Mission Shakti: Why a Component Claim Is Refused and How to Fix It
Mission Shakti is an umbrella scheme, so there is no single application to reject. What gets refused is a claim under a specific component; most often the Pradhan Mantri Matru Vandana Yojana (PMMVY) maternity benefit, or admission to a hostel, shelter or creche. The crisis services, by contrast, are never refused: the Women Helpline 181 and the One Stop Centre help first and ask for documents later, if at all.

First, what cannot be rejected
Individuals cannot apply to "Mission Shakti" as a whole, so there is no umbrella rejection. And the safety components are designed never to turn a woman away:
- Women Helpline 181 works round the clock, is free, and does not ask for documents before helping.
- One Stop Centre (Sakhi) needs no appointment, referral or police complaint. Crisis services under Sambal are given first; identity documents are never a precondition for help in an emergency.
If anyone demands money or paperwork before giving crisis help, that is a violation, not a legitimate rejection; report it. No One Stop Centre, helpline operator or shelter home may charge a fee.
Where refusals actually happen
1. PMMVY maternity benefit claim rejected. PMMVY, the cash component under Samarthya, has its own eligibility rules and its own portal, pmmvy.wcd.gov.in. Common grounds for a stalled or rejected claim are an Aadhaar–bank name mismatch, an un-seeded or dormant bank account, an incomplete Mother and Child Protection card linkage, or details that do not match antenatal records.
Fix: Seed Aadhaar with an active bank account, make the name spellings match across Aadhaar, passbook and the claim, attach the MCP card, and reapply or correct the record through your Anganwadi worker or ASHA. Because this is a DBT payment, the account details must be exact.
2. Hostel, shelter or creche admission declined. Sakhi Niwas (working women hostels), Shakti Sadan (shelter for women in destitution or survivors of trafficking) and Palna (creches) are admissions, not online applications. A decline usually reflects no vacancy, or that the applicant does not fit the component's purpose, for example seeking a Sakhi Niwas place without being a working woman.
Fix: Confirm you fit the component and apply to the right one. Approach the District Programme Officer or District Women and Child Development Officer, who maintain the list of functioning facilities and can point you to one with space.
3. An NGO or agency proposal is not accepted centrally. Organisations wanting to run a component cannot apply directly to the central ministry. A proposal sent straight to Delhi is returned.
Fix: Route the proposal through the State Government and the District Magistrate, who appraise and forward recommended proposals to the Ministry through the Mission Shakti portal.
4. Someone promised to "enrol you in Mission Shakti" for a fee. There is no such enrolment, no such form and no such payment.
Fix: Treat any such promise as fraud. Access the component you actually need through its own route instead.
How to fix a refused component claim
- Identify the exact component: PMMVY, Sakhi Niwas, Shakti Sadan, Palna, and its specific rules. There is no umbrella claim to fix.
- Get the reason from the right office — the PMMVY portal or your Anganwadi worker for maternity benefit; the District Women and Child Development Officer for hostel, shelter or creche admission.
- Correct the underlying issue: Aadhaar seeding and bank details for PMMVY, eligibility fit and vacancy for admissions.
- Reapply or re-approach through the component's own channel.
- Escalate to the District Programme Officer for admission disputes, and use the Mission Shakti portal technical support for portal problems.

FAQ
Can I appeal a Mission Shakti rejection? There is no umbrella appeal because there is no umbrella application. Appeal within the specific component, PMMVY through its portal and district ICDS machinery, admissions through the District Women and Child Development Officer.
My PMMVY payment failed: is that a Mission Shakti rejection? It is a component-level issue. Fix Aadhaar seeding and bank details, since PMMVY pays by DBT.
Was I refused crisis help legitimately? No. Crisis services under Sambal are not refused for documents. If you were turned away or charged, report it. The service is free and unconditional in an emergency.
Every crisis service under Mission Shakti is free to the woman using it. No genuine official will ask for money to register a case or admit you to a facility.
