one of these. Without it, no office can trace the file.

Frequently asked questions

Where do I apply for a senior citizen card in Maharashtra?

Apply on Aaple Sarkar at aaplesarkar.mahaonline.gov.in, Maharashtra's Right to Public Services portal run by MahaOnline, which is the state's official online route for Revenue Department certificates. The same application can be filed for you at an Aaple Sarkar Seva Kendra, a Setu centre or a Common Service Centre attached to the Tahsildar office.

What age qualifies as a senior citizen in Maharashtra?

Sixty years is the threshold, matching the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. The applicant must also be a resident of Maharashtra, since the certificate is issued by the Tahsildar of the taluka where they live.

What is the Maharashtra Senior Citizen Corporation?

The Senior Citizen Corporation is a state body set up by a Government Resolution dated 12 September 2024, with share capital of Rs 50 crore and a dedicated Senior Citizens Welfare Fund. According to the Social Justice and Special Assistance Department it covers economic planning, health care management, protection from harassment and abuse, safety and property protection assistance, shelter and accident insurance.

How much does the Maharashtra senior citizen certificate cost?

Only the government fee displayed on the Aaple Sarkar payment screen, plus the notified service charge if you apply through a Seva Sindhu-style Seva Kendra or CSC counter. Both are small and receipted; nothing beyond the printed rate card is legitimate.

How long does it take?

Aaple Sarkar services carry a stipulated time limit notified under the Maharashtra Right to Public Services Act, 2015, with a designated officer and named first and second appellate officers for each service. If the file crosses that limit without a decision, you can file a first appeal online through Aaple Sarkar itself.

Can my son or daughter apply for me?

Yes, a family member can register on Aaple Sarkar, fill the form and upload documents, but the application must be in the elderly person's name with their own Aadhaar, photograph and signed self-declaration. The certificate is issued to the senior citizen.

Does the certificate expire?

No, a senior citizen certificate records a date of birth and therefore has no expiry and no renewal cycle. Some counters ask for a recent copy, which you meet by downloading the same digitally signed PDF again from your Aaple Sarkar account.

How do I track my Aaple Sarkar application?

Log in at aaplesarkar.mahaonline.gov.in and open "Track Your Application" with the application ID printed on your acknowledgement. The Aaple Sarkar and Chief Minister's helpline on 1800 120 8040 is available round the clock for the same purpose.
