Choose Mission Vatsalya if the beneficiary is a child needing protection, sponsorship, foster care, aftercare or adoption; choose Mission Shakti if the beneficiary is a woman needing safety, shelter or maternity support; and note that PM CARES for Children is a separate closed-cohort scheme only for children orphaned by COVID-19. Mission Vatsalya is the Ministry's umbrella child protection scheme, which replaced the Integrated Child Protection Scheme and funds the machinery of the Juvenile Justice Act 2015. Mission Shakti is its counterpart for women's safety and empowerment, delivered through the Sambal and Samarthya sub-schemes.

These do not overlap on the beneficiary. If you are seeking help for a child, an orphaned nephew, a child at risk of dropping out, a young adult leaving a children's home: Mission Vatsalya is your scheme, applied for through the District Child Protection Unit. If you are seeking help for a woman facing violence, needing shelter, or claiming maternity benefit, Mission Shakti is your scheme, delivered through One Stop Centres and the 181 Women Helpline.

A single household can legitimately draw on both at once, for example a widowed mother using Mission Shakti's maternity or shelter support while her child receives Mission Vatsalya sponsorship. They are administered through different committees and helplines, so apply to each separately.

Mission Vatsalya vs PM CARES for Children

PM CARES for Children is not a general scheme you can apply into today. It is a closed cohort: it covers only children who lost both parents, the surviving parent, or a legal guardian to COVID-19 during the pandemic window. Applications for new enrolment are not open in the ordinary way.

Crucially, the two are not mutually exclusive. Children enrolled under PM CARES for Children also receive the Rs 4,000 monthly support under Mission Vatsalya until they turn 18, on top of the PM CARES stipend and corpus. So a PM CARES beneficiary does not have to choose.

Can you hold more than one?

• Mission Vatsalya + Mission Shakti — yes, for different members of the same household (a woman and a child). They target different beneficiaries.
• Mission Vatsalya + PM CARES for Children: yes, and this is by design: PM CARES children get the Mission Vatsalya Rs 4,000 monthly grant as well.
• Two Mission Vatsalya components for one child; sponsorship, foster care and aftercare are stages, not stackable benefits; a child is placed in the one that fits their situation at that time.

Which should you apply for first?

Start from the beneficiary, not the benefit:

1. Is this for a child? Go to the District Child Protection Unit for Mission Vatsalya. In an emergency, call Child Helpline 1098 first.
2. Is this for a woman? Approach a One Stop Centre or call the 181 Women Helpline for Mission Shakti.
3. Was the child orphaned by COVID-19? Ask the DCPU whether PM CARES for Children applies, and confirm the Mission Vatsalya grant is also running.

Every service under Mission Vatsalya is free, decided by the Child Welfare Committee or the Sponsorship and Foster Care Approval Committee at district level, and no fee is payable to any officer or agency. If someone offers to secure any of these three benefits for a payment, they are not acting for the scheme.
