Stipends to Trainees in Industrial Training Institute exists for a narrow and practical reason. An ITI trainee from a poor Scheduled Caste household is not earning while they train, and the daily cost of getting to the institute and buying notebooks and small tools is enough to make a family pull a boy or girl out and send them to work instead. According to the Social Justice and Special Assistance Department, the scheme's objective is to give financial support to Scheduled Caste students undergoing training at recognised Industrial Training Institutes so that they complete the course.

The stipend is Rs 100 a month. That figure has not been revised in the department's published scheme page, and it is best understood as a token retention payment rather than a maintenance grant. A trainee who needs help with fees, hostel or maintenance should look at the separate schemes named at the end of this guide, which are far larger in value.

How much is the ITI stipend and who pays it?

The Social Justice and Special Assistance Department publishes the rate as a split, and the split is the part most trainees get wrong.

Every eligible trainee ends up with the same Rs 100 a month. What differs is who pays it. A hostel resident is already drawing Rs 60 a month from the Department of Technical Education, so the Social Welfare Department adds only Rs 40 to bring the trainee to parity. A trainee living at home draws nothing from Technical Education, so Social Welfare pays the full Rs 100.

This matters in practice for two reasons. First, a hostel trainee who sees only Rs 40 credited from Social Welfare has not been short-paid. The other Rs 60 comes on a different sanction, on its own schedule, from a different department. Second, if you move into or out of the hostel mid-year, tell the Principal's office, because your slab changes from that month.

The parallel scheme for Vimukta Jati, Nomadic Tribe and Special Backward Class trainees, run by the Other Backward Bahujan Welfare Department, uses the same design and the same income ceiling and publishes a payment period of 10 months in the academic year. The Social Justice Department's page for the Scheduled Caste version does not state the number of months on its face, so ask your Principal how many months your institute claims for, do not assume 12.

Who is eligible for the ITI stipend?

You can get the stipend if:

  • You belong to a Scheduled Caste notified in Maharashtra and hold a valid caste certificate from the competent authority.
  • You are enrolled as a trainee at a recognised Industrial Training Institute. The department's condition is that the training institute is recognised; an unrecognised private skill centre does not qualify.
  • Your father's annual income does not exceed Rs 65,290. This is the exact figure published on the Social Justice Department's scheme page.
  • You are resident in Maharashtra.
  • You hold a bank account in your own name for the payment.

You cannot apply or are not eligible if:

  • You belong to a category outside the Scheduled Castes. VJNT and SBC trainees are covered by the Other Backward Bahujan Welfare Department's own ITI stipend, which pays on the same terms, and OBC trainees by other schemes of that department. The correct scheme follows your caste certificate, and filing under the wrong head is the most common avoidable error.
  • Your father's annual income is above Rs 65,290.
  • Your institute or trade is not recognised. Private coaching classes and short unaccredited skill courses do not qualify.
  • You are not a Maharashtra resident.
  • You have left the ITI or been struck off the rolls. The stipend runs only while you are an active trainee, and an attendance shortfall can stop it mid-course.

Caste and income certificates are issued by the Tehsildar or Sub-Divisional Officer and applied for through a Setu or Aaple Sarkar service centre. Both take weeks, and the income certificate must be current — a certificate for an earlier year is routinely returned. Start both at the point of ITI admission, not when the Principal's office announces the form.

How to apply for the ITI stipend

The application is offline and routed entirely through your own ITI. The Social Justice and Special Assistance Department's page states that the trainee applies through the concerned Principal at the Industrial Training Institute.

  1. Take admission to a recognised Industrial Training Institute in a recognised trade and get your name confirmed on the rolls.
  2. Ask the Principal's office for the stipend application form for Scheduled Caste trainees. Institutes usually issue it once admissions close for the year.
  3. Obtain the caste certificate and your father's income certificate from the Tehsildar's office, making sure the income certificate shows an annual figure within Rs 65,290 for the current year.
  4. Open a bank account in your own name and get it Aadhaar-seeded at the branch, since the stipend is paid by direct benefit transfer.
  5. Fill the form completely and attach the caste certificate, income certificate, bonafide certificate, Aadhaar, bank passbook copy, domicile proof and, if you live in the hostel, the hostel admission letter. Self-attest every copy.
  6. Submit the form to your ITI and take a dated acknowledgement from the office. In a scheme routed through the institute, this is the only proof you hold that your name went in.
  7. Let the ITI forward the consolidated list to the district Social Welfare authority, which sanctions the Social Welfare share, while the Department of Technical Education handles the Rs 60 hostel component separately.
  8. Check your bank account once sanctions are released and confirm with the Principal's office which months have been paid and which are still pending.

  1. The Principal's office at your ITI, quoting the acknowledgement you were given. The institute holds the forwarded list and the sanction communication, and most problems are resolved here because most failures happen at the list stage.
  2. The District Social Welfare Officer, Zilla Parishad, or the Assistant Commissioner, Social Welfare, if the ITI says the file has gone to the district.
  3. The hostel office or the Department of Technical Education channel separately, if you are a hostel resident and only the Rs 40 Social Welfare share has reached you.
  4. Your bank branch, to confirm the account is active and Aadhaar-seeded, if the district says the payment was released.

Why stipend claims fail, and how to fix each one

  • Income certificate above Rs 65,290, or issued for an earlier year. Get a fresh certificate for the current year; this is the single most common cause.
  • Caste certificate does not name a Scheduled Caste notified in Maharashtra, or has not been made at all.
  • Bank account not in the trainee's own name, or not Aadhaar-seeded, so the transfer fails and reverses.
  • Name or date of birth mismatch between the caste certificate, Aadhaar and the ITI record. Correct the institute record first, because the list is built from it.
  • Form submitted after the institute's internal cut-off. Since the ITI files one consolidated list, a late form usually waits for the next cycle.
  • Attendance shortfall or name struck off the rolls, which ends the claim for the remaining months.
  • Wrong scheme applied for, a VJNT or SBC trainee filed under the Scheduled Caste head, or the reverse. Match the scheme to the caste certificate.
